Abstract: In this paper a novel color image compression
technique for efficient storage and delivery of data is proposed. The
proposed compression technique started by RGB to YCbCr color
transformation process. Secondly, the canny edge detection method is
used to classify the blocks into the edge and non-edge blocks. Each
color component Y, Cb, and Cr compressed by discrete cosine
transform (DCT) process, quantizing and coding step by step using
adaptive arithmetic coding. Our technique is concerned with the
compression ratio, bits per pixel and peak signal to noise ratio, and
produce better results than JPEG and more recent published schemes
(like CBDCT-CABS and MHC). The provided experimental results
illustrate the proposed technique that is efficient and feasible in terms
of compression ratio, bits per pixel and peak signal to noise ratio.
Abstract: In this paper, an experiment was conducted to assess
the impact of online deliberation on citizens’ attitudes. Specifically,
this research compared pre and post deliberation opinions of
participants who deliberated online via an asynchronous platform
regarding the issue of political opinion polls. Results indicate that
online deliberation had a positive effect on citizens’ attitudes since it
was found that following deliberation participants changed their
views regarding public opinion polls. Specifically, online deliberation
improved discussants perceptions regarding the reliability of polls,
while suppressing their negative views about the misuse of polls by
media, polling organizations and politicians.
Abstract: In recent years, multi-antenna techniques are being considered as a potential solution to increase the flow of future wireless communication systems. The objective of this article is to study the emission and reception system MIMO (Multiple Input Multiple Output), and present the different reception decoding techniques. First we will present the least complex technical, linear receivers such as the zero forcing equalizer (ZF) and minimum mean squared error (MMSE). Then a nonlinear technique called ordered successive cancellation of interferences (OSIC) and the optimal detector based on the maximum likelihood criterion (ML), finally, we simulate the associated decoding algorithms for MIMO system such as ZF, MMSE, OSIC and ML, thus a comparison of performance of these algorithms in MIMO context.
Abstract: In this paper a new model for center of motion
creating is proposed. This new method uses cables. So, it is very
useful in robots because it is light and has easy assembling process.
In the robots which need to be in touch with some things this method
is so useful. It will be described in the following. The accuracy of the
idea is proved by two experiments. This system could be used in the
robots which need a fixed point in the contact with some things and
make a circular motion.
Abstract: This paper presented a study of three algorithms, the
equalization algorithm to equalize the transmission channel with ZF
and MMSE criteria, application of channel Bran A, and adaptive
filtering algorithms LMS and RLS to estimate the parameters of the
equalizer filter, i.e. move to the channel estimation and therefore
reflect the temporal variations of the channel, and reduce the error in
the transmitted signal. So far the performance of the algorithm
equalizer with ZF and MMSE criteria both in the case without noise,
a comparison of performance of the LMS and RLS algorithm.
Abstract: This paper investigates and compares the community
support for tourism development between two groups of minority
ethnic descendants in Malacca, Malaysia, namely the Baba-Nyonya
and Portuguese. A descriptive research design using a quantitative
method with self-reported and self-administered questionnaires
through across-sectional approach was applied. Through the
descriptive and inferential statistics, some significantly useful
insights pertaining to the issue investigated were obtained. The
research outcomes indicate that the sense of community is somewhat
more effective in small communities in terms of togetherness,
closeness and a sense of belonging compared to the slightly bigger
minority group. In addition, the sense of community attributes
through membership, influence, integration and shared emotional
connections contributes to community participation in tourism
development regardless of which ethnic group one belongs to.
Abstract: Transmission system performance analysis is vital to
proper planning and operations of power systems in the presence of
deregulation. Key performance indicators (KPIs) are often used as
measure of degree of performance. This paper gives a novel method
to determine the transmission efficiency by evaluating the ratio of
real power losses incurred from a specified transfer direction.
Available Transmission Transfer Efficiency (ATTE) expresses the
percentage of real power received resulting from inter-area available
power transfer. The Tie line (Rated system path) performance is seen
to differ from system wide (Network response) performance and
ATTE values obtained are transfer direction specific. The required
sending end quantities with specified receiving end ATC and the
receiving end power circle diagram are obtained for the tie line
analysis. The amount of real power loss load relative to the available
transfer capability gives a measure of the transmission grid
efficiency.
Abstract: This paper describes the issues relating to the role of
the flash flood early warning system provided by the Malaysian
Government to the communities in Malaysia, specifically during the
flash flood disaster in the Cameron Highlands, Malaysia. Normally,
flash flood disasters can occur as a result of heavy rainfall in an area,
and that water may possibly cause flooding via streams or narrow
channels. The focus of this study is the flash flood disaster which
occurred on 23 October 2013 in the Cameron Highlands, and as a
result the Sungai Bertam overflowed after the release of water from
the Sultan Abu Bakar Dam. This release of water from the dam
caused flash flooding which led to damage to properties and also the
death of residents and livestock in the area. Therefore, the effort of
this study is to identify the perceptions of the flash flood victims on
the role of the flash flood early warning system. For the purposes of
this study, data were gathered through face-to-face interviews from
those flood victims who were willing to participate in this study. This
approach helped the researcher to glean in-depth information about
their feelings and perceptions of the role of the flash flood early
warning system offered by the government. The data were analysed
descriptively and the findings show that the respondents of 22 flood
victims believe strongly that the flash flood early warning system was
confusing and dysfunctional, and communities had failed to response
positively to it. Therefore, most of the communities were not well
prepared for the releasing of water from the dam which caused
property damage, and 3 people were killed in the Cameron Highland
flash flood disaster.

Abstract: The construction industry has been demonstrating
increased growth and importance in Brazil’s national economic
development. This study aims to evaluate the financial performance
of the leading companies in the construction sector in Brazil in the
period from 2009 to 2012. An analysis is made of the capital
structure, liquidity, and profitability of the six largest companies in
the construction sector in Brazil: Brookfield, Cyrela, Gafisa, MRV,
PDG and Rossi. The results are then compared with standard industry
ratios. It was found that among the companies analyzed, MRV and
Cyrela showed the best relative performance in the period under
consideration.
Abstract: In this paper, the problem of steady laminar boundary
layer flow and heat transfer over a permeable exponentially
stretching/shrinking sheet with generalized slip velocity is
considered. The similarity transformations are used to transform the
governing nonlinear partial differential equations to a system of
nonlinear ordinary differential equations. The transformed equations
are then solved numerically using the bvp4c function in MATLAB.
Dual solutions are found for a certain range of the suction and
stretching/shrinking parameters. The effects of the suction parameter,
stretching/shrinking parameter, velocity slip parameter, critical shear
rate and Prandtl number on the skin friction and heat transfer
coefficients as well as the velocity and temperature profiles are
presented and discussed.
Abstract: An experimental study was performed to investigate
the behavior and strength of proposed technique to connect
reinforced concrete (RC) beam to steel or composite columns. This
approach can practically be used in several types of building
construction. In this technique, the main beam of the frame consists
of a transfer part (part of beam; Tr.P) and a common reinforcement
concrete beam. The transfer part of the beam is connected to the
column, whereas the rest of the beam is connected to the transfer part
from each side. Four full-scale beam-column connections were tested
under static loading. The test parameters were the length of the
transfer part and the column properties. The test results show that
using of the transfer part technique leads to modify the deformation
capabilities for the RC beam and hence it increases its resistance
against failure. Increase in length of the transfer part did not
necessarily indicate an enhanced behavior. The test results contribute
to the characterization of the connection behavior between RC beam -
steel column and can be used to calibrate numerical models for the
simulation of this type of connection.
Abstract: While millings materials from old pavement surface
can be an important component of cost effective maintenance
operation, their use in maintenance projects are not uniform and well
documented. This study documents the different maintenance
practices followed by four transportation districts of New Mexico
Department of Transportation (NMDOT) in an attempt to find
whether millings are being used in maintenance projects by those
districts. Based on existing literature, a questionnaire was developed
related to six common maintenance practices. NMDOT district
personal were interviewed face to face to discuss and get answers to
that questionnaire. It revealed that NMDOT districts mainly use chip
seal and patching. Other maintenance procedures such as sand seal,
scrub seal, slurry seal, and thin overlay have limited use. Two out of
four participating districts do not have any documents on chip
sealing; rather they employ the experiences of the chip seal crew. All
districts use polymer modified high float emulsion (HFE100P) for
chip seal with an application rate ranging from 0.4 to 0.56 gallons per
square yard. Chip application rate varies from 15 to 40 lb/ square
yard. State wide, the thickness of chip seal varies from 3/8'' to 1'' and
life varies from 3 to 10 years. NMDOT districts mainly use three type
of patching: pothole, dig-out and blade patch. Pothole patches are
used for small potholes and during emergency, dig-out patches are
used for all type of potholes sometimes after pothole patching, and
blade patch is used when a significant portion of the pavement is
damaged. Pothole patches last as low as three days whereas, blade
patch lasts as long as 3 years. It was observed that all participating
districts use millings in maintenance projects.
Abstract: This study presents the moisture variations of
unbound layers from April 2012 to January 2014 in the Interstate 40
(I-40) pavement section in New Mexico. Three moisture probes were
installed at different layers inside the pavement which measure the
continuous moisture variations of the unbound layers. Data show that
the moisture contents of unbound layers are typically constant
throughout the day and month unless there is rainfall. Moisture
contents of all unbound layers change with rainfall. Change in ground
water table may affect the moisture content of unbound layers which
has not been investigated in this study. In addition, the Level 3
predictions of moisture contents using the Pavement Mechanistic-
Empirical (ME) Design software were compared and found quite
reasonable. However, results presented in the current study may not
be applicable for pavement in other regions.
Abstract: Sound exposure effects have been investigated by
broadcasting a group of broilers with sound of Quran verses (Group
B) whereas the other group is the control broilers (Group C). The
growth rate comparisons in terms of weight and raw meat texture
measured by shear force have been investigated. Twenty-seven
broilers were randomly selected from each group on Day 24 and
weight measurement was carried out every week till the harvest day
(Day 39).Group B showed a higher mean weight on Day 24 (1.441 ±
0.013 kg) than Group C. Significant difference in the weight on Day
39 existed for Group B compared to Group C (p < 0.05). However,
there was no significant (p >0.05) difference of shear force in the
same muscles (breast and drumstick raw meat) of both groups but the
shear force of the breast meat for Group B and C broilers was lower
(p < 0.05) than that of their drumstick meat. Thus, broadcasting the
sound of Quran verses in the coop can be applied to improve the
growth rate of broilers for producing better quality poultry.
Abstract: The borate glasses are known by their structural
characterized by existence of unit’s structural composed by triangles
and tetrahedrons boron in different configurations depending on the
percentage of B2O3 in the glass chemical composition. In this paper,
effect of lithium oxide addition on the thermal and physical
properties of an alumina borate glass, was investigated. It was found
that the boron abnormality has a significant effect in the change of
glass properties according to the addition rate of lithium oxide.

Abstract: In this investigation, we have evaluated the effects of
arsenic trioxide on hepatic function in pregnant and lactating Swiss
albino mice and their suckling pups. Experiments were carried out on
female mice given 175 ppm As2O3 in their drinking water from the
14th day of pregnancy until day 14 after delivery. Our results showed
a significant decrease in plasma levels of total protein and albumin,
cholesterol and triglyceride in As2O3 treated mice and their pups. The
hyperbilirubinemia and the increased plasma total alkaline
phosphatase activity suggested the presence of cholestasis.
Transaminase activities as well as lactate deshydrogenase activity in
plasma, known as biomarkers of hepatocellular injury, were elevated
indicating hepatic cells’ damage after treatment with As2O3.
Exposure to arsenic led to an increase of liver thiobarbituric acid
reactive substances level along with a concomitant decrease in the
activities of superoxide dismutase, catalase and glutathione
peroxidase and in glutathione.
Abstract: Background and aim: It has not been well studied
whether fentanyl-thiopental (FT) is effective and safe for PSA in
orthopedic procedures in Emergency Department (ED). The aim of
this trial was to evaluate the effectiveness of intravenous FT versus
fentanyl-midazolam (FM) in patients who suffered from shoulder
dislocation or distal radial fracture-dislocation.
Methods: In this randomized double-blinded study, Seventy-six
eligible patients were entered the study and randomly received
intravenous FT or FM. The success rate, onset of action and recovery
time, pain score, physicians’ satisfaction and adverse events were
assessed and recorded by treating emergency physicians. The
statistical analysis was intention to treat.
Results: The success rate after administrating loading dose in FT
group was significantly higher than FM group (71.7% vs. 48.9%,
p=0.04); however, the ultimate unsuccessful rate after 3 doses of
drugs in the FT group was higher than the FM group (3 to 1) but it
did not reach to significant level (p=0.61). Despite near equal onset
of action time in two study group (P=0.464), the recovery period in
patients receiving FT was markedly shorter than FM group

Abstract: Reverse Logistics (RL) Network is considered as
complex and dynamic network that involves many stakeholders such
as: suppliers, manufactures, warehouse, retails and costumers, this
complexity is inherent in such process due to lack of perfect
knowledge or conflicting information. Ontologies on the other hand
can be considered as an approach to overcome the problem of sharing
knowledge and communication among the various reverse logistics
partners. In this paper we propose a semantic representation based on
hybrid architecture for building the Ontologies in ascendant way, this
method facilitates the semantic reconciliation between the
heterogeneous information systems that support reverse logistics
processes and product data.
