Abstract: This study explored the correlates of forgiving
historical racial offenses and the relationship between daily
experiences of racism and forgiving historical racial offenses. 147
African Americans participated to the study. Results indicated that
guilt attribution, distrust, need of reparations, religion, and perception
of apology relate to forgiving past racial offenses. In addition the
more individuals experience racism related events, the less likely
they forgive the past mistreatments of African Americans.
Abstract: Complexity, as a theoretical background has made it
easier to understand and explain the features and dynamic behavior
of various complex systems. As the common theoretical background
has confirmed, borrowing the terminology for design from the
natural sciences has helped to control and understand urban
complexity. Phenomena like self-organization, evolution and
adaptation are appropriate to describe the formerly inaccessible
characteristics of the complex environment in unpredictable bottomup
systems. Increased computing capacity has been a key element in
capturing the chaotic nature of these systems.
A paradigm shift in urban planning and architectural design has
forced us to give up the illusion of total control in urban
environment, and consequently to seek for novel methods for
steering the development. New methods using dynamic modeling
have offered a real option for more thorough understanding of
complexity and urban processes. At best new approaches may renew
the design processes so that we get a better grip on the complex
world via more flexible processes, support urban environmental
diversity and respond to our needs beyond basic welfare by liberating
ourselves from the standardized minimalism.
A complex system and its features are as such beyond human
ethics. Self-organization or evolution is either good or bad. Their
mechanisms are by nature devoid of reason. They are common in
urban dynamics in both natural processes and gas. They are features
of a complex system, and they cannot be prevented. Yet their
dynamics can be studied and supported.
The paradigm of complexity and new design approaches has been
criticized for a lack of humanity and morality, but the ethical
implications of scientific or computational design processes have not
been much discussed. It is important to distinguish the (unexciting)
ethics of the theory and tools from the ethics of computer aided
processes based on ethical decisions. Urban planning and architecture
cannot be based on the survival of the fittest; however, the natural
dynamics of the system cannot be impeded on grounds of being
“non-human".
In this paper the ethical challenges of using the dynamic models
are contemplated in light of a few examples of new architecture and
dynamic urban models and literature. It is suggested that ethical
challenges in computational design processes could be reframed
under the concepts of responsibility and transparency.
Abstract: The segmentation of endovascular tools in fluoroscopy images can be accurately performed automatically or by minimum user intervention, using known modern techniques. It has been proven in literature, but no clinical implementation exists so far because the computational time requirements of such technology have not yet been met. A classical segmentation scheme is composed of edge enhancement filtering, line detection, and segmentation. A new method is presented that consists of a vector that propagates in the image to track an edge as it advances. The filtering is performed progressively in the projected path of the vector, whose orientation allows for oriented edge detection, and a minimal image area is globally filtered. Such an algorithm is rapidly computed and can be implemented in real-time applications. It was tested on medical fluoroscopy images from an endovascular cerebral intervention. Ex- periments showed that the 2D tracking was limited to guidewires without intersection crosspoints, while the 3D implementation was able to cope with such planar difficulties.
Abstract: The growing influence of service industries has
prompted greater attention being paid to service operations
management. However, service managers often have difficulty
articulating the veritable effects of their service innovation. Especially,
the performance evaluation process of service innovation problems
generally involves uncertain and imprecise data. This paper presents a
2-tuple fuzzy linguistic computing approach to dealing with
heterogeneous information and information loss problems while the
processes of subjective evaluation integration. The proposed method
based on group decision-making scenario to assist business managers
in measuring performance of service innovation manipulates the
heterogeneity integration processes and avoids the information loss
effectively.
Abstract: The users are now expecting higher level of
DSP(Digital Signal Processing) software quality than ever before.
Prevention and detection of defect are critical elements of software
quality assurance. In this paper, principles and rules for prevention and
detection of defect are suggested, which are not universal guidelines,
but are useful for both novice and experienced DSP software
developers.
Abstract: The paper reviews the relationship between spatial
and transportation planning in the Southern African Development
Community (SADC) region of Sub-Saharan Africa. It argues that
most urbanisation in the region has largely occurred subsequent to
the 1950s and, accordingly, urban development has been
profoundly and negatively affected by the (misguided) spatial and
institutional tenets of modernism. It demonstrates how a
considerable amount of the poor performance of these settlements
can be directly attributed to this. Two factors in particular about the
planning systems are emphasized: the way in which programmatic
land-use planning lies at the heart of both spatial and transportation
planning; and the way on which transportation and spatial planning
have been separated into independent processes. In the final
section, the paper identifies ways of improving the planning
system. Firstly, it identifies the performance qualities which
Southern African settlements should be seeking to achieve.
Secondly, it focuses on two necessary arenas of change: the need to
replace programmatic land-use planning practices with structuralspatial
approaches; and it makes a case for making urban corridors
a spatial focus of integrated planning, as a way of beginning the
restructuring and intensification of settlements which are currently
characterised by sprawl, fragmentation and separation
Abstract: This paper presents the impact study of GTO Controlled Series Capacitor (GCSC) parameters on measured impedance (Zseen) by MHO distance relays for single transmission line high voltage 220 kV in the presence of single phase to earth fault with fault resistance (RF). The study deals with a 220 kV single electrical transmission line of Eastern Algerian transmission networks at Group Sonelgaz (Algerian Company of Electrical and Gas) compensated by series Flexible AC Transmission System (FACTS) i.e. GCSC connected at midpoint of the transmission line. The transmitted active and reactive powers are controlled by three GCSC-s. The effects of maximum reactive power injected as well as injected maximum voltage by GCSC on distance relays measured impedance is treated. The simulations results investigate the effects of GCSC injected parameters: variable reactance (XGCSC), variable voltage (VGCSC) and reactive power injected (QGCSC) on measured resistance and reactance in the presence of earth fault with resistance fault varied between 5 to 50 Ω for three cases study.
Abstract: Developing countries are facing a problem of slums and there appears to be no fool proof solution to eradicate them. For improving the quality of life there are three approaches of slum development and In-situ up-gradation approach is found to be the best one, while the relocation approach has proved to be failure. Factors responsible for failure of relocation projects are needed to be assessed, which is the basic aim of the paper. Factors responsible for failure of relocation projects are loss of livelihood, security of tenure and inefficiency of the Government. These factors are traced out & mapped from the examples of Western & Indian cities. National habitat, Resettlement policy emphasized relationship between shelter and work place. SRA has identified 55 slums for relocation due reservation of land uses, security of tenure and non- notified status of slums. The policy guidelines have been suggested for successful relocation projects. KeywordsLivelihood, Relocation, Slums, Urban poor.
Abstract: This paper presents the significant factor and give
some suggestion that should know before design. The main objective of this paper is guide the first step for someone who attends to design of grounding system before study in details later. The overview of
grounding system can protect damage from fault such as can save a human life and power system equipment. The unsafe conditions have
three cases. Case 1) maximum touch voltage exceeds the safety
criteria. In this case, the conductor compression ratio of the ground gird should be first adjusted to have optimal spacing of ground grid
conductors. If it still over limit, earth resistivity should be consider afterward. Case 2) maximum step voltage exceeds the safety criteria.
In this case, increasing the number of ground grid conductors around
the boundary can solve this problem. Case 3) both of maximum touch
and step voltage exceed the safety criteria. In this case, follow the solutions explained in case 1 and case 2. Another suggestion, vary depth of ground grid until maximum step and touch voltage do not
exceed the safety criteria.
Abstract: Increasing growth of information volume in the
internet causes an increasing need to develop new (semi)automatic
methods for retrieval of documents and ranking them according to
their relevance to the user query. In this paper, after a brief review
on ranking models, a new ontology based approach for ranking
HTML documents is proposed and evaluated in various
circumstances. Our approach is a combination of conceptual,
statistical and linguistic methods. This combination reserves the
precision of ranking without loosing the speed. Our approach
exploits natural language processing techniques to extract phrases
from documents and the query and doing stemming on words. Then
an ontology based conceptual method will be used to annotate
documents and expand the query. To expand a query the spread
activation algorithm is improved so that the expansion can be done
flexible and in various aspects. The annotated documents and the
expanded query will be processed to compute the relevance degree
exploiting statistical methods. The outstanding features of our
approach are (1) combining conceptual, statistical and linguistic
features of documents, (2) expanding the query with its related
concepts before comparing to documents, (3) extracting and using
both words and phrases to compute relevance degree, (4) improving
the spread activation algorithm to do the expansion based on
weighted combination of different conceptual relationships and (5)
allowing variable document vector dimensions. A ranking system
called ORank is developed to implement and test the proposed
model. The test results will be included at the end of the paper.
Abstract: Due to the ever growing amount of publications about
protein-protein interactions, information extraction from text is
increasingly recognized as one of crucial technologies in
bioinformatics. This paper presents a Protein Interaction Extraction
System using a Link Grammar Parser from biomedical abstracts
(PIELG). PIELG uses linkage given by the Link Grammar Parser to
start a case based analysis of contents of various syntactic roles as
well as their linguistically significant and meaningful combinations.
The system uses phrasal-prepositional verbs patterns to overcome
preposition combinations problems. The recall and precision are
74.4% and 62.65%, respectively. Experimental evaluations with two
other state-of-the-art extraction systems indicate that PIELG system
achieves better performance. For further evaluation, the system is
augmented with a graphical package (Cytoscape) for extracting
protein interaction information from sequence databases. The result
shows that the performance is remarkably promising.
Abstract: The overall penumbra is usually defined as the
distance, p20–80, separating the 20% and 80% of the dose on the beam axis at the depth of interest. This overall penumbra accounts
also for the fact that some photons emitted by the distal parts of the source are only partially attenuated by the collimator. Medulloblastoma is the most common type of childhood brain tumor
and often spreads to the spine. Current guidelines call for surgery to remove as much of the tumor as possible, followed by radiation of the brain and spinal cord, and finally treatment with chemotherapy.
The purpose of this paper was to present results on an Uniformity of dose distribution in radiation fields surrounding the spine using film
dosimetry and comparison with 3D treatment planning software.
Abstract: A major requirement for Grid application developers is ensuring performance and scalability of their applications. Predicting the performance of an application demands understanding its specific features. This paper discusses performance modeling and prediction of multi-agent based simulation (MABS) applications on the Grid. An experiment conducted using a synthetic MABS workload explains the key features to be included in the performance model. The results obtained from the experiment show that the prediction model developed for the synthetic workload can be used as a guideline to understand to estimate the performance characteristics of real world simulation applications.
Abstract: With the advance in wireless networking, IEEE 802.16 WiMAX technology has been widely deployed for several applications such as “last mile" broadband service, cellular backhaul, and high-speed enterprise connectivity. As a result, military employed WiMAX as a high-speed wireless connection for data-link because of its point to multi-point and non-line-of-sight (NLOS) capability for many years. However, the risk of using WiMAX is a critical factor in some sensitive area of military applications especially in ammunition manufacturing such as solid propellant rocket production. The US DoD policy states that the following certification requirements are met for WiMAX: electromagnetic effects on the environment (E3) and Hazards of Electromagnetic Radiation to Ordnance (HERO). This paper discuses the Recommended Power Densities and Safe Separation Distance (SSD) for HERO on WiMAX systems deployed on solid propellant rocket production. The result of this research found that WiMAX is safe to operate at close proximity distances to the rocket production based on AF Guidance Memorandum immediately changing AFMAN 91-201.
Abstract: augmented reality is a technique used to insert virtual objects in real scenes. One of the most used libraries in the area is the ARToolkit library. It is based on the recognition of the markers that are in the form of squares with a pattern inside. This pattern which is mostly textual is source of confusing. In this paper, we present the results of a classification of Latin characters as a pattern on the ARToolkit markers to know the most distinguishable among them.
Abstract: This paper proposes a “soft systems" approach to
domain-driven design of computer-based information systems. We
propose a systemic framework combining techniques from Soft
Systems Methodology (SSM), the Unified Modelling Language
(UML), and an implementation pattern known as “Naked Objects".
We have used this framework in action research projects that have
involved the investigation and modelling of business processes using
object-oriented domain models and the implementation of software
systems based on those domain models. Within the proposed
framework, Soft Systems Methodology (SSM) is used as a guiding
methodology to explore the problem situation and to generate a
ubiquitous language (soft language) which can be used as the basis
for developing an object-oriented domain model. The domain model
is further developed using techniques based on the UML and is
implemented in software following the “Naked Objects"
implementation pattern. We argue that there are advantages from
combining and using techniques from different methodologies in this
way.
The proposed systemic framework is overviewed and justified as
multimethodologyusing Mingers multimethodology ideas.
This multimethodology approach is being evaluated through a
series of action research projects based on real-world case studies. A
Peer-Tutoring case study is presented here as a sample of the
framework evaluation process
Abstract: The transformation of vocal characteristics aims at
modifying voice such that the intelligibility of aphonic voice is
increased or the voice characteristics of a speaker (source speaker) to
be perceived as if another speaker (target speaker) had uttered it. In
this paper, the current state-of-the-art voice characteristics
transformation methodology is reviewed. Special emphasis is placed
on voice transformation methodology and issues for improving the
transformed speech quality in intelligibility and naturalness are
discussed. In particular, it is suggested to use the modulation theory
of speech as a base for research on high quality voice transformation.
This approach allows one to separate linguistic, expressive, organic
and perspective information of speech, based on an analysis of how
they are fused when speech is produced. Therefore, this theory
provides the fundamentals not only for manipulating non-linguistic,
extra-/paralinguistic and intra-linguistic variables for voice
transformation, but also for paving the way for easily transposing the
existing voice transformation methods to emotion-related voice
quality transformation and speaking style transformation. From the
perspectives of human speech production and perception, the popular
voice transformation techniques are described and classified them
based on the underlying principles either from the speech production
or perception mechanisms or from both. In addition, the advantages
and limitations of voice transformation techniques and the
experimental manipulation of vocal cues are discussed through
examples from past and present research. Finally, a conclusion and
road map are pointed out for more natural voice transformation
algorithms in the future.
Abstract: Maintenance costs incurred on building differs. The
difference can be as results of the types, functions, age, building
health index, size, form height, location and complexity of the
building. These are contributing to the difficulty in maintenance
development of deterministic maintenance cost model. This paper is
concerns with reporting the preliminary findings on the creation of
building maintenance cost distributions for universities in Malaysia.
This study is triggered by the need to provide guides on maintenance
costs distributions for decision making. For this purpose, a survey
questionnaire was conducted to investigate the distribution of
maintenance costs in the universities. Altogether, responses were
received from twenty universities comprising both private and
publicly owned. The research found that engineering services,
roofing and finishes were the elements contributing the larger
segment of the maintenance costs. Furthermore, the study indicates
the significance of maintenance cost distribution as decision making
tool towards maintenance management.
Abstract: Ontology Matching is a task needed in various applica-tions, for example for comparison or merging purposes. In literature, many algorithms solving the matching problem can be found, butmost of them do not consider instances at all. Mappings are deter-mined by calculating the string-similarity of labels, by recognizinglinguistic word relations (synonyms, subsumptions etc.) or by ana-lyzing the (graph) structure. Due to the facts that instances are oftenmodeled within the ontology and that the set of instances describesthe meaning of the concepts better than their meta information, instances should definitely be incorporated into the matching process. In this paper several novel instance-based matching algorithms arepresented which enhance the quality of matching results obtainedwith common concept-based methods. Different kinds of formalismsare use to classify concepts on account of their instances and finallyto compare the concepts directly.KeywordsInstances, Ontology Matching, Semantic Web
Abstract: In this paper, a simple active contour based visual
tracking algorithm is presented for outdoor AGV application which is
currently under development at the USM robotic research group
(URRG) lab. The presented algorithm is computationally low cost
and able to track road boundaries in an image sequence and can
easily be implemented on available low cost hardware. The proposed
algorithm used an active shape modeling using the B-spline
deformable template and recursive curve fitting method to track the
current orientation of the road.
