Abstract: The modern Kazakh society is characterized by strengthen cross-cultural communication, the emergence of new powerful subcultures, accelerated change in social systems and values. The socio-political reforms in all fields have changed the quality of social relationships and spiritual life.Cross-cultural approach involves the analysis of different types of behavior and communication, including the manifestation of the conflict, and the formation of marginal destructive stereotypes.
Abstract: This paper discusses applications of a revolutionary
information technology, Geographic Information Systems (GIS), in
the field of the history of cartography by examples, including
assessing accuracy of early maps, establishing a database of places
and historical administrative units in history, integrating early maps
in GIS or digital images, and analyzing social, political, and
economic information related to production of early maps. GIS
provides a new mean to evaluate the accuracy of early maps. Four
basic steps using GIS for this type of study are discussed. In addition,
several historical geographical information systems are introduced.
These include China Historical Geographic Information Systems
(CHGIS), the United States National Historical Geographic
Information System (NHGIS), and the Great Britain Historical
Geographical Information System. GIS also provides digital means to
display and analyze the spatial information on the early maps or to
layer them with modern spatial data. How GIS relational data
structure may be used to analyze social, political, and economic
information related to production of early maps is also discussed in
this paper. Through discussion on these examples, this paper reveals
value of GIS applications in this field.
Abstract: Emergence of smartphones brings to live the concept
of converged devices with the availability of web amenities. Such
trend also challenges the mobile devices manufactures and service
providers in many aspects, such as security on mobile phones,
complex and long time design flow, as well as higher development
cost. Among these aspects, security on mobile phones is getting more
and more attention. Microkernel based virtualization technology will
play a critical role in addressing these challenges and meeting mobile
market needs and preferences, since virtualization provides essential
isolation for security reasons and it allows multiple operating systems
to run on one processor accelerating development and cutting development
cost. However, virtualization benefits do not come for free.
As an additional software layer, it adds some inevitable virtualization
overhead to the system, which may decrease the system performance.
In this paper we evaluate and analyze the virtualization performance
cost of L4 microkernel based virtualization on a competitive mobile
phone by comparing the L4Linux, a para-virtualized Linux on top of
L4 microkernel, with the native Linux performance using lmbench
and a set of typical mobile phone applications.
Abstract: the aim of this study was to analyze ethnopsychological content of “Aitys" as a process of creative competition in Kazakh traditional folklore by means of Transaction analysis (three types of Ego states are Parent, Adult and Child). “Aitys" is as sources of Kazakh national self-consciousness and form of oral Kazakh national creativity. Comparative psychological analysis of classical and modern “aityses" is carried out. Empirical proved that the victory in “Aitys" is provided with a position of egostate “Adult".
Abstract: Primary studies are being carried out in Turkey for
expanding information and communication technologies (ICT) aided instruction activities. Subject of the present study is to identify
whether those studies achieved their goals in the application. Information technologies (IT) formative teachers in the primary
schools, and academicians in the faculties of education were interviewed to investigate the process and results of implementing
computer-aided instruction methods whose basis is strengthened in theory. Analysis of the results gained from two separate surveys
demonstrated that capability of the teachers in elementary education institutions for carrying into effect computer-aided instruction and
technical infrastructure has not been established for computer-aided instruction practices yet. Prospective teachers must be well-equipped in ICT to duly fulfill requirements of modern education and also
must be self-confident. Finally, scope and intensity of the courses given in connection with teaching of the ICT in faculties of education needs to be revised.
Abstract: Forming a legal culture among citizens is a
complicated and lengthy process, influencing all spheres of social
life. It includes promoting justice, learning rights and duties, the
introduction of juridical norms and knowledge, and also a process of
developing a system of legal acts and constitutional norms. Currently,
the evaluative and emotional influence of attempts to establish a legal
culture among the citizens of Kazakhstan is limited by real legal
practice. As a result, the values essential to a sound civil society are
absent from the consciousness of the Kazakh people who are thus, in
turn, not able to develop respect for these values. One of the
disadvantages of the modern Kazakh educational system is a
tendency to underrate the actual forces shaping the worldview of
Kazakh youths. The mass-media, which are going through a
personnel crisis, cannot provide society with the legal and political
information necessary to form the sort of legal culture required for a
true civil society.
Abstract: Open urban public spaces comprise an important
element for the development of social, cultural and economic
activities of the population in the modern cities. These spaces are also
considered regulators of the region-s climate conditions, providing
better thermal, visual and auditory conditions which can be optimized
by the application of appropriate strategies of bioclimatic design. The
paper focuses on the analysis and evaluation of the recent unification
of the open spaces in the centre of Xanthi, a medium – size city in
northern Greece, from a bioclimatic perspective, as well as in the
creation of suitable methodology. It is based both on qualitative
observation of the interventions by fieldwork research and
assessment and on quantitative analysis and modeling of the research
area.
Abstract: Designing modern machine tools is a complex task. A
simulation tool to aid the design work, a virtual machine, has
therefore been developed in earlier work. The virtual machine
considers the interaction between the mechanics of the machine
(including structural flexibility) and the control system. This paper
exemplifies the usefulness of the virtual machine as a tool for product
development. An optimisation study is conducted aiming at
improving the existing design of a machine tool regarding weight and
manufacturing accuracy at maintained manufacturing speed. The
problem can be categorised as constrained multidisciplinary multiobjective
multivariable optimisation. Parameters of the control and
geometric quantities of the machine are used as design variables. This
results in a mix of continuous and discrete variables and an
optimisation approach using a genetic algorithm is therefore
deployed. The accuracy objective is evaluated according to
international standards. The complete systems model shows nondeterministic
behaviour. A strategy to handle this based on statistical
analysis is suggested. The weight of the main moving parts is reduced
by more than 30 per cent and the manufacturing accuracy is
improvement by more than 60 per cent compared to the original
design, with no reduction in manufacturing speed. It is also shown
that interaction effects exist between the mechanics and the control,
i.e. this improvement would most likely not been possible with a
conventional sequential design approach within the same time, cost
and general resource frame. This indicates the potential of the virtual
machine concept for contributing to improved efficiency of both
complex products and the development process for such products.
Companies incorporating such advanced simulation tools in their
product development could thus improve its own competitiveness as
well as contribute to improved resource efficiency of society at large.

Innovation is becoming more and more important in
modern society. There are a lot of researches on different kinds of
innovation but marketing innovation is one kind of innovation that
has not been studied frequently before. Marketing innovation is
defined as a new way in which companies can market themselves to
potential or existing customers.
The study shows some key elements for marketing innovation that
are worth paying attention to when implementing marketing
innovation projects. Examples of such key elements are: paying
attention to the neglected market, suitable market segmentatio
reliable market information, public relationship, increased customer
value, combination of market factors, explore different marketing
channels and the use of technology in combination with what? Beside
the key elements for marketing innovation, we also present some
risks that may occur, such as cost, market uncertainty, information
leakage, imitation and overdependence on experience.
By proposing a set of indicators to measure marketing innovation,
the article offers solutions for marketing innovation implementation
so that any organization can achieve optimal results.
Abstract: In present article the model of Blended Learning, its advantage at foreign language teaching, and also some problems that can arise during its use are considered. The Blended Learning is a special organization of learning, which allows to combine classroom work and modern technologies in electronic distance teaching environment. Nowadays a lot of European educational institutions and companies use such technology. Through this method: student gets the opportunity to learn in a group (classroom) with a teacher and additionally at home at a convenient time; student himself sets the optimal speed and intensity of the learning process; this method helps student to discipline himself and learn to work independently.
Abstract: In this paper, to optimize the “Characteristic Straight Line Method" which is used in the soil displacement analysis, a “best estimate" of the geodetic leveling observations has been achieved by taking in account the concept of 'Height systems'. This concept has been discussed in detail and consequently the concept of “height". In landslides dynamic analysis, the soil is considered as a mosaic of rigid blocks. The soil displacement has been monitored and analyzed by using the “Characteristic Straight Line Method". Its characteristic components have been defined constructed from a “best estimate" of the topometric observations. In the measurement of elevation differences, we have used the most modern leveling equipment available. Observational procedures have also been designed to provide the most effective method to acquire data. In addition systematic errors which cannot be sufficiently controlled by instrumentation or observational techniques are minimized by applying appropriate corrections to the observed data: the level collimation correction minimizes the error caused by nonhorizontality of the leveling instrument's line of sight for unequal sight lengths, the refraction correction is modeled to minimize the refraction error caused by temperature (density) variation of air strata, the rod temperature correction accounts for variation in the length of the leveling rod' s Invar/LO-VAR® strip which results from temperature changes, the rod scale correction ensures a uniform scale which conforms to the international length standard and the introduction of the concept of the 'Height systems' where all types of height (orthometric, dynamic, normal, gravity correction, and equipotential surface) have been investigated. The “Characteristic Straight Line Method" is slightly more convenient than the “Characteristic Circle Method". It permits to evaluate a displacement of very small magnitude even when the displacement is of an infinitesimal quantity. The inclination of the landslide is given by the inverse of the distance reference point O to the “Characteristic Straight Line". Its direction is given by the bearing of the normal directed from point O to the Characteristic Straight Line (Fig..6). A “best estimate" of the topometric observations was used to measure the elevation of points carefully selected, before and after the deformation. Gross errors have been eliminated by statistical analyses and by comparing the heights within local neighborhoods. The results of a test using an area where very interesting land surface deformation occurs are reported. Monitoring with different options and qualitative comparison of results based on a sufficient number of check points are presented.
Abstract: In modern era, the biggest challenge facing the
software industry is the upcoming of new technologies. So, the
software engineers are gearing up themselves to meet and manage
change in large software system. Also they find it difficult to deal
with software cognitive complexities. In the last few years many
metrics were proposed to measure the cognitive complexity of
software. This paper aims at a comprehensive survey of the metric of
software cognitive complexity. Some classic and efficient software
cognitive complexity metrics, such as Class Complexity (CC),
Weighted Class Complexity (WCC), Extended Weighted Class
Complexity (EWCC), Class Complexity due to Inheritance (CCI) and
Average Complexity of a program due to Inheritance (ACI), are
discussed and analyzed. The comparison and the relationship of these
metrics of software complexity are also presented.
Abstract: In today-s competitive environment, the security concerns have grown tremendously. In the modern world, possession is known to be 9/10-ths of the law. Hence, it is imperative for one to be able to safeguard one-s property from worldly harms such as thefts, destruction of property, people with malicious intent etc. Due to the advent of technology in the modern world, the methodologies used by thieves and robbers for stealing have been improving exponentially. Therefore, it is necessary for the surveillance techniques to also improve with the changing world. With the improvement in mass media and various forms of communication, it is now possible to monitor and control the environment to the advantage of the owners of the property. The latest technologies used in the fight against thefts and destruction are the video surveillance and monitoring. By using the technologies, it is possible to monitor and capture every inch and second of the area in interest. However, so far the technologies used are passive in nature, i.e., the monitoring systems only help in detecting the crime but do not actively participate in stopping or curbing the crime while it takes place. Therefore, we have developed a methodology to detect the motion in a video stream environment and this is an idea to ensure that the monitoring systems not only actively participate in stopping the crime, but do so while the crime is taking place. Hence, a system is used to detect any motion in a live streaming video and once motion has been detected in the live stream, the software will activate a warning system and capture the live streaming video.
Abstract: Suburban area is an important area to the development of a city and a country. Russias economy is going through major transitions. These transitions are rapidly changing the relationship between cities (urban areas), countryside (rural areas) and the development, growth, and popularity of suburbia. The process of suburbanization takes place in biggest cities of Russia, including Krasnoyarsk City. The modern Krasnoyarsk with a population of about 1mln people occupies the territory of 34115 ha. This article examines the analysis of functions of suburban area and connects these functions with zoning of the suburban territory. The author uses the method of hierarchy to select the best conditions to each function in connection with nature component, transportation and distance from the city. The result of this research is the map of the functional zoning of suburban area of Krasnoyarsk City. Abstract: This paper presents the development techniques
for a complete autonomous design model of an advanced train
control system and gives a new approach for the
implementation of multi-agents based system. This research
work proposes to develop a novel control system to enhance
the efficiency of the vehicles under constraints of various
conditions, and contributes in stability and controllability
issues, considering relevant safety and operational
requirements with command control communication and
various sensors to avoid accidents. The approach of speed
scheduling, management and control in local and distributed
environment is given to fulfill the dire needs of modern trend
and enhance the vehicles control systems in automation. These
techniques suggest the state of the art microelectronic
technology with accuracy and stability as forefront goals.
Abstract: With the growth of modern civilization and
industrialization in worldwide, the demand for energy is increasing
day by day. Majority of the world-s energy needs are met through
fossil fuels and natural gas. As a result the amount of fossil fuels is
on diminishing from year to year. Since the fossil fuel is nonrenewable,
so fuel price is gouging as a consequence of spiraling
demand and diminishing supply. At present the power generation of
our country is mainly depends on imported fossil fuels. To reduce the
dependency on imported fuel, the use of renewable sources has
become more popular. In Bangladesh coconut is widely growing tree.
Especially in the southern part of the country a large area will be
found where coconut tree is considered as natural asset. So, our
endeavor was to use the coconut oil as a renewable and alternative
fuel. This article shows the prospect of coconut oil as a renewable
and alternative fuel of diesel fuel. Since diesel engine has a versatile
uses including small electricity generation, an experimental set up is
then made to study the performance of a small diesel engine using
different blends of bio diesel converted from coconut oil. It is found
that bio diesel has slightly different properties than diesel. With
biodiesel the engine is capable of running without difficulty.
Different blends of bio diesel (i.e. B80, B60, and B 50 etc.) have
been used to avoid complicated modification of the engine or the fuel
supply system. Finally, a comparison of engine performance for
different blends of biodiesel has been carried out to determine the
optimum blend for different operating conditions.
Abstract: This paper deals with the development and obstacles of
Korean women-s political participation in recent years. Since the year
1948 after the declaration of a modern state, Korea has tried to
establish the democracy but still in the field of women-s political
participation it meets a lot of problems such as women-s political
consciousness, male dominated political culture and institutional
constraints. After the introduction of quota system in the list of
political party, women-s political participation began to change its
configuration. More women candidates have willingly presented at
elections.
