Abstract: The world is gradually entering the fourth industrial revolution. E-Government services are scaling government operations across the globe. However, as promising as an e-Government system would be, it is also susceptible to malicious attacks if not properly secured. In our study, we found that in Saudi Arabia, the e-Government website, Yesser, is vulnerable to external attacks. Obviously, this can lead to a breach of data integrity and privacy. In this paper, a systematic literature review (SLR) was conducted to explore possible ways the Kingdom of Saudi Arabia can take necessary measures to strengthen its e-Government system using blockchain. Blockchain is one of the emerging technologies shaping the world through its applications in finance, elections, healthcare, etc. It secures systems and brings more transparency. A total of 28 papers were selected for this SLR, and 19 of the papers significantly showed that blockchain could enhance the security and privacy of Saudi’s e-Government system. Other papers also concluded that blockchain is effective, albeit with the integration of other technologies like IoT, AI and big data. These papers have been analyzed to sieve out the findings and set the stage for future research into the subject.
Abstract: e-Government mobile applications provide an extension for effective e-government services in today’s omniconnected world. They constitute part of m-government platforms. This study explores the usefulness, availability, discoverability and maturity of such applications. While this study impacts theory by addressing a relatively lacking area, it impacts practice more. The outcomes of this study suggest valuable recommendations for practitioners-developers of e-government applications. The methodology followed is to examine a large number of e-government smartphone applications. The focus is on applications available at the Google Play Store. Moreover, the study investigates applications published on government portals of a number of countries. A sample of 15 countries is researched. The results show a diversity in the level of discoverability, development, maturity, and usage of smartphone apps dedicated for use of e-government services. It was found that there are major issues in discovering e-government applications on both the Google Play Store and as-well-as on local government portals. The study found that only a fraction of mobile government applications was published on the Play Store. Only 19% of apps were multilingual, and 43% were developed by third parties including private individuals. Further analysis was made, and important recommendations are suggested in this paper for a better utilization of e-government smartphone applications. These recommendations will result in better discoverability, maturity, and usefulness of e-government applications.
Abstract: This paper presents a proposal for a mobile government
adoption and utilization model (MGAUM), which is a framework
designed to increase the adoption rate of m-government services
in Saudi Arabia. Recent advances in mobile technologies such are
Mobile compatibilities, The development of wireless communication,
mobile applications and devices are enabling governments to
deliver services in new ways to citizens more efficiently and
economically. In the last decade, many governments around the
globe are utilizing these advances effectively to develop their next
generation of e-government services. However, a low adoption rate of
m-government services by citizens is a common problem in Arabian
countries, including Saudi Arabia. Yet, to our knowledge, very little
research has been conducted focused on understanding the factors
that influence citizen adoption of these m-government services in
this part of the world. A set of social, cultural and technological
factors have been identified in the literature, which has led to the
formulation of associated research questions and hypotheses. These
hypotheses will be tested on Saudi citizens using questionnaires and
interview methods based around the technology acceptance model.
A key objective of the MGAUM framework is to investigate and
understand Saudi citizens perception towards adoption and utilization
of m-government services.
Abstract: The patronage of e-government services (demand side of e-government) is vital to the successful implementation of e-government initiatives. The purpose of this study is to explore the predictors determining the willingness of African students in China to adopt and use e-government services. The Unified Theory of Acceptance and Use of Technology (UTAUT) will be used as the theoretical foundation for this research. Research instrument will be developed and administered to 500 African students in China. Factors such as performance expectancy, effort expectancy, social influence, facilitating conditions and culture will be investigated to determine its significant impact on the willingness to use e-government services. This study is a research in progress. The outcome of this study will provide valuable recommendations to improve the provision of public services through e-government.
Abstract: Electronic government is the application of Information and Communication Technologies (ICTs) by the government to improve public service delivery to citizens and businesses. The purpose of this study is to investigate factors influencing the adoption and use of e-government services from different nationalities perspectives. The Technology Acceptance Model (TAM) will be used as the theoretical framework for the study. A questionnaire would be developed and administered to 500 potential respondents who are students from different nationalities in China. Predictors such as perceived usefulness, perceived ease of use, computer self-efficacy, trust in both the internet and government, social influence and perceived service quality would be examined with regard to their impact on the intention to use e-government services. This research is currently at the design and implementation stage. The completion of this study will provide useful insights into understanding factors impacting the decision to use e-government services from a cross and multi nationalities perspectives.
Abstract: This study attempts to analyze the impact of demography and service quality on the adoption and diffusion of e-Government services in the context of India. The objective of this paper is to study the users' perception about e-Government services and investigate the key variables that are most salient to the Indian populace. At the completion of this study, a research model that would help to understand the relationship involving the demographic variables and service quality dimensions, and the willingness to adopt e-Government services is expected to be developed. Dedicated authorities, particularly those in developing economies, may use that model or its augmented versions to design and update e-Government services and promote their use among citizens. After all, enhanced public participation is required to improve efficiency, engagement and transparency in the implementation of the aforementioned services.
Abstract: Public sector organizations, ministries, departments and local government agencies are adopting e-government as a means to provide efficient and quality service delivery to citizens. The purpose of this research paper is to examine the extent to which perceived usefulness (PU) of e-government services moderates between perceived ease-of-use (PEOU) of e-government services and intention to use (IU) e-government services in Ghana. A structured research questionnaire instrument was developed and administered to 700 potential respondents in Ghana, of which 693 responded, representing 99% of the questionnaires distributed. The Technology Acceptance Model (TAM) was used as the theoretical framework for the study. The Statistical Package for Social Science (SPSS) was used to capture and analyze the data. The results indicate that even though predictors such as PU and PEOU are main determiners of citizens’ intention to adopt and use e-government services in Ghana, it failed to show that PEOU and IU e-government services in Ghana is significantly moderated by the PU of e-government services. The implication of this finding on theory and practice is further discussed.
Abstract: Governments constantly seek to offer faster, more secure, efficient and effective services for their citizens. Recent changes and developments to communication services and technologies, mainly due the Internet, have led to immense improvements in the way governments of advanced countries carry out their interior operations Therefore, advances in e-government services have been broadly adopted and used in various developed countries, as well as being adapted to developing countries. The implementation of advances depends on the utilization of the most innovative structures of data techniques, mainly in web dependent applications, to enhance the main functions of governments. These functions, in turn, have spread to mobile and wireless techniques, generating a new advanced direction called m-government. This paper discusses a selection of available m-government applications and several business modules and frameworks in various fields. Practically, the m-government models, techniques and methods have become the improved version of e-government. M-government offers the potential for applications which will work better, providing citizens with services utilizing mobile communication and data models incorporating several government entities. Developing countries can benefit greatly from this innovation due to the fact that a large percentage of their population is young and can adapt to new technology and to the fact that mobile computing devices are more affordable. The use of models of mobile transactions encourages effective participation through the use of mobile portals by businesses, various organizations, and individual citizens. Although the application of m-government has great potential, it does have major limitations. The limitations include: the implementation of wireless networks and relative communications, the encouragement of mobile diffusion, the administration of complicated tasks concerning the protection of security (including the ability to offer privacy for information), and the management of the legal issues concerning mobile applications and the utilization of services.
Abstract: E-government is becoming more important these days. However, the adoption of e-government is often slowed down by technical and non-technical security factors. Nowadays, there many security models that can make the e-government services more secure. This paper will explain the main security factors that affected the level of e-government security. Moreover, it will also analyse current existing models. Finally, the paper will suggest a comprehensive security model that will contain most of technical and non-technical factors.
Abstract: This paper discusses E-government, in particular the challenges that face its development and widespread adoption in Saudi Arabia. E-government can be defined based on an existing set of requirements. E-government has been implemented for a considerable time in developed countries. However, E-government services still face many challenges in their implementation and general adoption in Saudi Arabia. In addition, the literature review and the discussion identify the influential factors, such as quality of service, diffusion of innovation, computer and information literacy, culture, lack of awareness, technical infrastructure, website design, and security, that affect the citizens’ intention to adopt E-government services in Saudi Arabia. Consequently, these factors have been integrated in a new model that would influence citizen to adopt E- government services. Therefore, this research presents an integrated model for ascertaining the intention to adopt E-government services and thereby aiding governments in accessing what is required to increase adoption.
Abstract: The Romanian government has been making
significant attempts to make its services and information available on
the Internet. According to the UN e-government survey conducted in
2008, Romania comes under mid range countries by utilization of egovernment
(percent of utilization 41%). Romania-s national portal
www.e-guvernare.ro aims at progressively making all services and
information accessible through the portal. However, the success of
these efforts depends, to a great extent, on how well the targeted
users for such services, citizens in general, make use of them. For
this reason, the purpose of the presented study was to identify what
factors could affect the citizens' adoption of e-government services.
The study is an extension of the Technology Acceptance Model. The
proposed model was validated using data collected from 481 citizens.
The results provided substantial support for all proposed hypotheses
and showed the significance of the extended constructs.
Abstract: The waves of eGovernment are rising very fast
through almost all public administration, or at least most of the
public administrations around the world, and not only the public
administration, but also the entire government and all of their
organization as a whole. The government uses information
technology, and above all the internet or web network, to facilitate
the exchange of services between government agencies and citizens,
businesses, employees and other non-governmental agencies. With
efficient and transparent information exchange, the information
becomes accessible to the society (citizens, business, employees etc.),
and as a result of these processes the society itself becomes the
information society or knowledge society. This paper discusses the
knowledge management for eGovernment development in
significance and role. Also, the paper reviews the role of virtual
communities as a knowledge management mechanism to support
eGovernment in Montenegro. It explores the need for knowledge
management in eGovernment, identifies knowledge management
technologies, and highlights the challenges for developing countries,
such as Montenegro in the implementation of eGovernment. The
paper suggests that knowledge management is needed to facilitate
information exchange and transaction processing with citizens, as
well as to enable creation of knowledge society.
Abstract: This paper discusses E-government, in particular the

define E-government as a matrix of stakeholders: governments to
governments, governments to business and governments to citizens,
using information and communications technology to deliver and
consume services. E-government has been implemented for a
considerable time in developed countries. However, E-government
services still face many challenges in their implementation and
general adoption in many countries including Saudi Arabia. It has
been noted that the introduction of E-government is a major
challenge facing the government of Saudi Arabia, due to possible
concerns raised by its citizens. In addition, the literature review and
the discussion identify the influential factors that affect the citizens’
intention to adopt E-government services in Saudi Arabia.
Consequently, these factors have been defined and categorized
followed by an exploratory study to examine the importance of these
factors. Therefore, this research has identified factors that determine
if the citizen will adopt E-government services and thereby aiding
governments in accessing what is required to increase adoption.
Abstract: The study investigated the practices of organisations in Gulf Cooperation Council (GCC) countries with regards to G2C egovernment maturity. It reveals that e-government G2C initiatives in the surveyed countries in particular, and arguably around the world in general, are progressing slowly because of the lack of a trusted and secure medium to authenticate the identities of online users. The authors conclude that national ID schemes will play a major role in helping governments reap the benefits of e-government if the three advanced technologies of smart card, biometrics and public key infrastructure (PKI) are utilised to provide a reliable and trusted authentication medium for e-government services.
Abstract: More and more governments around the world are
introducing e-government as a means of reducing costs, improving
services, saving time and increasing effectiveness and efficiency in
the public sector Therefore e-government has been identified as one
of the top priorities for Saudi government and all its agencies.
However, the adoption of e-government is facing many challenges
and barriers such as technological, cultural, organizational, and social
issues which must be considered and treated carefully by any
government contemplating its adoption. This paper reports on a pilot
study amongst online (e-ready) citizens to identify the challenges and
barriers that affect the adoption of e-government services especially
from their perspective in Saudi society. Based on the analysis of data
collected from an online survey the researcher was able to identify
some of the important barriers and challenges from the e-ready
citizen perspective. As a result, this study has generated a list of
possible strategies to move towards successful adoption of egovernment
services in Saudi Arabia.
Abstract: Australian government agencies have a natural desire
to provide migrants a wide range of opportunities. Consequently,
government online services should be equally available to migrants
with a non-English speaking background (NESB). Despite the
commendable efforts of governments and local agencies in Australia
to provide such services, in reality, many NESB communities are not
taking advantage of these services. This article–based on an
extensive case study regarding the use of online government services
by the Arabic NESB community in Australia–reports on the
possible reasons for this issue, as well as suggestions for
improvement. The conclusion is that Australia should implement
ICT-based or e-government policies, programmes, and services that
more accurately reflect migrant cultures and languages so that
migrant integration can be more fully accomplished. Specifically, this
article presents an NESB Model that adopts the value of usercentricity
or a more individual-focused approach to government
online services in Australia.
Abstract: e-Government structures permits the government to operate in a more transparent and accountable manner of which it increases the power of the individual in relation to that of the government. This paper identifies the factors that determine customer-s attitude towards e-Government services using a theoretical model based on the Technology Acceptance Model. Data relating to the constructs were collected from 200 respondents. The research model was tested using Structural Equation Modeling (SEM) techniques via the Analysis of Moment Structure (AMOS 16) computer software. SEM is a comprehensive approach to testing hypotheses about relations among observed and latent variables. The proposed model fits the data well. The results demonstrated that e- Government services acceptance can be explained in terms of compatibility and attitude towards e-Government services. The setup of the e-Government services will be compatible with the way users work and are more likely to adopt e-Government services owing to their familiarity with the Internet for various official, personal, and recreational uses. In addition, managerial implications for government policy makers, government agencies, and system developers are also discussed.
