Abstract: Ignatian Discernment Process (IDP) is an intense decision-making tool to decide on life-issues. Decisions are influenced by various factors outside of the decision maker and inclination within. This paper develops IDP in the context of Fuzzy Multi-criteria Decision Making (FMCDM) process. Extended VIKOR method is a decision-making method which encompasses even conflict situations and accommodates weightage to various issues. Various aspects of IDP, namely three ways of decision making and tactics of inner desires, are observed, analyzed and articulated within the frame work of fuzzy rules. The decision-making situations are broadly categorized into two types. The issues outside of the decision maker influence the person. The inner feeling also plays vital role in coming to a conclusion. IDP integrates both the categories using Extended VIKOR method. Case studies are carried out and analyzed with FMCDM process. Finally, IDP is verified with an illustrative case study and results are interpreted. A confused person who could not come to a conclusion is able to take decision on a concrete way of life through IDP. The proposed IDP model recommends an integrated and committed approach to value-based decision making.
Abstract: Strategic partnerships with suppliers play a vital role for the long-term value-based supply chain. This strategic collaboration keeps still being one of the top priority of many business organizations in order to create more additional value; benefiting mainly from supplier’s specialization, capacity and innovative power, securing supply and better managing costs and quality. However, many organizations encounter difficulties in initiating, developing and managing those partnerships and many attempts result in failures. One of the reasons for such failure is the incompatibility of members of this partnership or in other words wrong supplier selection which emphasize the significance of the selection process since it is the beginning stage. An effective selection process of strategic suppliers is critical to the success of the partnership. Although there are several research studies to select the suppliers in literature, only a few of them is related to strategic supplier selection for long-term partnership. The purpose of this study is to propose a conceptual model for the selection of strategic partnership suppliers. A two-stage approach has been used in proposed model incorporating first segmentation and second selection. In the first stage; considering the fact that not all suppliers are strategically equal and instead of a long list of potential suppliers, Kraljic’s purchasing portfolio matrix can be used for segmentation. This supplier segmentation is the process of categorizing suppliers based on a defined set of criteria in order to identify types of suppliers and determine potential suppliers for strategic partnership. In the second stage, from a pool of potential suppliers defined at first phase, a comprehensive evaluation and selection can be performed to finally define strategic suppliers considering various tangible and intangible criteria. Since a long-term relationship with strategic suppliers is anticipated, criteria should consider both current and future status of the supplier. Based on an extensive literature review; strategical, operational and organizational criteria have been determined and elaborated. The result of the selection can also be used to determine suppliers who are not ready for a partnership but to be developed for strategic partnership. Since the model is based on multiple criteria for both stages, it provides a framework for further utilization of Multi-Criteria Decision Making (MCDM) techniques. The model may also be applied to a wide range of industries and involve managerial features in business organizations.
Abstract: The rapid progress of technology in today's competitive conditions has also accelerated companies' technology development activities. As a result, companies are paying more attention to R&D studies and are beginning to allocate a larger share to R&D projects. A more systematic, comprehensive, target-oriented implementation of R&D studies is crucial for the company to achieve successful results. As a consequence, Technology Roadmap (TRM) is gaining importance as a management tool. It has critical prospects for achieving medium and long term success as it contains decisions about past business, future plans, technological infrastructure. When studies on TRM are examined, projects to be placed on the roadmap are selected by many different methods. Generally preferred methods are based on multi-criteria decision making methods. Management of selected projects becomes an important point after the selection phase of the projects. At this stage, TRM are used. TRM can be created in many different ways so that each institution can prepare its own Technology Roadmap according to their strategic plan. Depending on the intended use, there can be TRM with different layers at different sizes. In the evaluation phase of the R&D projects and in the creation of the TRM, HAVELSAN, Turkey's largest defense company in the software field, carries out this process with great care and diligence. At the beginning, suggested R&D projects are evaluated by the Technology Management Board (TMB) of HAVELSAN in accordance with the company's resources, objectives, and targets. These projects are presented to the TMB periodically for evaluation within the framework of certain criteria by board members. After the necessary steps have been passed, the approved projects are added to the time-based TRM, which is composed of four layers as market, product, project and technology. The use of a four-layered roadmap provides a clearer understanding and visualization of company strategy and objectives. This study demonstrates the benefits of using TRM, four-layered Technology Roadmapping and the possibilities for the institutions in the defense industry.
Abstract: Location selection presents a crucial decision problem in today’s business world where strategic decision making processes have critical importance. Thus, location selection has strategic importance for companies in boosting their strength regarding competition, increasing corporate performances and efficiency in addition to lowering production and transportation costs. A right choice in location selection has a direct impact on companies’ commercial success. In this study, a store location selection problem of Carglass Turkey which operates in vehicle glass branch is handled. As this problem includes both tangible and intangible criteria, Analytic Network Process (ANP) was accepted as the main methodology. The model consists of control hierarchy and BOCR subnetworks which include clusters of actors, alternatives and criteria. In accordance with the management’s choices, five different locations were selected. In addition to the literature review, a strict cooperation with the actor group was ensured and maintained while determining the criteria and during whole process. Obtained results were presented to the management as a report and its feasibility was confirmed accordingly.
Abstract: Project Portfolio Management (PPM) is an essential
component of an organisation’s strategic procedures, which requires
attention of several factors to envisage a range of long-term outcomes
to support strategic project portfolio decisions. To evaluate overall
efficiency at the portfolio level, it is essential to identify the
functionality of specific projects as well as to aggregate those
findings in a mathematically meaningful manner that indicates the
strategic significance of the associated projects at a number of levels
of abstraction. PPM success is directly associated with the quality of
decisions made and poor judgment increases portfolio costs. Hence,
various Multi-Criteria Decision Making (MCDM) techniques have
been designed and employed to support the decision-making
functions. This paper reviews possible options to enhance the
decision-making outcomes in organisational portfolio management
processes using the Analytic Hierarchy Process (AHP) both from
academic and practical perspectives and will examine the usability,
certainty and quality of the technique. The results of the study will
also provide insight into the technical risk associated with current
decision-making model to underpin initiative tracking and strategic
portfolio management.
Abstract: Proper maintenance and preservation of significant cultural heritages or historic buildings is necessary. It can not only enhance environmental benefits and a sense of community, but also preserve a city's history and people’s memory. It allows the next generation to be able to get a glimpse of our past, and achieve the goal of sustainable preserved cultural assets. However, the management of maintenance work has not been appropriate for many designated heritages or historic buildings so far. The planning and implementation of the reuse has yet to have a breakthrough specification. It leads the heritages to a mere formality of being “reserved”, instead of the real meaning of “conservation”. For the restoration and preservation of cultural heritages study issues, it is very important due to the consideration of historical significance, symbolism, and economic benefits effects. However, the decision makers such as the officials from public sector they often encounter which heritage should be prioritized to be restored first under the available limited budgets. Only very few techniques are available today to determine the appropriately restoration priorities for the diverse historical heritages, perhaps because of a lack of systematized decision-making aids been proposed before. In the past, the discussions of management and maintenance towards cultural assets were limited to the selection of reuse alternatives instead of the allocation of resources. In view of this, this research will adopt some integrated research methods to solve the existing problems that decision-makers might encounter when allocating resources in the management and maintenance of heritages and historic buildings.
The purpose of this study is to develop a sustainable decision making model for local governments to resolve these problems. We propose an alternative decision support model to prioritize restoration needs within the limited budgets. The model is constructed based on fuzzy Delphi, fuzzy analysis network process (FANP) and goal programming (GP) methods. In order to avoid misallocate resources; this research proposes a precise procedure that can take multi-stakeholders views, limited costs and resources into consideration. Also, the combination of many factors and goals has been taken into account to find the highest priority and feasible solution results. To illustrate the approach we propose in this research, seven cultural heritages in Taipei city as one example has been used as an empirical study, and the results are in depth analyzed to explain the application of our proposed approach.
Abstract: The management of the health-care wastes is one of
the most important problems in Istanbul, a city with more than 12
million inhabitants, as it is in most of the developing countries.
Negligence in appropriate treatment and final disposal of the healthcare
wastes can lead to adverse impacts to public health and to the
environment. This paper employs a fuzzy multi-criteria group
decision making approach, which is based on the principles of fusion
of fuzzy information, 2-tuple linguistic representation model, and
technique for order preference by similarity to ideal solution
(TOPSIS), to evaluate health-care waste (HCW) treatment
alternatives for Istanbul. The evaluation criteria are determined
employing nominal group technique (NGT), which is a method of
systematically developing a consensus of group opinion. The
employed method is apt to manage information assessed using multigranularity
linguistic information in a decision making problem with
multiple information sources. The decision making framework
employs ordered weighted averaging (OWA) operator that
encompasses several operators as the aggregation operator since it
can implement different aggregation rules by changing the order
weights. The aggregation process is based on the unification of
information by means of fuzzy sets on a basic linguistic term set
(BLTS). Then, the unified information is transformed into linguistic
2-tuples in a way to rectify the problem of loss information of other
fuzzy linguistic approaches.
Abstract: In practice, we often come across situations where it is
necessary to make decisions based on incomplete or uncertain data.
In control systems it may be due to the unknown exact mathematical
model, or its excessive complexity (e.g. nonlinearity) when it is
necessary to simplify it, respectively, to solve it using a rule base. In
the case of databases, searching data we compare a similarity
measure with of the requirements of the selection with stored data,
where both the select query and the data itself may contain vague
terms, for example in the form of linguistic qualifiers. In this paper,
we focus on the processing of uncertain data in databases and
demonstrate it on the example multi-criteria decision making in the
selection of variants, specified by higher number of technical
parameters.
Abstract: The decision of information technology (IT) outsourcing requires close attention to the evaluation of supplier selection process because the selection decision involves conflicting multiple criteria and is replete with complex decision making problems. Selecting the most appropriate suppliers is considered an important strategic decision that may impact the performance of outsourcing engagements. The objective of this paper is to aid decision makers to evaluate and assess possible IT outsourcing suppliers. An axiomatic design based fuzzy group decision making is adopted to evaluate supplier alternatives. Finally, a case study is given to demonstrate the potential of the methodology. Abstract: Need for an appropriate system of evaluating students-
educational developments is a key problem to achieve the predefined
educational goals. Intensity of the related papers in the last years; that
tries to proof or disproof the necessity and adequacy of the students
assessment; is the corroborator of this matter. Some of these studies
tried to increase the precision of determining question weights in
scientific examinations. But in all of them there has been an attempt
to adjust the initial question weights while the accuracy and precision
of those initial question weights are still under question. Thus In
order to increase the precision of the assessment process of students-
educational development, the present study tries to propose a new
method for determining the initial question weights by considering
the factors of questions like: difficulty, importance and complexity;
and implementing a combined method of PROMETHEE and fuzzy
analytic network process using a data mining approach to improve
the model-s inputs. The result of the implemented case study proves
the development of performance and precision of the proposed
model.
Abstract: The evaluation of the contribution of professional
baseball starting pitchers is a complex decision-making problem that
includes several quantitative attributes. It is considered a type of
multi-attribute or multi-criteria decision making (MADM/MCDM)
problem. This study proposes a model using the Grey Relational
Analysis (GRA) to evaluate the starting pitcher contribution for teams
of the Chinese Professional Baseball League. The GRA calculates the
individual grey relational degree of each alternative to the positive
ideal alternative. An empirical analysis was conducted to show the use
of the model for the starting pitcher contribution problem. The results
demonstrate the effectiveness and feasibility of the proposed model.
Abstract: Decisions are regularly made during a project or
daily life. Some decisions are critical and have a direct impact on
project or human success. Formal evaluation is thus required,
especially for crucial decisions, to arrive at the optimal solution
among alternatives to address issues. According to microeconomic
theory, all people-s decisions can be modeled as indifference curves.
The proposed approach supports formal analysis and decision by
constructing indifference curve model from the previous experts-
decision criteria. These knowledge embedded in the system can be
reused or help naïve users select alternative solution of the similar
problem. Moreover, the method is flexible to cope with unlimited
number of factors influencing the decision-making. The preliminary
experimental results of the alternative selection are accurately
matched with the expert-s decisions.
Abstract: Global competitiveness has recently become the
biggest concern of both manufacturing and service companies.
Electronic commerce, as a key technology enables the firms to reach
all the potential consumers from all over the world. In this study, we
have presented commonly used electronic payment systems, and then
we have shown the evaluation of these systems in respect to different
criteria. The payment systems which are included in this research are
the credit card, the virtual credit card, the electronic money, the
mobile payment, the credit transfer and the debit instruments. We
have realized a systematic comparison of these systems in respect to
three main criteria: Technical, economical and social. We have
conducted a fuzzy multi-criteria decision making procedure to deal
with the multi-attribute nature of the problem. The subjectiveness
and imprecision of the evaluation process are modeled using
triangular fuzzy numbers.
Abstract: Teachers form the backbone of any educational system, hence selecting qualified candidates is very crucial. In Malaysia, the decision making in the selection process involves a few stages: Initial filtering through academic achievement, taking entry examination and going through an interview session. The last stage is the most challenging since it highly depends on human judgment. Therefore, this study sought to identify the selection criteria for teacher candidates that form the basis for an efficient multi-criteria teacher-candidate selection model for that last stage. The relevant criteria were determined from the literature and also based on expert input that is those who were involved in interviewing teacher candidates from a public university offering the formal training program. There are three main competency criteria that were identified which are content of knowledge, communication skills and personality. Further, each main criterion was divided into a few subcriteria. The Analytical Hierarchy Process (AHP) technique was employed to allocate weights for the criteria and later, integrated a Simple Weighted Average (SWA) scoring approach to develop the selection model. Subsequently, a web-based Decision Support System was developed to assist in the process of selecting the qualified teacher candidates. The Teacher-Candidate Selection (TeCaS) system is able to assist the panel of interviewers during the selection process which involves a large amount of complex qualitative judgments.
