Abstract: Drone technology has become a significant discourse in a nation’s national security, while this technology could constitute a danger to national security on the one hand, on the other hand, it is used in developed and developing countries for border security, and in some cases, for protection of security agents and migrants. In the case of Nigeria, drones are used by the military to monitor and tighten security around the borders. However, terrorist groups have devised a means to utilize the technology to their advantage. Therefore, the potential danger in the widespread proliferation of this technology has become a myriad of risks. The research on the effects of cross-border use of drones in Nigerian national security looks at the negative and positive consequences of using drone technology. The study employs the use of interviews and relevant documents to obtain data while the study applied the Just War theory to justify the reason why countries use force; it further buttresses the points with what the realist theory thinks about the use of force. In conclusion, the paper recommends that the Nigerian government through the National Assembly should pass a bill for the establishment of a law that will guide the use of armed and unarmed drones in Nigeria enforced by the Nigeria Civil Aviation Authority and the office of the National Security Adviser.
Abstract: Search engine plays an important role in internet, to
retrieve the relevant documents among the huge number of web
pages. However, it retrieves more number of documents, which are
all relevant to your search topics. To retrieve the most meaningful
documents related to search topics, ranking algorithm is used in
information retrieval technique. One of the issues in data miming is
ranking the retrieved document. In information retrieval the ranking
is one of the practical problems. This paper includes various Page
Ranking algorithms, page segmentation algorithms and compares
those algorithms used for Information Retrieval. Diverse Page Rank
based algorithms like Page Rank (PR), Weighted Page Rank (WPR),
Weight Page Content Rank (WPCR), Hyperlink Induced Topic
Selection (HITS), Distance Rank, Eigen Rumor, Distance Rank Time
Rank, Tag Rank, Relational Based Page Rank and Query Dependent
Ranking algorithms are discussed and compared.
Abstract: Abovepresented work deals with the new scope of application of information and communication technologies for the improvement of the election process in the biased environment. We are introducing a new concept of construction of the information-communication system for the election participant. It consists of four main components: Software, Physical Infrastructure, Structured Information and the Trained Stuff. The Structured Information is the bases of the whole system and is the collection of all possible events (irregularities among them) at the polling stations, which are structured in special templates, forms and integrated in mobile devices.The software represents a package of analytic modules, which operates with the dynamic database. The application of modern communication technologies facilities the immediate exchange of information and of relevant documents between the polling stations and the Server of the participant. No less important is the training of the staff for the proper functioning of the system. The e-training system with various modules should be applied in this respect. The presented methodology is primarily focused on the election processes in the countries of emerging democracies.It can be regarded as the tool for the monitoring of elections process by the political organization(s) and as one of the instruments to foster the spread of democracy in these countries.
Abstract: The information on the Web increases tremendously.
A number of search engines have been developed for searching Web
information and retrieving relevant documents that satisfy the
inquirers needs. Search engines provide inquirers irrelevant
documents among search results, since the search is text-based rather
than semantic-based. Information retrieval research area has
presented a number of approaches and methodologies such as
profiling, feedback, query modification, human-computer interaction,
etc for improving search results. Moreover, information retrieval has
employed artificial intelligence techniques and strategies such as
machine learning heuristics, tuning mechanisms, user and system
vocabularies, logical theory, etc for capturing user's preferences and
using them for guiding the search based on the semantic analysis
rather than syntactic analysis. Although a valuable improvement has
been recorded on search results, the survey has shown that still
search engines users are not really satisfied with their search results.
Using ontologies for semantic-based searching is likely the key
solution. Adopting profiling approach and using ontology base
characteristics, this work proposes a strategy for finding the exact
meaning of the query terms in order to retrieve relevant information
according to user needs. The evaluation of conducted experiments
has shown the effectiveness of the suggested methodology and
conclusion is presented.
Abstract: The objective of this research intends to create a suitable model of distance training for community leaders in the upper northeastern region of Thailand. The implementation of the research process is divided into four steps: The first step is to analyze relevant documents. The second step deals with an interview in depth with experts. The third step is concerned with constructing a model. And the fourth step takes aim at model validation by expert assessments. The findings reveal the two important components for constructing an appropriate model of distance training for community leaders in the upper northeastern region. The first component consists of the context of technology management, e.g., principle, policy and goals. The second component can be viewed in two ways. Firstly, there are elements comprising input, process, output and feedback. Secondly, the sub-components include steps and process in training. The result of expert assessments informs that the researcher-s constructed model is consistent and suitable and overall the most appropriate.
Abstract: The emergence of the Internet has brewed the
revolution of information storage and retrieval. As most of the
data in the web is unstructured, and contains a mix of text,
video, audio etc, there is a need to mine information to cater to
the specific needs of the users without loss of important
hidden information. Thus developing user friendly and
automated tools for providing relevant information quickly
becomes a major challenge in web mining research. Most of
the existing web mining algorithms have concentrated on
finding frequent patterns while neglecting the less frequent
ones that are likely to contain outlying data such as noise,
irrelevant and redundant data. This paper mainly focuses on
Signed approach and full word matching on the organized
domain dictionary for mining web content outliers. This
Signed approach gives the relevant web documents as well as
outlying web documents. As the dictionary is organized based
on the number of characters in a word, searching and retrieval
of documents takes less time and less space.
Abstract: One of the major challenges in the Information
Retrieval field is handling the massive amount of information
available to Internet users. Existing ranking techniques and strategies
that govern the retrieval process fall short of expected accuracy.
Often relevant documents are buried deep in the list of documents
returned by the search engine. In order to improve retrieval accuracy
we examine the issue of language effect on the retrieval process.
Then, we propose a solution for a more biased, user-centric relevance
for retrieved data. The results demonstrate that using indices based
on variations of the same language enhances the accuracy of search
engines for individual users.
Abstract: The number of people using SNS with their mobile devices is soaring. This research focuses on the Twitter service that has the most third-party applications and delved into the fact that there were not sufficient studies on the UX design aspects of Twitter applications. Among social network services which have emerged as a major social topic lately, this research try to analyze the UX design of the Twitter application which is also called micro-blogging service. Therefore this research sets its goal to draw components of the UX design aspect of the Tweeter application on which there are not enough analysis yet. Moreover, this research suggests improvement of mobile application which will assure better users- experience. In order to analyze the UX design aspect of the mobile twitter application, with relevant document and user research, evaluating factors of the UX Design which would affect users- experience were organized. The subjects for cases were selected among six paid and free social networking applications that had been consistently ranked from 1st to 100th in the Korean application store during May, 2012 after closely monitoring the rank. From May 15th to May 11th in 2012, in accordance with the evaluating standard, surveys were conducted in a form of interviews with 20 subjects who have used the Twitter application to find out problems and solutions for the UX design of the mobile Twitter application.
Abstract: Information Retrieval has the objective of studying
models and the realization of systems allowing a user to find the
relevant documents adapted to his need of information. The
information search is a problem which remains difficult because the
difficulty in the representing and to treat the natural languages such
as polysemia. Intentional Structures promise to be a new paradigm to
extend the existing documents structures and to enhance the different
phases of documents process such as creation, editing, search and
retrieval. The intention recognition of the author-s of texts can reduce
the largeness of this problem. In this article, we present intentions
recognition system is based on a semi-automatic method of
extraction the intentional information starting from a corpus of text.
This system is also able to update the ontology of intentions for the
enrichment of the knowledge base containing all possible intentions
of a domain. This approach uses the construction of a semi-formal
ontology which considered as the conceptualization of the intentional
information contained in a text. An experiments on scientific
publications in the field of computer science was considered to
validate this approach.
