The Impact of NICTBB in Facilitating the E-Services and M-Services in Tanzania

ICT services are a key element of communications and important for socio-economic development. In recognition of the importance of this, the Tanzanian Government started to implement a National ICT Broadband Infrastructure Fibre Optic Backbone (NICTBB) in 2009; this development was planned to be implemented in four phases using an optical dense wavelength division multiplexing (DWDM) network technology in collaboration with the Chinese Government through the Chinese International Telecommunications Construction Corporation (CITCC) under a bilateral agreement. This paper briefly explores the NICTBB network technologies implementation, operations and Internet bandwidth costs. It also provides an in depth assessment of the delivery of ICT services such as e-services and m-services in both urban and rural areas following commissioning of the NICTBB system. Following quantitative and qualitative approaches, the study shows that there have been significant improvements in utilization efficiency, effectiveness and the reliability of the ICT service such as e-services and m-services the NICTCBB was commissioned.

Ideological Framing in Television News: The Case of “Settlement Process”

Television news has gained a new dimension in terms of ideological approaches as a result of such factors as globalization, cross monopolization, presence of international companies etc. and certain strategies have been developed at the production, presentation and distribution stages of news. In this study, television news about a process called “settlement process” was investigated. In this framework, news about the settlement process on TV channels of TRT 1, ATV, FOX TV, NTV, HABERTÜRK, TRT HABER and STV was investigated using the content analysis method in terms of the strategies the ideology construction, attitude towards the party in power, attitude towards parties in opposition and attitude towards BDP (Peace and Democracy Part) and Imrali (the island where Abdullah Ocalan, head of PKK, is kept). First, the aforementioned TV channels were selected randomly from 3 groups in order to be able to reveal the representational capacity of commercial, news and public channels. The study covers 557 news items broadcast in the main news bulletins between the dates of 15 March 2013 and 15 March 2013. While there was a positive attitude towards the government in a sizable portion of the news about the settlement process (63.6%), the attitude of 25.3% of the news was impartial towards the government and 11.3% had a negative attitude. On the other hand, there was a negative attitude towards the Opposition in a considerable portion of the news about the settlement process (56.1%). The attitude of 35.9% of the news towards the Opposition was impartial whereas 8.0% had a positive attitude. While 34.9% of the news about the settlement process used the legitimization strategy from among the ideology construction strategies, 22.8% used the unification strategy, 15.7% the reification strategy, 15.6% fractional and 11% concealment/mystification strategy.

Baby Boom Generation in Singapore and Its Impact on Ageing

In Singapore, there are about 1 million baby boomers, defined as those born between 1947 and 1964. They constitute a sizeable proportion (about 30 per cent) of the resident population comprising Singapore citizens and permanent residents. The first batches of these baby boomers have already 65 years old by 2012. Thereafter, baby boomers will swell the ranks of the elderly population in Singapore until 2030. The baby boomers in this study are divided into broad groups, namely, the early baby boomers (born 1947-54) and late baby boomers (1955-64). Continuing decline in fertility and mortality rates in the past three decades as well as improvements in health care facilities and services have changed the demography of Singapore from a “pyramid-shape” young, post war baby boomers population to a rapidly ageing population. With the ageing of the baby boom generation, the population of Singapore is about to grey rapidly over the next three decades. As such, there is a need for Singapore to understand the profile, perceptions and aspirations of this group, and devise strategies to address the needs and concerns as well as opportunities that arise with the ageing of baby boomers are discussed and presented in this work.

Finding Viable Pollution Routes in an Urban Network under a Predefined Cost

In an urban area the determination of transportation routes should be planned so as to minimize the provoked pollution taking into account the cost of such routes. In the sequel these routes are cited as pollution routes. The transportation network is expressed by a weighted graph G=(V,E,D,P) where every vertex represents a location to be served and E contains unordered pairs (edges) of elements in V that indicate a simple road. The distances / cost and a weight that depict the provoked air pollution by a vehicle transition at every road are assigned to each road as well. These are the items of set D and P respectively. Furthermore the investigated pollution routes must not exceed predefined corresponding values concerning the route cost and the route pollution level during the vehicle transition. In this paper we present an algorithm that generates such routes in order that the decision maker selects the most appropriate one. 

Beliefs in Auspicious Materials of Shop Entrepreneurs in Maung Hat Yai, Thailand

This research aimed to study the beliefs in auspicious materials of entrepreneurs in Muang Hat Yai. The data were collected via documentary research and field work including interviews, observations shops in Hat Yai which used auspicious materials to bring lucks to the shops. The results were as follows. The beliefs in auspicious materials that the entrepreneurs had were of three areas: 1) The auspicious materials could correct the improperness of the shop location, for example, the shop situated opposite a branch road, a shrine, or a bank. The owner usually corrected it by putting Chinese auspicious materials in front of or in the shop, for example, a lion holding a sword in his mouth, or a mirror, etc. 2) The auspicious materials could bring in more income. The owner of the shop usually put the auspicious materials such as a cat beckoning and a bamboo fish trap believed to trap money in front of or inside the shop. 3) The auspicious materials like turtles, paired fish and a monster holding the moon in his mouth could solve life problems including health, family, and safety problems. The use of these auspicious materials showed the blending of the beliefs of the Chinese shop entrepreneurs with the Thai folk beliefs. What is interesting is that Hat Yai is located near the three southern border provinces which are the unrest area and this may cause the number of tourists to decline. This prompted them to build a mechanism in adjusting themselves both to save their lives and to increase the number of customers. Auspicious materials can make them feel more confident.

Bandwidth Enhancement in CPW Fed Compact Rectangular Patch Antenna

This paper presents a novel CPW fed patch antenna supporting a wide band from 2.7 GHz – 6.5 GHz. The antenna is compact with size 32 x 30 x 1.6mm3, built over FR4-epoxy substrate (εr=4.4). Bandwidth enhancement has been achieved by using the concept of modified ground structure (MGS). For this purpose structural design has been optimized by parametric simulations in CST MWS. The proposed antenna can perform well in variety of wireless communication services including 5.15 GHz- 5.35 GHz and 5.725 GHz- 5.825 GHz WLAN IEEE 802.11 g/a, 5.2/ 5.5/ 5.8 GHz Wi-Fi, 3.5/5.5 GHz WiMax applications  and 3.7 - 4.2 GHz C band satellite communications bands. The measured experimental results show that bandwidth (S11 < -10 dB) of antenna is 3.8 GHz. The performance of antenna is studied in terms of reflection coefficient, radiation characteristics, current distribution and gain.

The Design of Imaginable Urban Road Landscape

With the rapid development of cities, the way that people commute has changed greatly, meanwhile, people turn to require more on physical and psychological aspects in the contemporary world. However, the current urban road landscape ignores these changes, for example, those road landscape elements are boring, confusing, fragmented and lack of integrity and hierarchy. Under such current situation, in order to shape beautiful, identifiable and unique road landscape, this article concentrates on the target of imaginability. This paper analyzes the main elements of the urban road landscape, the concept of image and its generation mechanism, and then discusses the necessity and connotation of building imaginable urban road landscape as well as the main problems existing in current urban road landscape in terms of imaginability. Finally, this paper proposes how to design imaginable urban road landscape in details based on a specific case.

Blind Identification Channel Using Higher Order Cumulants with Application to Equalization for MC−CDMA System

In this paper we propose an algorithm based on higher order cumulants, for blind impulse response identification of frequency radio channels and downlink (MC−CDMA) system Equalization. In order to test its efficiency, we have compared with another algorithm proposed in the literature, for that we considered on theoretical channel as the Proakis’s ‘B’ channel and practical frequency selective fading channel, called Broadband Radio Access Network (BRAN C), normalized for (MC−CDMA) systems, excited by non-Gaussian sequences. In the part of (MC−CDMA), we use the Minimum Mean Square Error (MMSE) equalizer after the channel identification to correct the channel’s distortion. The simulation results, in noisy environment and for different signal to noise ratio (SNR), are presented to illustrate the accuracy of the proposed algorithm.

An Aerodynamic Design and Analysis of Motor Cycle Helmet with Anti-Glare Visor

Motor cycle accidents have been increased for the past two decades. Helmet can protect the vehicle riders from severe injuries during road accident to certain extent. To design a functional helmet, it is important to analyze the shape of the helmet and visor portion. Hence, an attempt has been made for design and analysis of new helmet by considering the drag pressure and anti-glare visor. The drag pressure resistance presses the helmet against the neck portion of the rider. The shape of an aerodynamic helmet can be able to reduce the drag pressure. The spherical shape and a new aerodynamic shape helmets are designed with help of Pro-E software and the drag pressures were calculated and comparison has been made on the basis of drag pressure.

Corporate Governance Role of Audit Committees in the Banking Sector: Evidence from Libya

This study aims at identifying the practices that should be taken into consideration by audit committees as a tool of corporate governance in Libyan commercial banks by investigating various perceptions on this topic. The study is based on a questionnaire submitted to audit committees ‘members at Libyan commercial banks, directors of internal audit departments as well as members of board of directors at these banks in addition to a number of external auditors and academic staff from Libyan universities. The study reveals that the role of audit committees has to be shifted from traditional areas of accounting to a broader role including functions related to financial reporting, audit planning, support the independence of internal and external auditors, acting as a channel of communication between external auditors and board of directors, reviewing external audit, and evaluating internal control systems. Although the study is a starting point in developing a framework of good audit committees’ practices in Libya, it is believed that the adoption of its results can result in enhancing the corporate governance practices not only in the banking sector but also in the entire corporate sector in Libya.

Prediction of Road Accidents in Qatar by 2022

There is growing concern over increasing incidences of road accidents and consequent loss of human life in Qatar. In light to the future planned event in Qatar, World Cup 2022; Qatar should put into consideration the future deaths caused by road accidents, and past trends should be considered to give a reasonable picture of what may happen in the future. Qatar roads should be arranged and paved in a way that accommodate high capacity of the population in that time, since then there will be a huge number of visitors from the world. Qatar should also consider the risk issues of road accidents raised in that period, and plan to maintain high level to safety strategies. According to the increase in the number of road accidents in Qatar from 1995 until 2012, an analysis of elements affecting and causing road accidents will be effectively studied. This paper aims to identify and criticize the factors that have high effect on causing road accidents in the state of Qatar, and predict the total number of road accidents in Qatar 2022. Alternative methods are discussed and the most applicable ones according to the previous researches are selected for further studies. The methods that satisfy the existing case in Qatar were the multiple linear regression model (MLR) and artificial neutral network (ANN). Those methods are analyzed and their findings are compared. We conclude that by using MLR the number of accidents in 2022 will become 355,226 accidents, and by using ANN 216,264 accidents. We conclude that MLR gave better results than ANN because the artificial neutral network doesn’t fit data with large range varieties.

Vehicle Type Classification with Geometric and Appearance Attributes

With the increase in population along with economic prosperity, an enormous increase in the number and types of vehicles on the roads occurred. This fact brings a growing need for efficiently yet effectively classifying vehicles into their corresponding categories, which play a crucial role in many areas of infrastructure planning and traffic management. This paper presents two vehicle-type classification approaches; 1) geometric-based and 2) appearance-based. The two classification approaches are used for two tasks: multi-class and intra-class vehicle classifications. For the evaluation purpose of the proposed classification approaches’ performance and the identification of the most effective yet efficient one, 10-fold cross-validation technique is used with a large dataset. The proposed approaches are distinguishable from previous research on vehicle classification in which: i) they consider both geometric and appearance attributes of vehicles, and ii) they perform remarkably well in both multi-class and intra-class vehicle classification. Experimental results exhibit promising potentials implementations of the proposed vehicle classification approaches into real-world applications.

Broadcasting Mechanism with Less Flooding Packets by Optimally Constructing Forwarding and Non-Forwarding Nodes in Mobile Ad Hoc Networks

The conventional routing protocol designed for MANET fail to handle dynamic movement and self-starting behavior of the node effectively. Every node in MANET is considered as forward as well receiver node and all of them participate in routing the packet from source to the destination. While the interconnection topology is highly dynamic, the performance of the most of the routing protocol is not encouraging. In this paper, a reliable broadcast approach for MANET is proposed for improving the transmission rate. The MANET is considered with asymmetric characteristics and the properties of the source and destination nodes are different. The non-forwarding node list is generated with a downstream node and they do not participate in the routing. While the forwarding and non-forwarding node is constructed in a conventional way, the number of nodes in non-forwarding list is more and increases the load. In this work, we construct the forwarding and non-forwarding node optimally so that the flooding and broadcasting is reduced to certain extent. The forwarded packet is considered as acknowledgements and the non-forwarding nodes explicitly send the acknowledgements to the source. The performance of the proposed approach is evaluated in NS2 environment. Since the proposed approach reduces the flooding, we have considered functionality of the proposed approach with AODV variants. The effect of network density on the overhead and collision rate is considered for performance evaluation. The performance is compared with the AODV variants found that the proposed approach outperforms all the variants.

Environmental and Toxicological Impacts of Glyphosate with Its Formulating Adjuvant

Environmental and toxicological characteristics of formulated pesticides may substantially differ from those of their active ingredients or other components alone. This phenomenon is demonstrated in the case of the herbicide active ingredient glyphosate. Due to its extensive application, this active ingredient was found in surface and ground water samples collected in Békés County, Hungary, in the concentration range of 0.54–0.98 ng/ml. The occurrence of glyphosate appeared to be somewhat higher at areas under intensive agriculture, industrial activities and public road services, but the compound was detected at areas under organic (ecological) farming or natural grasslands, indicating environmental mobility. Increased toxicity of the formulated herbicide product Roundup compared to that of glyphosate was observed on the indicator aquatic organism Daphnia magna Straus. Acute LC50 values of Roundup and its formulating adjuvant polyethoxylated tallowamine (POEA) exceeded 20 and 3.1 mg/ml, respectively, while that of glyphosate (as isopropyl salt) was found to be substantially lower (690-900 mg/ml) showing good agreement with literature data. Cytotoxicity of Roundup, POEA and glyphosate has been determined on the neuroectodermal cell line, NE-4C measured both by cell viability test and holographic microscopy. Acute toxicity (LC50) of Roundup, POEA and glyphosate on NE-4C cells was found to be 0.013±0.002%, 0.017±0.009% and 6.46±2.25%, respectively (in equivalents of diluted Roundup solution), corresponding to 0.022±0.003 and 53.1±18.5 mg/ml for POEA and glyphosate, respectively, indicating no statistical difference between Roundup and POEA and 2.5 orders of magnitude difference between these and glyphosate. The same order of cellular toxicity seen in average cell area has been indicated under quantitative cell visualization. The results indicate that toxicity of the formulated herbicide is caused by the formulating agent, but in some parameters toxicological synergy occurs between POEA and glyphosate.

Fuzzy Sequential Algorithm for Discrimination and Decision Maker in Sporting Events

Events discrimination and decision maker in sport field are the subject of many interesting studies in computer vision and artificial intelligence. A large volume of research has been conducted for automatic semantic event detection and summarization of sports videos. Indeed the results of these researches have a very significant contribution, as well to television broadcasts as to the football teams, since the result of sporting event can be reflected on the economic field. In this paper, we propose a novel fuzzy sequential technique which lead to discriminate events and specify the technico-tactics on going the game, nor the fuzzy system or the sequential one, may be able to respond to the asked question, in fact fuzzy process is not sufficient, it does not respect the chronological order according the time of various events, similarly the sequential process needs flexibility about the parameters used in this study, it may affect a membership degree of each parameter on the one hand and respect the sequencing of events for each frame on the other hand. Indeed this technique describes special events such as dribbling, headings, short sprints, rapid acceleration or deceleration, turning, jumping, kicking, ball occupation, and tackling according velocity vectors of the two players and the ball direction.

New Suspension Mechanism Using Camber Thrust for a Formula Car

The basic ability of a vehicle is to “run”, “turn” and “stop”. The safeness and comfort during a drive on various road surfaces and speed depends on the performance of these basic abilities of the vehicle. Stability and maneuverability of a vehicle are vital in automotive engineering. The stability of a vehicle is the ability of the vehicle to revert back to a stable state during a drive when faced with crosswinds and irregular road conditions. Maneuverability of a vehicle is the ability of the vehicle to change direction during a drive swiftly based on the steering of the driver. The stability and maneuverability of a vehicle can also be defined as the driving stability of the vehicle. Since the fossil fueled vehicle is the main type of transportation today, the environmental factor in automotive engineering is also vital. By improving the fuel efficiency of the vehicle, the overall carbon emission will be reduced, thus reducing the effect of global warming and greenhouse gas on the Earth. Another main focus of the automotive engineering is the safety performance of the vehicle, especially with the worrying increase of vehicle collision every day. With better safety performance of a vehicle, every driver will be more confident driving every day. Next, let us focus on the “turn” ability of a vehicle. By improving this particular ability of the vehicle, the cornering limit of the vehicle can be improved, thus increasing the stability and maneuverability factor. In order to improve the cornering limit of the vehicle, a study to find the balance between the steering systems, the stability of the vehicle, higher lateral acceleration and the cornering limit detection must be conducted. The aim of this research is to study and develop a new suspension system that will boost the lateral acceleration of the vehicle and ultimately improving the cornering limit of the vehicle. This research will also study environmental factor and the stability factor of the new suspension system. The double wishbone suspension system is widely used in a four-wheel vehicle, especially for high cornering performance sports car and racing car. The double wishbone designs allow the engineer to carefully control the motion of the wheel by controlling such parameters as camber angle, caster angle, toe pattern, roll center height, scrub radius, scuff, and more. The development of the new suspension system will focus on the ability of the new suspension system to optimize the camber control and to improve the camber limit during a cornering motion. The research will be carried out using the CAE analysis tool. Using this analysis tool we will develop a JSAE Formula Machine equipped with the double wishbone system and also the new suspension system and conduct simulation and conduct studies on the performance of both suspension systems.

Variability of Metal Composition and Concentrations in Road Dust in the Urban Environment

Urban road dust comprises of a range of potentially  toxic metal elements and plays a critical role in degrading urban  receiving water quality. Hence, assessing the metal composition and  concentration in urban road dust is a high priority. This study  investigated the variability of metal composition and concentrations  in road dust in 4 different urban land uses in Gold Coast, Australia.  Samples from 16 road sites were collected and tested for selected 12  metal species. The data set was analyzed using both univariate and  multivariate techniques. Outcomes of the data analysis revealed that  the metal concentrations inroad dust differs considerably within and  between different land uses. Iron, aluminum, magnesium and zinc are  the most abundant in urban land uses. It was also noted that metal  species such as titanium, nickel, copper and zinc have the highest  concentrations in industrial land use. The study outcomes revealed  that soil and traffic related sources as key sources of metals deposited  on road surfaces.  

Effects of Ciprofloxacin and Levofloxacin Administration on Some Oxidative Stress Markers in the Rat

Fluoroquinolones are a group of antibiotics widely used because of their broad spectrum activity against both Gram-positive and Gram-negative bacteria. In this study, ciprofloxacin and levofloxacin were administered to rats at therapeutic doses to evaluate their effects on plasma arylesterase activity, as well as, on hepatic advanced oxidized protein products (AOPPs) and malondialdehyde (MDA) levels, as measures of oxidative stress. Ciprofloxacin (80 mg/kg body weight) and levofloxacin (40 mg/kg body weight) were administered to male albino rats for 7 and 14 days. The data obtained demonstrated that plasma arylesterase activity was significantly decreased by both drugs with ciprofloxacin administration inhibiting the activity by 29% and 30% while Levofloxacin treatment resulted in 35% and 30% inhibition, after 7 and 14 days treatment respectively. Hepatic AOPP and MDA levels were both elevated by these antibiotics. This study supplies further evidence that fluoroquinolones at therapeutic doses promote oxidative stress.

Nonlinear Controller Design for Active Front Steering System

Active Front Steering system (AFS) provides an electronically controlled superposition of an angle to the steering wheel angle. This additional degree of freedom enables a continuous and driving-situation dependent on adaptation of the steering characteristics. In an active steering system, there needs be no fixed relationship between the steering wheel and the angle of the road wheels. Not only can the effective steering ratio be varied with speed, for example, but also the road wheel angles can be controlled by a combination of driver and computer inputs. Features like steering comfort, effort and steering dynamics are optimized and stabilizing steering interventions can be performed. In contrast to the conventional stability control, the yaw rate was fed back to AFS controller and the stability performance was optimized with Sliding Mode control (SMC) method. In addition, tire uncertainties have been taken into account in SM controller to provide the control robustness. In this paper, 3-DOF nonlinear model is used to design the AFS controller and 8-DOF nonlinear model is used to model the controlled vehicle.
