Abstract: Networking is important among students to achieve
better understanding. Social networking plays an important role in the
education. Realizing its huge potential, various organizations,
including institutions of higher learning have moved to the area of
social networks to interact with their students especially through
Facebook. Therefore, measuring the effectiveness of Facebook as a
learning tool has become an area of interest to academicians and
researchers. Therefore, this study tried to integrate and propose new
theoretical and empirical evidences by linking the western idea of
adopting Facebook as an alternative learning platform from a
Malaysian perspective. This study, thus, aimed to fill a gap by being
among the pioneering research that tries to study the effectiveness of
adopting Facebook as a learning platform across other cultural
settings, namely Malaysia. Structural equation modeling was
employed for data analysis and hypothesis testing. This study finding
has provided some insights that would likely affect students’
awareness towards using Facebook as an alternative learning
platform in the Malaysian higher learning institutions. At the end,
future direction is proposed.
Abstract: One of the best examples, in evolution of the public
procurement, from post-soviet countries are reforms carried out in
Georgia, which brought them close to international standards of
procurement. In Georgia, public procurement legislation started
functioning short after gaining independence. The reform has passed
several stages and came in the form as it is today. It should also be
noted, that countries with economy in transition, including Georgia,
implemented all the reforms in public procurement based on
recommendations and support of World Bank, the United Nations
and other international organizations.
The aim of first adopted law was regulation of the procurement
process of budget-organizations, transparency and creation of
competitive environment for private companies to access state funds
legally. The priorities were identified quite clearly in the wording of
the law, but operation/function of this law could not be reached on its
level, because of some objective and subjective reasons. The high
level of corruption in all levels of governance can be considered as a
main obstacle reason and of course, it is natural, that it had direct
impact on the procurement process, as well as on transparency and
rational use of state funds. These circumstances were the reasons that
reforms in this sphere continued, to improve procurement process, in
particular, the first wave of reforms began after several years. Public
procurement agency carried out reform with World Bank with main
purpose of smartening the procurement legislation and its
harmonization with international treaties and agreements. Also with
the support of World Bank various activities were carried out to raise
awareness of participants involved in procurement system.
Further major changes in the legislation were filed bit later, which
was also directed towards the improvement and smarten of the
procurement process. The third wave of the reform more or less
guaranteed the transparency of the procurement process, which later
became the basis for the rational spending of state funds. The reform
of the procurement system completely changed the procedures.
Carried out reform in Georgia resulted in introducing new
electronic tendering system, which benefit the transparency of the
process, after this became the basis for the further development of a
competitive environment, which become a prerequisite for the state
rational spending. Increased number of supplier organizations
participating in the procurement process resulted in reduction of the
estimated cost and the actual cost.
Assessment of the reforms in Georgia in the field of public
procurement can be concluded, that proper regulation of the sector
and relevant policy may proceed to rational and transparent spending
of the budget from country’s state institutions. Also, the business
sector has the opportunity to work in competitive market conditions
and to make a preliminary analysis, which is a prerequisite for future
strategy and development.
Abstract: Constructing a portfolio of investments is one of the
most significant financial decisions facing individuals and
institutions. In accordance with the modern portfolio theory
maximization of return at minimal risk should be the investment goal
of any successful investor. In addition, the costs incurred when
setting up a new portfolio or rebalancing an existing portfolio must
be included in any realistic analysis.
In this paper rebalancing an investment portfolio in the presence of
transaction costs on the Croatian capital market is analyzed. The
model applied in the paper is an extension of the standard portfolio
mean-variance optimization model in which transaction costs are
incurred to rebalance an investment portfolio. This model allows
different costs for different securities, and different costs for buying
and selling. In order to find efficient portfolio, using this model, first,
the solution of quadratic programming problem of similar size to the
Markowitz model, and then the solution of a linear programming
problem have to be found. Furthermore, in the paper the impact of
transaction costs on the efficient frontier is investigated. Moreover, it
is shown that global minimum variance portfolio on the efficient
frontier always has the same level of the risk regardless of the amount
of transaction costs. Although efficient frontier position depends of
both transaction costs amount and initial portfolio it can be concluded
that extreme right portfolio on the efficient frontier always contains
only one stock with the highest expected return and the highest risk.
Abstract: Operations research science (OR) deals with good
success in developing and applying scientific methods for problem
solving and decision-making. However, by using OR techniques, we
can enhance the use of computer decision support systems to achieve
optimal management for institutions. OR applies comprehensive
analysis including all factors that effect on it and builds mathematical
modeling to solve business or organizational problems. In addition, it
improves decision-making and uses available resources efficiently.
The adoption of OR by universities would definitely contributes to
the development and enhancement of the performance of OR
techniques. This paper provides an understanding of the structures,
approaches and models of OR in problem solving and decisionmaking.
Abstract: Due to the advancement of Internet technology, online
learning is widely used in higher education institutions. Online
learning offers several means of communication, including online
forum. Through online forum, students and instructors are able to
discuss and share their knowledge and expertise without having a
need to attend the face-to-face, ordinary classroom session. The
purposes of this study are to analyze the students’ levels of
participation and critical thinking, types of action and factors
influencing their participation in online forum. A total of 41
postgraduate students undertaking a course in educational technology
from a public university in Malaysia were involved in this study. In
this course, the students participated in a weekly online forum as part
of the course requirement. Based on the log data file extracted from
the online forum, the students’ type of actions (view, add, update,
delete posts) and their levels of participation (passive, moderate or
active) were identified. In addition, the messages posted in the forum
were analyzed to gauge their level of critical thinking. Meanwhile,
the factors that might influence their online forum participation were
measured using a 24-items questionnaire. Based on the log data, a
total of 105 posts were sent by the participants. In addition, the
findings show that (i) majority of the students are moderate
participants, with an average of two to three posts per person, (ii)
viewing posts are the most frequent type of action (85.1%), and
followed by adding post (9.7%). Furthermore, based on the posts
they made, the most frequent type of critical thinking observed was
justification (50 input or 19.0%), followed by linking ideas and
interpretation (47 input or 18%), and novelty (38 input or 14.4%).
The findings indicate that online forum allows for social interaction
and can be used to measure the students’ critical thinking skills. In
order to achieve this, monitoring students’ activities in the online
forum is recommended.
Abstract: Power, responsibility sharing, and democratic decision-making are the central ethos to co-management. It is assumed that involving local community in the decision-making process can create a sense of ownership and responsibility of that community and motivate the community towards collective action. But this paper demonstrated that the process to involve local community is not simple and straightforward as it is influenced by structural aspects, power relations among the actors, and social embedded institutions. These factors shape the process in that way who will participate, how they will participate and how the local community maneuvers their agency in the decision-making process. To grasp the complexities that materialize in the process of participation and to understand the inclusionary and exclusionary nature of participation, this paper examines the subjective understanding of different stakeholders concerning participation and furthermore observes the enabling or constraining factors that affect the community to exercise their agency.
Abstract: The objective of the paper is to measure and compare market orientation of Swiss and Czech banks, as well as examine statistically the degree of influence it has on competitiveness of the institutions. The analysis of market orientation is based on the collecting, analysis and correct interpretation of the data. Descriptive analysis of market orientation describe current situation. Research of relation of competitiveness and market orientation in the sector of big international banks is suggested with the expectation of existence of a strong relationship. Partially, the work served as reconfirmation of suitability of classic methodologies to measurement of banks’ market orientation.
Two types of data were gathered. Firstly, by measuring subjectively perceived market orientation of a company and secondly, by quantifying its competitiveness. All data were collected from a sample of small, mid-sized and large banks. We used numerical secondary character data from the international statistical financial Bureau Van Dijk’s BANKSCOPE database.
Statistical analysis led to the following results. Assuming classical market orientation measures to be scientifically justified, Czech banks are statistically less market-oriented than Swiss banks. Secondly, among small Swiss banks, which are not broadly internationally active, small relationship exist between market orientation measures and market share based competitiveness measures. Thirdly, among all Swiss banks, a strong relationship exists between market orientation measures and market share based competitiveness measures. Above results imply existence of a strong relation of this measure in sector of big international banks. A strong statistical relationship has been proven to exist between market orientation measures and equity/total assets ratio in Switzerland.
Abstract: In recent years, the intellectual capital reporting in higher education institutions has been acquiring progressive importance worldwide. Intellectual capital approaches becomes critical at universities, mainly due to the fact that knowledge is the main output as well as input in these institutions. Universities produce knowledge, either through scientific and technical research (the results of investigation, publications, etc.) or through teaching (students trained and productive relationships with their stakeholders). The purpose of the present paper is to identify the intangible elements about which university stakeholders demand most information. The results of a study done at Spanish universities are used to see which groups of universities have stakeholders who are more proactive to the disclosure of intellectual capital.
Abstract: The Deposit Guarantee Fund (DGF) and its communication with the Society, in general, and with the deposit client of Financial Institutions, in particular, is discussed through the challenges of the accounting and financial report. The Bank of Portugal promotes the Portuguese Deposit Guarantee Fund (PDGF) as a financial institution that enhanced the market confidence and stability on the deposit-insurance system. Due to the nature of their functions, it must be subject to regulation and supervision that provides a first line of defense against adversely affect confidence on the Portuguese financial market. First, this research provides evidence of the effectiveness of the protection mechanisms on the deposit insurance system, which provides high and equal protection to all stakeholders. Second, it emphasizes the need of requirements of rigorous accounting process and effective financial report to reduce the moral hazard implications. Third, this research focuses on the need of total disclosure of the financial information which gives higher transparency and protection to deposit client of financial institutions.
Abstract: The 21st century has been characterized by rapid urbanization with its associated environmental sanitation challenges especially in developing countries. However, studies have focused largely on institutional capacity and the resources needed to manage environmental sanitation challenges, with few insights on the attitudes of city residents. This paper analyzes the environmental sanitation situation in a rapidly urbanizing Tamale metropolis, examines how city residents’ attitudes have contributed to poor environmental sanitation and further reviews approaches that have been employed to manage environmental sanitation. Using secondary and empirical data sources, the paper reveals that only 7.5 tons of 150 tons of total daily solid wastes generated is effectively managed. The findings suggest that the poor sanitation in the city is influenced by two factors; poor attitudes of city residents and weak institutions. While poor attitudes towards environmental sanitation has resulted in indiscriminate disposal of waste, weak institutions have resulted in lack of capacity and pragmatic interventions to manage the environmental sanitation challenges in the city. The paper recommends public education on environmental sanitation, public private partnership, increased stakeholder engagement and preparation and implementation of environmental sanitation plan as mechanisms to ensure effective environmental sanitation management in the Tamale metropolis.
Abstract: E-mail has become a key mechanism of electronic communication. This is true for professional organizations that like to communicate with their subjects online and are slowly shifting to paper-less office. The current paper focuses specifically on academic institutions offering Engineering course in Gujarat state and attempts for textual analysis of the usernames of the institutional e-mail addresses. We found that the institutions tend to design the username segment of their e-mail addresses by choosing words or combination of words from specific categories. The paper also highlights the use of special characters, digits and random words in designing the usernames. On the sidelines, the paper lists the style of employing department names and designations for the design process. To the best of our knowledge, this is the first formal attempt to analyze the selection of words employed for designing username segment of e-mail addresses of engineering institutions.
Abstract: Recently, the interest of globalization in the field of
teacher education has increased. In the U.S., the government is trying
to enhance the quality of education through a global approach in
education. To do so, the schools in the U.S. are recruiting teachers with
global capability from countries like Korea where competent teachers
are being trained. Meanwhile, in the case of Korea, although excellent
teachers have been cultivated every year, due to a low birth rate it is
not easy to become a domestic teacher. To solve the trouble that the
two countries are facing, the study first examines the demand and
necessity of globalization in the field of teacher education between
Korea and the U.S. Second, we propose a new project, called the
‘Global Teachers University (GTU)’ program to satisfy the demands
of both countries. Finally, we provide its implications to build the
future educational cooperation for teacher training in a global context.
Abstract: New conceptualizations were introduced to address the emerging need to develop innovativeness and creativity attitudes in future engineering professional. Thus, entrepreneurial engineering education needs an environment where future engineers can be formed through practical learning and the interaction with forces, ideas and inspirations, in the final perspective of effectively identifying, acquiring, developing, and transferring technology into new business products and services. This paper aims to investigate the characteristics of a successful entrepreneur for engineering students. A questionnaire was used to measure the level of entrepreneurial competencies. The questionnaire was based on the Personal Entrepreneurial Competence Model, developed by McClelland Individual. Participants were recruited from the final year students of eight programs under the Faculty of Engineering. Of the 432 questionnaires distributed, 210 were collected back, giving a response rate of approximately 49%. Findings suggest that final year engineering students have respectable entrepreneurial attitudes and behaviors, and are competent to be engineerpreneur. The study also recommended that we need an environment that does not insist that engineers become entrepreneurs, but one where the two can meet, and business leaders can organize our nation effectively.
Abstract: Explosion in information management and information system technology has brought dramatic changes in learning and library system environments. The use of academic digital libraries does witness the spectacular impact on academic societies’ way of performing their study in Malaysia, a country with a multi-racial people. This paper highlights a research on examining the socio-demographic differences on the preference and use of academic digital libraries as compared to physical libraries at higher learning institutions. Findings indicate that preference towards digital libraries differed between ethnicity, gender and university. However none of the socio-demographic factors is statistically significant in terms of the use of digital libraries.
Abstract: This paper outlines the application of Knowledge Management (KM) principles in the context of Educational institutions. The paper caters to the needs of the engineering institutions for imparting quality education by delineating the instruction delivery process in a highly structured, controlled and quantified manner. This is done using a software tool EDULOGIC+. The central idea has been based on the engineering education pattern in Indian Universities/ Institutions. The data, contents and results produced over contiguous years build the necessary ground for managing the related accumulated knowledge. Application of KM has been explained using certain examples of data analysis and knowledge extraction.
Abstract: The impacts of near-campus student housing, or offcampus
students accommodation cannot be ignored by the
universities and as well as the community officials. Numerous
scholarly studies, have highlighted the substantial economic impacts
either; direct, indirect or induced, and cumulatively the roles of the
universities have significantly contributed to the local economies.
The issue of the impacts of off-campus student rental housing on
neighbourhoods is one that has been of long-standing but increasing
concern in Malaysia. Statistically, in Malaysia, there was
approximately a total of 1.2 - 1.5 million students in 2009. By the
year 2015, it is expected that 50 per cent of 18 to 30 year olds active
population should gain access to university education, amounting to
120,000 yearly. The objectives of the research are to assess the
impacts off-campus students on the local neighbourhood and
specifically to obtain information on the living and learning
conditions of off-campus students of Universiti Teknologi MARA
Shah Alam, Malaysia. It is also to isolate those factors that may
impede the successful learning so that priority can be given to them
in subsequent policy implementations and actions by government and
the higher education institutions.
Abstract: This paper analyses the structural changes in
education sector since the introduction of liberalization policy in
India. This paper explains how the so-called non-profit trusts and
societies appropriated the liberalization policy and enhanced
themselves as new capitalist class in higher education sector. Over
the decades, the policy witnessed the role of private sector in terms
of maintaining market equilibrium. The state also witnessed the
incompatibility of the private sector in inculcating the values of
social justice. The most important consequence of the policy is to
witness the rise of new capitalist class and academic capitalism.
When the state came to realize that it no longer cope up with
market demands, it opens the entry of private sector in higher
education. Concessions and tax exemptions were provided to the
trusts and societies to establish higher education institutions. There
is a basic difference between western countries and India in
providing higher education by the trusts and societies. In western
countries the big business houses contributed their surplus
revenues to promote higher education and research as a
complementary service to society and nation. In India, several
entrepreneurs came up with business motive using education
sector. Over the period, they accumulated wealth at the cost of
students and concessions from the government. Four major results
can now be identified: production of manpower in view of market
demands; reduction of standards in higher education; bypassing the
values of social justice; and the rise of new capitalist class from the
business of education. This paper tries to substantiate these issues
with the inputs from case studies.
Abstract: Although women have merit in their jobs, they still
are located very few in the top management in many sectors. There
are many causes of such situation. Such a situation creates obstacles;
especially invisible ones are called “glass ceiling syndrome”. Also,
studies which handle this subject in academic community are very
few. The aim of this research is to reach the results about glass
ceiling obstacles in terms of female teaching staff (academics)
working in higher education institutions. To this end, our study was
performed on female academics working at Selcuk University, Konya
/ Turkey. Our study's main aim can be expressed as to determine
whether there are glass ceiling obstacles for female academics
working at the higher education institution in question, to measure
their glass ceiling perceptions and, thus, to identify what the glass
ceiling barrier components for them to promotion to senior
management positions are.
Abstract: Job stress is one of the most important concepts for
the today-s corporate as well as institutional world. The current study
is conducted to identify the causes of faculty stress at Higher
Education in Pakistan. For the purpose, Public & Private Business
Schools of Punjab is selected as representative of Pakistan. A sample
of 300 faculty members (214 males, 86 females) responded to the
survey. Regression analysis shows that the Workload, Student
Related issues and Role Conflicts are the major sources contributing
significantly towards producing stress. The study also revealed that
Private sector faculty members experienced more stress as compared
to faculty in Public sector Business Schools. Moreover, females,
younger ages, lower designation & low qualification faculty
members experience more stress as compared to males, older ages,
higher designation and high qualification. The study yield many
significant results for the policy makers of Business Institutions.
Abstract: The concepts of knowledge creation and innovation
have a strong relationship but this relationship has not been examined
systematically. This study examines the utilization of knowledge
creation processes of the Theory of Knowledge Creation in Higher
Education Institutions. These processes consist of socialization,
externalization, combination and internalization. This study suggests
that the utilization of these processes will give impacts on innovation
in academic performance. A cross-sectional study was conducted
using survey questionnaires to collect data of the utilization of
knowledge creation processes and classroom-s innovation. The
samples are Business Management students of a Malaysian Higher
Education Institution. The results of this study could help Higher
Education Institutions to enrich the learning process of students
through knowledge creation and innovation.
