Abstract: In times of rapid globalization, the significance of cultural and architectural heritage is rising, as it is a key element to define the identity of a place, a city, even a country. Its preservation, conservation, and revitalization are everyone’s responsibility, and the public is growing more aware of that fact. The citizens are looking for a way to actively participate in the decision-making in projects regarding heritage sites. Public involvement in the planning process is not a new phenomenon, especially in Western countries. However, countries, such as the former communist states of Eastern Europe, have been less studied. Based on established theories, this paper analyses the level of citizens’ inclusion in projects regarding heritage preservation, using the example of the Tobacco City in Plovdiv, Bulgaria. As this case is exemplary for Bulgaria, it illustrates the current condition of public participation country-wise. At the same time, considering the former communist states have had a similar socio-economic and political development in the past several decades, it is possible to apply the conclusions to most of these countries with only slight variations.
Abstract: Comparative research has been conducted to allow us to determine the content of macro and microelements in the vegetative and reproductive organs of grass pea and the quality of grass pea seeds, as well as to identify the possibility of grass pea growth on soils contaminated by heavy metals. The experiment was conducted on an agricultural field subjected to contamination from the Non-Ferrous-Metal Works (MFMW) near Plovdiv, Bulgaria. The experimental plots were situated at different distances of 0.5 km and 8 km, respectively, from the source of pollution. On reaching commercial ripeness the grass pea plants were gathered. The composition of the macro and microelements in plant materials (roots, stems, leaves, seeds), and the dry matter content, sugars, proteins, fats and ash contained in the grass pea seeds were determined. Translocation factors (TF) and bioaccumulation factor (BCF) were also determined. The quantitative measurements were carried out through inductively-coupled plasma (ICP). The grass pea plant can successfully be grown on soils contaminated by heavy metals. Soil pollution with heavy metals does not affect the quality of the grass pea seeds. The seeds of the grass pea contain significant amounts of nutrients (K, P, Cu, Fe Mn, Zn) and protein (23.18-29.54%). The distribution of heavy metals in the organs of the grass pea has a selective character, which reduces in the following order: leaves > roots > stems > seeds. BCF and TF values were greater than one suggesting efficient accumulation in the above ground parts of grass pea plant. Grass pea is a plant that is tolerant to heavy metals and can be referred to the accumulator plants. The results provide valuable information about the chemical and nutritional composition of the seeds of the grass pea grown on contaminated soils in Bulgaria. The high content of macro and microelements and the low concentrations of toxic elements in the grass pea grown in contaminated soil make it possible to use the seeds of the grass pea as animal feed.
Abstract: A field study was conducted to evaluate the chemical composition and quality of the Aronia fruits, as well as the possibilities of Aronia cultivation on soils contaminated with heavy metals. The experiment was performed on an agricultural field contaminated by the Non-Ferrous-Metal Works (NFMW) near Plovdiv, Bulgaria. The study included four varieties of Aronia; Aron variety, Hugin variety, Viking variety and Nero variety. The Aronia was cultivated according to the conventional technology on areas at a different distance from the source of pollution NFMW- Plovdiv (1 km, 3.5 km, and 15 km). The concentrations of macroelements, microelements, and heavy metals in Aronia fruits were determined. The dry matter content, ash, sugars, proteins, and fats were also determined. Aronia is a crop that is tolerant to heavy metals and can successfully be grown on soils contaminated with heavy metals. The increased content of heavy metals in the soil leads to less absorption of the nutrients (Ca, Mg and P) in the fruit of the Aronia. Soil pollution with heavy metals does not affect the quality of the Aronia fruit varieties.
Abstract: A field study was conducted to evaluate the efficacy of Salvia sclarea L. for phytoremediation of contaminated soils. The experiment was performed on an agricultural fields contaminated by the Non-Ferrous-Metal Works near Plovdiv, Bulgaria. The content of heavy metals in different parts of Salvia sclarea L. (roots, stems, leaves and inflorescences) was determined by ICP. The essential oil of the Salvia sclarea L. was obtained by steam distillation in laboratory conditions and was analyzed for heavy metals and its chemical composition was determined. Salvia sclarea L. is a plant which is tolerant to heavy metals and can be grown on contaminated soils. Based on the obtained results and using the most common criteria, Salvia sclarea L. can be classified as Pb hyperaccumulator and Cd and Zn accumulators, therefore, this plant has suitable potential for the phytoremediation of heavy metal contaminated soils. Favorable is also the fact that heavy metals do not influence the development of the Salvia sclarea L., as well as on the quality and quantity of the essential oil. For clary sage oil obtained from the processing of clary sage grown on highly contaminated soils, its key odour-determining ingredients meet the quality requirements of the European Pharmacopoeia and BS ISO 7609 regarding Bulgarian clary sage oil and/or have values that are close to the limits of these standards. The possibility of further industrial processing will make Salvia sclarea L. an economically interesting crop for farmers of phytoextraction technology.
Abstract: A field study was conducted to evaluate the efficacy of the sunflower (Helianthus annuus L.) for phytoremediation of contaminated soils. The experiment was performed on an agricultural field contaminated by the Non-Ferrous-Metal Works near Plovdiv, Bulgaria. Field experiments with a randomized, complete block design with five treatments (control, compost amendments added at 20 and 40 t/daa, and vemicompost amendments added at 20 and 40 t/daa) were carried out. The accumulation of heavy metals in the sunflower plant and the quality of the sunflower oil (heavy metals and fatty acid composition) were determined. The tested organic amendments significantly influenced the uptake of Pb, Zn and Cd by the sunflower plant. The incorporation of 40 t/decare of compost and 20 t/decare of vermicompost to the soil led to an increase in the ability of the sunflower to take up and accumulate Cd, Pb and Zn. Sunflower can be subjected to the accumulators of Pb, Zn and Cd and can be successfully used for phytoremediation of contaminated soils with heavy metals. The 40 t/daa compost treatment led to a decrease in heavy metal content in sunflower oil to below the regulated limits. Oil content and fatty acids composition were affected by compost and vermicompost amendment treatments. Adding compost and vermicompost increased the oil content in the seeds. Adding organic amendments increased the content of stearic, palmitoleic and oleic acids, and reduced the content of palmitic and gadoleic acids in sunflower oil. The possibility of further industrial processing of seeds to oil and use of the obtained oil will make sunflowers economically interesting crops for farmers of phytoremediation technology.

Abstract: It is not only the economic determinants that impact on life conditions, but maintaining a good level of life satisfaction (LS) may also be an important challenge currently. In Luxembourg, university students receive financial aid from the government. They are then registered at the Centre for Documentation and Information on Higher Education (CEDIES). Luxembourg is built on migration with almost half its population consisting of foreigners. It is upon this basis that our research aims to analyze the associations with mental health factors (health satisfaction, psychological quality of life, worry), perceived financial situation, career attitudes (adaptability, optimism, knowledge, planning) and LS, for non-Luxembourgish and native postgraduate students. Between 2012 and 2013, postgraduates registered at CEDIES were contacted by post and asked to participate in an online survey with either the option of English or French. The study population comprised of 644 respondents. Our statistical analysis excluded: those born abroad who had Luxembourgish citizenship, or those born in Luxembourg who did not have citizenship. Two groups were formed one consisting 147 non-Luxembourgish and the other 284 natives. A single item measured LS (1=not at all satisfied to 10=very satisfied). the Non-Ferrous-Metal Works near Plovdiv, Bulgaria. Field
experiments with randomized complete block design with five
treatments (control, compost amendments added at 20 and 40 t/daa,
and vermicompost amendments added at 20 and 40 t/daa) were

fatty acid composition) were determined. Tested organic amendments
significantly influenced the chemical composition of safflower seeds
and oil. The compost and vermicompost treatments significantly
reduced heavy metals concentration in safflower seeds and oils, but
the effect differed among them. Addition of vermicompost and
compost leads to an increase in the content of palmitic acid and
linoleic acid, and a decrease in the stearic and oleic acids compared
with the control. A significant increase in the quantity of saturated
acids was observed in the variants with 20 t/daa of compost and 20
t/daa of vermicompost (9.1 and 8.9% relative to the control).
Safflower is a plant which is tolerant to heavy metals and can be
successfully used in the phytoremediation of heavy metal
contaminated soils. The processing of seeds to oil and using the
obtained oil for nutritional purposes will greatly reduce the cost of
phytoremediation.

Abstract: Everyday life is and will be influenced depending on
the developments that society undergoes throughout the history.
Particularly, countries undergoing transition from one system to
another sustain the greatest impact in trying to embrace the modern
system. Kosovo society had the fortune to experience a change,
which began in late 1999 to continue up to date. One of the
'developments' of the time with the evolution in Kosovo society was
the transition from the traditional education system into the modern
one. This transformation began immediately after the war, to
continue even today. It was started by internationals, which governed
and administered Kosovo society, including education. There was a
great 'evolution', because almost the entire system was 'changed'.
Among other things, for the first time it was enabled the opening of
private schools from the lowest level up to the colleges and
universities. This paper will address: how much was ready the society
to embrace such a 'cultural' change in education, respectively, how
much were prepared teachers for such changes; as it was actually
thought to be a modern education system, how much was it according
to international standards; what are the results and current situation in
Kosovo education.
Abstract: The transition period of Kosovo society brought
fundamental changes in all the spheres of organizing life. This was
the period when also in the cultural tradition the biggest movement
and an emerging from ‘isolation’ or from the ‘shell’ occurred.
Transformation of the traditional and embracing of the modern began
here. The same was experienced and is currently being experienced
also by Gjakova and its surrounding which is historically renowned
for its great tradition and culture.
The population of this region is actually facing a transition from
the traditional system into the modern one and quite often with huge
leaps.
These ‘movements’ or ‘evolutions’ of the society of this region,
besides the numerous positive things it ‘harvested’, also brought
things that do not at all correspond with their tradition as well as new
criminal occurrences which in the past were not present in this area.
Furthermore, some of the ‘new’ behaviors that are embraced from
other ‘cultures’ and ‘civilizations’, and which are often exceeded, are
quite perturbing. The security situation is also worrying, particularly
following the appearance of some new criminal occurrences.
Therefore, with this research paper we will strive to analyze the
new cultural “intersections” as well as the nature of the origin of
some new very worrying criminal occurrences. We will present there
also some factors inciting into these occurrences, which were
confessed by the persons involved in these criminal occurrences and
who come from this very region.
Abstract: This paper discusses aspects of outages in the electric transmission network in the Kosovo Power System caused by the atmospheric discharges.
Frequency and location of the atmospheric discharges in Kosovo territory will be provided by a lightning location system ALARM (Automated Lightning Alert and Risk Management) and from the data from the Meteorological Department in Prishtina International Airport. These data will be used to make comparisons with the actual outages registered in the Kosovo Power System from the Kosovo Transmission, systems and market operator (KOSTT) during a specific time period.
The lines with the worst performance determined, regarding the atmospheric discharges, will be choose for further discussions in terms of over voltages caused by the direct or indirect lightning strokes.
Recommendations for protection in terms of insulator coordination and surge arresters will be given at the end and in this stage dynamic simulation will take part.
Abstract: This paper discusses aspects of re-design of loadshedding
schemes with respect to actual developments in the Kosovo
power system. Load-shedding is a type of emergency control that is
designed to ensure system stability by reducing power system load to
match the power generation supply. This paper presents a new
adaptive load-shedding scheme that provides emergency protection
against excess frequency decline, in cases when the Kosovo power
system might be disconnected from the regional transmission
network. The proposed load-shedding scheme uses the local
frequency rate information to adapt the load-shedding pattern to suit
the size and location of the occurring disturbance. The proposed
scheme is tested in a software simulation on a large scale PSS/E
model which represents nine power system areas of Southeast Europe
including the Kosovo power system.
Abstract: Understanding how precipitation inter-annually
changes and its implication in agricultural drought and production change in winter wheat (Triticum aestivum L.) growth season is critical for crop production in China. MODIS Temperature-Vegetation Dryness Index (TVDI) and daily mean precipitation time series for the main growth season(Feb. to May) of winter wheat from 2000 to 2010
were used to analyze the distribution of trends of precipitation,
agricultural drought and winter wheat yield change respectively, and
relationships between them in North China region(Huang-huai-hai
region, HHH region), China. The results indicated that the trend of
precipitation in HHH region past 11 years was increasing, which had
induced generally corresponding decreasing trend of agricultural
drought and increasing trend of wheat yield, while the trend of drought
was spatially diverse. The study could provide a basis for agricultural
drought research during winter wheat season in HHH region under the
ground of climate change.
Abstract: In this work, an attempt is made to design an optimal
wind/pv/diesel hybrid power system for a village of Ain Merane,
Chlef, Algeria, where the wind speed and solar radiation
measurements were made. The aim of this paper is the optimization
of a hybrid wind/solar/diesel system applied in term of technical and
economic feasibility by simulation using HOMER. A comparison
was made between the performance of wind/pv/diesel system and the
classic connecting system.
Abstract: Presents a concept for a multidisciplinary process
supporting effective task transitions between different technical
domains during the architectural design stage.
A system configuration challenge is the multifunctional driven
increased solution space. As a consequence, more iteration is needed
to find a global optimum, i.e. a compromise between involved
disciplines without negative impact on development time. Since state
of the art standards like ISO 15288 and VDI 2206 do not provide a
detailed methodology on multidisciplinary design process, higher
uncertainties regarding final specifications arise. This leads to the
need of more detailed and standardized concepts or processes which
could mitigate risks.
The performed work is based on analysis of multidisciplinary
interaction, of modeling and simulation techniques. To demonstrate
and prove the applicability of the presented concept, it is applied to
the design of aircraft high lift systems, in the context of the
engineering disciplines kinematics, actuation, monitoring, installation
and structure design.
Abstract: This study assesses the vulnerability of Bulgarian
agriculture to drought using the WINISAREG model and seasonal
standard precipitation index SPI(2) for the period 1951-2004. This
model was previously validated for maize on soils of different water
holding capacity (TAW) in various locations. Simulations are
performed for Plovdiv, Stara Zagora and Sofia. Results relative to
Plovdiv show that in soils of large TAW (180 mm m-1) net irrigation
requirements (NIRs) range 0-40 mm in wet years and 350-380 mm in
dry years. In soils of small TAW (116 mm m-1), NIRs reach 440 mm
in the very dry year. NIRs in Sofia are about 80 mm smaller. Rainfed

Abstract: Since Cloud environment has appeared as the most powerful
keyword in the computing industry, the growth in VDI (Virtual Desktop
Infrastructure) became remarkable in domestic market. In recent years, with the trend
that mobile devices such as smartphones and pads spread so rapidly, the strengths of
VDI that allows people to access and perform business on the move along with
companies' office needs expedite more rapid spread of VDI.
In this paper, mobile OTP (One-Time Password) authentication method is proposed
to secure mobile device portability through rapid and secure authentication using
mobile devices such as mobile phones or pads, which does not require additional
purchase or possession of OTP tokens of users. To facilitate diverse and wide use of
Services in the future, service should be continuous and stable, and above all, security
should be considered the most important to meet advanced portability and user
accessibility, the strengths of VDI.
