Abstract: In this paper, we will try to demonstrate the
importance of the project approach in the urban to deal with
uncertainty, the importance of the involvement of all stakeholders in
the urban project process and that the absence of an actor can lead to
project failure but also the importance of the urban project
management. These points are handled through the following questions: Does
the urban adhere to the theory of complexity? Does the project
approach bring hope and solution to make urban planning
"sustainable"? How converging visions of actors for the same
project? Is the management of urban project the solution to support
the urban project approach?
Abstract: In this article, and through the modernization project
of metropolis of Constantine (PMMC) experience in Algeria,
discussed to highlight the importance of management in an urban
project at various levels: strategic and operational. The statement we attended to reach is to evaluate the
modernization project of metropolis of Constantine in the light of
management and prove the relation between a good urban
management and the success of an urban project.
Abstract: Public space is essential to strengthen the social and
urban fabric and the social cohesion; there lies the importance of its
study. Hence, the aim of this paper is to analyze the quality of public
space in the XXI century in both quantitative and qualitative terms. In
this article, the concept of public space includes open spaces such as
parks, public squares and walking areas. To make this analysis, we
take Mexico City as the case study. It has a population of nearly 9
million inhabitants and is composed of sixteen boroughs. For this
analysis, we consider both existing public spaces and the government
intervention for building and improving new and existent public
spaces. Results show that on the one hand, quantitatively there is not
an equitable distribution of public spaces due to both the growth of
the city itself as well as due to the absence of political will to create
public spaces. Another factor is the evolution of this city, which has
been growing merely in a “patched pattern”, where public space has
played no role at all with a total absence of urban design. On the
other hand, qualitatively, even the boroughs with the most public
spaces have not shown interest in making these spaces qualitatively
inclusive and open to the general population aiming for integration.
Therefore, urban projects that privatize public space seem to be the
rule, rather than a rehabilitation effort of the existent public spaces.
Hence, state intervention should reinforce its role as an agent of
social change acting in benefit of the majority of the inhabitants with
the promotion of more inclusive public spaces.
Abstract: In the framework of the modernization of the city of
Constantine and in order to restore its status as a regional metropolis
introducing it into the network of cities international metropolises,
has major urban project was launched: project of modernization and
of metropolitanization of the city of Constantine.
Our research project focuses on the management of the project for
the modernization of the city of Constantine (PMMC) focusing on
the management of some aspects of the urban project whose
participation, with the objective assessment of the managerial
approach business.
In this contribution, we focus on two cases revealing taken into
account in our research work on the question of participation of
actors and their organizations. It is "the urban project of
modernization of Constantine" and the operation relating to "the
urban improvement in the city of the Brothers FERRAD in the
district of Zouaghi". This project and this operation with the objective
of improving the living conditions of citizens have faced several
challenges and obstacles that have been in major part the factors of its
failures.
Through this study, we examined the management process and the
mode of organization of the actors of the project as well as the level
of participation of the citizen to finally proposed managerial solutions
toconflict situations observed.
Abstract: Amazing development of the information technology,
communications and internet expansion as well as the requirements
of the city managers to new ideas to run the city and higher
participation of the citizens encourage us to complete the electronic
city as soon as possible. The foundations of this electronic city are in
information technology. People-s participation in metropolitan
management is a crucial topic. Information technology does not
impede this matter. It can ameliorate populace-s participation and
better interactions between the citizens and the city managers.
Citizens can proffer their ideas, beliefs and votes through digital
mass media based upon the internet and computerization plexuses on
the topical matters to receive appropriate replies and services. They
can participate in urban projects by becoming cognizant of the city
views. The most significant challenges are as follows: information
and communicative management, altering citizens- views, as well as
legal and office documents
Electronic city obstacles have been identified in this research. The
required data were forgathered through questionnaires to identify the
barriers from a statistical community comprising specialists and
practitioners of the ministry of information technology and
communication, the municipality information technology
organization.
The conclusions demonstrate that the prioritized electronic city
application barriers in Iran are as follows:

the hardware, orismological and infrastructural curbs, the software
