Abstract: Integration of foreign communities has been a forefront issue in Luxembourg for some time now. The country’s continued progress depends largely on the successful integration of immigrants. The aim of our study was to analyze factors which intervene in the course of integration of Non-EU citizens through the discourse of Non-EU citizens residing in Luxembourg, who have signed the Welcome and Integration Contract (CAI). The two-year contract offers integration services to assist foreigners in getting settled in the country. Semi-structured focus group discussions with 50 volunteers were held in English, French, Spanish, Serbo-Croatian or Chinese. Participants were asked to talk about their integration experiences. Recorded then transcribed, the transcriptions were analyzed with the help of NVivo 10, a qualitative analysis software. A systematic and reiterative analysis of decomposing and reconstituting was realized through (1) the identification of predetermined categories (difficulties, challenges and integration needs) (2) initial coding – the grouping together of similar ideas (3) axial coding – the regrouping of items from the initial coding in new ways in order to create sub-categories and identify other core dimensions. Our results show that intervening factors include language acquisition, professional career and socio-cultural activities or events. Each of these factors constitutes different components whose weight shifts from person to person and from situation to situation. Connecting these three emergent factors are two elements essential to the success of the immigrant’s integration – the role of time and deliberate effort from the immigrants, the community, and the formal institutions charged with helping immigrants integrate. We propose a theoretical model where the factors described may be classified in terms of how they predispose, facilitate, and / or reinforce the process towards a successful integration. Measures currently in place propose one size fits all programs yet integrative measures which target the family unit and those customized to target groups based on their needs would work best.
Abstract: A peer-to-peer storage system has challenges like; peer availability, data protection, churn rate. To address these challenges different redundancy, replacement and repair schemes are used. This paper presents a hybrid scheme of redundancy using replication and erasure coding. We calculate and compare the storage, access, and maintenance costs of our proposed scheme with existing redundancy schemes. For realistic behaviour of peers a trace of live peer-to-peer system is used. The effect of different replication, and repair schemes are also shown. The proposed hybrid scheme performs better than existing double coding hybrid scheme in all metrics and have an improved maintenance cost than hierarchical codes.
Abstract: The laws of Newtonian mechanics allow ab-initio
molecular dynamics to model and simulate particle trajectories in
material science by defining a differentiable potential function. This
paper discusses some considerations for the coding of ab-initio
programs for simulation on a standalone computer and illustrates
the approach by C language codes in the context of embedded
metallic atoms in the face-centred cubic structure. The algorithms use
velocity-time integration to determine particle parameter evolution
for up to several thousands of particles in a thermodynamical
ensemble. Such functions are reusable and can be placed in a
redistributable header library file. While there are both commercial
and free packages available, their heuristic nature prevents dissection.
In addition, developing own codes has the obvious advantage of
teaching techniques applicable to new problems.
Abstract: In this paper, a design of H.263 based wireless video
transceiver is presented for wireless camera system. It uses standard
WIFI transceiver and the covering area is up to 100m. Furthermore the
standard H.263 video encoding technique is used for video
compression since wireless video transmitter is unable to transmit high
capacity raw data in real time and the implemented system is capable
of streaming at speed of less than 1Mbps using NTSC 720x480 video.
Abstract: This paper presents a SAC-OCDMA code with zero cross correlation property to minimize the Multiple Access Interface (MAI) as New Zero Cross Correlation code (NZCC), which is found to be more scalable compared to the other existing SAC-OCDMA codes. This NZCC code is constructed using address segment and data segment. In this work, the proposed NZCC code is implemented in an optical system using the Opti-System software for the spectral amplitude coded optical code-division multiple-access (SAC-OCDMA) scheme. The main contribution of the proposed NZCC code is the zero cross correlation, which reduces both the MAI and PIIN noises. The proposed NZCC code reveals properties of minimum cross-correlation, flexibility in selecting the code parameters and supports a large number of users, combined with high data rate and longer fiber length. Simulation results reveal that the optical code division multiple access system based on the proposed NZCC code accommodates maximum number of simultaneous users with higher data rate transmission, lower Bit Error Rates (BER) and longer travelling distance without any signal quality degradation, as compared to the former existing SAC-OCDMA codes.
Abstract: Numerous signal processing based speech enhancement systems have been proposed to improve intelligibility in the presence of noise. Traditionally, studies of neural vowel encoding have focused on the representation of formants (peaks in vowel spectra) in the discharge patterns of the population of auditory-nerve (AN) fibers. A method is presented for recording high-frequency speech components into a low-frequency region, to increase audibility for hearing loss listeners. The purpose of the paper is to enhance the formant of the speech based on the Kaiser window. The pitch and formant of the signal is based on the auto correlation, zero crossing and magnitude difference function. The formant enhancement stage aims to restore the representation of formants at the level of the midbrain. A MATLAB software’s are used for the implementation of the system with low complexity is developed.
Abstract: Small cell backhaul solutions need to be cost-effective, scalable, and easy to install. This paper presents an overview of small cell backhaul technologies. Wireless solutions including TV white space, satellite, sub-6 GHz radio wave, microwave and mmWave with their backhaul characteristics are discussed. Recent research on issues like beamforming, backhaul architecture, precoding and large antenna arrays, and energy efficiency for dense small cell backhaul with mmWave communications is reviewed. Recent trials of 5G technologies are summarized.
Abstract: MicroRNAs are small non-coding RNA found in
many different species. They play crucial roles in cancer such as
biological processes of apoptosis and proliferation. The identification
of microRNA-target genes can be an essential first step towards to
reveal the role of microRNA in various cancer types. In this paper,
we predict miRNA-target genes for lung cancer by integrating
prediction scores from miRanda and PITA algorithms used as a
feature vector of miRNA-target interaction. Then, machine-learning
algorithms were implemented for making a final prediction. The
approach developed in this study should be of value for future studies
into understanding the role of miRNAs in molecular mechanisms
enabling lung cancer formation.
Abstract: Fractal based digital image compression is a specific
technique in the field of color image. The method is best suited for
irregular shape of image like snow bobs, clouds, flame of fire; tree
leaves images, depending on the fact that parts of an image often
resemble with other parts of the same image. This technique has
drawn much attention in recent years because of very high
compression ratio that can be achieved. Hybrid scheme incorporating
fractal compression and speedup techniques have achieved high
compression ratio compared to pure fractal compression. Fractal
image compression is a lossy compression method in which selfsimilarity
nature of an image is used. This technique provides high
compression ratio, less encoding time and fart decoding process. In
this paper, fractal compression with quad tree and DCT is proposed
to compress the color image. The proposed hybrid schemes require
four phases to compress the color image. First: the image is
segmented and Discrete Cosine Transform is applied to each block of
the segmented image. Second: the block values are scanned in a
zigzag manner to prevent zero co-efficient. Third: the resulting image
is partitioned as fractals by quadtree approach. Fourth: the image is
compressed using Run length encoding technique.
Abstract: A myriad of environmental issues face the Nigerian
industrial region, resulting from; oil and gas production, mining,
manufacturing and domestic wastes. Amidst these, much effort has
been directed by stakeholders in the Nigerian oil producing regions,
because of the impacts of the region on the wider Nigerian economy.
Although collaborative environmental management has been noted as
an effective approach in managing environmental issues, little
attention has been given to the roles and practices of stakeholders in
effecting a collaborative environmental management framework for
the Nigerian oil-producing region. This paper produces a framework
to expand and deepen knowledge relating to stakeholders aspects of
collaborative roles in managing environmental issues in the Nigeria
oil-producing region. The knowledge is derived from analysis of
stakeholders’ practices – studied through multiple case studies using
document analysis. Selected documents of key stakeholders –
Nigerian government agencies, multi-national oil companies and host
communities, were analyzed. Open and selective coding was
employed manually during document analysis of data collected from
the offices and websites of the stakeholders. The findings showed
that the stakeholders have a range of roles, practices, interests, drivers
and barriers regarding their collaborative roles in managing
environmental issues. While they have interests for efficient resource
use, compliance to standards, sharing of responsibilities, generating
of new solutions, and shared objectives; there is evidence of major
barriers and these include resource allocation, disjointed policy,
ineffective monitoring, diverse socio- economic interests, lack of
stakeholders’ commitment and limited knowledge sharing. However,
host communities hold deep concerns over the collaborative roles of
stakeholders for economic interests, particularly, where government
agencies and multi-national oil companies are involved. With these
barriers and concerns, a genuine stakeholders’ collaboration is found
to be limited, and as a result, optimal environmental management
practices and policies have not been successfully implemented in the
Nigeria oil-producing region. A framework is produced that describes
practices that characterize collaborative environmental management
might be employed to satisfy the stakeholders’ interests. The
framework recommends critical factors, based on the findings, which
may guide a collaborative environmental management in the oil
producing regions. The recommendations are designed to re-define
the practices of stakeholders in managing environmental issues in the
oil producing regions, not as something wholly new, but as an
approach essential for implementing a sustainable environmental
policy. This research outcome may clarify areas for future research as
well as to contribute to industry guidance in the area of collaborative
environmental management.
Abstract: In this paper genetic based test data compression is
targeted for improving the compression ratio and for reducing the
computation time. The genetic algorithm is based on extended pattern
run-length coding. The test set contains a large number of X value
that can be effectively exploited to improve the test data
compression. In this coding method, a reference pattern is set and its
compatibility is checked. For this process, a genetic algorithm is
proposed to reduce the computation time of encoding algorithm. This
coding technique encodes the 2n compatible pattern or the inversely
compatible pattern into a single test data segment or multiple test data
segment. The experimental result shows that the compression ratio
and computation time is reduced.
Abstract: Wheat is the first and the most important grain of the
world and its bakery property is due to glutenin and gliadin qualities.
Wheat seed proteins were divided into four groups according to
solubility including albumin, globulin, glutenin and prolamin or
gliadin. Gliadins are major components of the storage proteins in
wheat endosperm. It seems that little information is available about
gliadin genes in Iranian wild relatives of wheat. Thus, the aim of this
study was the evaluation of the wheat wild relatives collected from
different origins of Zagros Mountains in Iran, in terms of coding
gliadin genes using specific primers. For this, forty accessions of
Triticum boeoticum and Triticum urartu were selected for this study.
For each accession, genomic DNA was extracted and PCRs were
performed in total volumes of 15 μl. The amplification products were
separated on 1.5% agarose gels. In results, for Gli-2A locus three
allelic variants were detected by Gli-2As primer pairs. The sizes of
PCR products for these alleles were 210, 490 and 700 bp. Only five
(13%) and two accessions (5%) produced 700 and 490 bp fragments
when their DNA was amplified with the Gli.As.2 primer pairs.
However, 93% of the accessions carried allele 210 bp, and only 8%
did not any product for this marker. Therefore, these germplasm
could be used as rich gene pool to broaden the genetic base of bread
wheat.
Abstract: This paper integrates Octagon and Square Search
pattern (OCTSS) motion estimation algorithm into H.264/AVC
(Advanced Video Coding) video codec in Adaptive Group of Pictures
(AGOP) mode. AGOP structure is computed based on scene change
in the video sequence. Octagon and square search pattern block-based
motion estimation method is implemented in inter-prediction process
of H.264/AVC. Both these methods reduce bit rate and computational
complexity while maintaining the quality of the video sequence
respectively. Experiments are conducted for different types of video
sequence. The results substantially proved that the bit rate,
computation time and PSNR gain achieved by the proposed method
is better than the existing H.264/AVC with fixed GOP and AGOP.
With a marginal gain in quality of 0.28dB and average gain in bitrate
of 132.87kbps, the proposed method reduces the average computation
time by 27.31 minutes when compared to the existing state-of-art
H.264/AVC video codec.
Abstract: In the context of the handwriting recognition, we
propose an off line system for the recognition of the Arabic
handwritten words of the Algerian departments. The study is based
mainly on the evaluation of neural network performances, trained
with the gradient back propagation algorithm. The used parameters to
form the input vector of the neural network are extracted on the
binary images of the handwritten word by several methods. The
Distribution parameters, the centered moments of the different
projections of the different segments, the centered moments of the
word image coding according to the directions of Freeman, and the
Barr features applied binary image of the word and on its different
segments. The classification is achieved by a multi layers perceptron.
A detailed experiment is carried and satisfactory recognition results
are reported.
Abstract: In internet of things (IoT) system, the communication
scheme with reliability and low power is required to connect a
terminal. Cooperative communication can achieve reliability and
lower power than multiple-input multiple-output (MIMO) system.
Cooperative communication increases the reliability with low
power, but decreases a throughput. It has a weak point that the
communication throughput is decreased. In this paper, a novel scheme
is proposed to increase the communication throughput. The novel
scheme is a transmission structure that increases transmission rate.
A decoding scheme according to the novel transmission structure is
proposed. Simulation results show that the proposed scheme increases
the throughput without bit error rate (BER) performance degradation.
Abstract: In VLSI, testing plays an important role. Major
problem in testing are test data volume and test power. The important
solution to reduce test data volume and test time is test data
compression. The Proposed technique combines the bit maskdictionary
and 2n pattern run length-coding method and provides a
substantial improvement in the compression efficiency without
introducing any additional decompression penalty. This method has
been implemented using Mat lab and HDL Language to reduce test
data volume and memory requirements. This method is applied on
various benchmark test sets and compared the results with other
existing methods. The proposed technique can achieve a compression
ratio up to 86%.
Abstract: Most of the existing video streaming protocols
provide video services without considering security aspects in
decentralized mobile ad-hoc networks. The security policies adapted
to the currently existing non-streaming protocols, do not comply with
the live video streaming protocols resulting in considerable
vulnerability, high bandwidth consumption and unreliability which
cause severe security threats, low bandwidth and error prone
transmission respectively in video streaming applications. Therefore
a synergized methodology is required to reduce vulnerability and
bandwidth consumption, and enhance reliability in the video
streaming applications in MANET. To ensure the security measures
with reduced bandwidth consumption and improve reliability of the
video streaming applications, a Secure Low-bandwidth Video
Streaming through Reliable Multipath Propagation (SLVRMP)
protocol architecture has been proposed by incorporating the two
algorithms namely Secure Low-bandwidth Video Streaming
Algorithm and Reliable Secure Multipath Propagation Algorithm
using Layered Video Coding in non-overlapping zone routing
network topology. The performances of the proposed system are
compared to those of the other existing secure multipath protocols
Sec-MR, SPREAD using NS 2.34 and the simulation results show
that the performances of the proposed system get considerably
improved.
Abstract: Multiple User Interference (MUI) considers the
primary problem in Optical Code-Division Multiple Access
(OCDMA), which resulting from the overlapping among the users. In
this article we aim to mitigate this problem by studying an
interference cancellation scheme called successive interference
cancellation (SIC) scheme. This scheme will be tested on two
different detection schemes, spectral amplitude coding (SAC) and
direct detection systems (DS), using partial modified prime (PMP) as
the signature codes. It was found that SIC scheme based on both SAC
and DS methods had a potential to suppress the intensity noise, that is
to say it can mitigate MUI noise. Furthermore, SIC/DS scheme
showed much lower bit error rate (BER) performance relative to
SIC/SAC scheme for different magnitude of effective power. Hence,
many more users can be supported by SIC/DS receiver system.
Abstract: In this paper a novel color image compression
technique for efficient storage and delivery of data is proposed. The
proposed compression technique started by RGB to YCbCr color
transformation process. Secondly, the canny edge detection method is
used to classify the blocks into the edge and non-edge blocks. Each
color component Y, Cb, and Cr compressed by discrete cosine
transform (DCT) process, quantizing and coding step by step using
adaptive arithmetic coding. Our technique is concerned with the
compression ratio, bits per pixel and peak signal to noise ratio, and
produce better results than JPEG and more recent published schemes
(like CBDCT-CABS and MHC). The provided experimental results
illustrate the proposed technique that is efficient and feasible in terms
of compression ratio, bits per pixel and peak signal to noise ratio.
Abstract: In this paper, improved performance scheme for
joint transmission (JT) is proposed in downlink (DL) coordinated
multi-point (CoMP) in case of the constraint transmission power.
This scheme is that a serving transmission point (TP) requests the
JT to an inter-TP and it selects a precoding technique according
to the channel state information (CSI) from user equipment (UE).
The simulation results show that the bit error rate (BER) and the
throughput performances of the proposed scheme provide the high
spectral efficiency and the reliable data at the cell edge.
