Abstract: The last Assessment Report of the Intergovernmental
Panel on Climate Change, stating that the greatest risk in climate
change affects sustainability is now widely known and accepted.
However, it has not provoked substantial reaction and attention in
Hungary, while international and national efforts have also not
achieved expected results so far. Still, there are numerous examples
on different levels (national, regional, local, household) making
considerable progress in limiting their own emissions and making
steps toward mitigation of and adaptation to climate change. The
local level is exceptionally important in sustainability adaptation, as
local communities are often able to adapt more flexibly to changes in
the natural environment. The aim of this paper is to attempt a review
of the national climate policy and the local climate change strategies
in Hungary considering sustainable development.
Abstract: The challenge for software development house in
Bangladesh is to find a path of using minimum process rather than CMMI or ISO type gigantic practice and process area. The small and medium size organization in Bangladesh wants to ensure minimum
basic Software Process Improvement (SPI) in day to day operational
activities. Perhaps, the basic practices will ensure to realize their company's improvement goals. This paper focuses on the key issues in basic software practices for small and medium size software
organizations, who are unable to effort the CMMI, ISO, ITIL etc. compliance certifications. This research also suggests a basic software process practices model for Bangladesh and it will show the mapping of our suggestions with international best practice. In this IT
competitive world for software process improvement, Small and medium size software companies that require collaboration and
strengthening to transform their current perspective into inseparable global IT scenario. This research performed some investigations and analysis on some projects- life cycle, current good practice, effective approach, reality and pain area of practitioners, etc. We did some
reasoning, root cause analysis, comparative analysis of various
approach, method, practice and justifications of CMMI and real life. We did avoid reinventing the wheel, where our focus is for minimal
practice, which will ensure a dignified satisfaction between
organizations and software customer.

voltage network, are presented and discussed.
Abstract: Due to growing environmental concerns of the cement
industry, alternative cement technologies have become an area of
increasing interest. It is now believed that new binders are
indispensable for enhanced environmental and durability
performance. Self-compacting Geopolymer concrete is an innovative
method and improved way of concreting operation that does not
require vibration for placing it and is produced by complete
elimination of ordinary Portland cement.
This paper documents the assessment of the compressive strength
and workability characteristics of low-calcium fly ash based selfcompacting
geopolymer concrete. The essential workability
properties of the freshly prepared Self-compacting Geopolymer
concrete such as filling ability, passing ability and segregation
resistance were evaluated by using Slump flow, V-funnel, L-box and
J-ring test methods. The fundamental requirements of high
flowability and segregation resistance as specified by guidelines on
Self Compacting Concrete by EFNARC were satisfied. In addition,
compressive strength was determined and the test results are included
here. This paper also reports the effect of extra water, curing time and
curing temperature on the compressive strength of self-compacting
geopolymer concrete. The test results show that extra water in the
concrete mix plays a significant role. Also, longer curing time and
curing the concrete specimens at higher temperatures will result in
higher compressive strength.
Abstract: Protective relays are components of a protection system
in a power system domain that provides decision making element for
correct protection and fault clearing operations. Failure of the
protection devices may reduce the integrity and reliability of the power
system protection that will impact the overall performance of the
power system. Hence it is imperative for power utilities to assess the
reliability of protective relays to assure it will perform its intended
function without failure. This paper will discuss the application of
reliability analysis using statistical method called Life Data Analysis
in Tenaga Nasional Berhad (TNB), a government linked power utility
company in Malaysia, namely Transmission Division, to assess and
evaluate the reliability of numerical overcurrent protective relays from
two different manufacturers.
Abstract: A Positron Emission Tomography (PET) is a radioisotope imaging technique that illustrates the organs and the metabolisms of the human body. This technique is based on the simultaneous detection of 511 keV annihilation photons, annihilated as a result of electrons annihilating positrons that radiate from positron-emitting radioisotopes that enter biological active molecules in the body. This study was conducted on ten patients in an effort to conduct patient-related experimental studies. Dosage monitoring for the bladder, which was the organ that received the highest dose during PET applications, was conducted for 24 hours. Assessment based on measuring urination activities after injecting patients was also a part of this study. The MIRD method was used to conduct dosage calculations for results obtained from experimental studies. Results obtained experimentally and theoretically were assessed comparatively.
Abstract: In this paper, we present the video quality measure
estimation via a neural network. This latter predicts MOS (mean
opinion score) by providing height parameters extracted from
original and coded videos. The eight parameters that are used are: the
average of DFT differences, the standard deviation of DFT
differences, the average of DCT differences, the standard deviation
of DCT differences, the variance of energy of color, the luminance
Y, the chrominance U and the chrominance V. We chose Euclidean
Distance to make comparison between the calculated and estimated
output.
Abstract: Numerous concrete structures projects are currently running in Libya as part of a US$50 billion government funding. The
quality of concrete used in 20 different construction projects were assessed based mainly on the concrete compressive strength achieved. The projects are scattered all over the country and are at
various levels of completeness. For most of these projects, the
concrete compressive strength was obtained from test results of a
150mm standard cube mold. Statistical analysis of collected concrete
compressive strengths reveals that the data in general followed a
normal distribution pattern. The study covers comparison and assessment of concrete quality aspects such as: quality control, strength range, data standard deviation, data scatter, and ratio of minimum strength to design strength. Site quality control for these projects ranged from very good to poor according to ACI214 criteria [1]. The ranges (Rg) of the strength (max. strength – min. strength) divided by average strength are from (34% to 160%). Data scatter is
measured as the range (Rg) divided by standard deviation () and is
found to be (1.82 to 11.04), indicating that the range is ±3σ.
International construction companies working in Libya follow
different assessment criteria for concrete compressive strength in lieu
of national unified procedure. The study reveals that assessments of
concrete quality conducted by these construction companies usually
meet their adopted (internal) standards, but sometimes fail to meet
internationally known standard requirements. The assessment of
concrete presented in this paper is based on ACI, British standards
and proposed Libyan concrete strength assessment criteria.
Abstract: Open urban public spaces comprise an important
element for the development of social, cultural and economic
activities of the population in the modern cities. These spaces are also
considered regulators of the region-s climate conditions, providing
better thermal, visual and auditory conditions which can be optimized
by the application of appropriate strategies of bioclimatic design. The
paper focuses on the analysis and evaluation of the recent unification
of the open spaces in the centre of Xanthi, a medium – size city in
northern Greece, from a bioclimatic perspective, as well as in the
creation of suitable methodology. It is based both on qualitative
observation of the interventions by fieldwork research and
assessment and on quantitative analysis and modeling of the research
area.
Abstract: The progress of concentrations of particular heavy metals was assessed in chosen localities in region Moravia, the Czech Republic, from 2007 to 2009. Particular metals were observed in localities with various types and characterization of zone. Pb, Ni, As and Cd were emphasized as a result of their toxicity and potential adverse health effect to the exposed population. The progress of metal concentrations and their health effects in the most polluted localities were examined. According to the results, the air pollution limit values were not exceeded. Based on the health risk assessment, the probability of developing tumorous diseases is acceptable, except for the increased probability of cancer risk from long-term exposure to As.
Abstract: Recently, majors of doctors are divided into terribly lots of detailed areas. However, it is actually not a rare case that a doctor has a patient who is not in his/her major. He/She must judge an assessment and make a medical treatment plan for this patient. According to our investigation, conventional approaches such as image diagnosis cooperation are insufficient. This paper proposes an 'Assessment / Medical Treatment Plan Consulting System'. We have implemented a pilot system based on our proposition. Its effectiveness is clarified by an evaluation.
Abstract: The paper reflects current state of popularization of
static elasticity modulus of concrete. This parameter is undoubtedly
very important for designing of concrete structures, and very often
neglected and rarely determined before designing concrete
technology itself. The paper describes assessment and comparison of
four mix designs with almost constant dosage of individual
components. The only difference is area of origin of small size
fraction of aggregate 0/4. Development of compressive strength and
static elasticity modulus at the age of 7, 28 and 180 days were
observed. As the experiment showed, designing of individual
components and their quality are the basic factor influencing
elasticity modulus of current concrete.
Abstract: In this paper, we present a technical and an economic
assessment of several sources of renewable energy in Saudi Arabia;
mainly solar, wind, hydro and biomass. We analyze the
environmental and climatic conditions in relation to these sources
and give an overview of some of the existing clean energy
technologies. Using standardized cost and efficiency data, we carry
out a cost benefit analysis to understand the economic factors
influencing the sustainability of energy production from renewable
sources in light of the energy cost and demand in the Saudi market.
Finally, we take a look at the Saudi petroleum industry and the
existing sources of conventional energy and assess the potential of
building a successful market for renewable energy under the
constraints imposed by the flow of subsidized cheap oil. We show
that while some renewable energy resources are well suited for
distributed or grid connected generation in the kingdom, their
viability is greatly undercut by the well developed and well
capitalized oil industry.
Abstract: Voice over Internet Protocol (VoIP) application or commonly known as softphone has been developing an increasingly large market in today-s telecommunication world and the trend is expected to continue with the enhancement of additional features. This includes leveraging on the existing presence services, location and contextual information to enable more ubiquitous and seamless communications. In this paper, we discuss the concept of seamless session transfer for real-time application such as VoIP and IPTV, and our prototype implementation of such concept on a selected open source VoIP application. The first part of this paper is about conducting performance evaluation and assessments across some commonly found open source VoIP applications that are Ekiga, Kphone, Linphone and Twinkle so as to identify one of them for implementing our design of seamless session transfer. Subjective testing has been carried out to evaluate the audio performance on these VoIP applications and rank them according to their Mean Opinion Score (MOS) results. The second part of this paper is to discuss on the performance evaluations of our prototype implementation of session transfer using Linphone.
Abstract: The paper considers the effect of feed plate location
on the interactions in a seven plate binary distillation column. The
mathematical model of the distillation column is deduced based on
the equations of mass and energy balances for each stage, detailed
model for both reboiler and condenser, and heat transfer equations.
The Dynamic Relative Magnitude Criterion, DRMC is used to assess
the interactions in different feed plate locations for a seven plate
(Benzene-Toluene) binary distillation column ( the feed plate is
originally at stage 4). The results show that whenever we go far from
the optimum feed plate position, the level of interaction augments.
Abstract: Background: Widespread use of chemotherapeutic
drugs in the treatment of cancer has lead to higher health hazards
among employee who handle and administer such drugs, so nurses
should know how to protect themselves, their patients and their work
environment against toxic effects of chemotherapy. Aim of this study
was carried out to examine the effect of chemotherapy safety protocol
for oncology nurses on their protective measure practices. Design: A
quasi experimental research design was utilized. Setting: The study
was carried out in oncology department of Menoufia university
hospital and Tanta oncology treatment center. Sample: A
convenience sample of forty five nurses in Tanta oncology treatment
center and eighteen nurses in Menoufiya oncology department.
Tools: 1. an interviewing questionnaire that covering sociodemographic
data, assessment of unit and nurses' knowledge about
chemotherapy. II: Obeservational check list to assess nurses' actual
practices of handling and adminestration of chemotherapy. A base
line data were assessed before implementing Chemotherapy Safety
protocol, then Chemotherapy Safety protocol was implemented, and
after 2 monthes they were assessed again. Results: reveled that 88.9%
of study group I and 55.6% of study group II improved to good total
knowledge scores after educating on the safety protocol, also 95.6%
of study group I and 88.9% of study group II had good total practice
score after educating on the safety protocol. Moreover less than half
of group I (44.4%) reported that heavy workload is the most barriers
for them, while the majority of group II (94.4%) had many barriers
for adhering to the safety protocol such as they didn’t know the
protocol, the heavy work load and inadequate equipment.
Conclusions: Safety protocol for Oncology Nurses seemed to have
positive effect on improving nurses' knowledge and practice.
Recommendation: chemotherapy safety protocol should be instituted
for all oncology nurses who are working in any oncology unit and/ or
center to enhance compliance, and this protocol should be done at
frequent intervals.
Abstract: Nigeria is considered as one of the many countries in
sub-Saharan Africa with a weak economy and gross deficiencies in technology and engineering. Available data from international monitoring and regulatory organizations show that technology is pivotal to determining the economic strengths of nations all over the
world. Education is critical to technology acquisition, development,
dissemination and adaptation. Thus, this paper seeks to critically
assess and discuss issues and challenges facing technological
advancement in Nigeria, particularly in the education sector, and also
proffers solutions to resuscitate the Nigerian education system
towards achieving national technological and economic sustainability
such that Nigeria can compete favourably with other technologicallydriven
economies of the world in the not-too-distant future.
Abstract: Natural resources management including water resources requires reliable estimations of time variant environmental parameters. Small improvements in the estimation of environmental parameters would result in grate effects on managing decisions. Noise reduction using wavelet techniques is an effective approach for preprocessing of practical data sets. Predictability enhancement of the river flow time series are assessed using fractal approaches before and after applying wavelet based preprocessing. Time series correlation and persistency, the minimum sufficient length for training the predicting model and the maximum valid length of predictions were also investigated through a fractal assessment.
Abstract: It is sometimes difficult to differentiate between
innocent murmurs and pathological murmurs during auscultation. In
these difficult cases, an intelligent stethoscope with decision support
abilities would be of great value. In this study, using a dog model,
phonocardiographic recordings were obtained from 27 boxer dogs
with various degrees of aortic stenosis (AS) severity. As a reference
for severity assessment, continuous wave Doppler was used. The data
were analyzed with recurrence quantification analysis (RQA) with
the aim to find features able to distinguish innocent murmurs from
murmurs caused by AS. Four out of eight investigated RQA features
showed significant differences between innocent murmurs and
pathological murmurs. Using a plain linear discriminant analysis
classifier, the best pair of features (recurrence rate and entropy)
resulted in a sensitivity of 90% and a specificity of 88%. In
conclusion, RQA provide valid features which can be used for
differentiation between innocent murmurs and murmurs caused by
AS.
Abstract: In a recent major industry-supported research and development study, a novel framework was developed and applied for assessment of reliability and quality performance levels in reallife power systems with practical large-scale sizes. The new assessment methodology is based on three metaphors (dimensions) representing the relationship between available generation capacities and required demand levels. The paper shares the results of the successfully completed stud and describes the implementation of the new methodology on practical zones in the Saudi electricity system.
