Abstract: The problem of estimating time-varying regression is
inevitably concerned with the necessity to choose the appropriate
level of model volatility - ranging from the full stationarity of instant
regression models to their absolute independence of each other. In the
stationary case the number of regression coefficients to be estimated
equals that of regressors, whereas the absence of any smoothness
assumptions augments the dimension of the unknown vector by the
factor of the time-series length. The Akaike Information Criterion
is a commonly adopted means of adjusting a model to the given
data set within a succession of nested parametric model classes,
but its crucial restriction is that the classes are rigidly defined by
the growing integer-valued dimension of the unknown vector. To
make the Kullback information maximization principle underlying the
classical AIC applicable to the problem of time-varying regression
estimation, we extend it onto a wider class of data models in which
the dimension of the parameter is fixed, but the freedom of its values
is softly constrained by a family of continuously nested a priori
probability distributions.
Abstract: A filter is used to remove undesirable frequency information from a dynamic signal. This paper shows that the Znotch filter filtering technique can be applied to remove the noise nuisance from a machining signal. In machining, the noise components were identified from the sound produced by the operation of machine components itself such as hydraulic system, motor, machine environment and etc. By correlating the noise components with the measured machining signal, the interested components of the measured machining signal which was less interfered by the noise, can be extracted. Thus, the filtered signal is more reliable to be analysed in terms of noise content compared to the unfiltered signal. Significantly, the I-kaz method i.e. comprises of three dimensional graphical representation and I-kaz coefficient, Z∞ could differentiate between the filtered and the unfiltered signal. The bigger space of scattering and the higher value of Z∞ demonstrated that the signal was highly interrupted by noise. This method can be utilised as a proactive tool in evaluating the noise content in a signal. The evaluation of noise content is very important as well as the elimination especially for machining operation fault diagnosis purpose. The Z-notch filtering technique was reliable in extracting noise component from the measured machining signal with high efficiency. Even though the measured signal was exposed to high noise disruption, the signal generated from the interaction between cutting tool and work piece still can be acquired. Therefore, the interruption of noise that could change the original signal feature and consequently can deteriorate the useful sensory information can be eliminated.
Abstract: In this paper, cloud resource broker using goalbased
request in medical application is proposed. To handle recent
huge production of digital images and data in medical informatics
application, the cloud resource broker could be used by medical
practitioner for proper process in discovering and selecting correct
information and application. This paper summarizes several
reviewed articles to relate medical informatics application with
current broker technology and presents a research work in applying
goal-based request in cloud resource broker to optimize the use of
resources in cloud environment. The objective of proposing a new
kind of resource broker is to enhance the current resource
scheduling, discovery, and selection procedures. We believed that
it could help to maximize resources allocation in medical
informatics application.
Abstract: This paper presents image compression with wavelet based method. The wavelet transformation divides image to low- and high pass filtered parts. The traditional JPEG compression technique requires lower computation power with feasible losses, when only compression is needed. However, there is obvious need for wavelet based methods in certain circumstances. The methods are intended to the applications in which the image analyzing is done parallel with compression. Furthermore, high frequency bands can be used to detect changes or edges. Wavelets enable hierarchical analysis for low pass filtered sub-images. The first analysis can be done for a small image, and only if any interesting is found, the whole image is processed or reconstructed.
Abstract: The Siemens Healthcare Sector is one of the world's
largest suppliers to the healthcare industry and a trendsetter in
medical imaging and therapy, laboratory diagnostics, medical
information technology, and hearing aids.
Siemens offers its customers products and solutions for the entire
range of patient care from a single source – from prevention and
early detection to diagnosis, and on to treatment and aftercare. By
optimizing clinical workflows for the most common diseases,
Siemens also makes healthcare faster, better, and more cost effective.
The optimization of clinical workflows requires a
multidisciplinary focus and a collaborative approach of e.g. medical
advisors, researchers and scientists as well as healthcare economists.
This new form of collaboration brings together experts with deep
technical experience, physicians with specialized medical knowledge
as well as people with comprehensive knowledge about health
economics.
As Charles Darwin is often quoted as saying, “It is neither the
strongest of the species that survive, nor the most intelligent, but the
one most responsive to change," We believe that those who can
successfully manage this change will emerge as winners, with
valuable competitive advantage.
Current medical information and knowledge are some of the core
assets in the healthcare industry. The main issue is to connect
knowledge holders and knowledge recipients from various
disciplines efficiently in order to spread and distribute knowledge.

Abstract: The impact of the information revolution is double
edged. While it is applauded for its versatility and performance
robustness and acclaimed for making life smooth and easy, on the
other hand people are concerned about its dark side especially to
younger generations. The education system should extend its
educating role beyond the school to home. Parents should be included
in forming the policies of Internet use as well as in the curriculum
delivery. This paper discusses how curriculum can be instrumental in
addressing social and ethical issues resulted from the Internet.
Abstract: Unified Theory of Acceptance and Use of Technology
(UTAUT) model has demonstrated the influencing factors for generic
information systems use such as tablet personal computer (TPC) and
mobile communication. However, in the context of digital library
system, there has been very little effort to determine factors affecting
the intention to use digital library based on the UTAUT model. This
paper investigates factors that are expected to influence the intention
of postgraduate students to use digital library based on modified
UTAUT model. The modified model comprises of constructs
represented by several latent variables, namely performance
expectancy (PE), effort expectancy (EE), information quality (IQ)
and service quality (SQ) and moderated by age, gender and
experience in using digital library. Results show that performance
expectancy, effort expectancy and information quality are positively
related to the intention to use digital library, while service quality is
negatively related to the intention to use digital library. Age and
gender have shown no evidence of any significant interactions, while
experience in using digital library significantly interacts with effort
expectancy and intention to use digital library. This has provided the
evidence of a moderating effect of experience in the intention to use
digital library. It is expected that this research will shed new lights
into research of acceptance and intention to use the library in a digital
environment.
Abstract: The paper presents the results of the European EIE
project “Realising the potential for small scale renewable energy
sources in the home – Kyotointhehome". The project's global aim is
to inform and educate teachers, students and their families so that
they can realise the need and can assess the potential for energy
efficiency (EE) measures and renewable energy sources (RES) in
their homes. The project resources were translated and trialled by 16
partners in 10 European countries.
A web-based methodology which will enable families to assess
how RES can be incorporated into energy efficient homes was
accomplished. The web application “KYOTOINHOME" will help
the citizens to identify what they can do to help their community
meet the Kyoto target for greenhouse gas reductions and prevent
global warming. This application provides useful information on how
the citizens can use renewable energy sources in their home to
provide space heating and cooling, hot water and electricity. A
methodology for assessing heat loss in a dwelling and application of
heat pump system was elaborated and will be implemented this year.
For schools, we developed a set of practical activities concerned with
preventing climate change through using renewable energy sources.
Complementary resources will also developed in the Romanian
research project “Romania Contribution to the European Targets
Regarding the Development of Renewable Energy Sources" -
PROMES.
Abstract: Deep cold rolling (DCR) and low plasticity burnishing (LPB) process are cold working processes, which easily produce a smooth and work-hardened surface by plastic deformation of surface irregularities. The present study focuses on the surface roughness and surface hardness aspects of AISI 4140 work material, using fractional factorial design of experiments. The assessment of the surface integrity aspects on work material was done, in order to identify the predominant factors amongst the selected parameters. They were then categorized in order of significance followed by setting the levels of the factors for minimizing surface roughness and/or maximizing surface hardness. In the present work, the influence of main process parameters (force, feed rate, number of tool passes/overruns, initial roughness of the work piece, ball material, ball diameter and lubricant used) on the surface roughness and the hardness of AISI 4140 steel were studied for both LPB and DCR process and the results are compared. It was observed that by using LPB process surface hardness has been improved by 167% and in DCR process surface hardness has been improved by 442%. It was also found that the force, ball diameter, number of tool passes and initial roughness of the workpiece are the most pronounced parameters, which has a significant effect on the work piece-s surface during deep cold rolling and low plasticity burnishing process.
Abstract: Compensating physiological motion in the context
of minimally invasive cardiac surgery has become an attractive
issue since it outperforms traditional cardiac procedures offering
remarkable benefits. Owing to space restrictions, computer vision
techniques have proven to be the most practical and suitable solution.
However, the lack of robustness and efficiency of existing methods
make physiological motion compensation an open and challenging
problem. This work focusses on increasing robustness and efficiency
via exploration of the classes of 1−and 2−regularized optimization,
emphasizing the use of explicit regularization. Both approaches are
based on natural features of the heart using intensity information.
Results pointed out the 1−regularized optimization class as the best
since it offered the shortest computational cost, the smallest average
error and it proved to work even under complex deformations.
Abstract: e-Government is already in its second decade. Prerequisite for further development and adaptation to new realities is the optimal management of administrative information and knowledge production by those involved, i.e. the public sector, citizens and businesses. Nowadays, the amount of information displayed or distributed on the Internet has reached enormous dimensions, resulting in serious difficulties when extracting and managing knowledge. The semantic web is expected to play an important role in solving this problem and the technologies that support it. In this article, we address some relevant issues.
Abstract: Some methodologies were compared in providing
erosion maps of surface, rill and gully and erosion features, in
research which took place in the Varamin sub-basin, north-east
Tehran, Iran. A photomorphic unit map was produced from
processed satellite images, and four other maps were prepared by the
integration of different data layers, including slope, plant cover,
geology, land use, rocks erodibility and land units. Comparison of
ground truth maps of erosion types and working unit maps indicated
that the integration of land use, land units and rocks erodibility layers
with satellite image photomorphic units maps provide the best
methods in producing erosion types maps.

Abstract: Technology changes have been acknowledged as a
critical factor in determining competitiveness of organization. Under
such environment, the right anticipation of technology change has
been of huge importance in strategic planning. To monitor technology
change, technology forecasting (TF) is frequently utilized. In
academic perspective, TF has received great attention for a long time.
However, few researches have been conducted to provide overview of
the TF literature. Even though some studies deals with review of TF
research, they generally focused on type and characteristics of various
TF, so hardly provides information about patterns of TF research and
which TF method is used in certain technology industry. Accordingly,
this study profile developments in and patterns of scholarly research in
TF over time. Also, this study investigates which technology
industries have used certain TF method and identifies their
relationships. This study will help in understanding TF research trend
and their application area.
Abstract: In this paper, we focus on the problem of driving and
herding a collection of autonomous actors to a given area. Then, a
new method based on multi-agent coordination is proposed for
solving the problem.
In our proposed method, we assume that the environment is
covered by sensors. When an event is occurred, sensors forward
information to a sink node. Based on received information, the sink
node will estimate the direction and the speed of movement of actors
and announce the obtained value to the actors. The actors coordinate
to reach the target location.
Abstract: Application of wood in rural construction is diffused
all around the world since remote times. However, its inclusion in
structural design deserves strong support from broad knowledge of
material properties. The pertinent literature reveals the application of
optical methods in determining the complete field displacement on
bodies exhibiting regular as well as irregular surfaces. The use of
moiré techniques in experimental mechanics consists in analyzing the
patterns generated on the body surface before and after deformation.
The objective of this research work is to study the qualitative
deformation behavior of wooden testing specimens under specific
loading situations. The experiment setup follows the literature
description of shadow moiré methods. Results indicate strong
anisotropy influence of the generated displacement field. Important
qualitative as well as quantitative stress and strain distribution were
obtained wooden members which are applicable to rural
constructions.
Abstract: Construction of tunnels is connected with high
uncertainty in the field of costs, construction period, safety and
impact on surroundings. Risk management became therefore a
common part of tunnel projects, especially after a set of fatal
collapses occurred in 1990's. Such collapses are caused usually by
combination of factors that can be divided into three main groups, i.e.
unfavourable geological conditions, failures in the design and
planning or failures in the execution.
This paper suggests a procedure enabling quantification of the
excavation risk related to extraordinary accidents using FTA and
ETA tools. It will elaborate on a common process of risk analysis and
enable the transfer of information and experience between particular
tunnel construction projects. Further, it gives a guide for designers,
management and other participants, how to deal with risk of such
accidents and how to make qualified decisions based on a
probabilistic approach.

GIS technologies in construction industry is presented. GIS
technologies have the potential to solve space related problems of
construction industry involving complex visualization, integration of
information, route planning, E-commerce, cost estimation, etc. GISbased
methodology to handle time and space issues of construction
projects scheduling is developed and discussed in this paper.
Abstract: With the advantage of wireless network technology,
there are a variety of mobile applications which make the issue of
wireless sensor networks as a popular research area in recent years.
As the wireless sensor network nodes move arbitrarily with the
topology fast change feature, mobile nodes are often confronted with
the void issue which will initiate packet losing, retransmitting,
rerouting, additional transmission cost and power consumption.
When transmitting packets, we would not predict void problem
occurring in advance. Thus, how to improve geographic routing with
void avoidance in wireless networks becomes an important issue. In
this paper, we proposed a greedy geographical void routing algorithm
to solve the void problem for wireless sensor networks. We use the
information of source node and void area to draw two tangents to
form a fan range of the existence void which can announce voidavoiding
message. Then we use source and destination nodes to draw
a line with an angle of the fan range to select the next forwarding
neighbor node for routing. In a dynamic wireless sensor network
environment, the proposed greedy void avoiding algorithm can be
more time-saving and more efficient to forward packets, and improve
current geographical void problem of wireless sensor networks.
