Abstract: Most Gulf Cooperation Council (GCC) countries with oil-based economy like Oman are looking for other potential revenue generation options as the crude oil price is regularly fluctuating due to changing geopolitical environment. Oman has advantage of possessing world-heritage nature tourism hotspots around the country and the government is making investments and strategies to uplift the tourism industry following Oman Vision 2040 strategies. Oman’s agriculture is not significantly contributing to the economy, but possesses specific and diversified arid cropping systems. Oman has modern farms; nevertheless some of the agricultural production activities are done with cultural practices and styles that would be attractive to tourists. The aim of this paper is to investigate the potentials for promoting agritourism industry in Oman; recognize potential sites, commodities and activities, and predict potential revenue generation as a projection from that of the tourism sector. Moreover, the study enables to foresee possible auxiliary advantages of agritourism such as, empowerment of women and youth, enhancement in the value-addition industry for agricultural produce through technology transfer and capacity building, and producing export quality products. Agritourism could increase employability, empowerment of women and youth, improve value-addition industry and export-oriented agribusiness. These efforts including provision of necessary technology-transfer and capacity-building should be rendered by the collaboration of academic institutions, relevant ministries and other public and private sector stakeholders.
Abstract: This study presents a project that tests and adjusts active European learning and teaching methods in Indonesian universities to increase their external impact on enterprises and other organizations; it also assesses the implementation of the Erasmus+ projects funded by the European Union. The project is based on the approach of innovation pedagogy that responds to regional development needs and integrates applied research and development projects into education to create capabilities for students to participate in development work after graduation. The assessment of the Erasmus+ project resulted in many improvements that can be made to achieve higher quality and innovativeness. The results of this study are useful for those who want to improve the applied research and development projects of higher education institutions.
Abstract: Many organizations in the Water, Sanitation and Hygiene (WASH) sector provide education and training in order to increase the effectiveness of their WASH interventions. A key challenge for these organizations is measuring how well their education and training activities contribute to WASH improvements. It is crucial for implementers to understand the returns of their education and training activities so that they can improve and make better progress toward the desired outcomes. This paper presents information on CAWST’s development and piloting of the evaluation methodology. The Centre for Affordable Water and Sanitation Technology (CAWST) has developed a methodology for evaluating education and training activities, so that organizations can understand the effectiveness of their WASH activities and improve accordingly. CAWST developed this methodology through a series of research partnerships, followed by staged field pilots in Nepal, Peru, Ethiopia and Haiti. During the research partnerships, CAWST collaborated with universities in the UK and Canada to: review a range of available evaluation frameworks, investigate existing practices for evaluating education activities, and develop a draft methodology for evaluating education programs. The draft methodology was then piloted in three separate studies to evaluate CAWST’s, and CAWST’s partner’s, WASH education programs. Each of the pilot studies evaluated education programs in different locations, with different objectives, and at different times within the project cycles. The evaluations in Nepal and Peru were conducted in 2013 and investigated the outcomes and impacts of CAWST’s WASH education services in those countries over the past 5-10 years. In 2014, the methodology was applied to complete a rigorous evaluation of a 3-day WASH Awareness training program in Ethiopia, one year after the training had occurred. In 2015, the methodology was applied in Haiti to complete a rapid assessment of a Community Health Promotion program, which informed the development of an improved training program. After each pilot evaluation, the methodology was reviewed and improvements were made. A key concept within the methodology is that in order for training activities to lead to improved WASH practices at the community level, it is not enough for participants to acquire new knowledge and skills; they must also apply the new skills and influence the behavior of others following the training. The steps of the methodology include: development of a Theory of Change for the education program, application of the Kirkpatrick model to develop indicators, development of data collection tools, data collection, data analysis and interpretation, and use of the findings for improvement. The methodology was applied in different ways for each pilot and was found to be practical to apply and adapt to meet the needs of each case. It was useful in gathering specific information on the outcomes of the education and training activities, and in developing recommendations for program improvement. Based on the results of the pilot studies, CAWST is developing a set of support materials to enable other WASH implementers to apply the methodology. By using this methodology, more WASH organizations will be able to understand the outcomes and impacts of their training activities, leading to higher quality education programs and improved WASH outcomes.
Abstract: Mauritius, a developing small-island-state, is facing a recession which is having a considerable economic impact particularly on its construction sector. Further, the presence of foreign entities, both as companies and workers, within this sector is creating a very competitive environment for local firms. This study investigates the key drivers that allow foreign firms to participate in this sector, in particular looking at the international and local tender processes, and the capacity of local industry to participate. This study also looks at how the current set up may hinder the latter’s involvement. The methodology used included qualitative semi-structured interviews conducted with established foreign companies, local companies, and public bodies. Study findings indicate: there is an adequate availability of professional skills and expertise within the Mauritian construction industry but a lack of skilled labour especially at the operative level; projects awarded to foreign firms are either due to their uniqueness and hence lack of local knowledge, or due to foreign firms having lower tender bids; tendering systems and processes are weak, including monitoring and enforcement, which encourages corruption and favouritism; a high lev el of ignorance of this sector’s characteristics and opportunities exists amongst the local population; local entities are very profit oriented and have short term strategies that discourage long term investment in workforce training and development; but most importantly, stakeholders do not grasp the importance of encouraging youngsters to join this sector, they have no long term vision, and there is a lack of mutual involvement and collaboration between them. Although local industry is highly competent, qualified and experienced, the tendering and procurement systems in Mauritius are not conducive enough to allow for effective strategic planning and an equitable allocation of projects during an economic downturn so that the broadest spread of stakeholders’ benefit. It is of utmost importance that all sector and government entities collaborate to formulate strategies and reforms on tender processes and capacity building to ensure fairness and continuous growth of this sector in Mauritius.
Abstract: The Institutional Sustainability Performance (ISP) of State Universities and Colleges (SUCs) in the Philippines reveals the level of compliance and fidelity of the latter to the mandates of the state. This performance evaluation procedure aims to perpetually monitor and sustain the quality of services provided by the state institutions in the country. Importantly, the SUC level rating is one of the key indicators of the merit system adopted by the state to give incentives to government institutions. With the crucial role of the ISP and SUC level in the performance of an institution and in sustaining quality assurance, this study theorized that the top managers’ capacity to influence is the critical factor in meeting the expectations of the state. This study assessed the top managers’ capacity to influence. The hypothesis in this study proved that leadership style of top managers has significant relationship to the managers’ capacity to influence for institutional sustainability performance. Thus, the subjects of this study were restricted only to the State Universities and Colleges (SUC) that qualified in the top 20 Institutional Sustainability Performance; the digital governance performance, and the SUC leveling status nationwide. The top managers and their subordinates with doctorate of Bulacan State University and Bataan Peninsula State University whose programs have been consistently submitted to accreditation and were ranked Levels III and IV were subjected and participated to the study. This study assessed the top managers’ capacity to influence. Abstract: The past two decades, Thailand faced the natural
disasters, for instance, Gay typhoon in 1989, tsunami in 2004, and
huge flood in 2011. The disaster management in Thailand was
improved both structure and mechanism for cope with the natural
disaster since 2007. However, the natural disaster management in
Thailand has various problems, for examples, cooperation between
related an organizations have not unity, inadequate resources, the
natural disaster management of public sectors not proactive, people
has not awareness the risk of the natural disaster, and communities
did not participate in the natural disaster management.
Objective of this study is to find the methods for capacity building
in the natural disaster management of Thailand. The concept and
information about the capacity building and the natural disaster
management of Thailand were reviewed and analyzed by classifying
and organizing data. The result found that the methods for capacity
building in the natural disaster management of Thailand should be
consist of 1) link operation and information in the natural disaster
management between nation, province, local and community levels,
2) enhance competency and resources of public sectors which relate
to the natural disaster management, 3) establish proactive natural
disaster management both planning and implementation, 4)
decentralize the natural disaster management to local government
organizations, 5) construct public awareness in the natural disaster
management to community, 6) support Community Based Disaster
Risk Management (CBDRM) seriously, and 7) emphasis on
participation in the natural disaster management of all stakeholders.
Abstract: Farmers are in need of regular and relevant information relating to new technologies. Production of extension materials has been found to be useful in facilitating the process. Extension materials help to provide information to reach large numbers of farmers quickly and economically. However, as good as extension materials are, previous materials produced are not used by farmers. The reasons for this include lack of involvement of farmers in the production of the extension materials, most of the extension materials are not relevant to the farmers’ environments, the agricultural extension agents lack capacity to prepare the materials, and many extension agents lack commitment. These problems led to this innovative capacity building of extension agents. This innovative approach involves five stages. The first stage is the diagnostic survey of farmers’ environment to collect useful information. The second stage is the development and production of draft extension materials. The third stage is the field testing and evaluation of draft materials by the same famers that were involved at the diagnostic stage. The fourth stage is the revision of the draft extension materials by incorporating suggestions from farmers. The fifth stage is the action plans. This process improves the capacity of agricultural extension agents in the preparation of extension materials and also promotes engagement of farmers and beneficiaries in the process. The process also makes farmers assume some level of ownership of the exercise and the extension materials.
Abstract: Setting up of rural telecentres, popularly referred to as
Common Service Centres (CSCs), are considered one of the initial
forerunners of rural e-Governance initiatives under the Government
of India-s National e-Governance Plan (NeGP). CSCs are
implemented on public-private partnership (PPP) – where State
governments play a major role in facilitating the establishment of
CSCs and investments are made by private companies referred to as
Service Centre Agencies (SCAs). CSC implementation is expected to
help in improving public service delivery in a transparent and
efficient manner. However, there is very little research undertaken to
study the actual impact of CSC implementation at the grassroots
level. This paper addresses the gap by identifying the circumstances,
concerns and expectations from the point-of-view of citizens and
examining the finer aspects of social processes in the context of rural
e-Governance.
Abstract: Human ability is a major source of constraint to manufacturing industries in Nigeria. This paper therefore, discusses the importance of human influences on manufacturing and consequently to industrialization and National development. In this paper, the development of manufacturing was anchored on two main factors; Infrastructural Capacity Development (ICD) and Human Capacity Development (HCD). However, a wider view was given to the HCD and the various contemporary human capacity issues militating against manufacturing in Nigeria. It went further to discuss various ways of acquiring and upgrading workers’ skills and finally, suggestions were made on how to tackle the onerous human capacity issues in manufacturing.
Abstract: Hazardous Material transportation by road is coupled
with inherent risk of accidents causing loss of lives, grievous injuries,
property losses and environmental damages. The most common type
of hazmat road accident happens to be the releases (78%) of
hazardous substances, followed by fires (28%), explosions (14%) and
vapour/ gas clouds (6 %.).
The paper is discussing initially the probable 'Impact Zones'
likely to be caused by one flammable (LPG) and one toxic (ethylene
oxide) chemicals being transported through a sizable segment of a
State Highway connecting three notified Industrial zones in Surat
district in Western India housing 26 MAH industrial units. Three
'hotspots' were identified along the highway segment depending on
the particular chemical traffic and the population distribution within
500 meters on either sides. The thermal radiation and explosion
overpressure have been calculated for LPG / Ethylene Oxide BLEVE
scenarios along with toxic release scenario for ethylene oxide.
Besides, the dispersion calculations for ethylene oxide toxic release
have been made for each 'hotspot' location and the impact zones
have been mapped for the LOC concentrations. Subsequently, the
maximum Initial Isolation and the protective zones were calculated
based on ERPG-3 and ERPG-2 values of ethylene oxide respectively
which are estimated taking the worst case scenario under worst
weather conditions. The data analysis will be helpful to the local
administration in capacity building with respect to rescue /
evacuation and medical preparedness and quantitative inputs to
augment the District Offsite Emergency Plan document.
Abstract: The effects of global warming on India vary from the
submergence of low-lying islands and coastal lands to the melting of
glaciers in the Indian Himalayas, threatening the volumetric flow rate
of many of the most important rivers of India and South Asia. In
India, such effects are projected to impact millions of lives. As a
result of ongoing climate change, the climate of India has become
increasingly volatile over the past several decades; this trend is
expected to continue.
Climate change is one of the most important global environmental
challenges, with implications for food production, water supply,
health, energy, etc. Addressing climate change requires a good
scientific understanding as well as coordinated action at national and
global level. The climate change issue is part of the larger challenge
of sustainable development. As a result, climate policies can be more
effective when consistently embedded within broader strategies
designed to make national and regional development paths more
sustainable. The impact of climate variability and change, climate
policy responses, and associated socio-economic development will
affect the ability of countries to achieve sustainable development
goals.
A very well calibrated Soil and Water Assessment Tool (R2 =
0.9968, NSE = 0.91) was exercised over the Khatra sub basin of the
Kangsabati River watershed in Bankura district of West Bengal,
India, in order to evaluate projected parameters for agricultural
activities. Evapotranspiration, Transmission Losses, Potential
Evapotranspiration and Lateral Flow to reach are evaluated from the
years 2041-2050 in order to generate a picture for sustainable
development of the river basin and its inhabitants.

an international understanding to promote mitigation and adaptation.
This requires improved scientific understanding, capacity building,
networking and broad consultation processes. This paper is a
commitment towards the planning, management and development of
the water resources of the Kangsabati River by presenting detailed
future scenarios of the Kangsabati river basin, Khatra sub basin, over
the mentioned time period.
India-s economy and societal infrastructures are finely tuned to the
remarkable stability of the Indian monsoon, with the consequence
that vulnerability to small changes in monsoon rainfall is very high.
In 2002 the monsoon rains failed during July, causing profound loss
of agricultural production with a drop of over 3% in India-s GDP.
Neither the prolonged break in the monsoon nor the seasonal rainfall
deficit was predicted. While the general features of monsoon
variability and change are fairly well-documented, the causal
mechanisms and the role of regional ecosystems in modulating the
changes are still not clear. Current climate models are very poor at
modelling the Asian monsoon: this is a challenging and critical
region where the ocean, atmosphere, land surface and mountains all
interact. The impact of climate change on regional ecosystems is
likewise unknown. The potential for the monsoon to become more
volatile has major implications for India itself and for economies
worldwide. Knowledge of future variability of the monsoon system,
particularly in the context of global climate change, is of great
concern for regional water and food security.
The major findings of this paper were that of all the chosen
projected parameters, transmission losses, soil water content,
potential evapotranspiration, evapotranspiration and lateral flow to
reach, display an increasing trend over the time period of years 2041-
2050.
Abstract: The Japanese integrative approach to social systems
can be observed in supply chain management as well as in the
relationship between public and private sectors. Both the Lean
Production System and the Developmental State Model are
characterized by efforts towards the achievement of mutual goals,
resulting in initiatives for capacity building which emphasize the
system level. In Brazil, although organizations undertake efforts to
build capabilities at the individual and organizational levels, the
system level is being neglected. Fieldwork data confirmed the findings
of other studies in terms of the lack of integration in supply chain
management in the Brazilian automobile industry. Moreover, due to
the absence of an active role of the Brazilian state in its relationship
with the private sector, automakers are not fully exploiting the
opportunities in the domestic and regional markets. For promoting a
higher level of economic growth as well as to increase the degree of
spill-over of technologies and techniques, a more integrative approach
is needed.
