Abstract: Domestic violence, trafficking with human beings especially violence against children, is a worldwide problem. Hence, it remains one of the most widespread forms of violence in Kosovo and which often continues to be described as a "closed door issue". Recognition, acceptance and prioritization of cases of domestic violence definitely require a much greater awareness of individuals in institutions for the risks, consequences and costs that the lack of such a well-coordinated response brings to the country. Considering that children are the future and the wealth of the country, violence and neglect against them should be treated as carefully as possible. The purpose of this paper is to identify steps towards prevention of the domestic violence and trafficking with human beings, so that the reflection of the consequences and the psychological flow do not reflect to a large extent in society. In this study is described: How is the phenomenon of domestic violence related to trafficking in human beings? The methods used are: historical, comparative, qualitative. Data derived from the relevant institutions were presented, i.e., by the actors who are the first reactors as well as the policy makers. Although these phenomena are present in all countries of the world, Kosovo is no exception and therefore comparisons of the development of child abuse have been made with other countries in the region as well. Since Kosovo is a country in transition, a country with a relatively high level of education, low economic development, high unemployment, political instability, dysfunctional legal infrastructure, it can be concluded that the potential for the development of negative phenomena is present and inevitable. Thus, during the research, the stages of development of these phenomena are analyzed, determining the causes and consequences which come from abuse, neglect of children and the impact on trafficking in human beings. The Kosovar family (parental responsibility), culture and religion, social services, the dignity of the abused child, etc. were analyzed. The review was also done on the legislation, educational institutions (curricula), governmental and non-governmental institutions their responsibilities and cooperation towards combating child abuse and trafficking. It is worth noting that during the work on paper, recommendations and conclusions have been drawn where it is concluded that we need an environment with educational reforms, stability in the political environment, economic development, a review of social policies, greater awareness of society, more adequate information through media, so that information and awareness could penetrate even in the most remote places of Kosovo society.
Abstract: The construction industry and housing subsector are fraught with risks that have the potential of negatively impacting on the achievement of project objectives. The success or otherwise of most construction projects depends to large extent on how well these risks have been managed. The recent paradigm shift by the subsector to use of formal risk management approach in contrast to hitherto developed rules of thumb means that risks must not only be identified but also properly assessed and responded to in a systematic manner. The study focused on identifying risks associated with housing development projects and prioritisation assessment of the identified risks in order to provide basis for informed decision. The study used a three-step identification framework: review of literature for similar projects, expert consultation and questionnaire based survey to identify potential risk factors. Delphi survey method was employed in carrying out the relative prioritization assessment of the risks factors using computer-based Analytical Hierarchical Process (AHP) software. The results show that 19 out of the 50 risks significantly impact on housing development projects. The study concludes that although significant numbers of risk factors have been identified as having relevance and impacting to housing construction projects, economic risk group and, in particular, ‘changes in demand for houses’ is prioritised by most developers as posing a threat to the achievement of their housing development objectives. Unless these risks are carefully managed, their effects will continue to impede success in these projects. The study recommends the adoption and use of the combination of multi-technique identification framework and AHP prioritization assessment methodology as a suitable model for the assessment of risks in housing development projects.
Abstract: This paper examines vulnerability assessment of water resources in a semi-arid basin using the 4-step approach. The vulnerability assessment framework is developed to study the water resources vulnerability which includes the creation of GIS-based vulnerability maps. These maps represent the spatial variability of the vulnerability index. This paper introduces the 4-step approach to assess vulnerability that incorporates a new set of indicators. The approach is demonstrated using a framework composed of a precipitation data for (1975–2010) period, temperature data for (1965–2010) period, hydrological model outputs and the water resources GIS data base. The vulnerability assessment is a function of three components such as exposure, sensitivity and adaptive capacity. The current water resources vulnerability is assessed using GIS based spatio-temporal information. Rainfall Coefficient of Variation, monsoon onset and end date, rainy days, seasonality indices, temperature are selected for the criterion ‘exposure’. Water yield, ground water recharge, evapotranspiration (ET) are selected for the criterion ‘sensitivity’. Type of irrigation and storage structures are selected for the criterion ‘Adaptive capacity’. These indicators were mapped and integrated in GIS environment using overlay analysis. The five sub-basins, namely Arjunanadhi, Kousiganadhi, Sindapalli-Uppodai and Vallampatti Odai, fall under medium vulnerability profile, which indicates that the basin is under moderate stress of water resources. The paper also explores prioritization of sub-basinwise adaptation strategies to climate change based on the vulnerability indices.
Abstract: Firms are increasingly responding to social and environmental claims from society. Practices oriented to attend issues such as poverty, work equality, or renewable energy, are being implemented more frequently by firms to address impacts on sustainability. However, questions remain on how the responses of firms vary across industries and regions between the social and the economic objectives. Using concepts from organizational theory and social network theory, this paper aims to create a theoretical framework that explains the internal and external influences that make a firm establish its objective. The framework explains why firms might have a different objective orientation in terms of its economic and social prioritization.
Abstract: The present paper addresses to the research in the area of regression testing with emphasis on automated tools as well as prioritization of test cases. The uniqueness of regression testing and its cyclic nature is pointed out. The difference in approach between industry, with business model as basis, and academia, with focus on data mining, is highlighted. Test Metrics are discussed as a prelude to our formula for prioritization; a case study is further discussed to illustrate this methodology. An industrial case study is also described in the paper, where the number of test cases is so large that they have to be grouped as Test Suites. In such situations, a genetic algorithm proposed by us can be used to reconfigure these Test Suites in each cycle of regression testing. The comparison is made between a proprietary tool and an open source tool using the above-mentioned metrics. Our approach is clarified through several tables.
Abstract: Air jet weaving is the most productive, but also the most energy consuming weaving method. Increasing energy costs and environmental impact are constantly a challenge for the manufacturers of weaving machines. Current technological developments concern with low energy costs, low environmental impact, high productivity, and constant product quality. The high degree of energy consumption of the method can be ascribed to the high need of compressed air. An energy efficiency method is applied to the air jet weaving technology. Such method identifies and classifies the main relevant energy consumers and processes from the exergy point of view and it leads to the identification of energy efficiency potentials during the weft insertion process. Starting from the design phase, energy efficiency is considered as the central requirement to be satisfied. The initial phase of the method consists of an analysis of the state of the art of the main weft insertion components in order to point out a prioritization of the high demanding energy components and processes. The identified major components are investigated to reduce the high demand of energy of the weft insertion process. During the interaction of the flow field coming from the relay nozzles within the profiled reed, only a minor part of the stream is really accelerating the weft yarn, hence resulting in large energy inefficiency. Different tools such as FEM analysis, CFD simulation models and experimental analysis are used in order to design a more energy efficient design of the involved components in the filling insertion. A different concept for the metal strip of the profiled reed is developed. The developed metal strip allows a reduction of the machine energy consumption. Based on a parametric and aerodynamic study, the designed reed transmits higher values of the flow power to the filling yarn. The innovative reed fulfills both the requirement of raising energy efficiency and the compliance with the weaving constraints.
Abstract: Net Neutrality (NN) is the principle of treating all online data the same without any prioritization of some over others. A research gap in current scholarship about “violations of NN” and the subsequent ethical concerns paves the way for the following research question: To what extent violations of NN entail ethical concerns and implications for Internet stakeholders? To answer this question, NR is examined using the two major action-based ethical theories, Kantian and Utilitarian, across the relevant Internet stakeholders. First some necessary IT background is provided that shapes how the Internet works and who the key stakeholders are. Following the IT background, the relationship between the stakeholders, users, Internet Service Providers (ISPs) and content providers is discussed and illustrated. Then some violations of NN that are currently occurring is covered, without attracting any attention from the general public from an ethical perspective, as a new term Net Regularity (NR). Afterwards, the current scholarship on NN and its violations are discussed, that are mainly from an economic and sociopolitical perspectives to highlight the lack of ethical discussions on the issue. Before moving on to the ethical analysis however, websites are presented as digital entities that are affected by NR and their happiness is measured using functionalism. The analysis concludes that NR is prone to an unethical treatment of Internet stakeholders in the perspective of both theories. Finally, the current Digital Divide in the world is presented to be able to better illustrate the implications of NR. The implications present the new Internet divide that will take place between individuals within society. Through answering the research question using ethical analysis, it attempts to shed some light on the issue of NR and what kind of society it would lead to. NR would not just lead to a divided society, but divided individuals that are separated by something greater than distance, the Internet.
Abstract: The technological paradigm of the disaster
management field, especially in the case of governmental
intervention strategies, is generally based on rapid and flexible
accommodation solutions. From various technical solution patterns
used to address the immediate housing needs of disaster victims, the
adaptive re-use of existing buildings can be considered to be both
low-cost and practical. However, there is a scarcity of analytical
methods to screen, select and adapt buildings to help decision makers
in cases of emergency. Following an extensive literature review, this
paper aims to highlight key points and problem areas associated with
the adaptive re-use of buildings within the disaster management
context. In other disciplines such as real estate management, the
adaptive re-use potential (ARP) of existing buildings is typically
based on the prioritization of a set of technical and non-technical
criteria which are then weighted to arrive at an economically viable
investment decision. After a disaster, however, the assessment of the
ARP of buildings requires consideration of different/additional layers
of analysis which stem from general disaster management principles
and the peculiarities of different types of disasters, as well as of their
victims. In this paper, a discussion of the development of an adaptive
re-use potential (ARP) assessment model is presented. It is thought
that governmental and non-governmental decision makers who are
required to take quick decisions to accommodate displaced masses
following disasters are likely to benefit from the implementation of
such a model.
Abstract: Bridge condition assessment and rating provide essential information needed for bridge management. This paper reviews bridge inspection and condition rating practices and introduces a defect-based urgency index. The index is estimated at the element-level based on the extent and severity of the different defects typical to the bridge element. The urgency index approach has the following advantages: (1) It facilitates judgment submission, i.e. instead of rating the bridge element with a specific linguistic overall expression (which can be subjective and used differently by different people), the approach is based on assessing the defects; (2) It captures multiple defects that can be present within a deteriorated element; and (3) It reflects how critical the element is through quantifying critical defects and their severity. The approach can be further developed and validated. It is expected to be useful for practical purposes as an early-warning system for critical bridge elements.
Abstract: Test automation allows performing difficult and time
consuming manual software testing tasks efficiently, quickly and
repeatedly. However, development and maintenance of automated
tests is expensive, so it needs a proper prioritization what to automate
first. This paper describes a simple yet efficient approach for such
prioritization of test cases based on the effort needed for both manual
execution and software test automation. The suggested approach is
very flexible because it allows working with a variety of assessment
methods, and adding or removing new candidates at any time. The
theoretical ideas presented in this article have been successfully
applied in real world situations in several software companies by the
authors and their colleagues including testing of real estate websites,
cryptographic and authentication solutions, OSGi-based middleware
framework that has been applied in various systems for smart homes,
connected cars, production plants, sensors, home appliances, car head
units and engine control units (ECU), vending machines, medical
devices, industry equipment and other devices that either contain or
are connected to an embedded service gateway.
Abstract: Total Quality Management (TQM) is a managerial
approach that improves the competitiveness of the industry,
meanwhile Information technology (IT) was introduced with TQM
for handling the technical issues which is supported by quality
experts for fulfilling the customers’ requirement. Present paper aims
to utilise AHP (Analytic Hierarchy Process) methodology to
priorities and rank the hierarchy levels of TQM enablers and IT
resource together for its successful implementation in the Information
and Communication Technology (ICT) industry. A total of 17 TQM
enablers (nine) and IT resources (eight) were identified and
partitioned into 3 categories and were prioritised by AHP approach.
The finding indicates that the 17 sub-criteria can be grouped into
three main categories namely organizing, tools and techniques, and
culture and people. Further, out of 17 sub-criteria, three sub-criteria:
top management commitment and support, total employee
involvement, and continuous improvement got highest priority
whereas three sub-criteria such as structural equation modelling,
culture change, and customer satisfaction got lowest priority. The
result suggests a hierarchy model for ICT industry to prioritise the
enablers and resources as well as to improve the TQM and IT
performance in the ICT industry. This paper has some managerial
implication which suggests the managers of ICT industry to
implement TQM and IT together in their organizations to get
maximum benefits and how to utilize available resources. At the end,
conclusions, limitation, future scope of the study are presented.
Abstract: Different tools and technologies were implemented
for Crisis Response and Management (CRM) which is generally
using available network infrastructure for information exchange.
Depending on type of disaster or crisis, network infrastructure could
be affected and it could not be able to provide reliable connectivity.
Thus any tool or technology that depends on the connectivity could
not be able to fulfill its functionalities. As a solution, a new message
exchange framework has been developed. Framework provides
offline/online information exchange platform for CRM Information
Systems (CRMIS) and it uses XML compression and packet
prioritization algorithms and is based on open source web
technologies. By introducing offline capabilities to the web
technologies, framework will be able to perform message exchange
on unreliable networks. The experiments done on the simulation
environment provide promising results on low bandwidth networks
(56kbps and 28.8 kbps) with up to 50% packet loss and the solution is
to successfully transfer all the information on these low quality
networks where the traditional 2 and 3 tier applications failed.
Abstract: There is decagram of strategic decisions of operations
and production/service management (POSM) within operational
research (OR) which must collate, namely: design, inventory, quality,
location, process and capacity, layout, scheduling, maintain ace, and
supply chain. This paper presents an architectural configuration
conceptual framework of a decagram of sets decisions in a form of
mathematical complete graph and abelian graph.
Mathematically, a complete graph is undirected (UDG), and
directed (DG) a relationship where every pair of vertices is
connected, collated, confluent, and holomorphic.
There has not been any study conducted which, however,
prioritizes the holomorphic sets which of POMS within OR field of
study. The study utilizes OR structured technique known as The
Analytic Hierarchy Process (AHP) analysis for organizing, sorting
and prioritizing(ranking) the sets within the decagram of POMS
according to their attribution (propensity), and provides an analysis
how the prioritization has real-world application within the 21st
century.
Abstract: This research intended to develop the model of community management for sustainable utilization by investigating on 2 groups of population, the family heads and the community management team. The population of the former group consisted of family heads from 511 families in 12 areas to complete the questionnaires which were returned at 479 sets. The latter group consisted of the community management team of 12 areas with 1 representative from each area to give the interview. The questionnaires for the family heads consisted of 2 main parts; general information such as occupations, etc. in the form of checklist. The second part dealt with the data on self reliance community development based on 4P Framework, i.e., People (human resource) development, Place (area) development, Product (economic and income source) development, and Plan (community plan) development in the form of rating scales. Data in the 1st part were calculated to find frequency and percentage while those in the 2nd part were analyzed to find arithmetic mean and SD. Data from the 2nd group of population or the community management team were derived from focus group to find factors influencing successful management together with the in depth interview which were analyzed by descriptive statistics. The results showed that 479 family heads reported that the aspect on the implementation of community plan to self reliance community activities based on Sufficient Economy Philosophy and the 4P was at the average of 3.28 or moderate level. When considering in details, it was found that the 1st aspect was on the area development with the mean of 3.71 or high level followed by human resource development with the mean of 3.44 or moderate level, then, economic and source of income development with the mean of 3.09 or moderate level. The last aspect was community plan development with the mean of 2.89. The results from the small group discussion revealed some factors and guidelines for successful community management as follows: 1) on the People (human resource) development aspect, there was a project to support and develop community leaders. 2) On the aspect of Place (area) development, there was a development on conservative tourism areas. 3) On the aspect of Product (economic and source of income) development, the community leaders promoted the setting of occupational group, saving group, and product processing group. 4) On the aspect of Plan (community plan) development, there was a prioritization through public hearing.
Abstract: In today’s business environment, companies should
make strategic decisions to gain sustainable competitive advantage.
Order selection is a crucial issue among these decisions especially for
steel production industry. When the companies allocate a high
proportion of their design and production capacities to their ongoing
projects, determining which customer order should be chosen among
the potential orders without exceeding the remaining capacity is the
major critical problem. In this study, it is aimed to identify and
prioritize the evaluation factors for the customer order selection
problem. Conjoint Analysis is used to examine the importance level
of each factor which is determined as the potential profit rate per unit
of time, the compatibility of potential order with available capacity,
the level of potential future order with higher profit, customer credit
of future business opportunity, and the negotiability level of
production schedule for the order.
Abstract: Any use of energy in industrial productive activities is combined with various environment impacts. Withintransportation,
this fact was not only found among land transport, railways and maritime transport, but also in the air transport industry. An effective climate protection requires strategies and measures for reducing all
greenhouses gas emissions, in particular carbon dioxide, and must
take into account the economic, ecologic and social aspects. It seem simperative now to develop and manufacture environmentally
friendly products and systems, to reduce consumption and use less
resource, and to save energy and power. Today-sproducts could
better serve these requirements taking into account the integration of
a power management system into the electrical power system. This
paper gives an overview of an approach ofpower management with
load prioritization in modernaircraft. Load dimensioning and load
management strategies on current civil aircraft will be presented and
used as a basis for the proposed approach.
Abstract: The decision to recruit manpower in an organization
requires clear identification of the criteria (attributes) that distinguish
successful from unsuccessful performance. The choice of appropriate
attributes or criteria in different levels of hierarchy in an organization
is a multi-criteria decision problem and therefore multi-criteria
decision making (MCDM) techniques can be used for prioritization
of such attributes. Analytic Hierarchy Process (AHP) is one such
technique that is widely used for deciding among the complex criteria
structure in different levels. In real applications, conventional AHP
still cannot reflect the human thinking style as precise data
concerning human attributes are quite hard to be extracted. Fuzzy
logic offers a systematic base in dealing with situations, which are
ambiguous or not well defined. This study aims at defining a
methodology to improve the quality of prioritization of an
employee-s performance measurement attributes under fuzziness. To
do so, a methodology based on the Extent Fuzzy Analytic Hierarchy
Process is proposed. Within the model, four main attributes such as
Subject knowledge and achievements, Research aptitude, Personal
qualities and strengths and Management skills with their subattributes
are defined. The two approaches conventional AHP
approach and the Extent Fuzzy Analytic Hierarchy Process approach
have been compared on the same hierarchy structure and criteria set.
Abstract: Nowadays, without the awareness of consumer
behavior and correct understanding of it, it is not possible for organizations to take appropriate measures to meet the consumer
needs and demands. The aim of this paper is the identification and
prioritization of the factors affecting the consumer behavior based on
the product value. The population of the study includes all the
consumers of furniture producing firms in East Azarbaijan province,
Iran. The research sample includes 93 people selected by the sampling formula in unlimited population. The data collection
instrument was a questionnaire, the validity of which was confirmed
through face validity and the reliability of which was determined,
using Cronbach's alpha coefficient. The Kolmogorov-Smironov test
was used to test data normality, the t-test for identification of factors
affecting the product value, and Friedman test for prioritizing the
factors. The results show that quality, satisfaction, styling, price, finishing operation, performance, safety, worth, shape, use, and
excellence are placed from 1 to 11 priorities, respectively.
Abstract: The selection of appropriate requirements for product
releases can make a big difference in a product success. The selection
of requirements is done by different requirements prioritization
techniques. These techniques are based on pre-defined and
systematic steps to calculate the requirements relative weight.
Prioritization is complicated by new development settings, shifting
from traditional co-located development to geographically distributed
development. Stakeholders, connected to a project, are distributed all
over the world. These geographically distributions of stakeholders
make it hard to prioritize requirements as each stakeholder have their
own perception and expectations of the requirements in a software
project. This paper discusses limitations of the Analytical Hierarchy
Process with respect to geographically distributed stakeholders-
(GDS) prioritization of requirements. This paper also provides a
solution, in the form of a modified AHP, in order to prioritize
requirements for GDS. We will conduct two experiments in this
paper and will analyze the results in order to discuss AHP limitations
with respect to GDS. The modified AHP variant is also validated in
this paper.
Abstract: This paper suggests an algorithm for the evaluation
and selection of suppliers. At the beginning, all the needed materials and services used by the organization were identified and categorized
with regard to their nature by ABC method. Afterwards, in order to reduce risk factors and maximize the organization's profit, purchase strategies were determined. Then, appropriate criteria were identified for primary evaluation of suppliers applying to the organization. The output of this stage was a list of suppliers qualified by the organization to participate in its tenders. Subsequently, considering a material in particular, appropriate criteria on the ordering of the
mentioned material were determined, taking into account the particular materials' specifications as well as the organization's needs. Finally, for the purpose of validation and verification of the
proposed model, it was applied to Mobarakeh Steel Company (MSC), the qualified suppliers of this Company are ranked by the means of a Hierarchical Fuzzy TOPSIS method. The obtained results
show that the proposed algorithm is quite effective, efficient and easy to apply.
