Abstract: The increasing concern of public sector reforms brings new challenges to public service ethics in developing countries not only at central level but also at local level. This paper aims to identify perceptions on public service ethics of public officials and examines more generally the understanding of public servants in Pakistan towards public service ethics in local public organizations. The study uses an independently administered structured questionnaire to collect data to know the extent of the recognition of public service ethics in local organizations. A total of 150 completed questionnaires are analyzed received from public servants working at the local level in Pakistan. The analysis explores how traditional, social patterns and cultural ethics can provide us with a rounded picture of the main antecedents, moderators of public service ethics in Pakistan. Moreover, the findings of this study contribute in association of public service ethics which are crucial in ongoing political and administrative culture of Pakistan, the most crucial core for public organizational ethical climate. This study also has numerous implications for local public administration and it highlights the importance of expanding research agenda on public service ethics in developing settings with challenging institutional contexts with imperfect training and operating environments. This study may well be particularly important for practice of public service ethics in developing countries in public administration. To the best of author’s knowledge, this study is the first of its kind to provide an initial step in practical implications to emphasize relevant public service ethics in public administration in developing transparent and accountable organization.
Abstract: This case study aims to identify teachers’ perception as regards integrity in School-Ba sed Assessment (PBS) practice. This descriptive study involved 9 teachers from 4 secondary schools in 3 districts in the state of Perak. The respondents had undergone an integrity in PBS Practice interview using a focused group discussion method. The overall findings showed that the teachers believed that integrity in PBS practice could be achieved by adjusting the teaching methods align with learning objectives and the students’ characteristics. Many teachers, parents and student did not understand the best practice of PBS. This would affect the integrity in PBS practice. Teachers did not emphasis the principles and ethics. Their integrity as an innovative public servant may also be affected with the frequently changing assessment system, lack of training and no prior action research. The analysis of findings showed that the teachers viewed that organizational integrity involving the integrity of PBS was difficult to be implemented based on the expectations determined by Malaysia Ministry of Education (KPM). A few elements which assisted in the achievement of PBS integrity were the training, students’ understanding, the parents’ understanding of PBS, environment (involving human resources such as support and appreciation and non-human resources such as technology infrastructure readiness and media). The implications of this study show that teachers, as the PBS implementers, have a strong influence on the integrity of PBS. However, the transformation of behavior involving PBS integrity among teachers requires the stabilisation of support and infrastructure in order to enable the teachers to implement PBS in an ethical manner.
Abstract: The research aims to study the association between
job satisfaction, motivation and the five factors of organizational
citizenship behavior (i.e. Altruism, Conscientiousness,
Sportsmanship, Courtesy and Civic virtue) among Public Sector
Employees in Pakistan. In this research Structure Equation Modeling
with confirmatory factor analysis was used to test the relationship
between two independent and five dependent variables. Data was
collected through questionnaire survey from 152 Public Servants
Working in Gujrat District-Pakistan in different capacities. Stratified
Random Sampling Technique was used to conduct this survey. The
results of the study indicate that five factors of OCB have positive
significant relation with both motivation and job satisfaction except
the relationship of Civic Virtue with Motivation. The research
findings implicate that factors other than motivation and job
satisfaction may also affect OCB. Likewise, all the five factors of
OCB may not be present in all populations. Thus, Managers must
concentrate on increasing motivation and job satisfaction to increase
OCB. Furthermore, the present research gives a direction to future
researchers to use more independent variables (e.g. Culture,
leadership, workplace environment, various job attitudes, types of
motivation, etc.) on different types of populations with larger sample
size in order to find the reasons behind insignificant relationship of
civic virtue with Motivation in the research in hand and to generalize
the tested model.
Abstract: The main purpose of this research is to
comprehensively explore and identify the problems of attestation of
the public servants and to propose solutions for these issues through
deeply analyzing laws and the legal theoretical literature. For the
detailed analysis of the above-mentioned problems we will use some
research methods, the implementation of which has a goal to ensure
the objectivity and clarity of scientific research and its results.
Abstract: Employment right is linked to the people’s livelihood
in our society. As a most important and representative part in the labor
market, the employment of public servants is always taking much
attention. But the discrimination in the employment of public servants
has always existed and, to become a controversy in our society. The
paper try to discuss this problem from four parts as follows: First, the
employment of public servants has a representative status in our labor
market. The second part is about the discrimination in the employment
of public servants. The third part is about the right of equality and its
significance. The last part is to analysis the legal predicament about
discrimination in the employment of public servants in China.
Abstract: The aging of the workforce is occurring globally and has significant impact on organizations. The Malaysian population is ageing. Although, not as quickly as the populations of a number of Asian nations, or of parts of Europe; the rate is sufficient to cause a concern. The life expectancy of Malaysians has increased in year 2012 with an average of 73.8 years or equal to 71.1 years for males and 76.7 years for females. The birth and death rates are 26.05 births/1,000 population and 5.29 deaths/1,000 population respectively. These figures have placed a greater liability on the government’s shoulder, and have become a push factor for the country to revise a new retirement age for the public servants. The ‘aged population’ impinged on the new challenges faced by the Malaysian government, which had to deal with an unproductive aged workforce. A new retirement age from 58 to 60 years old has been introduced and this could have a positive effect on this cohort, in maintaining financial security. However, keeping older employees might affect organizations’ performance and productivity. The organizations need to pay more attention on them, since they are less effective and might be affected by numerous health problems. An innovative culture should be introduced and this could be a good indicator for organizations that deal with these ‘expensive’ workers.
Abstract: In many practical applications in various areas, such as engineering, science and social science, it is known that there exist bounds on the values of unknown parameters. For example, values of some measurements for controlling machines in an industrial process, weight or height of subjects, blood pressures of patients and retirement ages of public servants. When interval estimation is considered in a situation where the parameter to be estimated is bounded, it has been argued that the classical Neyman procedure for setting confidence intervals is unsatisfactory. This is due to the fact that the information regarding the restriction is simply ignored. It is, therefore, of significant interest to construct confidence intervals for the parameters that include the additional information on parameter values being bounded to enhance the accuracy of the interval estimation. Therefore in this paper, we propose a new confidence interval for the coefficient of variance where the population mean and standard deviation are bounded. The proposed interval is evaluated in terms of coverage probability and expected length via Monte Carlo simulation.
Abstract: The concept of the new government should focus on
forming a new relationship between public servants and citizens of
the state, formed on the principles of transparency, accountability,
protection of citizens' rights. These principles are laid down in the
problem of administrative reform in the Republic of Kazakhstan.
Also, this wish arises, contributing to the improvement of the system
of political management in our country. For the full realization of the
goals is necessary to develop a special state program designed to
improve the regulatory framework for public service, improving
training, retraining and advanced training of civil servants, forming a
system of incentives in public service and other activities aimed at
achieving the efficiency of the entire system government.
Abstract: Public sector corruption has long-term and damaging
effects that are deep and broad. Addressing corruption relies on
understanding the drivers that precipitate acts of corruption and
developing educational programs that target areas of vulnerability.
This paper provides an innovative approach to explore the nature of
corruption by drawing on the perceptions and ideas of a group of
public servants who have been part of a corruption investigation. The
paper examines these reflections through the ideas of Pierre Bourdieu
and Alfred Schutz to point to some of the steps that can lead to
corrupt activity. The paper demonstrates that phenomenological
inquiry is useful in the exploration of corruption and, as a theoretical
framework, it highlights that corruption emerges through a
combination of conflict, doubt and uncertainty. The paper calls for
anti-corruption education programs to be attentive to way in which
these conditions can influence the steps into corruption.
