Abstract: The purpose of this study is to bring light to the current state of the working environments in the corporate environment and other such institutions with a particular focus on the Bangladesh National Building Code (BNBC) and its guidelines for accommodating the physically disabled. Data were collected via semi-formal interviews, site visits and focus groups conducted using a preset questionnaire as the guidelines. After conducting surveys at corporate offices of 20 organizations from major commercial sectors in Dhaka city, the auditing showed many inadequacies, as aside from the larger corporate offices, the offices have little to no accessibility for the physically disabled. This study hopes to shed light on the fact that the existing BNBCs lack of emphasis on ensuring the accessibility of the handicapped in corporate buildings in the hope that, in the future, the physically disabled will have greater opportunities at being productive members of the workforce.
Abstract: One of the areas that present an opportunity to reduce the national carbon emission is the energy management of public buildings. To our present knowledge, there is no easy-to-use and centralized mechanism that enables the government to monitor the overall energy performance, as well as the carbon footprint, of Malaysia’s public buildings. Therefore, the Public Works Department Malaysia, or PWD, has developed a web-based energy performance reporting tool called JENOSYS (JKR Energy Online System), which incorporates a database of utility account numbers acquired from the utility service provider for analysis and reporting. For test case purposes, 23 buildings under PWD were selected and monitored for their monthly energy performance (in kWh), carbon emission reduction (in tCO₂eq) and utility cost (in MYR), against the baseline. This paper demonstrates the simplicity with which buildings without energy metering can be monitored centrally and the benefits that can be accrued by the government in terms of building energy disclosure and concludes with the recommendation of expanding the system to all the public buildings in Malaysia.
Abstract: With global aging, people who require care, such as people with dementia (PwD), are increasing within many developed countries. And PwDs may wander and unconsciously set foot outdoors, it may lead serious accidents, such as, traffic accidents. Here, round-the-clock monitoring by caregivers is necessary, which can be a burden for the caregivers. Therefore, an automatic wandering detection system is required when an elderly person wanders outdoors, in which case the detection system transmits a ‘moving’ followed by an ‘absence’ state. In this paper, we focus on the transition from the ‘resting’ to the ‘absence’ state, via the ‘moving’ state as one of the wandering transitions. To capture the transition of the three states, our method based on the hidden Markov model (HMM) is built. Using our method, the restraint where the ‘resting’ state and ‘absence’ state cannot be transmitted to each other is applied. To validate our method, we conducted the experiment with 10 subjects. Our results show that the method can classify three states with 0.92 accuracy.
Abstract: The Smart Help for persons with disability (PWD) is a
part of the project SMARTDISABLE which aims to develop relevant
solution for PWD that target to provide an adequate workplace
environment for them. It would support PWD needs smartly through
smart help to allow them access to relevant information and
communicate with other effectively and flexibly, and smart editor
that assist them in their daily work. It will assist PWD in knowledge
processing and creation as well as being able to be productive at the
work place. The technical work of the project involves design of a
technological scenario for the Ambient Intelligence (AmI) - based
assistive technologies at the workplace consisting of an integrated
universal smart solution that suits many different impairment
conditions and will be designed to empower the Physically disabled
persons (PDP) with the capability to access and effectively utilize the
ICTs in order to execute knowledge rich working tasks with
minimum efforts and with sufficient comfort level. The proposed
technology solution for PWD will support voice recognition along
with normal keyboard and mouse to control the smart help and smart
editor with dynamic auto display interface that satisfies the
requirements for different PWD group. In addition, a smart help will
provide intelligent intervention based on the behavior of PWD to
guide them and warn them about possible misbehavior. PWD can
communicate with others using Voice over IP controlled by voice
recognition. Moreover, Auto Emergency Help Response would be
supported to assist PWD in case of emergency. This proposed
technology solution intended to make PWD very effective at the
work environment and flexible using voice to conduct their tasks at
the work environment. The proposed solution aims to provide
favorable outcomes that assist PWD at the work place, with the
opportunity to participate in PWD assistive technology innovation
market which is still small and rapidly growing as well as upgrading
their quality of life to become similar to the normal people at the
workplace. Finally, the proposed smart help solution is applicable in
all workplace setting, including offices, manufacturing, hospital, etc.
Abstract: In this era of globalization, the role of the State in all aspects of development is widely debated. Some scholars contend the 'demise' and diminishing role of the State whilst others claim that the State is still “de facto developmental". Clearly, it is vital to ascertain which of these two contentions are reflective of the role of the State as nations ascend their development trajectories. Based on the findings of this paper, the perception that the Malaysian State plays an active and committed role towards distributing equitable educational opportunities and enhancing employability of Malaysian PWDs is actually a myth and not reality. Thus, in order to fulfill the promise of Vision 2020 to transform Malaysia into a caring and socially-inclusive society; this paper calls for a more interventionist and committed role by the Malaysian State to translate the universal rights of education and employment opportunities for PWDs from mere policy rhetoric into inclusive realities.
