Abstract: Malaysia is rich with historic buildings, particularly in
Penang and Malacca states. Restoration activities are increasingly
important as these states are recognized under UNESCO World
Heritage Sites. Restoration activities help to maintain the uniqueness
and value of a heritage building. However, increasing in restoration
activities has resulted in large quantities of waste. To cope with this
problem, the 3R concept (reduce, reuse and recycle) is introduced.
The 3R concept is one of the waste management hierarchies. This
concept is still yet to apply in the building restoration industry
compared to the construction industry. Therefore, this study aims to
promote the 3R concept in the heritage building restoration industry.
This study aims to examine the importance of 3R concept and to
identify challenges in applying the 3R concept in the heritage
building restoration industry. This study focused on contractors and
consultants who are involved in heritage restoration projects in
Penang. Literature review and interviews helps to reach the research
objective. Data that obtained is analyzed by using content analysis.
For the research, application of 3R concept is important to conserve
natural resources and reduce pollution problems. However, limited
space to organise waste is the obstruction during the implementation
of this concept. In conclusion, the 3R concept plays an important role
in promoting environmental conservation and helping in reducing the
construction waste.
Abstract: This paper presents modeling of an Alternating
Current (AC) Photovoltaic (PV) module using Matlab/Simulink. The
proposed AC-PV module model is simple, realistic, and application
oriented. The model is derived on module level as compared to cell
level directly from the information provided by the manufacturer data
sheet. DC-PV module, MPPT control, BC, VSI and LC filter, all
were treated as a single unit. The model accounts for changes in
variations of both irradiance and temperature. The AC-PV module
proposed model is simulated and the results are compared with the
datasheet projected numbers to validate model’s accuracy and
effectiveness. Implementation and results demonstrate simplicity and
accuracy, as well as reliability of the model.
Abstract: Member States shall establish zones and
agglomerations throughout their territory to assess and manage air
quality in order to comply with European directives.
In Italy decree 155/2010, transposing Directive 2008/50/EC on
ambient air quality and cleaner air for Europe, merged into a single
act the previous provisions on ambient air quality assessment and
management, including those resulting from the implementation of
Directive 2004/107/EC relating to arsenic, cadmium, nickel, mercury
and polycyclic aromatic hydrocarbons in ambient air.
Decree 155/2010 introduced stricter rules for identifying zones on
the basis of the characteristics of the territory in spite of considering
pollution levels, as it was in the past. The implementation of such
new criteria has reduced the great variability of the previous zoning,
leading to a significant reduction of the total number of zones and to
a complete and uniform ambient air quality assessment and
management throughout the Country.
The present document is related to the new zones definition in
Italy according to Decree 155/2010. In particular the paper contains
the description and the analysis of the outcome of zoning and
classification.
Abstract: The study is a review of the literature concerning the
consequences of non-standard monetary policy, which are used by
central banks during unconventional periods, threatening banking
sector instability. In particular, the attention was paid to the effects of
non-standard monetary policy tools for financial markets. However,
the empirical evidence about their effects and real consequences for
financial markets is still not final. The main aim of the study is to
survey consequences of standard and non-standard monetary policy
instruments, implemented during the global financial crisis in the
United States, United Kingdom and euro area, with particular
attention to the results for the stabilization of global financial
markets. The study consists mainly of the empirical review,
indicating the impact of the implementation of these tools for
financial markets. The following research methods were used in the
study: literature studies, including domestic and foreign literature,
cause and effect analysis and statistical analysis.
Abstract: The problem of psychologist training remains a key
priority in Armenia. During the Soviet period, the notion of a
psychologist was obscure not only in Armenia but also in other
Soviet republics. The breakup of the Soviet Union triggered a gradual
change in this area activating the cooperation with specialists from
other countries. The need for recovery from the psychological trauma
caused by the 1988 earthquake pushed forward the development of
practical psychology in Armenia. This phenomenon led to positive
changes in perception of and interest to a psychologist
profession.Armenian universities started designing special programs
for psychologists’ preparation. Armenian psychologists combined
their efforts in the field of training relevant specialists.
During the recent years, the Bologna educational system was
introduced in Armenia which led to implementation of education
quality improvement programs. Nevertheless, even today the issue of
psychologists’ training is not yet settled in Armenian universities. So
far graduate psychologists haven’t got a clear idea of personal and
professional qualities of a psychologist. Recently, as a result of
educational reforms, the psychology curricula underwent changes,
but so far they have not led to a desired outcome. Almost all curricula
in certain specialties are aimed to form professional competencies
and strengthen practical skills.
A survey conducted in Armenia aimed to identify what are the
ideas of young psychology specialists on the image of a psychologist.
The survey respondents were 45 specialists holding bachelor’s degree
as well as 30 master degree graduates, who have not been working
yet. The research reveals that we need to change the approach of
preparing psychology practitioners in the universities of Armenia.
Such an approach to psychologist training will make it possible to
train qualified specialists for enhancement of modern psychology
theory and practice.
Abstract: The research was conducted to empirically validate
the proposed maturity model of e-Government implementation,
composed of four dimensions, further specified by 54 success factors
as attributes. To do so, there are two steps were performed. First,
expert’s judgment was conducted to test its content validity. The
second, reliability study was performed to evaluate inter-rater
agreement by using Fleiss Kappa approach. The kappa statistic
(kappa coefficient) is the most commonly used method for testing the
consistency among raters. Fleiss Kappa was a generalization of
Kappa in extensions to the case of more than two raters (multiple
raters) with multi-categorical ratings. Our findings show that most
attributes of the proposed model were related to their corresponding
dimensions. According to our results, The percentage of agree
answers given by the experts was 73.69% in dimension A, 89.76% in
B, 81.5% in C and 60.37% in D. This means that more than half of
the attributes of each dimensions were appropriate or relevant to the
dimensions they were supposed to measure, while 85% of attributes
were relevant enough to their corresponding dimensions. Inter-rater
reliability coefficient also showed satisfactory result and interpreted
as substantial agreement among raters. Therefore, the proposed
model in this paper was valid and reliable to measure the maturity of
e-Government implementation.
Abstract: Lightweight design represents an important key to
successful implementation of energy-saving, fuel-efficient and
environmentally friendly means of transport in the aerospace and
automotive industry. In this context the use of carbon fibre reinforced
plastics (CFRP) which are distinguished by their outstanding
mechanical properties at relatively low weight, promise significant
improvements. Due to the reduction of the total mass, with the
resulting lowered fuel or energy consumption and CO2 emissions
during the operational phase, commercial aircraft will increasingly be
made of CFRP. An auspicious technology for the efficient and
economic production of high performance thermoset composites and
hybrid structures for future lightweight applications is the
combination of carbon fibre sheet moulding compound, tailored
continuous carbon fibre reinforcements and metallic components in a
one-shot pressing and curing process. This paper deals with a hybrid
composite technology for aerospace industries, which was developed
with the help of a special innovation and development system.
Abstract: This paper presents the development of a single-ended 38.5 kS/s 10-bit programmable reference SAR ADC which is realized in MIMOS’s 0.35 µm CMOS process. The design uses a resistive DAC, a dynamic comparator with pre-amplifier and a SAR digital logic to create 10 effective bits ADC. A programmable reference circuitry allows the ADC to operate with different input range from 0.6 V to 2.1 V. The ADC consumed less than 7.5 mW power with a 3 V supply.
Abstract: The main aim of a communication system is to
achieve maximum performance. In Cognitive Radio any user or
transceiver has ability to sense best suitable channel, while channel is
not in use. It means an unlicensed user can share the spectrum of a
licensed user without any interference. Though, the spectrum sensing
consumes a large amount of energy and it can reduce by applying
various artificial intelligent methods for determining proper spectrum
holes. It also increases the efficiency of Cognitive Radio Network
(CRN). In this survey paper we discuss the use of different learning
models and implementation of Artificial Neural Network (ANN) to
increase the learning and decision making capacity of CRN without
affecting bandwidth, cost and signal rate.
Abstract: Validity, integrity, and impacts of the IT systems of
the US federal courts have been studied as part of the Human Rights
Alert-NGO (HRA) submission for the 2015 Universal Periodic
Review (UPR) of human rights in the United States by the Human
Rights Council (HRC) of the United Nations (UN). The current
report includes overview of IT system analysis, data-mining and case
studies. System analysis and data-mining show: Development and
implementation with no lawful authority, servers of unverified
identity, invalidity in implementation of electronic signatures,
authentication instruments and procedures, authorities and
permissions; discrimination in access against the public and
unrepresented (pro se) parties and in favor of attorneys; widespread
publication of invalid judicial records and dockets, leading to their
false representation and false enforcement. A series of case studies
documents the impacts on individuals' human rights, on banking
regulation, and on international matters. Significance is discussed in
the context of various media and expert reports, which opine
unprecedented corruption of the US justice system today, and which
question, whether the US Constitution was in fact suspended. Similar
findings were previously reported in IT systems of the State of
California and the State of Israel, which were incorporated, subject to
professional HRC staff review, into the UN UPR reports (2010 and
2013). Solutions are proposed, based on the principles of publicity of
the law and the separation of power: Reliance on US IT and legal
experts under accountability to the legislative branch, enhancing
transparency, ongoing vigilance by human rights and internet
activists. IT experts should assume more prominent civic duties in the
safeguard of civil society in our era.
Abstract: The Simulation based VLSI Implementation of
FELICS (Fast Efficient Lossless Image Compression System)
Algorithm is proposed to provide the lossless image compression and
is implemented in simulation oriented VLSI (Very Large Scale
Integrated). To analysis the performance of Lossless image
compression and to reduce the image without losing image quality
and then implemented in VLSI based FELICS algorithm. In FELICS
algorithm, which consists of simplified adjusted binary code for
Image compression and these compression image is converted in
pixel and then implemented in VLSI domain. This parameter is used
to achieve high processing speed and minimize the area and power.
The simplified adjusted binary code reduces the number of arithmetic
operation and achieved high processing speed. The color difference
preprocessing is also proposed to improve coding efficiency with
simple arithmetic operation. Although VLSI based FELICS
Algorithm provides effective solution for hardware architecture
design for regular pipelining data flow parallelism with four stages.
With two level parallelisms, consecutive pixels can be classified into
even and odd samples and the individual hardware engine is
dedicated for each one. This method can be further enhanced by
multilevel parallelisms.
Abstract: In previous study, technique to estimate a self-location by using a lunar image is proposed.We consider the improvement of the conventional method in consideration of FPGA implementationin this paper. Specifically, we introduce Artificial Bee Colony algorithm for reduction of search time.In addition, we use fixed point arithmetic to enable high-speed operation on FPGA.
Abstract: The most important component affecting the
efficiency of photovoltaic power systems are solar panels. In other
words, efficiency of these systems are significantly affected due to
the being low efficiency of solar panel. Thus, solar panels should be
operated under maximum power point conditions through a power
converter. In this study, design of boost converter has been carried
out with maximum power point tracking (MPPT) algorithm which is
incremental conductance (Inc-Cond). By using this algorithm,
importance of power converter in MPPT hardware design, impacts of
MPPT operation have been shown. It is worth noting that initial
operation point is the main criteria for determining the MPPT
performance. In addition, it is shown that if value of load resistance is
lower than critical value, failure operation is realized. For these
analyzes, direct duty control is used for simplifying the control.
Abstract: Nowadays, the successful implementation of ICTs is
vital for almost any kind of organization. Good governance and ICT
management are essential for delivering value, managing
technological risks, managing resources and performance
measurement. In addition, outsourcing is a strategic IT service
solution which complements IT services provided internally in
organizations. This paper proposes the measurement tools of a new
holistic maturity model based on standards ISO/IEC 20000 and
ISO/IEC 38500, and the frameworks and best practices of ITIL and
COBIT, with a specific focus on IT outsourcing. These measurement
tools allow independent validation and practical application in the
field of higher education, using a questionnaire, metrics tables, and
continuous improvement plan tables as part of the measurement
process. Guidelines and standards are proposed in the model for
facilitating adaptation to universities and achieving excellence in the
outsourcing of IT services.
Abstract: Starting in 2020, an EU-wide CO2-limitation of
95 g/km is scheduled for the average of an OEMs passenger car fleet.
Taking that into consideration additional improvement measures of
the Diesel cycle are necessary in order to reduce fuel consumption
and emissions while boosting, or at the least, keeping performance
values at the same time.
The present article deals with the possibilities of an optimized
air/water charge air cooler, also called iCAC (indirect Charge Air
Cooler) for a Diesel passenger car amongst extreme-boundary
conditions. In this context, the precise objective was to show the
impact of improved intercooling with reference to the engine working
process (fuel consumption and NOx-emissions). Several extremeboundaries
- e.g. varying ambient temperatures or mountainous
routes - that will become very important in the near future regarding
RDE (Real Driving emissions) were subject of the investigation.
With the introduction of RDE in 2017 (EU6c measure), the
controversial NEDC (New European Driving Cycle) will belong to
the past and the OEMs will have to avoid harmful emissions in any
conceivable real life situation.
This is certainly going to lead to optimization-measurements at the
powertrain, which again is going to make the implementation of
iCACs, presently solely used for the premium class, more and more
attractive for compact class cars. The investigations showed a benefit
in FC between 1 and 3% for the iCAC in real world conditions.
Abstract: In this study which has been conducted in Akçasu
Forest Range District of Devrek Forest Directorate; 3 methods (weed
control with labourer power, cover removal with Hitachi F20
Excavator, and weed control with agricultural equipment mounted on
a Ferguson 240S agriculture tractor) were utilized in weed control
efforts in regeneration of degraded oriental beech forests have been
compared. In this respect, 3 methods have been compared by
determining certain work hours and standard durations of unit areas
(1 hectare). For this purpose, evaluating the tasks made with human
and machine force from the aspects of duration, productivity and
costs, it has been aimed to determine the most productive method in
accordance with the actual ecological conditions of research field.
Within the scope of the study, the time studies have been conducted
for 3 methods used in weed control efforts. While carrying out those
studies, the performed implementations have been evaluated by
dividing them into business stages. Also, the actual data have been
used while calculating the cost accounts. In those calculations, the
latest formulas and equations which are also used in developed
countries have been utilized. The variance of analysis (ANOVA) was
used in order to determine whether there is any statistically
significant difference among obtained results, and the Duncan test
was used for grouping if there is significant difference. According to
the measurements and findings carried out within the scope of this
study, it has been found during living cover removal efforts in
regeneration efforts in demolished oriental beech forests that the
removal of weed layer in 1 hectare of field has taken 920 hours with
labourer force, 15.1 hours with excavator and 60 hours with an
equipment mounted on a tractor. On the other hand, it has been
determined that the cost of removal of living cover in unit area (1
hectare) was 3220.00 TL for labourer power, 1250 TL for excavator
and 1825 TL for equipment mounted on a tractor.
According to the obtained results, it has been found that the
utilization of excavator in weed control effort in regeneration of
degraded oriental beech regions under actual ecological conditions of
research field has been found to be more productive from both of
aspects of duration and costs. These determinations carried out
should be repeated in weed control efforts in degraded forest fields
with different ecological conditions, it is compulsory for finding the
most efficient weed control method. These findings will light the way
of technical staff of forestry directorate in determination of the most
effective and economic weed control method. Thus, the more actual
data will be used while preparing the weed control budgets, and there
will be significant contributions to national economy. Also the results of this and similar studies are very important for developing the policies for our forestry in short and long term.
Abstract: e-Service has moved from the usual manual and
traditional way of rendering services to electronic service provision
for the public and there are several reasons for implementing these
services, Airline ticketing have gone from its manual traditional way
to an intelligent web-driven service of purchasing. Many companies
have seen their profits doubled through the use of online services in
their operation and a typical example is Hewlett Packard (HP) which
is rapidly transforming their after sales business into a profit
generating e-service business unit.
This paper will examine the various challenges confronting e-
Service adoption and implementation in Nigeria and also analyse
lessons learnt from e-Service adoption and implementation in Asia to
see how it could be useful in Nigeria which is a lower middle income
country. From the analysis of the online survey data, it has been
identified that the public in Nigeria are much aware of e-Services but
successful adoption and implementation have been the problems
faced.
Abstract: Systems Engineering plays a key role during industrial
product development of complex technical systems. The need for
systems engineers in industry is growing. But there is a gap between
the industrial need and the academic education. Normally the
academic education is focused on the domain specific design,
implementation and testing of technical systems. Necessary systems
engineering expertise like knowledge about requirements analysis,
product cost estimation, management or social skills are poorly
taught. Thus there is the need of new academic concepts for teaching
systems engineering skills. This paper presents a project-orientated
training concept to prepare students from different technical degree
programs for systems engineering activities. The training concept has
been initially implemented and applied in the industrial engineering
master program of the University of Applied Sciences Offenburg.
Abstract: The main purpose of this research is to
comprehensively explore and identify the problems of attestation of
the public servants and to propose solutions for these issues through
deeply analyzing laws and the legal theoretical literature. For the
detailed analysis of the above-mentioned problems we will use some
research methods, the implementation of which has a goal to ensure
the objectivity and clarity of scientific research and its results.
Abstract: Real time image and video processing is a demand in
many computer vision applications, e.g. video surveillance, traffic
management and medical imaging. The processing of those video
applications requires high computational power. Thus, the optimal
solution is the collaboration of CPU and hardware accelerators. In
this paper, a Canny edge detection hardware accelerator is proposed.
Edge detection is one of the basic building blocks of video and image
processing applications. It is a common block in the pre-processing
phase of image and video processing pipeline. Our presented
approach targets offloading the Canny edge detection algorithm from
processing system (PS) to programmable logic (PL) taking the
advantage of High Level Synthesis (HLS) tool flow to accelerate the
implementation on Zynq platform. The resulting implementation
enables up to a 100x performance improvement through hardware
acceleration. The CPU utilization drops down and the frame rate
jumps to 60 fps of 1080p full HD input video stream.
