Momentum Accounting in Public Management: A Case Study in a Brazilian Navy-s Services Provider Military Organization

This study examines the possibility to apply the theory of multidimensional accounting (momentum accounting) in a Brazilian Navy-s Services Provider Military Organization (Organização Militar Prestadora de Serviços - OMPS). In general, the core of the said theory is the fact that Accounting does not recognize the inertia of transactions occurring in an entity, and that occur repeatedly in some cases, regardless of the implementation of new actions by its managers. The study evaluates the possibility of greater use of information recorded in the financial statements of the unit of analysis, within the strategic decisions of the organization. As a research strategy, we adopted the case study. The results infer that it is possible to use the theory in the context of a multidimensional OMPS, promoting useful information for decision-making and thereby contributing to the strengthening of the necessary alignment of its administration with the current desires of the Brazilian society.

Multiobjective Optimal Power Flow Using Hybrid Evolutionary Algorithm

This paper solves the environmental/ economic dispatch power system problem using the Non-dominated Sorting Genetic Algorithm-II (NSGA-II) and its hybrid with a Convergence Accelerator Operator (CAO), called the NSGA-II/CAO. These multiobjective evolutionary algorithms were applied to the standard IEEE 30-bus six-generator test system. Several optimization runs were carried out on different cases of problem complexity. Different quality measure which compare the performance of the two solution techniques were considered. The results demonstrated that the inclusion of the CAO in the original NSGA-II improves its convergence while preserving the diversity properties of the solution set.

Diffusion and Impact of Business Analytics: A Conceptual Framework

We discuss a theoretical conceptual framework to help understand how the new business analytics technologies have diffused in firms. We draw on three theoretical perspectives for this purpose. They are innovation diffusion theory, IT Business Value and the technology-organization-environment theory. We develop a conceptual framework that helps understand the interlinkages among factors affecting diffusion of business analytics and its impact on performance.

Utilization of EAF Reducing Slag from Stainless Steelmaking Process as a Sorbent for CO2

In this study, an experimental investigation was carried out to fix CO2 into the electronic arc furnace (EAF) reducing slag from stainless steelmaking process under wet grinding. The slag was ground by the vibrating ball mill with the CO2 and pure water. The reaction behavior was monitored with constant pressure method, and the change of CO2 volume in the experimental system with grinding time was measured. It was found that the CO2 absorption occurred as soon as the grinding started. The CO2 absorption under wet grinding was significantly larger than that under dry grinding. Generally, the amount of CO2 absorption increased as the amount of water, the amount of slag, the diameter of alumina ball and the initial pressure of CO2 increased. However, the initial absorption rate was scarcely influenced by the experimental conditions except for the initial CO2 pressure. According to this research, the CO2 reacted with the CaO inside the slag to form CaCO3.

Effect of Turbulence Models on Simulated Iced Aircraft Airfoil

The present work describes a computational study of aerodynamic characteristics of GLC305 airfoil clean and with 16.7 min ice shape (rime 212) and 22.5 min ice shape (glaze 944).The performance of turbulence models SA, Kε, Kω Std, and Kω SST model are observed against experimental flow fields at different Mach numbers 0.12, 0.21, 0.28 in a range of Reynolds numbers 3x106, 6x106, and 10.5x106 on clean and iced aircraft airfoil GLC305. Numerical predictions include lift, drag and pitching moment coefficients at different Mach numbers and at different angle of attacks were done. Accuracy of solutions with respect to the effects of turbulence models, variation of Mach number, initial conditions, grid resolution and grid spacing near the wall made the study much sensitive. Navier Stokes equation based computational technique is used. Results are very close to the experimental results. It has seen that SA and SST models are more efficient than Kε and Kω standard in under study problem.

Beam Orientation Optimization Using Ant Colony Optimization in Intensity Modulated Radiation Therapy

In intensity modulated radiation therapy (IMRT) treatment planning, beam angles are usually preselected on the basis of experience and intuition. Therefore, getting an appropriate beam configuration needs a very long time. Based on the present situation, the paper puts forward beam orientation optimization using ant colony optimization (ACO). We use ant colony optimization to select the beam configurations, after getting the beam configuration using Conjugate Gradient (CG) algorithm to optimize the intensity profiles. Combining with the information of the effect of pencil beam, we can get the global optimal solution accelerating. In order to verify the feasibility of the presented method, a simulated and clinical case was tested, compared with dose-volume histogram and isodose line between target area and organ at risk. The results showed that the effect was improved after optimizing beam configurations. The optimization approach could make treatment planning meet clinical requirements more efficiently, so it had extensive application perspective.

Urban Management and China's Municipal Pattern

Not only is municipal pattern the institution basement of urban management, but it also determines the forms of the management results. There-s a considerable possibility of bankruptcy for China-s current municipal pattern as it-s an overdraft of land deal in fact. Based on the analysis of China-s current municipal pattern, the passage proposed an assumption of a new pattern verified legitimacy by conceptual as well as econometric models. Conclusion is: the added supernumerary value of investment in public goods was not included in China-s current municipal pattern, but hidden in the rising housing prices; we should set housing tax or municipal tax to optimize the municipal pattern, to correct the behavior of local governments and to ensure the regular development of China-s urbanization.

Comparison between Solar Simulation and Infrared Technique for Thermal Balance Test

The precision of heat flux simulation influences the temperature field and test aberration for TB test and also reflects the test level for spacecraft development. This paper describes TB tests for a small satellite using solar simulator, electric heaters, calrod heaters to evaluate the difference of the three methods. Under the same boundary condition, calrod heaters cases were about 6oC higher than solar simulator cases and electric heaters cases for non-external-heat-flux cases (extreme low temperature cases). While calrod heaters cases and electric heaters cases were 5~7oC and 2~3oC lower than solar simulator cases respectively for high temperature cases. The results show that the solar simulator is better than calrod heaters for its better collimation, non-homogeneity and stability.
