Abstract: The aim of this paper is to build a vision of the utilization of creative industry competences in industrial and services firms connected to Kymenlaakso region, Finland, smart specialization focus areas. Research indicates that creativity and the use of creative industry’s inputs can enhance innovation and competitiveness. Currently creative methods and services are underutilized in regional businesses and the added value they provide is not well grasped. Methodologically, the research adopts a qualitative exploratory approach. Data is collected in multiple ways including a survey, focus groups, and interviews. Theoretically, the paper contributes to the discussion about the use creative industry competences in regional development, and argues for building regional creative economy ecosystems in close co-operation with regional strategies and traditional industries rather than as treating regional creative industry ecosystem initiatives separate from them. The practical contribution of the paper is the creative vision for the use of regional authorities in updating smart specialization strategy as well as boosting industrial and creative & cultural sectors’ competitiveness. The paper also illustrates a research-based model of vision building.
Abstract: As Korea government has expanded the budget for the
national research and development business, the need for the
installation of institute taking a role of deliberation, coordination, and
operation of research development business and its budget has been
increased continuously. In response to the demands of the times,
recently, the National Science & Technology Council (NSTC) was
installed. However, to achieve a creative economy more efficiently,
the fundamental introspection on the current state of the national
administration system of science and technology in Korea should be
needed. Accordingly, this study, firstly, analyzes the function and
organizational structure of NSTC in Korea. Then, this study
investigates the current state of the National Science and Technology
Council in main world countries. Lastly, this study derives some
implications based on the comparison analysis of the current state of
the National Science and Technology Council between Korea and
these countries. The present study will help in finding the way for the
advancement of the NSTC in Korea.
Abstract: As creative economy is important theme for national policy, many countries have been raising investments through national R&D programs. Since not all of programs are aligned with the ultimate vision and R&D investment is one of the most decisive elements, the strategic fit of national R&D programs should be evaluated for effective resource allocation. This study aims at identifying the factors of strategic fit of national R&D program on the creative economy policy. For this purpose, the balanced scorecard (BSC) model for R&D is utilized to translate national strategic objectives into a set of coherent performance factors.
Abstract: In our current political climate of assessment and
accountability initiatives we are failing to prepare our children for a
participatory role in the creative economy. The field of education is
increasingly falling prey to didactic methodologies which train a
nation of competent test takers, foregoing the opportunity to educate
students to find problems and develop multiple solutions. No where is
this more evident than in the area of art education. Due to a myriad of
issues including budgetary shortfalls, time constraints and a general
misconception that anyone who enjoys the arts is capable of teaching
the arts, our students are not developing the skills they require to
become fully literate in critical thinking and creative processing.
Although art integrated curriculum is increasingly being viewed as a
reform strategy for motivating students by offering alternative
presentation of concepts and representation of knowledge acquisition,
misinformed administrators are often excluding the art teacher from
the integration equation. The paper to follow addresses the problem
of the need for divergent thinking and conceptualization in our
schools. Furthermore, this paper explores the role of education, and
specifically, art education in the development of a creatively literate
citizenry.
