Abstract: Project management process starts from the planning stage up to the stage of completion (handover of buildings, preparation of the final accounts and the closing balance). Seeing as this process is not easy to be implemented efficiently and effectively, the issue of unsuccessful delivery as per contract in construction has become a major problem for construction projects. These issues have been blamed mainly on inefficient traditional construction practices that continue to dominate the current industry. This is due to several factors, such as environments of construction technology, sophisticated design and customer demand, that are constantly changing and influencing, either directly or indirectly, to the practice of management. Among the identified influences are physical environment, social environment, information environment, political and moral atmosphere. Therefore, this paper is emerged to determine the fundamental variables in the final account closing success in construction project. This aim can be achieved via its objectives of identifying the key constraints to the closing of final accounts in construction projects in Malaysia, investigating solutions to the identified constraints and analysing the relative levels of impact of the identified constraints. It is expected that this paper provides effective measures to avoid or at least reduce the problems in final account closing to the optimum level. It is also anticipated that the finding or outcome reported in this paper could address the unsuccessful contributors in final account closing and define tools for their mitigation for the better development of construction project.
Abstract: This paper presents the design and characterization of analog readout interface circuits for ion sensitive field effect transistor (ISFET) and ion selective electrode (ISE) based sensor. These interface circuits are implemented using MIMOS’s 0.35um CMOS technology and experimentally characterized under 24-leads QFN package. The characterization evaluates the circuit’s functionality, output sensitivity and output linearity. Commercial sensors for both ISFET and ISE are employed together with glass reference electrode during testing. The test result shows that the designed interface circuits manage to readout signals produced by both sensors with measured sensitivity of ISFET and ISE sensor are 54mV/pH and 62mV/decade, respectively. The characterized output linearity for both circuits achieves above 0.999 rsquare. The readout also has demonstrated reliable operation by passing all qualifications in reliability test plan.
Abstract: This paper contributes to the analysis of the design of regional development programs. This is a case study the birth, life, death and afterlife of a stately development program in Norway, supporting diffusion of innovations by promoting e-business in SMEs (small and medium sized enterprises).
The study shows that joint projects like regional development programs have to be designed such that the present value of the future benefits always exceeds the present value of the future effort for all stakeholders vital for the survival of the project. The study also indicate that a development program not always have one common goal which all the stakeholders agree upon. There are several stakeholders who may have different goals by playing a part in the realization of the program.
Even if some parties evaluate the results of a development program as a failure, other may have attained their goals. The lessons learned from this study may advise the designers of development programs involving many independent stakeholders. There is a lack of research examining failing development programs, investigating the reasons for it to be considered a failure. This paper shows why a development program was terminated and gives hint to how joint programs could be designed in order for the program to deliver the wanted results to all the key stakeholders.

Abstract: The Choquet integral is a tool for the information fusion that is very effective in the case where fuzzy measures associated with it are well chosen. In this paper, we propose a new approach for calculating fuzzy measures associated with the Choquet integral in a context of data fusion in multimodal biometrics. The proposed approach is based on genetic algorithms. It has been validated in two databases: the first base is relative to synthetic scores and the second one is biometrically relating to the face, fingerprint and palmprint. The results achieved attest the robustness of the proposed approach.
Abstract: Data replication in data grid systems is one of the important solutions that improve availability, scalability, and fault tolerance. However, this technique can also bring some involved issues such as maintaining replica consistency. Moreover, as grid environment are very dynamic some nodes can be more uploaded than the others to become eventually a bottleneck. The main idea of our work is to propose a complementary solution between replica consistency maintenance and dynamic load balancing strategy to improve access performances under a simulated grid environment.
Abstract: The characteristics of physiological blood flow in human carotid arterial bifurcation model have been numerically studied using a fully coupled fluid-structure interaction (FSI) analysis. This computational model with the fluid-structure interaction is constructed to investigate the flow characteristics and wall shear stress in the carotid artery. As the flow begins to decelerate after the peak flow, a large recirculation zone develops at the non-divider wall of both internal carotid artery (ICA) and external carotid artery (ECA) in FSI model due to the elastic energy stored in the expanding compliant wall. The calculated difference in wall shear stress (WSS) in both Non-FSI and FSI models is a range of between 5 and 11% at the mean WSS. The low WSS corresponds to regions of carotid artery that are more susceptible to atherosclerosis.
Abstract: Abrasive Water Jet Machining is an unconventional machining process well known for machining hard to cut materials. The primary research focus on the process was for through cutting and a very limited literature is available on pocket milling using AWJM. The present work is an attempt to use this process for milling applications considering a set of various process parameters. Four different input parameters, which were considered by researchers for part separation, are selected for the above application, i.e., abrasive size, flow rate, standoff distance and traverse speed. Pockets of definite size are machined to investigate surface roughness, material removal rate and pocket depth. Based on the data available through experiments on SS304 material, it is observed that higher traverse speeds gives a better finish because of reduction in the particle energy density and lower depth is also observed. Increase in the standoff distance and abrasive flow rate reduces the rate of material removal as the jet loses its focus and occurrence of collisions within the particles. ANOVA for individual output parameter has been studied to know the significant process parameters.
Abstract: A theoretical investigation on the effects of both
steady-state and dynamic deformations of the foils on the dynamic
performance characteristics of a self-acting air foil journal bearing
operating under small harmonic vibrations is proposed. To take into
account the dynamic deformations of foils, the perturbation method is
used for determining the gas-film stiffness and damping coefficients
for given values of excitation frequency, compressibility number, and
compliance factor of the bump foil. The nonlinear stationary
Reynolds’ equation is solved by means of the Galerkins’ finite
element formulation while the finite differences method are used to
solve the first order complex dynamic equations resulting from the
perturbation of the nonlinear transient compressible Reynolds’
equation. The stiffness of a bump is uniformly distributed throughout
the bearing surface (generation I bearing). It was found that the
dynamic properties of the compliant finite length journal bearing are
significantly affected by the compliance of foils especially whenthe
dynamic deformation of foils is considered in addition to the static
one by applying the principle of superposition.
Abstract: A major goal in animal genetics is to understand the role of common genetic variants in diseases susceptibility and production traits. Sahiwal cattle can be considered as a global animal genetic resource due to its relatively high milk producing ability, resistance against tropical diseases and heat tolerant. CYP11B1 gene provides instructions for making a mitochondrial enzyme called steroid 11-beta-hydroxylase. It catalyzes the 11deoxy-cortisol to cortisol and 11deoxycorticosterone to corticosterone in cattle. The bovine CYP11B1 gene is positioned on BTA14q12 comprises of eight introns and nine exons and protein is associated with mitochondrial epithelium. The present study was aimed to identify the single-nucleotide polymorphisms in CYP11B1 gene in Sahiwal cattle breed of Pakistan. Four polymorphic sites were identified in exon one of CYP11B1 gene through sequencing approach. Significant finding was the incidence of the C→T polymorphism in 5'-UTR, causing amino acid substitution from alanine to valine (A30V) in Sahiwal cattle breed. That Ala/Val polymorphism may serve as a powerful genetic tool for the development of DNA markers that can be used for the particular traits for different local cattle breeds.
Abstract: The subject of this paper is to verify the behavior of the truss-type CHS joint which is beyond the scope of use of the EN 1993-1-8. This is performed by using the numerical modeling in program ANSYS and the analytical methods recommended in the CIDECT publication. The recommendations for numerical modeling of such types of joints as well as for evaluation of load-bearing capacity of the joint are given in this paper. The results from both analytical and numerical models are compared.
Abstract: An experimental study of the turbulent near wake of a rotating circular cylinder was made at a Reynolds number of 2000 for velocity ratios, λ between 0 and 2.7. Particle image velocimetry data are analyzed to study the effects of rotation on the flow structures behind the cylinder. The results indicate that the rotation of the cylinder causes significant changes in the vortex formation. Kármán vortex shedding pattern of alternating vortices gives rise to strong periodic fluctuations of a vortex street for λ < 2.0. Alternate vortex shedding is weak and close to being suppressed at λ = 2.0 resulting a distorted street with vortices of alternating sense subsequently being found on opposite sides. Only part of the circulation is shed due to the interference in the separation point, mixing in the base region, re-attachment, and vortex cut-off phenomenon. Alternating vortex shedding pattern diminishes and completely disappears when the velocity ratio is 2.7. The shed vortices are insignificant in size and forming a single line of vortex street. It is clear that flow asymmetries will deteriorate vortex shedding, and when the asymmetries are large enough, total inhibition of a periodic street occurs.
Abstract: This paper presents the early-warning lights
classification management system for industrial parks promoted by the
Taiwan Environmental Protection Administration (EPA) since 2011,
including the definition of each early-warning light, objectives, action
program and accomplishments. All of the 151 industrial parks in
Taiwan were classified into four early-warning lights, including red,
orange, yellow and green, for carrying out respective pollution
management according to the monitoring data of soil and groundwater
quality, regulatory compliance, and regulatory listing of control site or
remediation site. The Taiwan EPA set up a priority list for high
potential polluted industrial parks and investigated their soil and
groundwater qualities based on the results of the light classification
and pollution potential assessment. In 2011-2013, there were 44
industrial parks selected and carried out different investigation, such as
the early warning groundwater well networks establishment and
pollution investigation/verification for the red and orange-light
industrial parks and the environmental background survey for the
yellow-light industrial parks. Among them, 22 industrial parks were
newly or continuously confirmed that the concentrations of pollutants
exceeded those in soil or groundwater pollution control standards.
Thus, the further investigation, groundwater use restriction, listing of
pollution control site or remediation site, and pollutant isolation
measures were implemented by the local environmental protection and
industry competent authorities; the early warning lights of those
industrial parks were proposed to adjust up to orange or red-light. Up
to the present, the preliminary positive effect of the soil and
groundwater quality management system for industrial parks has been
noticed in several aspects, such as environmental background
information collection, early warning of pollution risk, pollution
investigation and control, information integration and application, and
inter-agency collaboration. Finally, the work and goal of self-initiated
quality management of industrial parks will be carried out on the basis
of the inter-agency collaboration by the classified lights system of
early warning and management as well as the regular announcement of
the status of each industrial park.
Abstract: We consider n individuals described by p standardized variables, represented by points of the surface of the unit hypersphere Sn-1. For a previous choice of n individuals we suppose that the set of observables variables comes from a mixture of bipolar Watson distribution defined on the hypersphere. EM and Dynamic Clusters algorithms are used for identification of such mixture. We obtain estimates of parameters for each Watson component and then a partition of the set of variables into homogeneous groups of variables. Additionally we will present a factor analysis model where unobservable factors are just the maximum likelihood estimators of Watson directional parameters, exactly the first principal component of data matrix associated to each group previously identified. Such alternative model it will yield us to directly interpretable solutions (simple structure), avoiding factors rotations.
Abstract: The paper is the first output of a larger research project conducted at the Faculty of Education of the University of Hradec Králové, which deals with an improved understanding of teachers' work in the subject of National History and Geography. Partial findings focusing on the use of didactic material resources in teaching are presented in this phase. With the regard to promotion of independent activity of students within learner based education, material equipment of schools with didactic aids is becoming increasingly important. This paper is based on qualitative research, where the possibilities and mainly the reasons for use of material didactic resources in teaching were investigated through semi-structured interviews. Attention was focused on ways of working with different teaching aids and their implementation in the educational process. It turns out that teachers accept current constructivist and humanistic approaches to education associated with the requirement to prepare students for life in an information society, and accordingly they adjust their teaching.
Abstract: Since the late 1970s, quality management has become an important tool for achieving a high quality of public e-administration services in many countries. Very important part of quality management in e-administration is measurement of quality indicators related to this sector. Therefore, this paper gives a description of e-administration, including statistics about it and other examples from many countries worldwide, as well as the explanation of quality management in public e-administration. The paper also gives a list and description of quality indicators relevant to e-administration, as part of quality management within the e-administration. Through a literature review and best practices, the paper aims to analyze quality indicators measurement and other parts of good quality management when it comes to the public e-administration and consequently to show the usefulness of quality management in public e-administration in order to provide services of high quality.
Abstract: Missing values in data are common in real world applications. Since the performance of many data mining algorithms depend critically on it being given a good metric over the input space, we decided in this paper to define a distance function for unlabeled
datasets with missing values. We use the Bhattacharyya distance, which measures the similarity of two probability distributions, to define our new distance function. According to this distance, the distance between two points without missing attributes values is simply the Mahalanobis distance. When on the other hand there is a missing value of one of the coordinates, the distance is computed according to the distribution of the missing coordinate. Our distance is general and can be used as part of any algorithm that computes the distance between data points. Because its performance depends strongly on the chosen distance measure, we opted for the k nearest neighbor classifier to evaluate its ability to accurately reflect object similarity. We experimented on standard numerical datasets from the UCI repository from different fields. On these datasets we simulated missing values and compared the performance of the kNN classifier using our distance to other three basic methods. Our experiments show that kNN using our distance function outperforms the kNN using other methods. Moreover, the runtime performance of our method is only slightly higher than the other methods.
Abstract: The clinical laboratory has received considerable recognition globally due to the rapid development of advanced technology, economic demands and its role in a patient’s treatment cycle. Although various cross-domain experiments and practices with respect to clinical laboratory projects are ready for the full swing, the customer needs are still ambiguous and debatable. The purpose of this study is to apply Kano’s model and customer satisfaction matrix to categorize service quality attributes in order to see how well these attributes are able to satisfy customer needs. The result reveals that ten of the 26 service quality attributes have greater impacts on highly increasing customer’s satisfaction and should be taken in consideration firstly.
Abstract: Red blood cells (RBCs) are among the most
commonly and intensively studied type of blood cells in cell biology.
Anemia is a lack of RBCs is characterized by its level compared to
the normal hemoglobin level. In this study, a system based image
processing methodology was developed to localize and extract RBCs
from microscopic images. Also, the machine learning approach is
adopted to classify the localized anemic RBCs images. Several
textural and geometrical features are calculated for each extracted
RBCs. The training set of features was analyzed using principal
component analysis (PCA). With the proposed method, RBCs were
isolated in 4.3secondsfrom an image containing 18 to 27 cells. The
reasons behind using PCA are its low computation complexity and
suitability to find the most discriminating features which can lead to
accurate classification decisions. Our classifier algorithm yielded
accuracy rates of 100%, 99.99%, and 96.50% for K-nearest neighbor
(K-NN) algorithm, support vector machine (SVM), and neural
network RBFNN, respectively. Classification was evaluated in highly
sensitivity, specificity, and kappa statistical parameters. In
conclusion, the classification results were obtained within short time
period, and the results became better when PCA was used.
Abstract: Object identification and segmentation application requires extraction of object in foreground from the background. In this paper the Bhattacharya distance based probabilistic approach is utilized with an active contour model (ACM) to segment an object from the background. In the proposed approach, the Bhattacharya histogram is calculated on non-linear structure tensor space. Based on the histogram, new formulation of active contour model is proposed to segment images. The results are tested on both color and gray images from the Berkeley image database. The experimental results show that the proposed model is applicable to both color and gray images as well as both texture images and natural images. Again in comparing to the Bhattacharya based ACM in ICA space, the proposed model is able to segment multiple object too.
