Abstract: Positioning the organization in the strategic
environment of its industry is one of the first and most important
phases of the organizational strategic planning and in today
knowledge-based economy has its importance been duplicated for
higher education institutes as the centers of education, knowledge
creation and knowledge worker training. Up to now, various models
with diverse approaches have been applied to investigate
organizations- strategic position in different industries. Regarding the
essential importance and strategic role of quality in higher education
institutes, in this study, a quality-oriented approach has been
suggested to positioning them in their strategic environment. Then
the European Foundation of Quality Management (EFQM) model has
been adopted to position the top Iranian business schools in their
strategic environment. The result of this study can be used in strategic
planning of these institutes as well as the other Iranian business
schools.
Abstract: This paper aims to argue that religion and Faith-based
Organizations (FBOs) contribute to building democratic process
through the provision of education in Sierra Leone. Sierra Leone
experienced a civil war from 1991 to 2002 and about 70 percent of the
population lives in poverty. While the government has been in the
process of rebuilding the nation, many forms of Civil Society
Organizations (CSOs), including FBOs, have played a significant role
in promoting social development. Education plays an important role in
supporting people-s democratic movements through knowledge
acquisition, spiritual enlightenment and empowerment. This paper
discusses religious tolerance in Sierra Leone and how FBOs have
contributed to the provision of primary education in Sierra Leone. This
study is based on the author-s field research, which involved
interviews with teachers and development stakeholders, notably
government officials, Non-governmental Organizations (NGOs) and
FBOs, as well as questionnaires completed by pupils, parents and
teachers.
Abstract: The inability to implement the principles of good
corporate governance (GCG) as demonstrated in the surveys is due to
a number of constraints which can be classified into three; namely internal constraints, external constraints, and constraints coming
from the structure of ownership. The issues in the internal constraints
mentioned are related to the function of several elements of the company. As a business organization, corporation is unable to
achieve its goal to successfully implement GCG principles since it is
not support by its internal elements- functions. Two of several numbers of internal elements of a company are ethical work climate
and leadership style of the top management.
To prove the correlation between internal function of organization
(in this case ethical work climate and transformational leadership)
and the successful implementation of GCG principles, this study
proposes two hypotheses to be empirically tested on thirty surveyed organizations; eleven of which are state-owned companies and
nineteen are private companies. These thirty corporations are listed in
the Jakarta Stock Exchange. All state-owned companies in the
samples are those which have been privatized.
The research showed that internal function of organization give
support to the successful implementation of GCG principle. In this
research we can prove that : (i) ethical work climate has positive
significance of correlation with the successful implementation of
social awareness principle (one of principles on GCG) and, (ii) only
at the state-owned companies, transformational leadership have
positive significance effect to forming the ethical work climate.
Abstract: Environmental awareness and depletion of the
petroleum resources are among vital factors that motivate a number
of researchers to explore the potential of reusing natural fiber as an
alternative composite material in industries such as packaging,
automotive and building constructions. Natural fibers are available in
abundance, low cost, lightweight polymer composite and most
importance its biodegradability features, which often called “ecofriendly"
materials. However, their applications are still limited due
to several factors like moisture absorption, poor wettability and large
scattering in mechanical properties. Among the main challenges on
natural fibers reinforced matrices composite is their inclination to
entangle and form fibers agglomerates during processing due to
fiber-fiber interaction. This tends to prevent better dispersion of the
fibers into the matrix, resulting in poor interfacial adhesion between
the hydrophobic matrix and the hydrophilic reinforced natural fiber.
Therefore, to overcome this challenge, fiber treatment process is one
common alternative that can be use to modify the fiber surface
topology by chemically, physically or mechanically technique.
Nevertheless, this paper attempt to focus on the effect of
mercerization treatment on mechanical properties enhancement of
natural fiber reinforced composite or so-called bio composite. It
specifically discussed on mercerization parameters, and natural fiber
reinforced composite mechanical properties enhancement.
Abstract: Hot Mix Asphalt (HMA) is one of the most
commonest constructed asphalts in Iran and the quality control of
constructed roads with HMA have been always paid due attention by
researchers. The quality control of constructed roads with this
method is being usually carried out by measuring volumetric
parameters of HMA marshall samples. One of the important
parameters that has a critical role in changing these volumetric
parameters is “compaction temperature"; which as a result of its
changing, volumetric parameters of Marshall Samples and
subsequently constructed asphalt is encountered with variations. In
this study, considering the necessity of preservation of the
compaction temperature, the effect of various temperatures on Hot
Mix Asphalt (HMA) samples properties has been evaluated. As well,
to evaluate the effect of this parameter on different grading, two
different grading (Top coat index grading and binder index grading)
have been used and samples were compacted at 5 various
temperatures.
Abstract: Histogram plays an important statistical role in digital
image processing. However, the existing quantum image models are
deficient to do this kind of image statistical processing because
different gray scales are not distinguishable. In this paper, a novel
quantum image representation model is proposed firstly in which the
pixels with different gray scales can be distinguished and operated
simultaneously. Based on the new model, a fast quantum algorithm of
constructing histogram for quantum image is designed. Performance
comparison reveals that the new quantum algorithm could achieve an
approximately quadratic speedup than the classical counterpart. The
proposed quantum model and algorithm have significant meanings for
the future researches of quantum image processing.
Abstract: Arthrobacter viscosus biomass was used for Cr(VI)
biosorption. The effect of pH on Cr(VI) reduction and removal from
aqueous solution was studied in the range of 1-4. The Cr(VI) removal
involves both redox reaction and adsorption of metal ions on biomass
surface. The removal rate of Cr(VI) was enhanced by very acid
conditions, while higher solution pH values favored the removal of
total chromium. The best removal efficiency and uptake were
reached at pH 4, 72.5 % and 12.6 mgCr/gbiomass, respectively.
Abstract: As the demand for higher capacity in a cellular environment increases, the cell size decreases. This fact makes the role of suitable handoff algorithms to reduce both number of handoffs and handoff delay more important. In this paper we show that applying the grey prediction technique for handoff leads to considerable decrease in handoff delay with using a small number of handoffs, compared with traditional hystersis based handoff algorithms.
Abstract: In this paper, we apply the FM methodology to the
cross-section of Romanian-listed common stocks and investigate the
explanatory power of market beta on the cross-section of commons
stock returns from Bucharest Stock Exchange. Various assumptions
are empirically tested, such us linearity, market efficiency, the “no
systematic effect of non-beta risk" hypothesis or the positive
expected risk-return trade-off hypothesis. We find that the Romanian
stock market shows the same properties as the other emerging
markets in terms of efficiency and significance of the linear riskreturn
models. Our analysis included weekly returns from January
2002 until May 2010 and the portfolio formation, estimation and
testing was performed in a rolling manner using 51 observations (one
year) for each stage of the analysis.
Abstract: An efficient parallel form in digital signal processor can improve the algorithm performance. The butterfly structure is an important role in fast Fourier transform (FFT), because its symmetry form is suitable for hardware implementation. Although it can perform a symmetric structure, the performance will be reduced under the data-dependent flow characteristic. Even though recent research which call as novel memory reference reduction methods (NMRRM) for FFT focus on reduce memory reference in twiddle factor, the data-dependent property still exists. In this paper, we propose a parallel-computing approach for FFT implementation on digital signal processor (DSP) which is based on data-independent property and still hold the property of low-memory reference. The proposed method combines final two steps in NMRRM FFT to perform a novel data-independent structure, besides it is very suitable for multi-operation-unit digital signal processor and dual-core system. We have applied the proposed method of radix-2 FFT algorithm in low memory reference on TI TMSC320C64x DSP. Experimental results show the method can reduce 33.8% clock cycles comparing with the NMRRM FFT implementation and keep the low-memory reference property.
Abstract: Company strategy expresses a basic idea of how to reach company objectives. A whole range of models of strategic management are used in practice. The concept of strategic management should fulfill some basic requirements to make it applicable for both the typical, but also more specific company environment. The financial strategy plays an important role in corporate strategy. The paper develops a methodology of strategic model implementing into the category of micro, small and medium-sized enterprises (SMEs). Furthermore, the methodology recommends procedures while solving an up-to-date worldwide task of the definition of the company strategy and its financial strategy.
Abstract: Transportation is of great importance in the current
life of human beings. The transportation system plays many roles,
from economical development to after-catastrophe aids such as
rescue operation in the first hours and days after an earthquake. In
after earthquakes response phase, transportation system acts as a
basis for ground operations including rescue and relief operation,
food providing for victims and etc. It is obvious that partial or
complete obstruction of this system results in the stop of these
operations. Bridges are one of the most important elements of
transportation network. Failure of a bridge, in the most optimistic
case, cuts the relation between two regions and in more developed
countries, cuts the relation of numerous regions. In this paper, to
evaluate the vulnerability and estimate the damage level of Tehran
bridges, HAZUS method, developed by Federal Emergency
Management Agency (FEMA) with the aid of National Institute of
Building Science (NIBS), is used for the first time in Iran. In this
method, to evaluate the collapse probability, fragility curves are
used. Iran is located on seismic belt and thus, it is vulnerable to
earthquakes. Thus, the study of the probability of bridge collapses, as
an important part of transportation system, during earthquakes is of
great importance. The purpose of this study is to provide fragility
curves for Gisha Bridge, one of the longest steel bridges in Tehran,
as an important lifeline element. Besides, the damage probability for
this bridge during a specific earthquake, introduced as scenario
earthquakes, is calculated. The fragility curves show that for the
considered scenario, the probability of occurrence of complete
collapse for the bridge is 8.6%.
Abstract: There are many studies in the literature on
institutional investors- efforts to improve corporate governance,
generally focused on the role of pension funds and private equity
firms. There are only a few studies that analyze the influence of
development banks in the governance of investee companies. The
objective of this research is to examine the role of the Brazilian
Development Bank (BNDES) in the governance of listed companies.
Our analysis provides evidence that companies in which BNDES is a
shareholder have better governance.
Abstract: Optical emission based on excitonic scattering processes becomes important in dense exciton systems in which the average distance between excitons is of the order of a few Bohr radii but still below the exciton screening threshold. The phenomena due to interactions among excited states play significant role in the emission near band edge of the material. The theory of two-exciton collisions for GaAs/AlGaAs quantum well systems is a mild attempt to understand the physics associated with the optical spectra due to excitonic scattering processes in these novel systems. The four typical processes considered give different spectral shape, peak position and temperature dependence of the emission spectra. We have used the theory of scattering together with the second order perturbation theory to derive the radiative power spontaneously emitted at an energy ħω by these processes. The results arrived at are purely qualitative in nature. The intensity of emitted light in quantum well systems varies inversely to the square of temperature, whereas in case of bulk materials it simply decreases with the temperature.
Abstract: Sensory input plays an important role to human
posture control system to initiate strategy in order to counterpart any
unbalance condition and thus, prevent fall. In previous study, joint
stiffness was observed able to describe certain issues regarding to
movement performance. But, correlation between balance ability and
joint stiffness is still remains unknown. In this study, joint stiffening
strategy at ankle and hip were observed under different sensory
manipulations and its correlation with conventional clinical test
(Functional Reach Test) for balance ability was investigated. In order
to create unstable condition, two different surface perturbations (tilt
up-tilt (TT) down and forward-backward (FB)) at four different
frequencies (0.2, 0.4, 0.6 and 0.8 Hz) were introduced. Furthermore,
four different sensory manipulation conditions (include vision and
vestibular system) were applied to the subject and they were asked to
maintain their position as possible. The results suggested that joint
stiffness were high during difficult balance situation. Less balance
people generated high average joint stiffness compared to balance
people. Besides, adaptation of posture control system under repetitive
external perturbation also suggested less during sensory limited
condition. Overall, analysis of joint stiffening response possible to
predict unbalance situation faced by human
Abstract: Accounts of language acquisition differ significantly in their treatment of the role of prediction in language learning. In particular, nativist accounts posit that probabilistic learning about words and word sequences has little to do with how children come to use language. The accuracy of this claim was examined by testing whether distributional probabilities and frequency contributed to how well 3-4 year olds repeat simple word chunks. Corresponding chunks were the same length, expressed similar content, and were all grammatically acceptable, yet the results of the study showed marked differences in performance when overall distributional frequency varied. It was found that a distributional model of language predicted the empirical findings better than a number of other models, replicating earlier findings and showing that children attend to distributional probabilities in an adult corpus. This suggested that language is more prediction-and-error based, rather than on abstract rules which nativist camps suggest.
Abstract: Low temperature (LT) is one of the most abiotic
stresses causing loss of yield in wheat (T. aestivum). Four major
genes in wheat (Triticum aestivum L.) with the dominant alleles
designated Vrn–A1,Vrn–B1,Vrn–D1 and Vrn4, are known to have
large effects on the vernalization response, but the effects on cold
hardiness are ambiguous. Poor cold tolerance has restricted winter
wheat production in regions of high winter stress [9]. It was known
that nearly all wheat chromosomes [5] or at least 10 chromosomes of
21 chromosome pairs are important in winter hardiness [15]. The
objective of present study was to clarify the role of each chromosome
in cold tolerance. With this purpose we used 20 isogenic lines of
wheat. In each one of these isogenic lines only a chromosome from
‘Bezostaya’ variety (a winter habit cultivar) was substituted to
‘Capple desprez’ variety. The plant materials were planted in
controlled conditions with 20º C and 16 h day length in moderately
cold areas of Iran at Karaj Agricultural Research Station in 2006-07
and the acclimation period was completed for about 4 weeks in a
cold room with 4º C. The cold hardiness of these isogenic lines was
measured by LT50 (the temperature in which 50% of the plants are
killed by freezing stress).The experimental design was completely
randomized block design (RCBD)with three replicates. The results
showed that chromosome 5A had a major effect on freezing
tolerance, and then chromosomes 1A and 4A had less effect on this
trait. Further studies are essential to understanding the importance of
each chromosome in controlling cold hardiness in wheat.

The password of the new power – intelligence as synthesis of knowledge, information and communications, the strength of mind, fundamental sociocultural values. In a postindustrial society, the power of knowledge and information is crucial in the management of the company, pushing into the background the influence of money and state coercion.
Abstract: The present paper discusses the selection of process
parameters for obtaining optimal nanocrystallites size in the CuOZrO2
catalyst. There are some parameters changing the inorganic
structure which have an influence on the role of hydrolysis and
condensation reaction. A statistical design test method is
implemented in order to optimize the experimental conditions of
CuO-ZrO2 nanoparticles preparation. This method is applied for the
experiments and L16 orthogonal array standard. The crystallites size
is considered as an index. This index will be used for the analysis in
the condition where the parameters vary. The effect of pH, H2O/
precursor molar ratio (R), time and temperature of calcination,
chelating agent and alcohol volume are particularity investigated
among all other parameters. In accordance with the results of
Taguchi, it is found that temperature has the greatest impact on the
particle size. The pH and H2O/ precursor molar ratio have low
influences as compared with temperature. The alcohol volume as
well as the time has almost no effect as compared with all other
parameters. Temperature also has an influence on the morphology
and amorphous structure of zirconia. The optimal conditions are
determined by using Taguchi method. The nanocatalyst is studied by
DTA-TG, XRD, EDS, SEM and TEM. The results of this research
indicate that it is possible to vary the structure, morphology and
properties of the sol-gel by controlling the above-mentioned
parameters.
Abstract: R&D risk management has been suggested as one of
the management approaches for accomplishing the goals of public
R&D investment. The investment in basic science and core technology
development is the essential roles of government for securing the
social base needed for continuous economic growth. And, it is also an
important role of the science and technology policy sectors to generate
a positive environment in which the outcomes of public R&D can be
diffused in a stable fashion by controlling the uncertainties and risk
factors in advance that may arise during the application of such
achievements to society and industry. Various policies have already
been implemented to manage uncertainties and variables that may
have negative impact on accomplishing public R& investment goals.
But we may derive new policy measures for complementing the
existing policies and for exploring progress direction by analyzing
them in a policy package from the viewpoint of R&D risk
management.
