Abstract: Mostly, pedestrian-car accidents occurred at a
signalized interaction is because pedestrians cannot across the
intersection safely within the green light. From the viewpoint of
pedestrian, there might have two reasons. The first one is pedestrians
cannot speed up to across the intersection, such as the elders. The other
reason is pedestrians do not sense that the signal phase is going to
change and their right-of-way is going to lose. Developing signal logic
to protect pedestrian, who is crossing an intersection is the first
purpose of this study. Another purpose of this study is improving the
reliability and reduce delay of public transportation service. Therefore,
bus preemption is also considered in the designed signal logic. In this
study, the traffic data of the intersection of Chong-Qing North Road
and Min-Zu West Road, Taipei, Taiwan, is employed to calibrate and
validate the signal logic by simulation. VISSIM 5.20, which is a
microscopic traffic simulation software, is employed to simulate the
signal logic. From the simulated results, the signal logic presented in
this study can protect pedestrians crossing the intersection
successfully. The design of bus preemption can reduce the average
delay. However, the pedestrian safety and bus preemptive signal will
influence the average delay of cars largely. Thus, whether applying the
pedestrian safety and bus preemption signal logic to an isolated
intersection or not should be evaluated carefully.
Abstract: Assassination of politicians, school mass murders, purported suicides, aircraft crash, mass shootings by police, sinking of sea ferries, mysterious car accidents, mass fire deaths and horrificterror attacks are some of the cases that bring forth scientific and legal conflicts. Questions about truth, justice and human rights are raised by both victims and perpetrators/offenders as they seek to understand why and how it happened to them. This kind of questioning manifests itself in medical-criminological-legalpsychological and scientific realms. An agreement towards truthinvestigations for possible legal-political-psychological transitory issues such as prosecution, victim-offender mediation, healing, reconciliation, amnesty, reparation, restitution, and policy formulations is seen as one way of transforming these conflicts. Forensic scientists and pathologists in particular have formed professional groups where the complexities between legal truth and scientific truth are dramatized and elucidated within the anatomy of courtrooms. This paper focuses on how pathological truth and legal truth interact with each other in Kenya’s criminal justice system.
Abstract: In this paper, we have presented a new multivariate fuzzy time series forecasting method. This method assumes mfactors with one main factor of interest. History of past three years is used for making new forecasts. This new method is applied in forecasting total number of car accidents in Belgium using four secondary factors. We also make comparison of our proposed method with existing methods of fuzzy time series forecasting. Experimentally, it is shown that our proposed method perform better than existing fuzzy time series forecasting methods. Practically, actuaries are interested in analysis of the patterns of causalities in road accidents. Thus using fuzzy time series, actuaries can define fuzzy premium and fuzzy underwriting of car insurance and life insurance for car insurance. National Institute of Statistics, Belgium provides region of risk classification for each road. Thus using this risk classification, we can predict premium rate and underwriting of insurance policy holders.
Abstract: Speeding represents one of the main concerns for road safety and it still is a subject for research. The need to address this problem and to understand why drivers over speed increases especially in Romania, where in 2011, speed was the main cause of car accidents. This article addresses this problem by using the theory of planned behaviour. A questionnaire was administered to a sample of young Romanian drivers (18 to 25 years) and several path analyses were made in order to verify if the model proposed by the theory of planned behaviour fits the data. One interesting result is that perceived behavioural control does not predict the intention to speed or self-reported driving speed, but subjective norms do. This implies that peers and social environment have a greater impact on young Romanian drivers than we thought.
Abstract: Background: Blunt aortic trauma (BAT) includes
various morphological changes that occur during deceleration,
acceleration and/or body compression in traffic accidents. The
various forms of BAT, from limited laceration of the intima to
complete transection of the aorta, depends on the force acting on the
vessel wall and the tolerance of the aorta to injury. The force depends
on the change in velocity, the dynamics of the accident and of the
seating position in the car. Tolerance to aortic injury depends on the
anatomy, histological structure and pathomorphological alterations
due to aging or disease of the aortic wall.
An overview of the literature and medical documentation reveals
that different terms are used to describe certain forms of BAT, which
can lead to misinterpretation of findings or diagnoses. We therefore,
propose a classification that would enable uniform systematic
screening of all forms of BAT. We have classified BAT into three
morphologycal types: TYPE I (intramural), TYPE II (transmural) and
TYPE III (multiple) aortic ruptures with appropriate subtypes.
Methods: All car accident casualties examined at the Institute of
Forensic Medicine from 2001 to 2009 were included in this
retrospective study. Autopsy reports were used to determine the
occurrence of each morphological type of BAT in deceased drivers,
front seat passengers and other passengers in cars and to define the
morphology of BAT in relation to the accident dynamics and the age
of the fatalities.
Results: A total of 391 fatalities in car accidents were included in
the study. TYPE I, TYPE II and TYPE III BAT were observed in
10,9%, 55,6% and 33,5%, respectively. The incidence of BAT in
drivers, front seat and other passengers was 36,7%, 43,1% and
28,6%, respectively. In frontal collisions, the incidence of BAT was
32,7%, in lateral collisions 54,2%, and in other traffic accidents
29,3%. The average age of fatalities with BAT was 42,8 years and of
those without BAT 39,1 years.
Conclusion: Identification and early recognition of the risk factors
of BAT following a traffic accident is crucial for successful treatment
of patients with BAT. Front seat passengers over 50 years of age who
have been injured in a lateral collision are the most at risk of BAT.
Abstract: Development of motor car safety devices has reduced
fatality rates in car accidents. Yet despite this increase in car safety,
neck injuries resulting from rear impact collisions, particularly at low
speed, remain a primary concern. In this study, FEA(Finite Element
Analysis) of seat was performed to evaluate neck injuries in rear
impact. And the FEA result was verified by comparison with the actual
test results. The dummy used in FE model and actual test is BioRID II
which is regarded suitable for rear impact collision analysis. A
threshold of the BioRID II neck injury indicators was also proposed to
upgrade seat performance in order to reduce whiplash injury. To
optimize the seat for a low-speed rear impact collision, a method was
proposed, which is multi-objective optimization idea using DOE
(Design of Experiments) results.
