The Urban Project and the Urban Improvement to the Test of the Participation, Case: Project of Modernization of Constantine

In the framework of the modernization of the city of Constantine and in order to restore its status as a regional metropolis introducing it into the network of cities international metropolises, has major urban project was launched: project of modernization and of metropolitanization of the city of Constantine. Our research project focuses on the management of the project for the modernization of the city of Constantine (PMMC) focusing on the management of some aspects of the urban project whose participation, with the objective assessment of the managerial approach business. In this contribution, we focus on two cases revealing taken into account in our research work on the question of participation of actors and their organizations. It is "the urban project of modernization of Constantine" and the operation relating to "the urban improvement in the city of the Brothers FERRAD in the district of Zouaghi". This project and this operation with the objective of improving the living conditions of citizens have faced several challenges and obstacles that have been in major part the factors of its failures. Through this study, we examined the management process and the mode of organization of the actors of the project as well as the level of participation of the citizen to finally proposed managerial solutions toconflict situations observed.

Urban Sprawl and the Loss of Peri-Urban Land in Kumasi, Ghana

Kumasi is Ghana’s second largest and fastest growing city with an annual population growth rate of 5.4 percent. A major result of this phenomenon is a growing sprawl at the fringes of the city. This paper assesses the nature, extent and impact of sprawl on Kumasi and examines urban planning efforts at addressing this phenomenon. Both secondary and empirical data were collected from decentralized government departments of the Kumasi Metropolitan Assembly and residents of some sprawling communities. The study reveals that sprawl in the metropolis is rapidly consuming fringe rural communities. This situation has weakened effective management of the metropolis causing problems such as congestion and conversion of peri-urban land into residential use without ancillary infrastructure and social services. The paper recommends effective and timely planning and provision of services as well as an overall economic development and spatial integration through regional planning as a way of achieving a long term solution to sprawl.

Environmental Sanitation Dilemma in the Tamale Metropolis, Ghana

The 21st century has been characterized by rapid urbanization with its associated environmental sanitation challenges especially in developing countries. However, studies have focused largely on institutional capacity and the resources needed to manage environmental sanitation challenges, with few insights on the attitudes of city residents. This paper analyzes the environmental sanitation situation in a rapidly urbanizing Tamale metropolis, examines how city residents’ attitudes have contributed to poor environmental sanitation and further reviews approaches that have been employed to manage environmental sanitation. Using secondary and empirical data sources, the paper reveals that only 7.5 tons of 150 tons of total daily solid wastes generated is effectively managed. The findings suggest that the poor sanitation in the city is influenced by two factors; poor attitudes of city residents and weak institutions. While poor attitudes towards environmental sanitation has resulted in indiscriminate disposal of waste, weak institutions have resulted in lack of capacity and pragmatic interventions to manage the environmental sanitation challenges in the city. The paper recommends public education on environmental sanitation, public private partnership, increased stakeholder engagement and preparation and implementation of environmental sanitation plan as mechanisms to ensure effective environmental sanitation management in the Tamale metropolis.

Using New Technologies for Public Parking in Isfahan City

Cities expansion, urban travels increase, the technology development, the automobile price cheapen, and the families' income ascending cause the considerable increase in automobile numbers of the city. This fact has led to the traffic creation and the automobile parking site shortage in the city. Also in Esfahan metropolis, the parking lots shortage has been the great problem of this town; in addition, in designing and constructing of the parking sites the traditional methods are utilized which do not have a reasonable and optimized usage of the valuable urban lands. In this article, by introducing the prefabricate mechanized parking system which is inexpensive, simple and quick, and occupies very small space, therefore provides the high content of parking site for the cities, we can eliminate the parking space shortage difficulty of the cities. The achieved results of this research represent that an optimized utilization of the existent urban spaces for parking site construction has not been accomplished. By employing the new parking site technologies such as mechanization categorized parking sites and the capacity prefabricate mechanized of each parking space have become 8 multiples; in this case, the valuable urban lands can be used in an optimized way.

Maximizer of the Posterior Marginal Estimate for Noise Reduction of JPEG-compressed Image

We constructed a method of noise reduction for JPEG-compressed image based on Bayesian inference using the maximizer of the posterior marginal (MPM) estimate. In this method, we tried the MPM estimate using two kinds of likelihood, both of which enhance grayscale images converted into the JPEG-compressed image through the lossy JPEG image compression. One is the deterministic model of the likelihood and the other is the probabilistic one expressed by the Gaussian distribution. Then, using the Monte Carlo simulation for grayscale images, such as the 256-grayscale standard image “Lena" with 256 × 256 pixels, we examined the performance of the MPM estimate based on the performance measure using the mean square error. We clarified that the MPM estimate via the Gaussian probabilistic model of the likelihood is effective for reducing noises, such as the blocking artifacts and the mosquito noise, if we set parameters appropriately. On the other hand, we found that the MPM estimate via the deterministic model of the likelihood is not effective for noise reduction due to the low acceptance ratio of the Metropolis algorithm.

Study about the Development of Small Towns in the Metropolitan Fringe in Developed Area of China–A Case Study of Sandun Town in Hangzhou

Due to the Rapid Urbanization in China, the influence of metropolises to surrounding areas grows by a tremendous speed in developed region. One of the most obvious influences is the expansion of the urban built-up areas which covers the land belongs to small towns. Around metropolitan fringe, the boundary between city and village becomes more and more obscure. So being the most sensitive area, the small towns on the fringe of metropolises have the special meaning on the research into the small towns- development. This paper chooses Sandun Town in Hangzhou of Zhejiang Province as an example, emphatically focus on aspects such as the central area proliferation, the industrial shift, the position effect, the subway effect and the commercial development, reviews a few problems of small towns in the future and the important problems in their planning by the analysis of the characteristics of the present conditions and the developing motive mechanism, so that guides small towns to develop properly by liking with these small towns and center metropolises.

Study on Guangzhou's Employment Subcentres and Polycentricity

Since the late 1980s, the new phenomena of 'employment subcentres' or 'polycentricity' has appeared in the metropolises of North American and Western Europe and it has been an interesting topic for academics and researchers. This paper specifically uses one case study-Guangzhou to explore the development and the mechanism of employment subcentres and polycentricity in Chinese metropolises by spatial analysis method on the basis of the first economic census data. Nowadays, the earth is countered with serious problem of air pollution. This problem has been started from the industrial revolution and has been faster in recent years, so that leads the earth to ecological and environmental disaster. One of its results is the global warming problem and its related increase in global temperature. The most important factors in air pollution especially in urban environments are Automobiles and residential buildings that are the biggest consumers of the fossil energies, so that if the residential buildings as a big part of the consumers of such energies reduce their consumption rate, the air pollution will be decreased. Since Metropolises are the main centers of air pollution in the world, assessment and analysis of efficient strategies in decreasing air pollution in such cities, can lead to the desirable and suitable results and can solve the problem at least in critical level. Tabriz city is one of the most important metropolises in North west of Iran that about two million people are living there. for its situation in cold dry climate, has a high rate of fossil energies consumption that make air pollution in its urban environment. These two factors, being both metropolis and in cold dry climate, make this article try to analyze the strategies of climatic design in old districts of the city and use them in new districts of the future. Environmental Sanitation and Health Risks in Tropical Urban Settings: Case Study of Household Refuse and Diarrhea in Yaoundé-Cameroon

Health problems linked to urban growth are current major concerns of developing countries. In 2002 and 2005, an interdisciplinary program “Populations et Espaces ├á Risques SANitaires" (PERSAN) was set up under the patronage of the Development and Research Institute. Centered on health in Cameroon-s urban environment, the program mainly sought to (i) identify diarrhoea risk factors in Yaoundé, (ii) to measure their prevalence and apprehend their spatial distribution. The crosssectional epidemiological study that was carried out revealed a diarrheic prevalence of 14.4% (437 cases of diarrhoea on the 3,034 children examined). Also, among risk factors studied, household refuse management methods used by city dwellers were statistically associated to these diarrhoeas. Moreover, it happened that levels of diarrhoeal attacks varied consistently from one neighbourhood to another because of the discrepancy urbanization process of the Yaoundé metropolis.

Site Selection of Public Parking in Isfahan City, using AHP Model

Nowadays, one of the most important problems of the metropolises and the world large cities is the habitant traffic difficulty and lack of sufficient parking site for the vehicles. Esfahan city as the third metropolis of Iran has encountered with the vehicles parkingplace problems in the most parts of fourteen regions of the city. The non principled and non systematic dispersal and lack of parking sites in the city has created an unfavorable status for its traffic and has caused the air and sound pollutions increase; in addition, it wastes the most portions of the citizenship and travelers' charge and time in urban pathways and disturbs their mental and psychical calmness, thus leads to their intensive dissatisfaction. In this study, by the usage of AHP model in GIS environment, the effective criteria in selecting the public parking sites have been combined with each other, and the results of the created layers overlapping represent the parking utilitarian vastness and widths. The achieved results of this research indicate the pretty appropriate public parking sites selection in region number 3 of Esfahan; but inconsequential dispersal and lack of these parking sites in this region have caused abundant transportation problems in Esfahan city.

Analysis and Remediation of Fecal Coliform Bacteria Pollution in Selected Surface Water Bodies of Enugu State of Nigeria

The assessment of surface waters in Enugu metropolis for fecal coliform bacteria was undertaken. Enugu urban was divided into three areas (A1, A2 and A3), and fecal coliform bacteria analysed in the surface waters found in these areas for four years (2005-2008). The plate count method was used for the analyses. Data generated were subjected to statistical tests involving; Normality test, Homogeneity of variance test, correlation test, and tolerance limit test. The influence of seasonality and pollution trends were investigated using time series plots. Results from the tolerance limit test at 95% coverage with 95% confidence, and with respect to EU maximum permissible concentration show that the three areas suffer from fecal coliform pollution. To this end, remediation procedure involving the use of saw-dust extracts from three woods namely; Chlorophora-Excelsa (C-Excelsa),Khayan-Senegalensis,(CSenegalensis) and Erythrophylum-Ivorensis (E-Ivorensis) in controlling the coliforms was studied. Results show that mixture of the acetone extracts of the woods show the most effective antibacterial inhibitory activities (26.00mm zone of inhibition) against E-coli. Methanol extract mixture of the three woods gave best inhibitory activity (26.00mm zone of inhibition) against S-areus, and 25.00mm zones of inhibition against E-Aerogenes. The aqueous extracts mixture gave acceptable zones of inhibitions against the three bacteria organisms.
