Abstract: This article provides a conceptual framework of the freedom of media and its correlation with democracy. In a democracy, media should serve the publics’ right to know and reflect human rights violations and offer options for meaningful political choices and effective participation in civic affairs. On that point, the 2013 events at Gezi Park in Turkey are a good empirical example to be discussed. During the events, when self-censorship was broadly employed by mainstream Turkish media, social media filled the important role of providing information to the public. New technologies have made information into a fundamental tool for change and growth, and as a consequence, societies worldwide have merged into a single, interdependent, and autonomous organism. For this reason, violations of human rights can no longer be considered domestic issues, but rather global ones. Only global political action is an adequate response. Democracy depends on people shaping the society they live in, and in order to accomplish this, they need to express themselves. Freedom of expression is therefore necessary in order to understand diversity and differing perspectives, which in turn are necessary to resolve conflicts among people. Moreover, freedom of information is integral to freedom of expression. In this context, the international rules and laws regarding freedom of expression and freedom of information – indispensable for a free and independent media – are examined. These were put in place by international institutions such as the United Nations, UNESCO, the Council of Europe, and the European Union, which have aimed to build a free, democratic, and pluralist world committed to human rights and the rule of law. The methods of international human rights institutions depend on effective and frequent employment of mass media to relay human rights violations to the public. Therefore, in this study, the relationship between mass media and democracy, the process of how mass media forms public opinion, the problems of mass media, the neo-liberal theory of mass media, and the use of mass media by NGOs will be evaluated.
Abstract: Less availability of high quality green forages leads to low productivity of national dairy herd of Sri Lanka. Growing grass and fodder to suit the production system is an efficient and economical solution for this problem. CO-3 is placed in a higher category, especially on tillering capacity, green forage yield, regeneration capacity, leaf to stem ratio, high crude protein content, resistance to pests and diseases and free from adverse factors along with other fodder varieties grown within the country. An experiment was designed to determine the effect of organic sheep manure, inorganic fertilizers and liquid sheep manure on growth, yield and nutritive value of CO-3. The study was consisted with three treatments; sheep manure (T1), recommended inorganic fertilizers (T2) and liquid sheep manure (T3) which was prepared using bucket fermentation method and each treatment was consisted with three replicates and those were assigned randomly. First harvest was obtained after 40 days of plant establishment and number of leaves (NL), leaf area (LA), tillering capacity (TC), fresh weight (FW) and dry weight (DW) were recorded and second harvest was obtained after 30 days of first harvest and same set of data were recorded. SPSS 16 software was used for data analysis. For proximate analysis AOAC, 2000 standard methods were used. Results revealed that the plants treated with T1 recorded highest NL, LA, TC, FW and DW and were statistically significant at first and second harvest of CO-3 (p˂ 0.05) and it was found that T1 was statistically significant from T2 and T3. Although T3 was recorded higher than the T2 in almost all growth parameters; it was not statistically significant (p ˃0.05). In addition, the crude protein content was recorded highest in T1 with the value of 18.33±1.61 and was lowest in T2 with the value of 10.82±1.14 and was statistically significant (p˂ 0.05). Apart from this, other proximate composition crude fiber, crude fat, ash, moisture content and dry matter were not statistically significant between treatments (p ˃0.05). In accordance with the results, it was found that the organic fertilizer is the best fertilizer for CO-3 in terms of growth parameters and crude protein content.
Abstract: This paper presents an analysis of the “Performance-Based” seismic design method, in order to overcome the perceived disadvantages and limitations of the existing seismic design approach based on force, in engineering practice. Bearing in mind, the specificity of the earthquake as a load and the fact that the seismic resistance of the structures solely depends on its behaviour in the nonlinear field, traditional seismic design approach based on force and linear analysis is not adequate. “Performance-Based” seismic design method is based on nonlinear analysis and can be used in everyday engineering practice. This paper presents the application of this method to eight-story high reinforced concrete building with combined structural system (reinforced concrete frame structural system in one direction and reinforced concrete ductile wall system in other direction). The nonlinear time-history analysis is performed on the spatial model of the structure using program Perform 3D, where the structure is exposed to forty real earthquake records. For considered building, large number of results were obtained. It was concluded that using this method we could, with a high degree of reliability, evaluate structural behavior under earthquake. It is obtained significant differences in the response of structures to various earthquake records. Also analysis showed that frame structural system had not performed well at the effect of earthquake records on soil like sand and gravel, while a ductile wall system had a satisfactory behavior on different types of soils.
Abstract: The GERmanium Detector Array (GERDA) experiment,
located at the Laboratori Nazionali del Gran Sasso (LNGS) of
INFN, searches for 0νββ of 76Ge. Germanium diodes enriched to
∼ 86 % in the double beta emitter 76Ge(enrGe) are exposed being
both source and detectors of 0νββ decay. Neutrinoless double beta
decay is considered a powerful probe to address still open issues
in the neutrino sector of the (beyond) Standard Model of particle
Physics. Since 2013, just after the completion of the first part of its
experimental program (Phase I), the GERDA setup has been upgraded
to perform its next step in the 0νββ searches (Phase II). Phase II aims
to reach a sensitivity to the 0νββ decay half-life larger than 1026 yr
in about 3 years of physics data taking. This exposing a detector
mass of about 35 kg of enrGe and with a background index of about
10^−3 cts/(keV·kg·yr). One of the main new implementations is the
liquid argon scintillation light read-out, to veto those events that only
partially deposit their energy both in Ge and in the surrounding LAr.
In this paper, the GERDA Phase II expected goals, the upgrade work
and few selected features from the 2015 commissioning and 2016
calibration runs will be presented. The main Phase I achievements
will be also reviewed.
Abstract: At present, vibrations of rotors of gas transmittal unit evade sustainable forecasting. This paper describes elastic oscillation modes in resilient supports and rotor impellers modeled during computational experiments with regard to interference in the system of gas-dynamic flow and compressor rotor. Verification of aeroelastic approach was done on model problem of interaction between supersonic jet in shock tube with deformed plate. ANSYS 15.0 engineering analysis system was used as a modeling tool of numerical simulation in this paper. Finite volume method for gas dynamics and finite elements method for assessment of the strain stress state (SSS) components were used as research methods. Rotation speed and material’s elasticity modulus varied during calculations, and SSS components and gas-dynamic parameters in the dynamic system of gas-dynamic flow and compressor rotor were evaluated. The analysis of time dependence demonstrated that gas-dynamic parameters near the rotor blades oscillate at 200 Hz, and SSS parameters at the upper blade edge oscillate four times higher, i.e. with blade frequency. It has been detected that vibration amplitudes correction in the test points at magnetic bearings by aeroelasticity may correspond up to 50%, and about -π/4 for phases.
Abstract: A growing population has led to increasing global water and energy demand. This demand, combined with the effects of climate change and an increasing need to maintain and protect the natural environment, represents a potentially severe threat to many national infrastructure systems. This has resulted in a considerable quantity of published material on the interdependencies that exist between the supply of water and the thermal generation of electricity, often known as the water-energy nexus. Focusing specifically on the UK, there is a growing concern that the future availability of water may at times constrain thermal electricity generation, and therefore hinder the UK in meeting its increasing demand for a secure, and affordable supply of low carbon electricity. To provide further information on the threat the water-energy nexus may pose to the UK’s energy system, this paper models the regional water demand of UK thermal electricity generation in 2030 and 2050. It uses the strategically important Energy Systems Modelling Environment model developed by the Energy Technologies Institute. Unlike previous research, this paper was able to use abstraction and consumption factors specific to UK power stations. It finds that by 2050 the South East, Yorkshire and Humber, the West Midlands and North West regions are those with the greatest freshwater demand and therefore most likely to suffer from a lack of resource. However, it finds that by 2050 it is the East, South West and East Midlands regions with the greatest total water (fresh, estuarine and seawater) demand and the most likely to be constrained by environmental standards.
Abstract: Climate change remains a challenging matter for the human and the built environment in the 21st century, where the need to consider adaptation to climate change in the development process is paramount. However, there remains a lack of information regarding how we should prepare responses to this issue, such as through developing organized and sophisticated tools enabling the adaptation process. This study aims to build a systematic framework approach to investigate the potentials that Neighborhood Sustainability Assessment tools (NSA) might offer in enabling both the analysis of the emerging adaptive capacity to climate change. The analysis of the framework presented in this paper aims to discuss this issue in three main phases. The first part attempts to link sustainability and climate change, in the context of adaptive capacity. It is argued that in deciding to promote sustainability in the context of climate change, both the resilience and vulnerability processes become central. However, there is still a gap in the current literature regarding how the sustainable development process can respond to climate change. As well as how the resilience of practical strategies might be evaluated. It is suggested that the integration of the sustainability assessment processes with both the resilience thinking process, and vulnerability might provide important components for addressing the adaptive capacity to climate change. A critical review of existing literature is presented illustrating the current lack of work in this field, integrating these three concepts in the context of addressing the adaptive capacity to climate change. The second part aims to identify the most appropriate scale at which to address the built environment for the climate change adaptation. It is suggested that the neighborhood scale can be considered as more suitable than either the building or urban scales. It then presents the example of NSAs, and discusses the need to explore their potential role in promoting the adaptive capacity to climate change. The third part of the framework presents a comparison among three example NSAs, BREEAM Communities, LEED-ND, and CASBEE-UD. These three tools have been selected as the most developed and comprehensive assessment tools that are currently available for the neighborhood scale. This study concludes that NSAs are likely to present the basis for an organized framework to address the practical process for analyzing and yet promoting Adaptive Capacity to Climate Change. It is further argued that vulnerability (exposure & sensitivity) and resilience (Interdependence & Recovery) form essential aspects to be addressed in the future assessment of NSA’s capability to adapt to both short and long term climate change impacts. Finally, it is acknowledged that further work is now required to understand impact assessment in terms of the range of physical sectors (Water, Energy, Transportation, Building, Land Use and Ecosystems), Actor and stakeholder engagement as well as a detailed evaluation of the NSA indicators, together with a barriers diagnosis process.
Abstract: Human utilizes coastal resources as well as deteriorates them. Coastal tourism may degrade the environment if poorly managed. This research investigated the shoreline change at Koa Toa Island, one of the most famous tourist destinations. Aerial photographs and satellite images from three different periods were collected and analyzed. The results showed that the noticeable shoreline change before and after the tourism on the island had expanded. Between 1995 and 2002 when the tourism on Koh Toa Island was not intensive, sediment deposition occurred along most of the coastline. However, after the tourism had grown during 2002 to 2015, the coast evidently experienced less deposition and more erosion. The erosion resulted from less land-based sediment being provided to the littoral system. If the coastline of Koh Toa Island is not carefully sustained, the tourism will disappear along with the beautiful beach.
Abstract: Processes of production of innovative medical tools have interdisciplinary character. They consist of direct and indirect close cooperation of specialists of different scientific branches. The Knowledge they have seems to be important for undertaken design, construction and manufacturing processes. The Knowledge exchange between participants of these processes is therefore crucial for the final result, which are innovative medical products. The paper draws attention to the necessity of feedback from the end user to the designer / manufacturer of medical tools which will allow for more accurate understanding of user needs. The study describes prerequisites of production processes of innovative medical (surgical) tools including participants and category of knowledge resources occurring in these processes. They are the result of research in selected Polish organizations involved in the production of medical instruments and are the basis for further work on the development of knowledge sharing model in interdisciplinary teams geographically dispersed.
Abstract: The present study is based on the three-dimensional digital analysis by the finite elements method of the mechanical loading effect on the delamination of unidirectional and multidirectional stratified composites. The aim of this work is the determination of the release energy rate G in mode I and the Von Mises equivalent constraint distribution along the damaged area under the influence of several parameters such as the applied load and the delamination size. The results obtained in this study show that the unidirectional composite laminates have better mechanical resistance one the loading line than the multidirectional composite laminates.
Abstract: The purpose of this paper is to show how state plays a
regulatory role in the relations of distribution by analyzing tax and
expenditure in Turkey. This paper has two main arguments. First,
state intervenes in economic and social life via budget policies and
steers the relations of distribution within the scope of the
reproduction of the capital accumulation and legitimacy. Secondly, a
great amount of public expenditure benefits capital owners while
state gains its tax income mainly from low and middle income
groups.
Abstract: MicroRNAs are small non-coding RNA found in
many different species. They play crucial roles in cancer such as
biological processes of apoptosis and proliferation. The identification
of microRNA-target genes can be an essential first step towards to
reveal the role of microRNA in various cancer types. In this paper,
we predict miRNA-target genes for lung cancer by integrating
prediction scores from miRanda and PITA algorithms used as a
feature vector of miRNA-target interaction. Then, machine-learning
algorithms were implemented for making a final prediction. The
approach developed in this study should be of value for future studies
into understanding the role of miRNAs in molecular mechanisms
enabling lung cancer formation.
Abstract: Landfill leachates contain a number of persistent pollutants, including heavy metals. They have the ability to spread in ecosystems and accumulate in fish which most of them are classified as top-consumers of trophic chains. Fish are freely swimming organisms; but perhaps, due to their species-specific ecological and behavioral properties, they often prefer the most suitable biotopes and therefore, did not avoid harmful substances or environments. That is why it is necessary to evaluate the persistent pollutant dispersion in hydroecosystem using fish tissue metal concentration. In hydroecosystems of hybrid type (e.g. river-pond-river) the distance from the pollution source could be a perfect indicator of such a kind of metal distribution. The studies were carried out in the Kairiai landfill neighboring hybrid-type ecosystem which is located 5 km east of the Šiauliai City. Fish tissue (gills, liver, and muscle) metal concentration measurements were performed on two types of ecologically-different fishes according to their feeding characteristics: benthophagous (Gibel carp, roach) and predatory (Northern pike, perch). A number of mathematical models (linear, non-linear, using log and other transformations) have been applied in order to identify the most satisfactorily description of the interdependence between fish tissue metal concentration and the distance from the pollution source. However, the only one log-multiple regression model revealed the pattern that the distance from the pollution source is closely and positively correlated with metal concentration in all predatory fish tissues studied (gills, liver, and muscle).

Abstract: Companies face increasing challenges in research due
to higher costs and risks. The intensifying technology complexity and
interdisciplinarity require unique know-how. Therefore, companies
need to decide whether research shall be conducted internally or
externally with partners. On the other hand, research institutes meet
increasing efforts to achieve good financing and to maintain high
research reputation. Therefore, relevant research topics need to be
identified and specialization of competency is necessary. However,
additional competences for solving interdisciplinary research projects
are also often required. Secured financing can be achieved by
bonding industry partners as well as public fundings. The realization
of faster and better research drives companies and research institutes
to cooperate in organized research networks, which are managed by
an administrative organization. For an effective and efficient
cooperation, necessary processes, roles, tools and a set of rules need
to be determined. Goal of this paper is to show the state-of-art
research and to propose a governance framework for organized
research networks.
Abstract: In the past years electric mobility became part of a
public discussion. The trend to fully electrified vehicles instead of
vehicles fueled with fossil energy has notably gained momentum.
Today nearly every big car manufacturer produces and sells fully
electrified vehicles, but electrified vehicles are still not as competitive
as conventional powered vehicles. As the traction battery states the
largest cost driver, lowering its price is a crucial objective. In
addition to improvements in product and production processes a nonnegligible,
but widely underestimated cost driver of production can
be found in logistics, since the production technology is not
continuous yet and neither are the logistics systems. This paper presents an approach to evaluate cost factors on
different designs of load carrier systems. Due to numerous
interdependencies, the combination of costs factors for a particular
scenario is not transparent. This is effecting actions for cost reduction
negatively, but still cost reduction is one of the major goals for
simultaneous engineering processes. Therefore a concurrent and
phase appropriate cost valuation method is necessary to serve cost
transparency. In this paper the four phases of this cost valuation
method are defined and explained, which based upon a new approach
integrating the logistics development process in to the integrated
product and process development.
Abstract: In this study, the time-dependent behavior of damaged
reinforced concrete shear wall structures strengthened with composite
plates having variable fibers spacing was investigated to analyze their
seismic response. In the analytical formulation, the adherent and the
adhesive layers are all modeled as shear walls, using the mixed Finite
Element Method (FEM). The anisotropic damage model is adopted to
describe the damage extent of the Reinforced Concrete shear walls.
The phenomenon of creep and shrinkage of concrete has been
determined by Eurocode 2. Large earthquakes recorded in Algeria
(El-Asnam and Boumerdes) have been tested to demonstrate the
accuracy of the proposed method. Numerical results are obtained for non-uniform distributions of
carbon fibers in epoxy matrices. The effects of damage extent and the
delay mechanism creep and shrinkage of concrete are highlighted.
Prospects are being studied.
Abstract: The understanding of geotechnical characteristics of
near-surface material and the effects of the groundwater is very
important problem in such as site studies. For showing the relations
between seismic data and groundwater, we selected about 25 km2 as
the study area. It has been presented which is a detailed work of
seismic data and groundwater depths of Gokpinar Damp area.
Seismic waves velocity (Vp and Vs) are very important parameters
showing the soil properties. The seismic records were used the
method of the multichannel analysis of surface waves near area of
Gokpinar Damp area. Sixty sites in this area have been investigated
with survey lines about 60 m in length. MASW (Multichannel
analysis of surface wave) method has been used to generate onedimensional
shear wave velocity profile at locations. These shear
wave velocities are used to estimate equivalent shear wave velocity in
the study area at every 2 and 5 m intervals up to a depth of 45 m.
Levels of equivalent shear wave velocity of soil are used the
classified of the study area. After the results of the study, it must be
considered as components of urban planning and building design of
Gokpinar Damp area, Denizli and the application and use of these
results should be required and enforced by municipal authorities.

Abstract: Cooperative groups through much research have been
recognized to churn remarkable achievements instead of solitary or
individualistic efforts. Based on Johnson and Johnson’s model of
cooperative learning, the five key components of cooperation are
positive interdependence, face-to-face promotive interaction,
individual accountability, social skills, and group processing. In
2011, the Malaysian Ministry of Higher Education (MOHE)
introduced the Holistic Student Development policy with the aim to
develop morally sound individuals equipped with lifelong learning
skills. The Community Service project was included in the
improvement initiative. The purpose of this study is to assess the
relationship of team-based learning in facilitating particularly
students’ positive interdependence and face-to-face promotive
interaction. The research methods involve in-depth interviews with
the team leaders and selected team members, and a content analysis
of the undergraduate students’ reflective journals. A significant
positive relationship was found between students’ progressive
outlook towards teamwork and the highlighted two components. The
key findings show that students have gained in their individual
learning and work results through teamwork and interaction with
other students. The inclusion of Community Service as a MOHE
subject resonates with cooperative learning methods that enhances
supportive relationships and develops students’ social skills together
with their professional skills.
