Abstract: The public sector holds large amounts of data of
various areas such as social affairs, economy, or tourism. Various
initiatives such as Open Government Data or the EU Directive on
public sector information aim to make these data available for public
and private service providers. Requirements for the provision of
public sector data are defined by legal and organizational
frameworks. Surprisingly, the defined requirements hardly cover
security aspects such as integrity or authenticity.
In this paper we discuss the importance of these missing
requirements and present a concept to assure the integrity and
authenticity of provided data based on electronic signatures. We
show that our concept is perfectly suitable for the provisioning of
unaltered data. We also show that our concept can also be extended
to data that needs to be anonymized before provisioning by
incorporating redactable signatures. Our proposed concept enhances
trust and reliability of provided public sector data.
Abstract: Microstrip lines, widely used for good reason, are
broadband in frequency and provide circuits that are compact and
light in weight. They are generally economical to produce since they
are readily adaptable to hybrid and monolithic integrated circuit (IC)
fabrication technologies at RF and microwave frequencies. Although,
the existing EM simulation models used for the synthesis and
analysis of microstrip lines are reasonably accurate, they are
computationally intensive and time consuming. Neural networks
recently gained attention as fast and flexible vehicles to microwave
modeling, simulation and optimization. After learning and
abstracting from microwave data, through a process called training,
neural network models are used during microwave design to provide
instant answers to the task learned.This paper presents simple and
accurate ANN models for the synthesis and analysis of Microstrip
lines to more accurately compute the characteristic parameters and
the physical dimensions respectively for the required design
specifications.
Abstract: This study on “The relationship between human
resource practices and Firm Performance is a speculative
investigation research. The purpose of this research are (1) to provide
and to understand of HRM history and current HR practices in the
Philippines (2) to examine the extent of HRM practice among its
Philippine firms effectively; (3) to investigate the relationship
between HRM practice and firm performance in the Philippines. The
survey was done to 233 companies in the Philippines. The
questionnaire is divided into three parts a) to gathers information on
the profile of respondent, b) to measures the extent to which human
resource practices are being practiced in their organization c) to
measure the organizations performance as perceived by human
resource managers and top executives as compared with their
competitors in the same industry. As a result an interesting finding
was that almost 50 percent of firm performance is affected by the
extent of implementation of HR practices in the firm. These results
show that HR practices that are in line with the organization’s
strategic goals are important for future performance.
Abstract: One of the essential sectors of Myanmar economy is
agriculture which is sensitive to climate variation. The most
important climatic element which impacts on agriculture sector is
rainfall. Thus rainfall prediction becomes an important issue in
agriculture country. Multi variables polynomial regression (MPR)
provides an effective way to describe complex nonlinear input output
relationships so that an outcome variable can be predicted from the
other or others. In this paper, the modeling of monthly rainfall
prediction over Myanmar is described in detail by applying the
polynomial regression equation. The proposed model results are
compared to the results produced by multiple linear regression model
(MLR). Experiments indicate that the prediction model based on
MPR has higher accuracy than using MLR.
Abstract: Radio Frequency Identification (RFID) system is
looked upon as one of the top ten important technologies in the 20th
century and find its applications in many fields such as car industry.
The intelligent cars are one important part of this industry and always
try to find new and satisfied intelligent cars. The purpose of this
paper is to introduce an intelligent car with the based of RFID. By
storing the moving control commands such as turn right, turn left,
speed up and speed down etc. into the RFID tags beforehand and
sticking the tags on the tracks Car can read the moving control
commands from the tags and accomplish the proper actions.
Abstract: To study the effect of suitable methods for
propagation of True Potato Seed (TPS) progenies, transplant and
selection of the best progenies, a factorial experiment base on a
randomized complete block design was carried out in the research
field of Sahneh region, Kermanshah, Iran during 2009-2010. Five
selective progenies from CIP (International Potato Center) including
CIP.994013, CIP.994002, CIP.994014, CIP.888006, and
CIP.994001 and two transplant preparation methods (Paper pot
preparation for mechanical cultivation and preparation in transplant
trays for manual cultivation) were studied in three replications.
Results showed that different progenies had no significant effect on
plant height (cm) and tuber yield (t ha-1), whereas had a significant
effect on number of tubers per unit area (m2). There was significant
difference between transplant preparation methods for plant height
and tuber yield. The interaction effect of progenies and transplant
preparation method was not significant for these traits. CIP.888006
progeny and paper pot preparation method produced the highest
tuber yields. Also CIP.994002 and CIP.994014 progenies considered
as the best progenies under paper pot preparation method due to high
yields.
Abstract: This paper argues that fostering mutual understanding in landscape planning is as much about the planners educating stakeholder groups as the stakeholders educating the planners. In other words it is an epistemological agreement as to the meaning and nature of place, especially where an effort is made to go beyond the quantitative aspects, which can be achieved by the phenomenological experience of the Virtual Reality (VR) environment. This education needs to be a bi-directional process in which distance can be both temporal as well as spatial separation of participants, that there needs to be a common framework of understanding in which neither 'side' is disadvantaged during the process of information exchange and it follows that a medium such as VR offers an effective way of overcoming some of the shortcomings of traditional media by taking advantage of continuing technological advances in Information, Technology and Communications (ITC). In this paper we make particular reference to this as an extension to Geographical Information Systems (GIS). VR as a two-way communication tool offers considerable potential particularly in the area of Public Participation GIS (PPGIS). Information rich virtual environments that can operate over broadband networks are now possible and thus allow for the representation of large amounts of qualitative and quantitative information 'side-by-side'. Therefore, with broadband access becoming standard for households and enterprises alike, distributed virtual reality environments have great potential to contribute to enabling stakeholder participation and mutual learning within the planning context.
Abstract: Cytogenetic analysis still remains the gold standard method for prenatal diagnosis of trisomy 21 (Down syndrome, DS). Nevertheless, the conventional cytogenetic analysis needs live cultured cells and is too time-consuming for clinical application. In contrast, molecular methods such as FISH, QF-PCR, MLPA and quantitative Real-time PCR are rapid assays with results available in 24h. In the present study, we have successfully used a novel MGB TaqMan probe-based real time PCR assay for rapid diagnosis of trisomy 21 status in Down syndrome samples. We have also compared the results of this molecular method with corresponding results obtained by the cytogenetic analysis. Blood samples obtained from DS patients (n=25) and normal controls (n=20) were tested by quantitative Real-time PCR in parallel to standard G-banding analysis. Genomic DNA was extracted from peripheral blood lymphocytes. A high precision TaqMan probe quantitative Real-time PCR assay was developed to determine the gene dosage of DSCAM (target gene on 21q22.2) relative to PMP22 (reference gene on 17p11.2). The DSCAM/PMP22 ratio was calculated according to the formula; ratio=2 -ΔΔCT. The quantitative Real-time PCR was able to distinguish between trisomy 21 samples and normal controls with the gene ratios of 1.49±0.13 and 1.03±0.04 respectively (p value
Abstract: This paper analyzes the linkage between migration,
economic globalization and terrorism concerns. On a broad level, I
analyze Canadian economic and political considerations, searching
for causal relationships between political and economic actors on the
one hand, and Canadian immigration law on the other. Specifically,
the paper argues that there are contradictory impulses affecting state
sovereignty. These impulses are are currently being played out in the
field of Canadian immigration law through several proposed changes
to Canada-s Immigration and Refugee Protection Act (IRPA). These
changes reflect an ideological conception of sovereignty that is
intrinsically connected with decision-making capacity centered on an
individual. This conception of sovereign decision-making views
Parliamentary debate and bureaucratic inefficiencies as both equally
responsible for delaying essential decisions relating to the protection
of state sovereignty, economic benefits and immigration control This
paper discusses these concepts in relation to Canadian immigration

Abstract: Mouse L929 fibroblastic cell line, which is widely
used in many experiment aspects, was tested for their differentiation
potency in osteogenic differentiation and adipogenic differentiation.
Human dermal fibroblasts, which their differentiation potency are
still be in confliction, also be taken in the experiment. The
differentiations were conducted by using the inducing medium
ingredients which is generally used to induce differentiation of stem
cells. By the inducing media used, L929 mouse fibroblasts
successfully underwent osteogenic differentiation and adipogenic
differentiation while human dermal fibroblasts underwent only
osteogenic differentiation but not for adipogenic differentiation.
Human dermal fibroblasts are hard to be differentiated in adipogenic
lineage and need specific proper condition for induction.
Abstract: This paper investigates the effects of knowledge-based acceleration feedback control integrated with Automatic Generation Control (AGC) to enhance the quality of frequency control of governing system. The Intelligent Acceleration Feedback Controller (IAFC) is proposed to counter the over and under frequency occurrences due to major load change in power system network. Therefore, generator tripping and load shedding operations can be reduced. Meanwhile, the integration of IAFC with AGC, a well known Load-Frequency Control (LFC) is essential to ensure the system frequency is restored to the nominal value. Computer simulations of frequency response of governing system are used to optimize the parameters of IAFC. As a result, there is substantial improvement on the LFC of governing system that employing the proposed control strategy.
Abstract: Script identification is one of the challenging steps in the development of optical character recognition system for bilingual or multilingual documents. In this paper an attempt is made for identification of English numerals at word level from Punjabi documents by using Gabor features. The support vector machine (SVM) classifier with five fold cross validation is used to classify the word images. The results obtained are quite encouraging. Average accuracy with RBF kernel, Polynomial and Linear Kernel functions comes out to be greater than 99%.
Abstract: This paper focuses on a critical component of the situational awareness (SA), the neural control of depth flight of an autonomous underwater vehicle (AUV). Constant depth flight is a challenging but important task for AUVs to achieve high level of autonomy under adverse conditions. With the SA strategy, we proposed a multirate neural control of an AUV trajectory using neural network model reference controller for a nontrivial mid-small size AUV "r2D4" stochastic model. This control system has been demonstrated and evaluated by simulation of diving maneuvers using software package Simulink. From the simulation results it can be seen that the chosen AUV model is stable in the presence of high noise, and also can be concluded that the fast SA of similar AUV systems with economy in energy of batteries can be asserted during the underwater missions in search-and-rescue operations.
Abstract: The switching lag-time and the voltage drop across
the power devices cause serious waveform distortions and
fundamental voltage drop in pulse width-modulated inverter output.
These phenomenons are conspicuous when both the output frequency
and voltage are low. To estimate the output voltage from the PWM
reference signal it is essential to take account of these imperfections
and to correct them. In this paper, on-line compensation method is
presented. It needs three simple blocs to add at the ideal reference
voltages. This method does not require any additional hardware
circuit and off- line experimental measurement. The paper includes
experimental results to demonstrate the validity of the proposed
method. It is applied, finally, in case of indirect vector controlled
induction machine and implemented using dSpace card.
Abstract: This paper deals with a high-order accurate Runge
Kutta Discontinuous Galerkin (RKDG) method for the numerical
solution of the wave equation, which is one of the simple case of a
linear hyperbolic partial differential equation. Nodal DG method is
used for a finite element space discretization in 'x' by discontinuous
approximations. This method combines mainly two key ideas which
are based on the finite volume and finite element methods. The
physics of wave propagation being accounted for by means of
Riemann problems and accuracy is obtained by means of high-order
polynomial approximations within the elements. High order accurate
Low Storage Explicit Runge Kutta (LSERK) method is used for
temporal discretization in 't' that allows the method to be nonlinearly
stable regardless of its accuracy. The resulting RKDG
methods are stable and high-order accurate. The L1 ,L2 and L∞ error
norm analysis shows that the scheme is highly accurate and effective.
Hence, the method is well suited to achieve high order accurate
solution for the scalar wave equation and other hyperbolic equations.
Abstract: We present a BeeBot, Binus Multi-client Intelligent Telepresence Robot, a custom-build robot system specifically designed for teleconference with multiple person using omni directional actuator. The robot is controlled using a computer networks, so the manager/supervisor can direct the robot to the intended person to start a discussion/inspection. People tracking and autonomous navigation are intelligent features of this robot. We build a web application for controlling the multi-client telepresence robot and open-source teleconference system used. Experimental result presented and we evaluated its performance.
Abstract: Single Minute Exchange of Dies (SMED) mainly focuses on recognition of internal and external activities. It is concerned particularly with transferring internal activities into external ones in as many numbers as possible, by also minimizing the internal ones. The validity of the method and procedures are verified by an application a Styrofoam manufacturing process where setup times are critical for time reduction. Significant time savings have been achieved with minimum investment. Further, the issues related with employer safety and ergonomics principles during die exchange are noted.
Abstract: In this paper, we combine a probabilistic neural method with radial-bias functions in order to construct the lithofacies of the wells DF01, DF02 and DF03 situated in the Triassic province of Algeria (Sahara). Lithofacies is a crucial problem in reservoir characterization. Our objective is to facilitate the experts' work in geological domain and to allow them to obtain quickly the structure and the nature of lands around the drilling. This study intends to design a tool that helps automatic deduction from numerical data. We used a probabilistic formalism to enhance the classification process initiated by a Self-Organized Map procedure. Our system gives lithofacies, from well-log data, of the concerned reservoir wells in an aspect easy to read by a geology expert who identifies the potential for oil production at a given source and so forms the basis for estimating the financial returns and economic benefits.
Abstract: Entrepreneurs are important for national labour markets and economies in that they contribute significantly to economic growth as well as provide the majority of jobs and create new ones. According to the Global Entrepreneurship Monitor’s “Report on Women and Entrepreneurship”, investment in women’s entrepreneurship is an important way to exponentially increase the impact of new venture creation finding ways to empower women’s participation and success in entrepreneurship are critical for more sustainable and successful economic development. Our results confirm that they are still differences between men and women entrepreneurs The reasons seems to be the lack of specific business skills, the less extensive social network, and the lack of identification patterns among women. Those differences can be explained by the fact that women still have fewer opportunities to make a career. If this is correct, we can predict an increasing proportion of women among entrepreneurs in the next years. Concerning the development of a favorable environment for developing and enhancing women entrepreneurship activities, our results show the insertion in a network and the role of a model doubtless represent elements determining in the choice to launch an entrepreneurship activity, as well as a precious resource for the success of her company.
Abstract: This paper presents a new problem solving approach
that is able to generate optimal policy solution for finite-state
stochastic sequential decision-making problems with high data
efficiency. The proposed algorithm iteratively builds and improves
an approximate Markov Decision Process (MDP) model along with
cost-to-go value approximates by generating finite length trajectories
through the state-space. The approach creates a synergy between an
approximate evolving model and approximate cost-to-go values to
produce a sequence of improving policies finally converging to the
optimal policy through an intelligent and structured search of the
policy space. The approach modifies the policy update step of the
policy iteration so as to result in a speedy and stable convergence to
the optimal policy. We apply the algorithm to a non-holonomic
mobile robot control problem and compare its performance with
other Reinforcement Learning (RL) approaches, e.g., a) Q-learning,
b) Watkins Q(λ), c) SARSA(λ).
