Abstract: The Institutional Sustainability Performance (ISP) of State Universities and Colleges (SUCs) in the Philippines reveals the level of compliance and fidelity of the latter to the mandates of the state. This performance evaluation procedure aims to perpetually monitor and sustain the quality of services provided by the state institutions in the country. Importantly, the SUC level rating is one of the key indicators of the merit system adopted by the state to give incentives to government institutions. With the crucial role of the ISP and SUC level in the performance of an institution and in sustaining quality assurance, this study theorized that the top managers’ capacity to influence is the critical factor in meeting the expectations of the state. This study assessed the top managers’ capacity to influence. The hypothesis in this study proved that leadership style of top managers has significant relationship to the managers’ capacity to influence for institutional sustainability performance. Thus, the subjects of this study were restricted only to the State Universities and Colleges (SUC) that qualified in the top 20 Institutional Sustainability Performance; the digital governance performance, and the SUC leveling status nationwide. The top managers and their subordinates with doctorate of Bulacan State University and Bataan Peninsula State University whose programs have been consistently submitted to accreditation and were ranked Levels III and IV were subjected and participated to the study. Abstract: Reinforced earth structures are generally subjected to cyclic loading generated from earthquakes. This paper presents a summary of the results and analyses of a testing program carried out in a large-scale multi-function geosynthetic testing apparatus that accommodates soil samples up to 1.0 m3. This apparatus performs different shear and pullout tests under both static and cyclic loading. The testing program was carried out to investigate the controlling factors affecting soil/geogrid interaction under cyclic loading. The extensibility of the geogrids, the applied normal stresses, the characteristics of the cyclic loading (frequency, and amplitude), and initial static load within the geogrid sheet were considered in the testing program. Based on the findings of the testing program, the effect of these parameters on the pullout resistance of geogrids, as well as the displacement mobility under cyclic loading were evaluated. Conclusions and recommendations for the design of reinforced earth walls under cyclic loading are presented.
Abstract: Test automation allows performing difficult and time
consuming manual software testing tasks efficiently, quickly and
repeatedly. However, development and maintenance of automated
tests is expensive, so it needs a proper prioritization what to automate
first. This paper describes a simple yet efficient approach for such
prioritization of test cases based on the effort needed for both manual
execution and software test automation. The suggested approach is
very flexible because it allows working with a variety of assessment
methods, and adding or removing new candidates at any time. The
theoretical ideas presented in this article have been successfully
applied in real world situations in several software companies by the
authors and their colleagues including testing of real estate websites,
cryptographic and authentication solutions, OSGi-based middleware
framework that has been applied in various systems for smart homes,
connected cars, production plants, sensors, home appliances, car head
units and engine control units (ECU), vending machines, medical
devices, industry equipment and other devices that either contain or
are connected to an embedded service gateway.
Abstract: Lightweight and efficient structures have the aim to
enhance the efficiency of the components in various industries.
Toward this end, composites are one of the most widely used
materials because of durability, high strength and modulus, and low
weight. One type of the advanced composites is grid-stiffened
composite (GSC) structures, which have been extensively considered
in aerospace, automotive, and aircraft industries. They are one of the
top candidates for replacing some of the traditional components,
which are used here. Although there are a good number of published
surveys on the design aspects and fabrication of GSC structures, little
systematic work has been reported on their material modification to
improve their properties, to our knowledge. Matrix modification
using nanoparticles is an effective method to enhance the flexural
properties of the fibrous composites. In the present study, a silanecoupling
agent (3-glycidoxypropyltrimethoxysilane/3-GPTS) was
introduced onto the silica (SiO2) nanoparticle surface and its effects
on the three-point flexural response of isogrid E-glass/epoxy
composites were assessed. Based on the Fourier Transform Infrared
Spectrometer (FTIR) spectra, it was inferred that the 3-GPTS
coupling agent was successfully grafted onto the surface of SiO2
nanoparticles after modification. Flexural test revealed an
improvement of 16%, 14%, and 36% in stiffness, maximum load and
energy absorption of the isogrid specimen filled with 3 wt.% 3-
GPTS/SiO2 compared to the neat one. It would be worth mentioning
that in these structures, considerable energy absorption was observed
after the primary failure related to the load peak. In addition, 3-
GPTMS functionalization had a positive effect on the flexural
behavior of the multiscale isogrid composites. In conclusion, this
study suggests that the addition of modified silica nanoparticles is a
promising method to improve the flexural properties of the gridstiffened
fibrous composite structures.
Abstract: In Algeria, the conditioning units of dates, generate
significant quantities of waste arising from sorting deviations. This
biomass, until then considered as a waste with high impact on the
environment can be transformed into high value added product. It is
possible to develop common dates of low commercial value, and put
on the local and international market a new generation of products
with high added values such as bio ethanol. Besides its use in
chemical synthesis, bio ethanol can be blended with gasoline to
produce a clean fuel while improving the octane.
Abstract: A field experiment was conducted in the Agricultural
Research Station, at El-Ghoraieb, Assiut to study dry seed yield
performance of two locally adapted cultivars (‘Azmerly’ and ‘Cream
7’) and two line introductions (IT81D-1032 and IT82D-812) of
common cowpea (Vigna unguiculata (L.) Walp) grown at three
different within-row spaces (20, 30 and 40 cm) and two planting
dates in the summer (April 15th and 30th) and in the fall season (Aug.
12th and 27th) of two successive seasons. The data showed that total
dry-seed yield produced by plants grown at 20 cm was greater than at
30 cm in all cvs/lines in both years. Increases in 1000-seed weight
were detected in cv ‘Azmerly’ and line IT82D-812 when they were
grown at 30 cm as compared with 20 cm in the summer season.
However, in the fall season such increases were found in all cvs/lines.
Planting at 40 cm produced seeds of greater weight than planting at
30 cm for all cvs/lines in the fall season and also in cv. Cream 7 and
line IT82D-812 in the summer season, while all cvs/lines in the fall
Planting on April 15th in the summer and also planting on Aug. 12th
in the fall had plants which showed increases in 1000-seed weight
and total dry-seed yield. The greatest 1000-seed weight was found in
the line IT81D-1032 in the summer season and in the line IT82D-812
in the fall season. The sum up results revealed that ‘Azmerly’
produced greater dry-seed yield than ‘Cream 7’ and both of them
were superior to the line IT82D-812 and IT81D-1032 in the summer
season. In the fall, however, the line IT82D-812 produced greater
dry-seed yield than the other cultivars/lines.
Abstract: Cesium molybdates with general formula
CsMIII(MoO4)2, where MIII = Bi, Dy, Pr, Er, exhibit rich
polymorphism, and crystallize in a layered structure. These properties
cause intensive studies on cesium molybdates. CsBi(MoO4)2 was synthesized by microwave method by using
cerium sulphate, bismuth oxide and molybdenum (VI) oxide in an
appropriate molar ratio. Characterizations were done by x-ray
diffraction (XRD), fourier transform infrared (FTIR) spectroscopy,
scanning electron microscopy/energy dispersive analyze (SEM/EDS),
thermo gravimetric/differantial thermal analysis (TG/DTA).
Abstract: Adoption of Information Systems (IS) is receiving
increasing attention such that its implications have been closely
monitored and studied by the IS management community, industry
and professional gatekeepers. Building on previous research
regarding the adoption of technology, this paper develops and
validates an integrated model of the adoption of mobile banking. The
model originates from the Technology Acceptance Model (TAM) and
the Theory of Planned Behaviour (TPB). This paper intends to offer a
preliminary scrutiny of the antecedents of the adoption of mobile
banking services in the context of a developing country. Data was
collected from Pakistan. The findings showed that an integrated TAM
and TPB model greatly explains the adoption intention of mobile
banking; and perceived behavioural control and its antecedents play a
significant role in predicting adoption Theoretical and managerial
implications of findings are presented and discussed.
Abstract: Carbon nanotubes (CNTs) are known for having high elastic properties with high surface area that promote them as good candidates for reinforcing polymeric matrices. In composite materials, CNTs lack chemical bonding with the surrounding matrix which decreases the possibility of better stress transfer between the components. In this work, a chemical treatment for activating the surface of the multi-wall carbon nanotubes (MWCNT) was applied and the effect of this functionalization on the elastic properties of the epoxy nanocomposites was studied. Functional amino-groups were added to the surface of the CNTs and it was evaluated to be about 34% of the total weight of the CNTs. Elastic modulus was found to increase by about 40% of the neat epoxy resin at CNTs’ weight fraction of 0.5%. The elastic modulus was found to decrease after reaching a certain concentration of CNTs which was found to be 1% wt. The scanning electron microscopic pictures showed the effect of the CNTs on the crack propagation through the sample by forming stress concentrated spots at the nanocomposite samples.
Abstract: The first laboratory synthesis of hard materials such as
diamond proceeded to attack of developing materials with high
hardness to compete diamond. Boron rich solids are good candidates
owing to their short interatomic bond lengths and strong covalent
character. Boron containing hard material was synthesized by modifiedmicrowave
method under nitrogen atmosphere by using a fuel
(glycine or urea), amorphous boron and/or boric acid in appropriate
molar ratio. Characterizations were done by x-ray diffraction (XRD),
Fourier transform infrared (FTIR) spectroscopy, scanning electron
microscopy/energy dispersive analyze (SEM/EDS), thermo
gravimetric/differential thermal analysis (TG/DTA).
Abstract: Batch production plants provide a wide range of
scheduling problems. In pharmaceutical industries a batch process
is usually described by a recipe, consisting of an ordering of tasks
to produce the desired product. In this research work we focused
on pharmaceutical production processes requiring the culture of
a microorganism population (i.e. bacteria, yeasts or antibiotics).
Several sources of uncertainty may influence the yield of the culture
processes, including (i) low performance and quality of the cultured
microorganism population or (ii) microbial contamination. For
these reasons, robustness is a valuable property for the considered
application context. In particular, a robust schedule will not collapse
immediately when a cell of microorganisms has to be thrown away
due to a microbial contamination. Indeed, a robust schedule should
change locally in small proportions and the overall performance
measure (i.e. makespan, lateness) should change a little if at all.
In this research work we formulated a constraint programming
optimization (COP) model for the robust planning of antibiotics
production. We developed a discrete-time model with a multi-criteria
objective, ordering the different criteria and performing a
lexicographic optimization. A feasible solution of the proposed
COP model is a schedule of a given set of tasks onto available
resources. The schedule has to satisfy tasks precedence constraints,
resource capacity constraints and time constraints. In particular
time constraints model tasks duedates and resource availability
time windows constraints. To improve the schedule robustness, we
modeled the concept of (a, b) super-solutions, where (a, b) are input
parameters of the COP model. An (a, b) super-solution is one in
which if a variables (i.e. the completion times of a culture tasks)
lose their values (i.e. cultures are contaminated), the solution can be
repaired by assigning these variables values with a new values (i.e.
the completion times of a backup culture tasks) and at most b other
variables (i.e. delaying the completion of at most b other tasks).
The efficiency and applicability of the proposed model is
demonstrated by solving instances taken from a real-life
pharmaceutical company. Computational results showed that
the determined super-solutions are near-optimal.
Abstract: Background subtraction and temporal difference are
often used for moving object detection in video. Both approaches are
computationally simple and easy to be deployed in real-time image
processing. However, while the background subtraction is highly
sensitive to dynamic background and illumination changes, the
temporal difference approach is poor at extracting relevant pixels of
the moving object and at detecting the stopped or slowly moving
objects in the scene. In this paper, we propose a simple moving object
detection scheme based on adaptive background subtraction and
temporal difference exploiting dynamic background updates. The
proposed technique consists of histogram equalization, a linear
combination of background and temporal difference, followed by the
novel frame-based and pixel-based background updating techniques.
Finally, morphological operations are applied to the output images.
Experimental results show that the proposed algorithm can solve the
drawbacks of both background subtraction and temporal difference
methods and can provide better performance than that of each method.
Abstract: Land Use Land Cover (LULC) changes due to human
activities and natural causes have become a major environmental
concern. Assessment of temporal remote sensing data provides
information about LULC impacts on environment. Land Surface
Temperature (LST) is one of the important components for modeling
environmental changes in climatological, hydrological, and
agricultural studies. In this study, LULC changes (September 7, 1984
and July 8, 2014) especially in agricultural lands together with
population changes (1985-2014) and LST status were investigated
using remotely sensed and census data in South Marmara Watershed,
Turkey. LULC changes were determined using Landsat TM and
Landsat OLI data acquired in 1984 and 2014 summers. Six-band TM
and OLI images were classified using supervised classification
method to prepare LULC map including five classes including Forest
(F), Grazing Land (G), Agricultural Land (A), Water Surface (W),
Residential Area-Bare Soil (R-B) classes. The LST image was also
derived from thermal bands of the same dates.
LULC classification results showed that forest areas, agricultural
lands, water surfaces and residential area-bare soils were increased as
65751 ha, 20163 ha, 1924 ha and 20462 ha respectively. In
comparison, a dramatic decrement occurred in grazing land (107985
ha) within three decades. The population increased 29% between
years 1984-2014 in whole study area. Along with the natural causes,
migration also caused this increase since the study area has an
important employment potential. LULC was transformed among the
classes due to the expansion in residential, commercial and industrial
areas as well as political decisions. In the study, results showed that
agricultural lands around the settlement areas transformed to
residential areas in 30 years.
The LST images showed that mean temperatures were ranged
between 26-32°C in 1984 and 27-33°C in 2014. Minimum
temperature of agricultural lands was increased 3°C and reached to
23°C. In contrast, maximum temperature of A class decreased to
41°C from 44°C. Considering temperatures of the 2014 R-B class and
1984 status of same areas, it was seen that mean, min and max
temperatures increased by 2°C.
As a result, the dynamism of population, LULC and LST resulted
in increasing mean and maximum surface temperatures, living
spaces/industrial areas and agricultural lands.
Abstract: This paper reviews the model-based qualitative and
quantitative Operations Management research in the context of
Construction Supply Chain Management (CSCM). Construction
industry has been traditionally blamed for low productivity, cost and
time overruns, waste, high fragmentation and adversarial
relationships. The construction industry has been slower than other
industries to employ the Supply Chain Management (SCM) concept
and develop models that support the decision-making and planning.
However the last decade there is a distinct shift from a project-based
to a supply-based approach of construction management. CSCM
comes up as a new promising management tool of construction
operations and improves the performance of construction projects in
terms of cost, time and quality. Modeling the Construction Supply
Chain (CSC) offers the means to reap the benefits of SCM, make
informed decisions and gain competitive advantage. Different
modeling approaches and methodologies have been applied in the
multi-disciplinary and heterogeneous research field of CSCM. The
literature review reveals that a considerable percentage of the CSC
modeling research accommodates conceptual or process models
which present general management frameworks and do not relate to
acknowledged soft Operations Research methods. We particularly
focus on the model-based quantitative research and categorize the
CSCM models depending on their scope, objectives, modeling
approach, solution methods and software used. Although over the last
few years there has been clearly an increase of research papers on
quantitative CSC models, we identify that the relevant literature is
very fragmented with limited applications of simulation,
mathematical programming and simulation-based optimization. Most
applications are project-specific or study only parts of the supply
system. Thus, some complex interdependencies within construction
are neglected and the implementation of the integrated supply chain
management is hindered. We conclude this paper by giving future
research directions and emphasizing the need to develop optimization
models for integrated CSCM. We stress that CSC modeling needs a
multi-dimensional, system-wide and long-term perspective. Finally,
prior applications of SCM to other industries have to be taken into
account in order to model CSCs, but not without translating the
generic concepts to the context of construction industry.
Abstract: As technology-based service industries grow
drastically worldwide; companies are recognizing the importance of
market preoccupancy and have made an effort to capture a large
market to gain the upper hand. To this end, a focus on patents can be
used to determine the properties of a technology, as well as to capture
advantages in technical skills, in comparison with the firm’s
competitors. However, technology-based services largely depend not
only on their technological value but also their economic value, due
to the recognized worth that is passed to a plurality of users. Thus, it
is important to determine whether there are any competitors in the
target areas and what services they provide in any field. Despite this
importance, little effort has been made to systematically benchmark
competitors in order to identify business opportunities. Thus, this
study aims to not only identify each position of technology-centered
service companies in complex market dynamics, but also to discover
new business opportunities. For this, we try to consider both
technology and market environments simultaneously by utilizing
patent data as a representative proxy for technology and trademark
dates as an index for a firm’s target goods and services. Theoretically,
this is one of the earliest attempts to combine patent data and
trademark data to analyze corporate strategies. In practice, the
research results are expected to be used as a decision criterion to
diagnose the economic value that companies can obtain by entering
the market, as well as the technological value to be passed onto their
customers. Thus, the proposed approach can be useful to support
effective technology and business strategies in a firm.
Abstract: A chromium-loaded ash originating from incineration of tannery sludge under anoxic conditions was mixed with low grade soda-lime glass powder coming from commercial glass bottles. The relative weight proportions of ash over glass powder tested were 30/70, 40/60 and 50/50. The solid mixtures, formed in green state compacts, were sintered at the temperature range of 800o C up to 1200o C. The resulting products were characterized by X-ray diffraction (XRD), scanning electron microscopy (SEM), energy dispersive X-ray spectrometry (EDXS) and micro-indentation. The above methods were employed to characterize the various phases, microstructure and hardness of the produced materials. Thermal treatment at 800o C and 1000o C produced opaque ceramic products composed of a variety of chromium-containing and chromium-free crystalline phases. Thermal treatment at 1200o C gave rise to composite products, where only chromium-containing crystalline phases were detected. Hardness results suggest that specific products are serious candidates for structural applications.
Abstract: Skin aging is a slow multifactorial process influenced
by both internal as well as external factors. Ultra-violet radiations
(UV), diet, smoking and personal habits are the most common
environmental factors that affect skin aging. Fat contents and fibrous
proteins as collagen and elastin are core internal structural
components. The direct influence of UV on elastin integrity and
health is central on aging of skin especially by time. The deposition
of abnormal elastic material is a major marker in a photo-aged skin.
Searching for compounds that may protect against cutaneous photodamage
is exceedingly valued. Retinoids and alpha hydroxy acids
have been endorsed by some researchers as possible candidates for
protecting and or repairing the effect of UV damaged skin. For
consolidating a better system of anti- and protective effects of such
anti-aging agents, we evaluated the combinatory effects of various
dosages of lactic acid and retinol on the dermal fibroblast’s elastin
levels exposed to UV. The UV exposed cells showed significant
reduction in the elastin levels. A combination of drugs with a higher
concentration of lactic acid (30 -35 mM) and a lower concentration of
retinol (10-15mg/mL) showed to work better in maintaining elastin
concentration in UV exposed cells. We assume this preservation
could be the result of increased tropo-elastin gene expression
stimulated by retinol whereas lactic acid probably repaired the UV
irradiated damage by enhancing the amount and integrity of the
elastin fibers.
Abstract: Content Based Image Retrieval (CBIR) coupled with
Case Based Reasoning (CBR) is a paradigm that is becoming
increasingly popular in the diagnosis and therapy planning of medical
ailments utilizing the digital content of medical images. This paper
presents a survey of some of the promising approaches used in the
detection of abnormalities in retina images as well in
mammographic screening and detection of regions of interest
in MRI scans of the brain. We also describe our proposed
algorithm to detect hard exudates in fundus images of the
retina of Diabetic Retinopathy patients.
Abstract: With drug resistance becoming widespread in
Plasmodium falciparum infections, the development of the alternative
drugs is the desired strategy for prevention and cure of malaria. Three
drug targets were selected to screen promising drug molecules from
the GSK library of 13469 molecules. Using an in silico structure-based
drug designing approach, the differences in binding energies of
the substrate and inhibitor were exploited between target sites of
parasite and human to design a drug molecule against Plasmodium.
The docking studies have shown several promising molecules from
GSK library with more effective binding as compared to the already
known inhibitors for the drug targets. Though stronger interaction has
been shown by several molecules as compared to the reference, few
molecules have shown the potential as drug candidates though in
vitro studies are required to validate the results. In case of
thymidylate synthase-dihydrofolatereductase (TS-DHFR), three
compounds have shown promise for future studies as potential drugs.
Abstract: The Ombudsman is a procedural mechanism that
provides a different approach of dispute resolution. The ombudsman
primarily deals with specific grievances from the public against
governmental injustice and misconduct. The ombudsman theory is
considered an important instrument to any democratic government.
This is true since it improves the transparency of the governmental
activities in a world in which executive power are rising. Many
countries have adopted the concept of Ombudsman but under
different terminologies. This paper will provide the different types of
Ombudsman and the common activities/processes of fulfilling their
mandates.
