Abstract: Contractor selection in Saudi Arabia is very important due to the large construction boom and the contractor role to get over construction risks. The need for investigating contractor selection is due to the following reasons; large number of defaulted or failed projects (18%), large number of disputes attributed to contractor during the project execution stage (almost twofold), the extension of the General Agreement on Tariffs and Trade (GATT) into construction industry, and finally the few number of researches. The selection strategy is not perfect and considered as the reason behind irresponsible contractors. As a response, this research was conducted to review the contractor selection strategies as an integral part of a long advanced research to develop a good selection model. Many techniques can be used to form a selection strategy; multi criteria for optimizing decision, prequalification to discover contractor-s responsibility, bidding process for competition, third party guarantee to enhance the selection, and fuzzy techniques for ambiguities and incomplete information.
Abstract: This article presents a computationally tractable probabilistic model for the relation between the complex wavelet coefficients of two images of the same scene. The two images are acquisitioned at distinct moments of times, or from distinct viewpoints, or by distinct sensors. By means of the introduced probabilistic model, we argue that the similarity between the two images is controlled not by the values of the wavelet coefficients, which can be altered by many factors, but by the nature of the wavelet coefficients, that we model with the help of hidden state variables. We integrate this probabilistic framework in the construction of a new image registration algorithm. This algorithm has sub-pixel accuracy and is robust to noise and to other variations like local illumination changes. We present the performance of our algorithm on various image types.
Abstract: This paper discusses telecominication market developments in Saudi Arabia. Empirical research was carried in the holy city of Makkah to study the customer's preference for mobile cellular service and the factor influencing their subscription of the mobile phone service. Results indicate that the financial factor sicnificantly influence the customer's selection of the service provider.
Abstract: In recent years in Kazakhstan, as well as in all countries, we have been talking not only about the professional stress, but also professional Burnout Syndrome of employees. Burnout is essentially a response to chronic emotional stress – manifests itself in the form of chronic fatigue, despondency, unmotivated aggression, anger, and others. This condition is due to mental fatigue among teachers as a sort of payment for overstrain when professional commitments include the impact of “heat your soul", emotional investment. The emergence of professional Burnout among teachers is due to the system of interrelated and mutually reinforcing factors relating to the various levels of the personality: individually-psychological level is psychodynamic special subject characteristics of valuemotivational sphere and formation of skills and habits of selfregulation; the socio-psychological level includes especially the Organization and interpersonal interaction of a teacher. Signs of the Burnout were observed in 15 testees, and virtually a symptom could be observed in every teacher. As a result of the diagnosis 48% of teachers had the signs of stress (phase syndrome), resulting in a sense of anxiety, mood, heightened emotional susceptibility. The following results have also been got:-the fall of General energy potential – 14 pers. -Psychosomatic and psycho vegetative syndrome – 26 pers. -emotional deficit-34 pers. -emotional Burnout Syndrome-6 pers. The problem of professional Burnout of teachers in the current conditions should become not only meaningful, but particularly relevant. The quality of education of the younger generation depends on professional development; teachers- training level, and how “healthy" teachers are. That is why the systematic maintenance of pedagogic-professional development for teachers (including disclosure of professional Burnout Syndrome factors) takes on a special meaning.
Abstract: An appropriate project delivery system (PDS) is crucial
to the success of a construction projects. Case-based Reasoning (CBR)
is a useful support for PDS selection. However, the traditional CBR
approach represents cases as attribute-value vectors without taking
relations among attributes into consideration, and could not calculate
the similarity when the structures of cases are not strictly same.
Therefore, this paper solves this problem by adopting the Relational
Case-based Reasoning (RCBR) approach for PDS selection,
considering both the structural similarity and feature similarity. To
develop the feature terms of the construction projects, the criteria and
factors governing PDS selection process are first identified. Then
feature terms for the construction projects are developed. Finally, the
mechanism of similarity calculation and a case study indicate how
RCBR works for PDS selection. The adoption of RCBR in PDS
selection expands the scope of application of traditional CBR method
and improves the accuracy of the PDS selection system.
Abstract: This paper suggests a new Affine Projection (AP) algorithm with variable data-reuse factor using the condition number as a decision factor. To reduce computational burden, we adopt a recently reported technique which estimates the condition number of an input data matrix. Several simulations show that the new algorithm has better performance than that of the conventional AP algorithm.
Abstract: In this paper, a method for matching image segments
using triangle-based (geometrical) regions is proposed. Triangular
regions are formed from triples of vertex points obtained from a
keypoint detector (SIFT). However, triangle regions are subject to
noise and distortion around the edges and vertices (especially acute
angles). Therefore, these triangles are expanded into parallelogramshaped
regions. The extracted image segments inherit an important
triangle property; the invariance to affine distortion. Given two
images, matching corresponding regions is conducted by computing
the relative affine matrix, rectifying one of the regions w.r.t. the other
one, then calculating the similarity between the reference and
rectified region. The experimental tests show the efficiency and
robustness of the proposed algorithm against geometrical distortion.
Abstract: Aluminum/Copper clad sheet has been fabricated using
asymmetric extrusion method, which caused severe shear deformation
between Al and Cu plate to easily bond to each other. Interfacial
microstructure and mechanical properties of Al/Cu clad were studied
by scanning electron microscope equipped with energy dispersive
X-ray detector, micro-hardness, and tension tests. The asymmetric
extrusion bonding was very effective to provide a good interface for
atoms diffusion during subsequent annealing. The strength of bonding
was higher with the increasing extrusion ratio.
Abstract: I/O workload is a critical and important factor to
analyze I/O pattern and file system performance. However tracing I/O
operations on the fly distributed parallel file system is non-trivial due
to collection overhead and a large volume of data. In this paper, we
design and implement a parallel file system logging method for high
performance computing using shared memory-based multi-layer
scheme. It minimizes the overhead with reduced logging operation
response time and provides efficient post-processing scheme through
shared memory. Separated logging server can collect sequential logs
from multiple clients in a cluster through packet communication.
Implementation and evaluation result shows low overhead and high
scalability of this architecture for high performance parallel logging
analysis.
Abstract: Food control measures are critical in fostering food safety management of a nation. However, no academic study has been undertaken to assess the food control system of Myanmar up to now. The objective of this research paper was to assess the food control system with in depth examination of five key components using desktop analysis and short survey from related food safety program organizations including regulators and inspectors. Study showed that the existing food control system is conventional, mainly focusing on primary health care approach while relying on reactive measures. The achievements of food control work have been limited to a certain extent due to insufficienttechnical capacity that is needed to upgrade staffs, laboratory equipment and technical assistance etc. associated with various sectors. Assessing food control measures is the first step in the integration of food safety management, this paper could assist policy makers in providing information for enhancing the safety and quality of food produced and consumed in Myanmar.
Abstract: The study is aimed to test causal relationship between
growth and unemployment, using time series data for Pakistan from
1972 to 2006. Growth is considered to be a pathway to decrease the
level of unemployment. Unemployment is a social and political
issue. It is a phenomenon where human resources are wasted leading
to deacceleration in growth. Johanson Cointegration shows that there
is long run relationship between growth and unemployment. For
short run dynamics and causality, the study utilizes Vector Error
Correction Model (VECM). The results of VECM indicate that there
is short and long run causal relation between growth and
unemployment including capital, labor and human capital as
explanatory variables.
Abstract: Transportation is one of the most fundamental
challenges of urban development in contemporary world. On the
other hand, sustainable urban development has received tremendous
public attention in the last few years. This trend in addition to other
factors such as energy cost, environmental concerns, traffic
congestion and the feeling of lack of belonging have contributed to
the development of pedestrian areas. The purpose of this paper is to
study the role of walkable streets in sustainable development of
cities. Accordingly, a documentary research through valid sources
has been utilized to substantiate this study. The findings demonstrate
that walking can lead to sustainable urban development from
physical, social, environmental, cultural, economic and political
aspects. Also, pedestrian areas –which are the main context of
walking- act as focal points of development in cities and have a great
effect on modifying and stimulating of their adjacent urban spaces.
Abstract: In this paper static and dynamic response of a
varactor of a micro-phase shifter to DC, step DC and AC
voltages have been studied. By presenting a mathematical
modeling Galerkin-based step by step linearization method
(SSLM) and Galerkin-based reduced order model have been
used to solve the governing static and dynamic equations,
respectively. The calculated static and dynamic pull-in
voltages have been validated by previous experimental and
theoretical results and a good agreement has been achieved.
Then the frequency response and phase diagram of the system
has been studied. It has been shown that applying the DC
voltage shifts down the phase diagram and frequency
response. Also increasing the damping ratio shifts up the
phase diagram.
Abstract: A new approach to promote the generalization ability
of neural networks is presented. It is based on the point of view of
fuzzy theory. This approach is implemented through shrinking or
magnifying the input vector, thereby reducing the difference between
training set and testing set. It is called “shrinking-magnifying
approach" (SMA). At the same time, a new algorithm; α-algorithm is
presented to find out the appropriate shrinking-magnifying-factor
(SMF) α and obtain better generalization ability of neural networks.
Quite a few simulation experiments serve to study the effect of SMA
and α-algorithm. The experiment results are discussed in detail, and
the function principle of SMA is analyzed in theory. The results of
experiments and analyses show that the new approach is not only
simpler and easier, but also is very effective to many neural networks
and many classification problems. In our experiments, the proportions
promoting the generalization ability of neural networks have even
reached 90%.
Abstract: This study examines the use of the persuasive strategy
of deixis and personalization in advertising slogans. This rhetorical/
stylistic and linguistic strategy has been found to be widely used in
advertising slogans for over a century. A total of five hundred
advertising slogans of multinational companies in both product and
service sectors were obtained. The analysis reveals the 3 main
components of this strategy as being deictic words, absolute
uniqueness and personal pronouns. The percentage and mean of the
use of the 3 components are tabulated. The findings show that
advertisers have used this persuasive strategy in creative ways to
persuade consumers to buy their products and services.
Abstract: It is by reason of the unified measure of varieties of resources and the unified processing of the disposal of varieties of resources, that these closely related three of new basic models called the resources assembled node and the disposition integrated node as well as the intelligent organizing node are put forth in this paper; the three closely related quantities of integrative analytical mechanics including the disposal intensity and disposal- weighted intensity as well as the charge of resource charge are set; and then the resources assembled space and the disposition integrated space as well as the intelligent organizing space are put forth. The system of fundamental equations and model of complete factor synergetics is preliminarily approached for the general situation in this paper, to form the analytical base of complete factor synergetics. By the essential variables constituting this system of equations we should set twenty variables respectively with relation to the essential dynamical effect, external synergetic action and internal synergetic action of the system.
Abstract: Precise frequency estimation methods for pulseshaped echoes are a prerequisite to determine the relative velocity between sensor and reflector. Signal frequencies are analysed using three different methods: Fourier Transform, Chirp ZTransform and the MUSIC algorithm. Simulations of echoes are performed varying both the noise level and the number of reflecting points. The superposition of echoes with a random initial phase is found to influence the precision of frequency estimation severely for FFT and MUSIC. The standard deviation of the frequency using FFT is larger than for MUSIC. However, MUSIC is more noise-sensitive. The distorting effect of superpositions is less pronounced in experimental data.
Abstract: Kazakhstan attaches the great importance to
cooperation with European countries within the framework of
multilateral security organizations such as NATO. Cooperation of
Kazakhstan with the NATO is a prominent aspect of strengthening of
regional security of republic. It covers a wide spectrum of areas, such
as reform of sector of defense and security, military operative
compatibility of armed forces of NATO member-countries and
Kazakhstan, civil emergency planning and scientific cooperation. The
cooperation between Kazakhstan and NATO is based on the mutual
interests of neighboring republics in the region so that the existing
forms of cooperation between Kazakhstan and NATO will not be
negatively perceived both in Asia as well as among CIS countries.
Kazakhstan tailors its participation in the PfP programme through an
annual Individual Partnership Programme, selecting those activities
that will help achieve the goals it has set in the IPAP. Level of
cooperation within the limits of PfP essentially differs on each

Abstract: This paper deals with the design of a moving sliding
surface in a variable structure plant for a second order system. The
chattering phenomena is also dealt with during the switching process
for an unstable sliding surface condition. The simulation examples
considered in this paper shows the effectiveness of the sliding mode
control method used for the design of the moving sliding surfaces. A
simulink model of the continuous system was also developed in
MATLAB-SIMULINK for the design and hence demonstrated. The
phase portraits and the state plots shows the demonstration of
the powerful control technique which can be applied for second
order systems.
Abstract: In order to meet environmental norms, Indian fuel
policy aims at producing ultra low sulphur diesel (ULSD) in near
future. A catalyst for meeting such requirements has been developed
and kinetics of this catalytic process is being looked into. In the
present investigations, effect of mass transfer on kinetics of ultra deep
hydrodesulphurization (UDHDS) to produce ULSD has been studied
to determine intrinsic kinetics over a pre-sulphided catalyst.
Experiments have been carried out in a continuous flow micro reactor
operated in the temperature range of 330 to 3600C, whsv of 1 hr-1 at a
pressure of 35 bar, and its parameters estimated. Based on the derived
rate expression and estimated parameters optimum operation range
has been determined for this UDHDS catalyst to obtain ULSD
product.
