Abstract: Analyzing the old and bringing in the new is an ever-ongoing process in driving innovations in architecture. This paper looks at the excessive use of stone in apartment buildings in Amman and speculates on the existing possibilities of changing the cladding material. By looking at architectural exceptions present in Amman, the paper seeks to make the exception the rule, by adding new materials to the architectural library of Amman and in turn, project a series of possible new identities to the existing stone scape. Through distributing a survey, conducting a photographic study on exceptional buildings and shedding light on the historical narrative of stone, the paper highlights the ways in which new finishing materials such as plaster, paint and stone variations could be introduced in an attempt to project a new architectural identity to Amman.
Abstract: The economical globalization through the liberalization of the markets and capitals boosted the economical development of the nations and the needs for sorting out the disputes arising from the foreign investment. The arbitration, for all the inherent advantages, such as swiftness, arbitrators’ specialise skills and impartiality sets a pacifier tool for the interest in account. Safeguarded the public interest, we face the problem of the confidentiality in the arbitration. The urgent development of impelling mechanisms concerning transparency, guaranty and protection of the interest in account, reveals itself urgent. Through a bibliography review, we will dense the state of art, by going through the several solutions concerning, and pointing out the most suitable. Through the jurisprudential analysis we will point out the solution for the conflict confidentiality/public interest. The transparency, inextricable from the public interest, imposes the arbitration process can be open to all citizens. Transparency rules have been considered at the UNCITRAL in attempting to conciliate the necessity of publicity and the public interest, however still insufficient. The arbitration of foreign investment carries consequences to the citizens of the State. Articulating mechanisms between the arbitral procedures secrecy and the public interest should be adopted. The arbitration of foreign investment, being a tertius genius between the international arbitration and the administrative arbitration would claim its own regulation in each and every States where the confidentiality rules and its exceptions could be identified. Abstract: English like any other language is rich by means of arbitrary, conventional, symbols which lend it to lot of inconsistencies in spelling, phonology, syntax, and morphology. The research examines the irregularities prevalent in the structure and meaning of some ‘er’ lexical items in English and its implication to vocabulary acquisition. It centers its investigation on the derivational suffix ‘er’, which changes the grammatical category of word. English language poses many challenges to Second Language Learners because of its irregularities, exceptions, and rules. One of the meaning of –er derivational suffix is someone or somebody who does something. This rule often confuses the learners when they meet with the exceptions in normal discourse. The need to investigate instances of such inconsistencies in the formation of –er words and the meanings given to such words by the students motivated this study. For this purpose, some senior secondary two (SS2) students in six randomly selected schools in the metropolis were provided a large number of alphabetically selected ‘er’ suffix ending words, The researcher opts for a test technique, which requires them to provide the meaning of the selected words with- er. The marking of the test was scored on the scale of 1-0, where correct formation of –er word and meaning is scored one while wrong formation and meaning is scored zero. The number of wrong and correct formations of –er words meaning were calculated using percentage. The result of this research shows that a large number of students made wrong generalization of the meaning of the selected -er ending words. This shows how enormous the inconsistencies are in English language and how are affect the learning of English. Findings from the study revealed that though students mastered the basic morphological rules but the errors are generally committed on those vocabulary items that are not frequently in use. The study arrives at this conclusion from the survey of their textbook and their spoken activities. Therefore, the researcher recommends that there should be effective reappraisal of language teaching through implementation of the designed curriculum to reflect on modern strategies of teaching language, identification, and incorporation of the exceptions in rigorous communicative activities in language teaching, language course books and tutorials, training and retraining of teachers on the strategies that conform to the new pedagogy.
Abstract: Iron is an essential nutrient with limited
bioavailability. Nutritional anemia caused mainly by iron deficiency
is the most recognized nutritional problem in both countries as well
as affluent societies. Rice (Oryza sativa L.) has become the most
important cereal crop for the improvement of human health due to the
starch, protein, oil, and the majority of micronutrients, particularly in
Asian countries. In this study, the iron availability and profile lipid
were evaluated for the extracts from Cibeusi varieties (black rices) of
ancient rice brans.

Abstract: The aim of the present article is to determine the impact of the external and internal factors of bank performance on the profitability indicators of the CEE countries banks in the period from 2006 to 2012. On the basis of research conducted abroad on bank and macroeconomic profitability indicators, in order to obtain research results, the authors evaluated return on average assets (ROAA) and return on average equity (ROAE) indicators of the CEE countries banks. The authors analyzed profitability indicators of banks using descriptive methods, SPSS data analysis methods, as well as data correlation and linear regression analysis. The authors concluded that most internal and external indicators of bank performance have no direct influence the profitability of the banks in the CEE countries. The only exceptions are credit risk and bank size, which affect one of the measures of bank profitability – return on average equity.
Abstract: In the recent past, there has been an increasing interest
in applying evolutionary methods to Knowledge Discovery in
Databases (KDD) and a number of successful applications of Genetic
Algorithms (GA) and Genetic Programming (GP) to KDD have been
demonstrated. The most predominant representation of the
discovered knowledge is the standard Production Rules (PRs) in the
form If P Then D. The PRs, however, are unable to handle
exceptions and do not exhibit variable precision. The Censored
Production Rules (CPRs), an extension of PRs, were proposed by
Michalski & Winston that exhibit variable precision and supports an
efficient mechanism for handling exceptions. A CPR is an
augmented production rule of the form:
If P Then D Unless C, where C (Censor) is an exception to the rule.
Such rules are employed in situations, in which the conditional
statement 'If P Then D' holds frequently and the assertion C holds
rarely. By using a rule of this type we are free to ignore the exception
conditions, when the resources needed to establish its presence are
tight or there is simply no information available as to whether it
holds or not. Thus, the 'If P Then D' part of the CPR expresses
important information, while the Unless C part acts only as a switch
and changes the polarity of D to ~D.
This paper presents a classification algorithm based on evolutionary
approach that discovers comprehensible rules with exceptions in the
form of CPRs.
The proposed approach has flexible chromosome encoding, where
each chromosome corresponds to a CPR. Appropriate genetic
operators are suggested and a fitness function is proposed that
incorporates the basic constraints on CPRs. Experimental results are
presented to demonstrate the performance of the proposed algorithm.
Abstract: Many natural language expressions are ambiguous, and
need to draw on other sources of information to be interpreted.
Interpretation of the e word تعاون to be considered as a noun or a verb
depends on the presence of contextual cues. To interpret words we
need to be able to discriminate between different usages. This paper
proposes a hybrid of based- rules and a machine learning method for
tagging Arabic words. The particularity of Arabic word that may be
composed of stem, plus affixes and clitics, a small number of rules
dominate the performance (affixes include inflexional markers for
tense, gender and number/ clitics include some prepositions,
conjunctions and others). Tagging is closely related to the notion of
word class used in syntax. This method is based firstly on rules (that
considered the post-position, ending of a word, and patterns), and
then the anomaly are corrected by adopting a memory-based learning
method (MBL). The memory_based learning is an efficient method to
integrate various sources of information, and handling exceptional
data in natural language processing tasks. Secondly checking the
exceptional cases of rules and more information is made available to
the learner for treating those exceptional cases. To evaluate the
proposed method a number of experiments has been run, and in
order, to improve the importance of the various information in
learning.
Abstract: Censored Production Rule is an extension of standard
production rule, which is concerned with problems of reasoning with
incomplete information, subject to resource constraints and problem
of reasoning efficiently with exceptions. A CPR has a form: IF A
(Condition) THEN B (Action) UNLESS C (Censor), Where C is the
exception condition. Fuzzy CPR are obtained by augmenting
ordinary fuzzy production rule “If X is A then Y is B with an
exception condition and are written in the form “If X is A then Y is B
Unless Z is C. Such rules are employed in situation in which the
fuzzy conditional statement “If X is A then Y is B" holds frequently
and the exception condition “Z is C" holds rarely. Thus “If X is A
then Y is B" part of the fuzzy CPR express important information
while the unless part acts only as a switch that changes the polarity of
“Y is B" to “Y is not B" when the assertion “Z is C" holds. The
proposed approach is an attempt to discover fuzzy censored
production rules from set of discovered fuzzy if then rules in the
form:
A(X)  B(Y) || C(Z).
Abstract: Covering-based rough sets is an extension of rough
sets and it is based on a covering instead of a partition of the
universe. Therefore it is more powerful in describing some practical
problems than rough sets. However, by extending the rough sets,
covering-based rough sets can increase the roughness of each model
in recognizing objects. How to obtain better approximations from
the models of a covering-based rough sets is an important issue.
In this paper, two concepts, determinate elements and indeterminate
elements in a universe, are proposed and given precise definitions
respectively. This research makes a reasonable refinement of the
covering-element from a new viewpoint. And the refinement may
generate better approximations of covering-based rough sets models.
To prove the theory above, it is applied to eight major coveringbased
rough sets models which are adapted from other literature.
The result is, in all these models, the lower approximation increases
effectively. Correspondingly, in all models, the upper approximation
decreases with exceptions of two models in some special situations.
Therefore, the roughness of recognizing objects is reduced. This
research provides a new approach to the study and application of
covering-based rough sets.
Abstract: Most of the academics connect a theory of
multiculturalism with globalization and limit it by last decades of
20th century. However, Kazakh society encountered with this
problem when the Soviet-s rule emerged. As a result of repression,
the Second World War, development of virgin lands representatives
of more than 100 nationalities lives in Kazakhstan. Communist
ideology propagandized internationalism, which would defined
principles of multicultural community but a common ideology
demands a single culture. As a result multicultural society in the
USSR developed under control of Russian culture. Education in the
USSR was conducted in two departments: autochthonous and
Russian. Autochthonous education narrowed student capabilities.
Also because of soviet ideology science was conducted in Russian
Universities provided education in Russian and all science literature
were in Russian. Exceptions were humanitarian fields where Kazakh
departments were admitted. Naturally non-Kazakhs studied in
Russian departments, moreover Kazakhs preferred to study in
Russian as most do nowadays preferring English. As a result Kazakh
society consisted of Kazakhs, Kazakhs who recognized Russian as a
mother tongue and other nationalities who were also Russian
speakers. This aspect continues to distinguish particular qualities of
multicultural community in Kazakhstan.
Abstract: In the recent past Learning Classifier Systems have
been successfully used for data mining. Learning Classifier System
(LCS) is basically a machine learning technique which combines
evolutionary computing, reinforcement learning, supervised or
unsupervised learning and heuristics to produce adaptive systems. A
LCS learns by interacting with an environment from which it
receives feedback in the form of numerical reward. Learning is
achieved by trying to maximize the amount of reward received. All
LCSs models more or less, comprise four main components; a finite
population of condition–action rules, called classifiers; the
performance component, which governs the interaction with the
environment; the credit assignment component, which distributes the
reward received from the environment to the classifiers accountable
for the rewards obtained; the discovery component, which is
responsible for discovering better rules and improving existing ones
through a genetic algorithm. The concatenate of the production rules
in the LCS form the genotype, and therefore the GA should operate
on a population of classifier systems. This approach is known as the
'Pittsburgh' Classifier Systems. Other LCS that perform their GA at
the rule level within a population are known as 'Mitchigan' Classifier
Systems. The most predominant representation of the discovered

THEN D. The PRs, however, are unable to handle exceptions and do

automated discovery of CPRs. An appropriate encoding scheme is
suggested to represent a chromosome consisting of fixed size set of
CPRs. Suitable genetic operators are designed for the set of CPRs
and individual CPRs and also appropriate fitness function is proposed
that incorporates basic constraints on CPR. Experimental results are
presented to demonstrate the performance of the proposed learning
classifier system.
Abstract: Knowledge is indispensable but voluminous knowledge becomes a bottleneck for efficient processing. A great challenge for data mining activity is the generation of large number of potential rules as a result of mining process. In fact sometimes result size is comparable to the original data. Traditional data mining pruning activities such as support do not sufficiently reduce the huge rule space. Moreover, many practical applications are characterized by continual change of data and knowledge, thereby making knowledge voluminous with each change. Michalski & Winston proposed Censored Production Rules (CPRs), as an extension of production rules, that exhibit variable precision and supports an efficient mechanism for handling exceptions. In this paper a scheme based on Dempster-Shafer Theory (DST) interpretation of a CPR is suggested for discovering CPRs from the discovered flat PRs. The discovery of CPRs from flat rules would result in considerable reduction of the already discovered rules. The proposed scheme incrementally incorporates new knowledge and also reduces the size of knowledge base considerably with each episode. Examples are given to demonstrate the behaviour of the proposed scheme. The suggested cumulative learning scheme would be useful in mining data streams.
