Abstract: The unequivocal increase of the area of operation of the executive power can happen with the appearance of new areas to be influenced and its integration in the power, or at the expense of the scopes of other organs with public authority. The extension of the executive can only be accepted within the framework of the rule of law if parallel with this process we get constitutional guarantees that the exercise of power is kept within constitutional framework. Failure to do so, however, may result in the lack, deficit of democracy and democratic sense, and may cause an overwhelming dominance of the executive power. Therefore, the aim of this paper is to present executive power and responsibility in the context of different dimensions.
Abstract: Obese children will probably become obese adults, consequently exposed to an increased risk of comorbidity and premature mortality. Body weight may be indirectly determined by continuous development of coordination and motor skills. The level of motor skills and abilities is an important factor that promotes physical activity since early childhood. The aim of the study is to thoroughly understand the internal relations between motor coordination abilities and the somatic development of prepubertal children and to determine the effect of excess body weight on motor coordination by comparing the motor ability levels of children with different body mass index (BMI) values. The data were collected from 436 children aged 7–10 years, without health limitations, fully participating in school physical education classes. Body height was measured with portable stadiometers (Harpenden, Holtain Ltd.), and body mass—with a digital scale (HN-286, Omron). Abstract: Important executive decisions on oil and gas production stimulation in Eastern Siberia have been recently taken. There are unique and large fields of oil, gas, and gas-condensate in Eastern Siberia. The Talakan, Koyumbinskoye, Yurubcheno-Tahomskoye, Kovykta, Chayadinskoye fields are supposed to be developed first. It will result in an abrupt increase in environmental load on the nature of Eastern Siberia. In Eastern Siberia, the introduction of ecological imperatives in hydrocarbon production is still realistic. Underground water movement is the one of the most important factors of the ecosystems condition management. Oil and gas production is associated with the forced displacement of huge water masses, mixing waters of different composition, and origin that determines the extent of anthropogenic impact on water drive systems and their protective reaction. An extensive hydrogeological system of the depression type is identified in the pre-salt deposits here. Pressure relieve here is steady up to the basement. The decrease of the hydrodynamic potential towards the basement with such a gradient resulted in reformation of the fields in process of historical (geological) development of the Nepsko-Botuobinskaya anteclise. The depression hydrodynamic systems are characterized by extremely high isolation and can only exist under such closed conditions. A steady nature of water movement due to a strictly negative gradient of reservoir pressure makes it quite possible to use environmentally-harmful liquid substances instead of water. Disposal of the most hazardous wastes is the most expedient in the deposits of the crystalline basement in certain structures distant from oil and gas fields. The time period for storage of environmentally-harmful liquid substances may be calculated by means of the geological time scales ensuring their complete prevention from releasing into environment or air even during strong earthquakes. Disposal of wastes of chemical and nuclear industries is a matter of special consideration. The existing methods of storage and disposal of wastes are very expensive. The methods applied at the moment for storage of nuclear wastes at the depth of several meters, even in the most durable containers, constitute a potential danger. The enormous size of the depression system of the Nepsko-Botuobinskaya anteclise makes it possible to easily identify such objects at the depth below 1500 m where nuclear wastes will be stored indefinitely without any environmental impact. Thus, the water drive system of the Nepsko-Botuobinskaya anteclise is the ideal object for large-volume injection of environmentally harmful liquid substances even if there are large oil and gas accumulations in the subsurface. Specific geological and hydrodynamic conditions of the system allow the production of hydrocarbons from the subsurface simultaneously with the disposal of industrial wastes of oil and gas, mining, chemical, and nuclear industries without any environmental impact.
Abstract: Children with hearing impairment have deficits of balance and motors. Although most of parents teach deaf children communication skills in early life, but rarely teach the deficits of balance. The purpose of this study was to investigate whether static balance improved after table tennis training. Table tennis training was provided four times a week for eight weeks to two 12-year-old deaf children. The table tennis training included crossover footwork, sideway attack, backhand block-sideways-flutter forehand attack, and one-on-one tight training. Data were gathered weekly and statistical comparisons were made with a paired t-test. We observed that the dominant leg is better than the non-dominant leg in static balance and girl balance ability is better than boy. The final result shows that table tennis training significantly improves the deaf children’s static balance performance. It indicates that table tennis training on deaf children helps the static balance ability.
Abstract: Fresh water deficit is one of the most important global problems today. In the countries with scarce water resources, they often become a reason of armed conflicts. The peaceful settlement of relations connected with management and water consumption issues within and beyond the frontiers of the country is an important guarantee of the region stability. The said problem is urgent in Georgia as well because of its water objects are located at the borders and the transit run-off that is 12% of the total one. Fresh water resources are the major natural resources of Georgia. Despite of this, water supply of population at its Eastern part is an acute issue. Southeastern part of the country has been selected to carry out the research. This region is notable for deficiency of water resources in the country. The region tends to desertification which aggravates fresh water problem even more and presumably may lead to migration of local population from the area. The purpose of study was creation geographical information system (GIS) of water resources. GIS contains almost all layers of different content (water resources, springs, channels, hydrological stations, population water supply, etc.). The results of work provide an opportunity to identify the resource potential of the mentioned region, control and manage it, carry out monitoring and plan regional economy.
Abstract: For the dearth of reliable cardinal numerical data, the linked phenomena in productivity indices such as operational costs and company turnovers, etc. could not be investigated. This would not give us insight to the root of productivity problems at unique sites. So, ordinal ranking by professionals who were most directly involved with construction sites was applied for Kendall’s concordance. Responses gathered from independent architects, builders/engineers, and quantity surveyors were herein analyzed. They were responses based on factors that affect sites productivity, and these factors were categorized as head office factors, resource management effectiveness factors, motivational factors, and training/skill development factors. It was found that productivity is low and has to be improved in order to facilitate Nigerian efforts in bridging its infrastructure deficit. The significance of this work is underlined with the Kendall’s coefficient of concordance of 0.78, while remedial measures must be emphasized to stimulate better productivity. Further detailed study can be undertaken by using Fuzzy logic analysis on wider Delphi survey.
Abstract: This research was planned in order to study the effect
of drought stress and different levels of Superabsorbent and their
effect on grain yield, biologic yield and harvest index. In this study, 3
different depths of irrigation were considered as the main treatment
I1, I2, I3 as 100, 75 and 50 percent of water requirement of plants
respectively and different levels of Superabsorbent were used as
secondary treatment (S0, S1, S2 and S3, equal to 0 (control), 15, 30
and 45 gr/m2 respectively). According to the results, independent
effects of irrigation and Superabsorbent treatments at 1% level on
biologic and grain yield of corn were significant. In addition,
independent effect of irrigation treatments at 5% level on harvest
index was significant. But independent effect of Superabsorbent
treatments on harvest index was not significant.
Abstract: The current paper presents the results of a conducted
case study. During the past few years the number of children
diagnosed with Learning Difficulties has drastically augmented and
especially the cases of ADHD (Attention Deficit Hyperactivity
Disorder). One of the core characteristics of ADHD is a deficit in
working memory functions. The review of the literature indicates a
plethora of educational software that aim at training and enhancing
the working memory. Nevertheless, in the current paper, the
possibility of using for the same purpose free, online games will be
explored. Another issue of interest is the potential effect of the
working memory training to the core symptoms of ADHD. In order
to explore the abovementioned research questions, three digital tests
are employed, all of which are developed on the E-slate platform by
the author, in order to check the levels of ADHD’s symptoms and to
be used as diagnostic tools, both in the beginning and in the end of
the case study. The tools used during the main intervention of the
research are free online games for the training of working memory.
The research and the data analysis focus on the following axes: a) the
presence and the possible change in two of the core symptoms of
ADHD, attention and impulsivity and b) a possible change in the
general cognitive abilities of the individual. The case study was
conducted with the participation of a thirteen year-old, female
student, diagnosed with ADHD, during after-school hours. The
results of the study indicate positive changes both in the levels of
attention and impulsivity. Therefore, we conclude that the training of
working memory through the use of free, online games has a positive
impact on the characteristics of ADHD. Finally, concerning the
second research question, the change in general cognitive abilities, no
significant changes were noted.
Abstract: The right to basic sanitation, was elevated to the
category of fundamental right by the Constitution of 1988 to protect
the ecologically balanced environment, ensuring social rights to
health and adequate housing and put the dignity of the human person
as the foundation of the Brazilian Democratic State. Before their
essentiality to humans, this article seeks to understand why universal
access to basic sanitation is a goal so difficult to achieve in Brazil.
Therefore, this research uses the deductive and analytical method.
Given the nature of the research literature, research techniques were
centered in specialized books on the subject, journals, theses and
dissertations, laws, relevant law case and raising social indicators
relating to the theme. The relevance of the topic stems, among other
things, the fact that sanitation services are essential for a dignified
life, i.e., everyone is entitled to the maintenance of the necessary
existence conditions are satisfied. However, the effectiveness of this
right is undermined in society, since Brazil has huge deficit in
sanitation services, denying thus a worthy life to most of the
population. Thus, it can be seen that the provision of water and
sewage services in Brazil is still characterized by a large imbalance,
since the municipalities with lower population index have greater
disability in the sanitation service. The truth is that the precariousness
of water and sewage services in Brazil is still very concentrated in the
North and Northeast regions, limiting the effective implementation of
the Law 11.445/2007 in the country. Therefore, there is urgent need
for a positive service by the State in the provision of sanitation
services in order to prevent and control disease, improve quality of
life and productivity of individuals, besides preventing contamination
of water resources. More than just social and economic necessity,
there is a government duty to implement such services. In this sense,
given the current scenario, to achieve universal access to basic
sanitation imposes many hurdles. These are mainly in the field of
properly formulated and implemented public policies, i.e., it requires
an excellent institutional organization, management services,
strategic planning, social control, in order to provide answers to
complex challenges.
Abstract: This study integrates a larger research empirical
project that examines second language (SL) learners’ profiles and
valid procedures to perform complete and diagnostic assessment in
schools. 102 learners of Portuguese as a SL aged 7 and 17 years
speakers of distinct home languages were assessed in several
linguistic tasks. In this article, we focused on writing performance in
the specific task of narrative essay composition. The written outputs
were measured using the score in six components adapted from an
English SL assessment context (Alberta Education): linguistic
vocabulary, grammar, syntax, strategy, socio-linguistic, and
discourse. The writing processes and strategies in Portuguese
language used by different immigrant students were analysed to
determine features and diversity of deficits on authentic texts
performed by SL writers. Differentiated performance was based on
the diversity of the following variables: grades, previous schooling,
home language, instruction in first language, and exposure to
Portuguese as Second Language. Indo-Aryan languages speakers
showed low writing scores compared to their peers and the type of
language and respective cognitive mapping (such as Mandarin and
Arabic) was the predictor, not linguistic distance. Home language
instruction should also be prominently considered in further research
to understand specificities of cognitive academic profile in a
Romance languages learning context. Additionally, this study also
examined the teachers’ representations that will be here addressed to
understand educational implications of second language teaching in
psychological distress of different minorities in schools of specific
host countries.
Abstract: Discursive practices enacted by educators in
kindergarten create a blueprint for how the educational trajectories of
students with disabilities are constructed. This two-year ethnographic
case study critically examines educators’ relationships with students
considered to present challenging behaviors in one kindergarten
classroom located in a predominantly White middle class school
district in the Northeast of the United States. Focusing on the
language and practices used by one special education teacher and
three teaching assistants, this paper analyzes how teacher responses
to students’ behaviors constructs and positions students over one year
of kindergarten education. Using a critical discourse analysis it shows
that educators understand students’ behaviors as deficit and needing
consequences. This study highlights how educators’ responses reflect
students' individual characteristics including family background,
socioeconomics and ability status. This paper offers in depth analysis
of two students’ stories, which evidenced that the language used by
educators amplifies the social positioning of students within the
classroom and creates a foundation for who they are constructed to
be. Through exploring routine language and practices, this paper
demonstrates that educators outlined a blueprint of kindergartners,
which positioned students as learners in ways that became the ground
for either a limited or a promising educational pathway for them.
Abstract: Many interventions for social skills acquisition aim to decrease the gap between social skills deficits in the individual and normative social skills; nevertheless little is known of typical social skills according to age difference in students. In this study, we developed new quintet of Hokkaido Social Skills Inventory (HSSI) to identify age-appropriate social skills for school adaptation. First, we selected 13 categories of social skills for school adaptation from previous studies, and created questionnaire items through discussion by 25 teachers in all three levels from elementary schools to senior high schools. Second, the factor structures of five versions of the social skills scale were investigated on 2nd grade (n = 1,864), 4th grade (n = 1,936), 6th grade (n = 2,085), 7th grade (n = 2,007), and 10th grade (n = 912) students, respectively. The exploratory factor analysis showed that a number of constructing factors of social skills increased as one’s grade in school advanced. The results in the present study can be useful to characterize the age-appropriate social skills for school adaptation.
Abstract: Family has a crucial role in maintaining the
physical, social and mental health of the children. Most of the
mental and anxiety problems of children reflect the complex
interpersonal situations among family members, especially parents.
In other words, anxiety problems of the children are correlated
with deficit relationships of family members and improper
childrearing styles. The parental child rearing styles leads to
positive and negative consequences which affect the children’s
mental health. Therefore, the present research was aimed to
compare the parental childrearing styles and anxiety of children
with stuttering and normal population. It was also aimed to study
the relationship between parental child rearing styles and anxiety
of children. The research sample included 54 boys with stuttering
and 54 normal boys who were selected from the children (boys) of
Tehran, Iran in the age range of 5 to 8 years in 2013. In order to
collect data, Baum-rind Childrearing Styles Inventory and Spence
Parental Anxiety Inventory were used. Appropriate descriptive
statistical methods and multivariate variance analysis and t test for
independent groups were used to test the study hypotheses.
Statistical data analyses demonstrated that there was a significant
difference between stuttering boys and normal boys in anxiety (t =
7.601, p< 0.01); but there was no significant difference between
stuttering boys and normal boys in parental childrearing styles (F =
0.129). There was also not found significant relationship between
parental childrearing styles and children anxiety (F = 0.135, p<
0.05). It can be concluded that the influential factors of children’s
society are parents, school, teachers, peers and media. So, parental
childrearing styles are not the only influential factors on anxiety of
children, and other factors including genetic, environment and
child experiences are effective in anxiety as well. Details are

Abstract: This work proposes a data-driven multiscale based
quantitative measures to reveal the underlying complexity of
electroencephalogram (EEG), applying to a rodent model of
hypoxic-ischemic brain injury and recovery. Motivated by that real
EEG recording is nonlinear and non-stationary over different
frequencies or scales, there is a need of more suitable approach over
the conventional single scale based tools for analyzing the EEG data.
Here, we present a new framework of complexity measures
considering changing dynamics over multiple oscillatory scales. The
proposed multiscale complexity is obtained by calculating entropies of
the probability distributions of the intrinsic mode functions extracted
by the empirical mode decomposition (EMD) of EEG. To quantify
EEG recording of a rat model of hypoxic-ischemic brain injury
following cardiac arrest, the multiscale version of Tsallis entropy is
examined. To validate the proposed complexity measure, actual EEG
recordings from rats (n=9) experiencing 7 min cardiac arrest followed
by resuscitation were analyzed. Experimental results demonstrate that
the use of the multiscale Tsallis entropy leads to better discrimination
of the injury levels and improved correlations with the neurological
deficit evaluation after 72 hours after cardiac arrest, thus suggesting an
effective metric as a prognostic tool.
Abstract: In Jordan having deficit atmospheric precipitation, an
increase in water demand occurs during summer months. Jordan can
be regarded with a relatively high potential for wastewater recycling
and reuse. The main purpose of this paper was to investigate the
removal of total suspended solids (TSS) and chemical oxygen
demand (COD) for olive mill wastewater (OMW) by
electrocoagulation (EC) process. In the combination of
electrocoagulation by using coupled iron–aluminum electrodes, the
optimum working pH was found to be around 6. Results indicated
that the electrocoagulation process allowed removal of TSS and COD
of about 82.5% and 47.5%, respectively at 45 mA/cm2 after 70
minutes by using coupled iron–aluminum electrodes. It was
demonstrated that the maximum TSS and COD removals were
obtained at some optimum experimental parameters for current
density, pH, and reaction time.
Abstract: Diminished antioxidant defense or increased
production of reactive oxygen species in the biological system can
result in oxidative stress which may lead to various
neurodegenerative diseases including Alzheimer’s disease (AD).
Microglial activation also contributes to the progression of AD by
producing several proinflammatory cytokines, nitric oxide (NO) and
prostaglandin E2 (PGE2). Oxidative stress and inflammation have
been reported to be possible pathophysiological mechanisms
underlying AD. In addition, the cholinergic hypothesis postulates that
memory impairment in patient with AD is also associated with the
deficit of cholinergic function in the brain. Although a number of
drugs have been approved for the treatment of AD, most of these
synthetic drugs have diverse side effects and yield relatively modest
benefits. Marine algae have great potential in pharmaceutical and
biomedical applications as they are valuable sources of bioactive
properties such as anticoagulation, antimicrobial, antioxidative,

Abstract: The systematic evaluation of manufacturing
technologies with regard to the potential for product designing
constitutes a major challenge. Until now, conventional evaluation
methods primarily consider the costs of manufacturing technologies.
Thus, the potential of manufacturing technologies for achieving
additional product design features is not completely captured. To
compensate this deficit, final evaluations of new technologies are
mainly intuitive in practice. Therefore, an additional evaluation
dimension is needed which takes the potential of manufacturing
technologies for specific realizable product designs into account. In
this paper, we present the approach of an evaluation method for
selecting manufacturing technologies with regard to their potential

Abstract: Although urbanization in Africa has been characterized by fragile socio-economic successes, the sustainability of city infrastructure is now central to planning processes as a pathway to closing the deficit in terms of coverage and access. This paper builds on survey and interview data from Kampala city, to demonstrate how the principle gender responsiveness can inform improvements in urban infrastructure and service delivery. We discovered that women prefer infrastructure that combines living and working spaces for reduced labour and travel burdens between homes, markets, schools, and other urban spaces. Men’s conception of infrastructure needs on the other hand, mirrored public security and connectivity concerns along city streets and work places. However, the urban planning approach at city-level is guided by mainstream engineering and architectural designs that do not necessarily reflect the social context within which urban infrastructure influences gender roles and the attendant mobility needs. To address the challenge across cities of similar context, the paper concludes with a set of analytic steps on how the gendered influences on infrastructure-use can be considered in urban planning cycles.
Abstract: The association between sensory problems and cognitive abilities has been studied in individuals with Autism Spectrum Disorders (ASDs). In this study, we used a Neuropsychological Test to evaluate memory and attention in ASDs children with sensory problems compared to the ASDs children without sensory problems. Four visual memory tests of Cambridge Neuropsychological Test Automated Battery (CANTAB) including Big/little circle (BLC), Simple Reaction Time (SRT) Intra /Extra dimensional set shift (IED), Spatial recognition memory (SRM), were administered to 14 ASDs children with sensory problems compared to 13 ASDs without sensory problems aged 3 to 12 with IQ of above 70. ASDs individuals with sensory problems performed worse than the ASDs group without sensory problems on comprehension, learning, reversal and simple reaction time tasks, and no significant difference between the two groups was recorded in terms of the visual memory and visual comprehension tasks. The findings of this study suggest that ASDs children with sensory problems are facing deficits in learning, comprehension, reversal, and speed of response to a stimulus.
