Abstract: This paper reports a structured literature review of the
application of Health Information Technology in developing
countries, defined as the World Bank categories Low-income
countries, Lower-middle-income, and Upper-middle-income
countries. The aim was to identify and classify the various
applications of health information technology to assess its current
state in developing countries and explore potential areas of research.
We offer specific analysis and application of HIT in Libya as one of
the developing countries. A structured literature review was
conducted using the following online databases: IEEE, Science
Direct, PubMed, and Google Scholar. Publication dates were set for
2000-2013. For the PubMed search, publications in English, French,
and Arabic were specified. Using a content analysis approach, 159
papers were analyzed and a total number of 26 factors were identified
that affect the adoption of health information technology. Of the 2681
retrieved articles, 159 met the inclusion criteria which were carefully
analyzed and classified. The implementation of health information
technology across developing countries is varied. Whilst it was
initially expected financial constraints would have severely limited
health information technology implementation, some developing
countries like India have nevertheless dominated the literature and
taken the lead in conducting scientific research. Comparing the
number of studies to the number of countries in each category, we
found that Low-income countries and Lower-middle-income had
more studies carried out than Upper-middle-income countries.
However, whilst IT has been used in various sectors of the economy,
the healthcare sector in developing countries is still failing to benefit
fully from the potential advantages that IT can offer.
Abstract: There has been studied the distribution character of potato stem nematode (Ditylenchus destructor Thorne, 1945) on the potato fields in four municipalities (Tsalka, Bolnisi, Marneuli, Gardabani) of Kvemo Kartli (Eastern Georgia).
As a result of scientific research there is stated the extensiveness of pathogens invasion, accompanying composition of fauna species, environmental groups of populations and quantity.
During the research process in the studied ecosystems there were registered 160 forms of free-living and Phyto-parasitic nematodes, from which 118 forms are determined as species and 42 as genus.
It was found that in almost the entire studied ecosystem there is dominated pathogenic nematodes Ditylenchus destructor. The large number of exemplars (almost uncountable) was found in tubers material of Bolnisi and Gardabani.
Abstract: Autism Spectrum Disorders (ASDs) are characterized
by abnormalities in social interaction and communication, as well as
repetitive and stereotyped behaviors. Although various studies have
been conducted in ASDs etiology across the world, it seems that they
are still unknown in Middle East. Some scientific researches have
been conducted on ASDs in Middle East (ME) especially in
Kingdom of Saudi Arabia (KSA).
A systematic literature review was performed to identify the ASDs
studies in KSA. Accordingly, PubMed, ISI web of Science and
Google were searched to find KSA and ME studies in ASDs. The
main focus of this review work is to outline an improved
understanding of the underpinnings of ASD in order to achieve
therapeutic interventions and we will discuss the main problem we
waiting for solution with reference with role of Transcranial
Magnetic Stimulation (TMS) to modulate cortical activity improve
understanding ASD.
Abstract: This paper highlights some interesting facts on South African-s waste situation and management strategies, in particular the Integrated Waste Management. South Africa supports a waste hierarchy by promoting cleaner production, waste minimisation, reuse, recycling and waste treatment with disposal and remediation as the last preferred options in waste management. The drivers for waste management techniques are identified as increased demand for waste service provision; increased demand for waste minimisation; recycling and recovery; land use, physical and environmental limitations; and socio-economic and demographic factors. The South African government recognizes the importance of scientific research as outlined on the white paper on Integrated Pollution and Waste Management (IP and WM) (DEAT, 2000).
Abstract: The paper investigates downtrend algorithm and
trading strategy based on chart pattern recognition and technical
analysis in futures market. The proposed chart formation is a pattern
with the lowest low in the middle and one higher low on each side.
The contribution of this paper lies in the reinforcement of statements
about the profitability of momentum trend trading strategies.
Practical benefit of the research is a trading algorithm in falling
markets and back-test analysis in futures markets. When based on
daily data, the algorithm has generated positive results, especially
when the market had downtrend period. Downtrend algorithm can be
applied as a hedge strategy against possible sudden market crashes.
The proposed strategy can be interesting for futures traders, hedge
funds or scientific researchers performing technical or algorithmic
market analysis based on momentum trend trading.
Abstract: This paper deals with econometric analysis of real
retail trade turnover. It is a part of an extensive scientific research
about modern trends in Croatian national economy. At the end of the
period of transition economy, Croatia confronts with challenges and
problems of high consumption society. In such environment as
crucial economic variables: real retail trade turnover, average
monthly real wages and household loans are chosen for consequence
analysis. For the purpose of complete procedure of multiple
econometric analysis data base adjustment has been provided.
Namely, it has been necessary to deflate original national statistics
data of retail trade turnover using consumer price indices, as well as
provide process of seasonally adjustment of its contemporary
behavior. In model establishment it has been necessary to involve the
overcoming procedure for the autocorrelation and colinearity
problems. Moreover, for case of time-series shift a specific
appropriate econometric instrument has been applied. It would be
emphasize that the whole methodology procedure is based on the real
Croatian national economy time-series.
Abstract: The success of IT-projects concerning the
implementation of business application Software is strongly
depending upon the application of an efficient requirements
management, to understand the business requirements and to realize
them in the IT. But in fact, the Potentials of the requirements
management are not fully exhausted by small and medium sized
enterprises (SME) of the IT sector. To work out recommendations for
action and furthermore a possible solution, allowing a better exhaust
of potentials, it shall be examined in a scientific research project,
which problems occur out of which causes. In the same place, the
storage of knowledge from the requirements management, and its
later reuse are important, to achieve sustainable improvements of the
competitive of the IT-SMEs. Requirements Engineering is one of the
most important topics in Product Management for Software to
achieve the goal of optimizing the success of the software product.
Abstract: The increasing divorce and fertility rates outside of marriage, the changing values in the last decades have led to a high prevalence of single parent families. Currently, worldwide, singleparent families represent about a quarter of all families. Recent changes occurring in the structure of single-parent families and also the multitude of factors that influence the quality of life of these families require the development of new research tools in order to provide foundations for social policies addressed to this type of family. The purpose of this paper is to present an analysis concerning the quality of life for single parent families in Romania, based on data collected through a research methodology developed by the authors within a scientific research project funded by a national grant called Partnerships in priority areas.
Abstract: The aim of this paper is to investigate a process of modernization of the People-s Republic of China. The theme of scientific research is interesting, first, because the Chinese model of development is recognized as successful and most dynamically developing. They are obliged by these successes of the modernization spent in the country. Economy modernization as the basic motive power of progress of the country is a priority direction of development in the Republic of Kazakhstan. So the example of successful development modernization processes in China can be rather useful to use in working out of the Kazakhstan national reforms.
Abstract: Research and development R&D work involves
enormous amount of work that has to do with data measurement and
collection. This process evolves as new information is fed, new
technologies are utilized, and eventually new knowledge is created
by the stakeholders i.e., researchers, clients, and end-users. When
new knowledge is created, procedures of R&D work should evolve
and produce better results within improved research skills and
improved methods of data measurements and collection. This
measurement improvement should then be benchmarked against a
metric that should be developed at the organization. In this paper, we
are suggesting a conceptual metric for R&D work performance
improvement (PI) at the Kuwait Institute for Scientific Research
(KISR). This PI is to be measured against a set of variables in the
suggested metric, which are more closely correlated to organizational
output, as opposed to organizational norms. The paper also mentions
and discusses knowledge creation and management as an addedvalue
to R&D work and measurement improvement. The research
methodology followed in this work is qualitative in nature, based on
a survey that was distributed to researchers and interviews held with
senior researchers at KISR. Research and analyses in this paper also
include looking at and analyzing KISR-s literature.
Abstract: The scale, complexity and worldwide geographical
spread of the LHC computing and data analysis problems are
unprecedented in scientific research. The complexity of processing
and accessing this data is increased substantially by the size and
global span of the major experiments, combined with the limited
wide area network bandwidth available. We present the latest
generation of the MONARC (MOdels of Networked Analysis at
Regional Centers) simulation framework, as a design and modeling
tool for large scale distributed systems applied to HEP experiments.
We present simulation experiments designed to evaluate the
capabilities of the current real-world distributed infrastructure to
support existing physics analysis processes and the means by which
the experiments bands together to meet the technical challenges
posed by the storage, access and computing requirements of LHC
data analysis within the CMS experiment.
Abstract: In this competitive age, one of the key tools of most successful organizations is knowledge management. Today some organizations measure their current knowledge and use it as an indicator for rating the organization on their reports. Noting that the universities and colleges of medical science have a great role in public health of societies, their access to newest scientific research and the establishment of organizational knowledge management systems is very important. In order to explore the Application of Knowledge Management Factors, a national study was undertaken. The main purpose of this study was to find the rate of the application of knowledge management factors and some ways to establish more application of knowledge management system in Esfahan University-s Medical College (EUMC). Esfahan is the second largest city after Tehran, the capital city of Iran, and the EUMC is the biggest medical college in Esfahan. To rate the application of knowledge management, this study uses a quantitative research methodology based on Probst, Raub and Romhardt model of knowledge management. A group of 267 faculty members and staff of the EUMC were asked via questionnaire. Finding showed that the rate of the application of knowledge management factors in EUMC have been lower than average. As a result, an interview with ten faculty members conducted to find the guidelines to establish more applications of knowledge management system in EUMC.
Abstract: Fast development of technologies, economic globalization and many other external circumstances stimulate company’s competitiveness. One of the major trends in today’s business is the shift to the exploitation of the Internet and electronic environment for entrepreneurial needs. Latest researches confirm that e-environment provides a range of possibilities and opportunities for companies, especially for micro-, small- and medium-sized companies, which have limited resources. The usage of e-tools raises the effectiveness and the profitability of an organization, as well as its competitiveness.
In the electronic market, as in the classic one, there are factors, such as globalization, development of new technology, price sensitive consumers, Internet, new distribution and communication channels that influence entrepreneurship. As a result of eenvironment development, e-commerce and e-marketing grow as well.

Abstract: Ovshinsky initiated scientific research in the field of
amorphous and disordered materials that continues to this day. The
Ovshinsky Effect where the resistance of thin GST films is
significantly reduced upon the application of low voltage is of
fundamental importance in phase-change - random access memory
(PC-RAM) devices.GST stands for GdSbTe chalcogenide type
glasses.However, the Ovshinsky Effect is not without controversy.
Ovshinsky thought the resistance of GST films is reduced by the
redistribution of charge carriers; whereas, others at that time including
many PC-RAM researchers today argue that the GST resistance
changes because the GST amorphous state is transformed to the
crystalline state by melting, the heat supplied by external heaters. In
this controversy, quantum mechanics (QM) asserts the heat capacity of
GST films vanishes, and therefore melting cannot occur as the heat
supplied cannot be conserved by an increase in GST film
temperature.By precluding melting, QM re-opens the controversy
between the melting and charge carrier mechanisms. Supporting
analysis is presented to show that instead of increasing GST film
temperature, conservation proceeds by the QED induced creation of
photons within the GST film, the QED photons confined by TIR. QED
stands for quantum electrodynamics and TIR for total internal
reflection. The TIR confinement of QED photons is enhanced by the
fact the absorbedheat energy absorbed in the GST film is concentrated
in the TIR mode because of their high surface to volume ratio. The
QED photons having Planck energy beyond the ultraviolet produce
excitons by the photoelectric effect, the electrons and holes of which
reduce the GST film resistance.
Abstract: Implementing quality assurance in higher education establishments is the main focus of the reform process currently undertaken by the Ministry of Higher Education and Scientific Research in the Kurdistan Region of Iraq. The reform agenda has involved attempts to improve academic quality and management processes in universities, technical institutions and colleges. The central challenge for the reform process is to produce change in higher education in a region where administration is described as centralized and bureaucratic. To make these changes, there should be a well-designed plans and follow up processes in order to monitor progress and develop responses to obstacles. Lack of skills, resources, political dilemmas, poor motivation, and readiness to face the consequences of change are factors which will determine the success of the reform process.
Abstract: Latvia is the fourth in the world by means of broadband internet speed. The total number of internet users in Latvia exceeds 70% of its population. The number of active mailboxes of the local internet e-mail service Inbox.lv accounts for 68% of the population and 97.6% of the total number of internet users. The Latvian portal Draugiem.lv is a phenomenon of social media, because 58.4 % of the population and 83.5% of internet users use it. A majority of Latvian company profiles are available on social networks, the most popular being Twitter.com. These and other parameters prove the fact consumers and companies are actively using the Internet.
However, after the authors in a number of studies analyzed how enterprises are employing the e-environment, namely, e-environment tools, they arrived to the conclusions that are not as flattering as the aforementioned statistics. There is an obvious contradiction between the statistical data and the actual studies. As a result, the authors have posed a question: Why are entrepreneurs resistant to e-tools? In order to answer this question, the authors have addressed the Technology Acceptance Model (TAM). The authors analyzed each phase and determined several factors affecting the use of e-environment, reaching the main conclusion that entrepreneurs do not have a sufficient level of e-literacy (digital literacy).

Abstract: Many foreign and Lithuanian scientists, analyzing the
evaluation of the tax system in respect of the burden of taxation,
agree that the latter, in principle, depends on how many individuals
and what units of the residents constitute a household. Therefore, the
aim of scientific research is to substantiate or to deny the significance
of a household, but not a resident, as a statistical unit, during the
evaluation of tax system, to be precise, determination of the value of
the burden of taxation. A performed scientific research revealed that
evaluation of the tax system in respect of a household, but not a
resident, as a statistical unit, allows not only to evaluate the
efficiency of the tax system more objectively, but also to forecast
practicably existing poverty line, burden of taxation, and to
capacitate the initiation of efficient decisions in social and tax fields
creating the environment of existence.
