Abstract: Nejad and Mashinchi (2011) proposed a revision for ranking fuzzy numbers based on the areas of the left and the right sides of a fuzzy number. However, this method still has some shortcomings such as lack of discriminative power to rank similar fuzzy numbers and no guarantee the consistency between the ranking of fuzzy numbers and the ranking of their images. To overcome these drawbacks, we propose an epsilon-deviation degree method based on the left area and the right area of a fuzzy number, and the concept of the centroid point. The main advantage of the new approach is the development of an innovative index value which can be used to consistently evaluate and rank fuzzy numbers. Numerical examples are presented to illustrate the efficiency and superiority of the proposed method.
Abstract: Land shortage for burials is one of many issues that emerge out of accelerated urban growth in most developing Asian cities, including Kuala Lumpur. Despite actions taken by the federal government and local authorities in addressing this issue, there is no strategic solution being formulated. Apart from making provisions for land to be developed as new cemeteries, the future plan is merely to allocate reserve land to accommodate the increasing demands of burial grounds around the city. This paper examines problems that arise from the traditional practices of Malay funerary as well as an insight to current urban practices in managing Muslim burial spaces around Kuala Lumpur metropolitan region. This paper will also provide some solutions through design approach that can be applied to counter the existing issues.
Abstract: This paper presents the system identification by
physical-s law method and designs the controller for the Azimuth
Angle Control of the Platform of the Multi-Launcher Rocket System
(MLRS) by Root Locus technique. The plant mathematical model
was approximated using MATLAB for simulation and analyze the
system. The controller proposes the implementation of PID
Controller using Programmable Logic Control (PLC) for control the
plant. PID Controllers are widely applicable in industrial sectors and
can be set up easily and operate optimally for enhanced productivity,
improved quality and reduce maintenance requirement. The results
from simulation and experiments show that the proposed a PID
Controller to control the elevation angle that has superior control
performance by the setting time less than 12 sec, the rise time less
than 1.6 sec., and zero steady state. Furthermore, the system has a
high over shoot that will be continue development.
Abstract: This paper introduces a mixed integer programming model to find the optimum development plan for port Anzali. The model minimizes total system costs taking into account both port infrastructure costs and shipping costs. Due to the multipurpose function of the port, the model consists of 1020 decision variables and 2490 constraints. Results of the model determine the optimum number of berths that should be constructed in each period and for each type of cargo. In addition to, the results of sensitivity analysis on port operation quantity provide useful information for managers to choose the best scenario for port planning with the lowest investment risks. Despite all limitations-due to data availability-the model offers a straightforward decision tools to port planners aspiring to achieve optimum port planning steps.
Abstract: This paper reviews the greenhouse gas emissions of prefabrication elements for residential development in Hong Kong. Prefabrication becomes a common practice in residential development in Hong Kong and is considered as a green approach. In Hong Kong, prefabrication took place at factories in Pearl River Delta. Although prefabrication reduces construction wastage, it might generate more greenhouse gas emission from transportation and manufacturing processes. This study attempts to measure the “cradle to site" greenhouse gas emission from prefabrication elements for a public housing development in Kai Tak area. The findings could help further reduction of greenhouse gas emissions through process improvement.
Abstract: It has been proven that early establishment of
microbial flora in digestive tract of ruminants, has a beneficial effect
on their health condition and productivity. A probiotic compound,
made from five bacteria isolated from adult bovine cattle, was dosed
to 15 Holstein newborn calves in order to measure its capacity of
improving body weight gain and reduce diarrhea incidence. The test
was performed in the municipality of Cajicá (Colombia), at 2580
m.a.s.l., throughout rainy season, with environmental temperature
that oscillated between 4 to 25 °C. Five calves were allotted to
control (no addition of probiotic). Treatments 1, and 2 (5 calves per
group) received 10 ml Probiotic mix 1 and 2, respectively. Probiotic
mixes 1 and 2 where similar in microbial composition but different in
production process. Probiotics were added to the morning milk and
dosed on a daily basis by a month and then on a weekly basis for
three additional months. Diarrhea incidence was measured by
observance of number of animals affected in each group; each animal
was weighed up on a daily basis for obtaining weight gain and rumen
fluid samples were extracted with oro-esophageal catheter for
determining level of fiber and grain consumption.
Abstract: This paper presents a synthetic jet air blower actuated
by PZT for air blowing for air-breathing micro PEM fuel cell. The
several factors to affect the performance of air-breathing PEM fuel cell
such as air flow rate, opening ratio and cathode open type in the
cathode side were studied. Especially, an air flow rate is critical
condition to improve its performance. In this paper, we developed a
synthetic jet air blower to supply a high stoichiometric air flow. The
synthetic jet mechanism is a zero mass flux device that converts
electrical energy into the momentum. The synthetic jet actuation is
usually generated by a traditional PZT actuator, which consists of a
small cylindrical cavity, in/outlet channel and PZT diaphragms. The
flow rate of the fabricated synthetic jet air blower was 400cc/min at
550Hz and its power consumption was very low under 0.3W. The
proposed air-breathing PEM fuel cell which installed synthetic jet air
blower was higher performance and stability during continuous
operation than the air-breathing fuel cell without auxiliary device to
supply the air. The results showed that the maximum power density
was 188mW/cm2 at 400mA/cm2. This maximum power density and
durability were improved more than 40% and 20%, respectively.
Abstract: The concept of the new government should focus on
forming a new relationship between public servants and citizens of
the state, formed on the principles of transparency, accountability,
protection of citizens' rights. These principles are laid down in the
problem of administrative reform in the Republic of Kazakhstan.
Also, this wish arises, contributing to the improvement of the system
of political management in our country. For the full realization of the
goals is necessary to develop a special state program designed to
improve the regulatory framework for public service, improving
training, retraining and advanced training of civil servants, forming a
system of incentives in public service and other activities aimed at
achieving the efficiency of the entire system government.
Abstract: Although lighting systems powered by Photovoltaic
(PV) cells have existed for many years, they are not widely used,
especially in lighting for buildings, due to their high initial cost and
low conversion efficiency. One of the technical challenges facing PV
powered lighting systems has been how to use dc power generated by
the PV module to energize common light sources that are designed to
operate efficiently under ac power. Usually, the efficiency of the dc
light sources is very poor compared to ac light sources. Rapid
developments in LED lighting systems have made this technology a
potential candidate for PV powered lighting systems. This study
analyzed the efficiency of each component of PV powered lighting
systems to identify optimum system configurations for different
applications.
Abstract: Pressure wave velocity in a hydraulic system was
determined using piezo pressure sensors without removing fluid from
the system. The measurements were carried out in a low pressure
range (0.2 – 6 bar) and the results were compared with the results of
other studies. This method is not as accurate as measurement with
separate measurement equipment, but the fluid is in the actual
machine the whole time and the effect of air is taken into
consideration if air is present in the system. The amount of air is
estimated by calculations and comparisons between other studies.
This measurement equipment can also be installed in an existing
machine and it can be programmed so that it measures in real time.
Thus, it could be used e.g. to control dampers.
Abstract: This article gives a short preview of the new software
created especially for palletizing process in automated production
systems. Each chapter of this article is about problem solving in
development of modules in Java programming language. First part
describes structure of the software, its modules and data flow
between them. Second part describes all deployment methods, which
are implemented in the software. Next chapter is about twodimensional
editor created for manipulation with objects in each
layer of the load and gives calculations for collision control. Module
of virtual reality used for three-dimensional preview and creation of
the load is described in the fifth chapter. The last part of this article
describes communication and data flow between control system of
the robot, vision system and software.
Abstract: In this paper, a simple microfluidic device for monitoring algal cell behavior is proposed. An array of algal microwells is fabricated by PDMS soft-lithography using X-ray LIGA mold, placed on a glass substrate. Two layers of replicated PDMS and substrate are attached by oxygen plasma bonding, creating a microchannel for the microfluidic system. Algal cell are loaded into the microfluidic device, which provides positive charge on the bottom surface of wells. Algal cells, which are negative charged, can be attracted to the bottom of the wells via electrostatic interaction. By varying the concentration of algal cells in the loading suspension, it is possible to obtain wells with a single cell. Liquid medium for cells monitoring are flown continuously over the wells, providing nutrient and waste exchange between the well and the main flow. This device could lead to the uncovering of the quantitative biology of the algae, which is a key to effective and extensive algal utilizations in the field of biotechnology, food industry and bioenergy research and developments.
Abstract: Blind Signature were introduced by Chaum. In this
scheme, a signer can “sign” a document without knowing the
document contain. This is particularly important in electronic voting.
CryptO-0N2 is an electronic voting protocol which is development of
CryptO-0N. During its development this protocol has not been
furnished with the requirement of blind signature, so the choice of
voters can be determined by counting center. In this paper will be
presented of implementation of blind signature using RSA algorithm.
Abstract: In this research, a systematic investigation was carried out to determine the optimum conditions of HDS reactor. Moreover, a suitable model was developed for a rigorous RTO (real time optimization) loop of HDS (Hydro desulfurization) process. A systematic experimental series was designed based on CCD (Central Composite design) and carried out in the related pilot plant to tune the develop model. The designed variables in the experiments were Temperature, LHSV and pressure. However, the hydrogen over fresh feed ratio was remained constant. The ranges of these variables were respectively equal to 320-380ºC, 1- 21/hr and 50-55 bar. a power law kinetic model was also developed for our further research in the future .The rate order and activation energy , power of reactant concentration and frequency factor of this model was respectively equal to 1.4, 92.66 kJ/mol and k0=2.7*109 .
Abstract: Benchmarking cleaner production performance is an
effective way of pollution control and emission reduction in coal-fired
power industry. A benchmarking method using two-stage
super-efficiency data envelopment analysis for coal-fired power plants
is proposed – firstly, to improve the cleaner production performance of
DEA-inefficient or weakly DEA-efficient plants, then to select the
benchmark from performance-improved power plants. An empirical
study is carried out with the survey data of 24 coal-fired power plants.
The result shows that in the first stage the performance of 16 plants is
DEA-efficient and that of 8 plants is relatively inefficient. The target
values for improving DEA-inefficient plants are acquired by
projection analysis. The efficient performance of 24 power plants and
the benchmarking plant is achieved in the second stage. The two-stage
benchmarking method is practical to select the optimal benchmark in
the cleaner production of coal-fired power industry and will
continuously improve plants- cleaner production performance.
Abstract: Managers as the key employees have a very important role in maintaining the workforce performance which is critical to the
construction companies- success in the future. If motivated employees start with motivated managers probably it would seem
plausible if the de-motivated ones start with de-motivated managers. This study aims to analyze the importance of motivated managers to
their successes and construction companies- successes. In this study,
a quantitative method was used and the study area was in Medan, North Sumatera. Questionnaire survey was distributed directly to
construction companies in Medan which are listed in the
Construction Services Development Board. A total of 60 managers responded and the completed questionnaires were analyzed using the
descriptive analysis. The results indicated that the respondents acknowledge the importance of motivation among themselves to the
projects and construction companies- success, implying that it is vital o maintain the motivation and good performance of the workforce.

network services from attacks. Secure router technology has security
functions, such as intrusion detection, IPsec(IP Security) and access
control, are applied to legacy router for secure networking. It controls
an unauthorized router access and detects an illegal network intrusion.
This paper relates to a security engine management of router based on
a security policy, which is the definition of security function against a
network intrusion. This paper explains the security policy and designs
the structure of security engine management framework.
Abstract: Low power consumption is a major constraint for battery-powered system like computer notebook or PDA. In the past, specialists usually designed both specific optimized equipments and codes to relief this concern. Doing like this could work for quite a long time, however, in this era, there is another significant restraint, the time to market. To be able to serve along the power constraint while can launch products in shorter production period, objectoriented programming (OOP) has stepped in to this field. Though everyone knows that OOP has quite much more overhead than assembly and procedural languages, development trend still heads to this new world, which contradicts with the target of low power consumption. Most of the prior power related software researches reported that OOP consumed much resource, however, as industry had to accept it due to business reasons, up to now, no papers yet had mentioned about how to choose the best OOP practice in this power limited boundary. This article is the pioneer that tries to specify and propose the optimized strategy in writing OOP software under energy concerned environment, based on quantitative real results. The language chosen for studying is C# based on .NET Framework 2.0 which is one of the trendy OOP development environments. The recommendation gotten from this research would be a good roadmap that can help developers in coding that well balances between time to market and time of battery.
Abstract: The myoelectric signal (MES) is one of the Biosignals
utilized in helping humans to control equipments. Recent approaches
in MES classification to control prosthetic devices employing pattern
recognition techniques revealed two problems, first, the classification
performance of the system starts degrading when the number of
motion classes to be classified increases, second, in order to solve the
first problem, additional complicated methods were utilized which
increase the computational cost of a multifunction myoelectric
control system. In an effort to solve these problems and to achieve a
feasible design for real time implementation with high overall
accuracy, this paper presents a new method for feature extraction in
MES recognition systems. The method works by extracting features
using Wavelet Packet Transform (WPT) applied on the MES from
multiple channels, and then employs Fuzzy c-means (FCM)
algorithm to generate a measure that judges on features suitability for
classification. Finally, Principle Component Analysis (PCA) is
utilized to reduce the size of the data before computing the
classification accuracy with a multilayer perceptron neural network.
The proposed system produces powerful classification results (99%
accuracy) by using only a small portion of the original feature set.
Abstract: This study1 holds for the formation of international financial crisis and political factors for economic crisis in Turkey, are evaluated in chronological order. The international arena and relevant studies conducted in Turkey work in the literature are assessed. The main purpose of the study is to hold the linkage between the crises and political stability in Turkey in details, and to examine the position of Turkey in this regard. The introduction part follows the literature survey on the models explaining causes and results of the crises, the second part of the study. In the third part, the formations of the world financial crises are studied. The fourth part, financial crisis in Turkey in 1994, 2000, 2001 and 2008 are reviewed and their political reasons are analyzed. In the last part of the study the results and recommendations are held. Political administrations have laid the grounds for an economic crisis in Turkey. In this study, the emergence of an economic crisis in Turkey and the developments after the crisis are chronologically examined and an explanation is offered as to the cause and effect relationship between the political administration and economic equilibrium in the country. Economic crises can be characterized as follows: high prices of consumables, high interest rates, current account deficits, budget deficits, structural defects in government finance, rising inflation and fixed currency applications, rising government debt, declining savings rates and increased dependency on foreign capital stock. Entering into the conditions of crisis during a time when the exchange value of the country-s national currency was rising, speculative finance movements and shrinking of foreign currency reserves happened due to expectations for devaluation and because of foreign investors- resistance to financing national debt, and a financial risk occurs. During the February 2001 crisis and immediately following, devaluation and reduction of value occurred in Turkey-s stock market. While changing over to the system of floating exchange rates in the midst of this crisis, the effects of the crisis on the real economy are discussed in this study. Administered politics include financial reforms, such as the rearrangement of banking systems. These reforms followed with the provision of foreign financial support. There have been winners and losers in the imbalance of income distribution, which has recently become more evident in Turkey-s fragile economy.
