Abstract: The role of controlled vocabularies in information retrieval is broadly recognized as a relevant feature. Besides, there is a standing demand that editors and databases should consider the effective introduction of controlled vocabularies in their procedures to index scientific literature. That is especially important because information retrieval is pointed out as a significant point to drive systematic literature review. Hence, a first question emerges: Are the controlled vocabularies at this moment considered? On the other hand, subject searching in the catalogs is complex mainly due to the dichotomy between keywords from authors versus keywords based on controlled vocabularies. Finally, there is some demand to unify the terminology related to health to make easier the medical history exploitation and research. Considering these features, this paper focuses on controlled vocabularies related to the health field and their role for storing, classifying, and retrieving relevant literature. The objective is knowing which role plays the controlled vocabularies related to the health field to index and retrieve research literature in data bases such as Web of Science (WoS) and Scopus. So, this exploratory research is grounded over two research questions: 1) Which are the terms considered in specific controlled vocabularies of the health field; and 2) How papers are indexed in relevant databases to be easily retrieved, considering keywords vs specific health’ controlled vocabularies? This research takes as fieldwork the controlled vocabularies related to health and the scientific interest for 1918 flu pandemic, also known equivocally as ‘Spanish flu’. This interest has been fostered by the emergence in the early 21st of epidemics of pneumonic diseases caused by virus. Searches about and with controlled vocabularies on WoS and Scopus databases are conducted. First results of this work in progress are surprising. There are different controlled vocabularies for the health field, into which the terms collected and preferred related to ‘1918 pandemic’ are identified. To summarize, ‘Spanish influenza epidemic’ or ‘Spanish flu’ are collected as not preferred terms. The preferred terms are: ‘influenza’ or ‘influenza pandemic, 1918-1919’. Although the controlled vocabularies are clear in their election, most of the literature about ‘1918 pandemic’ is retrievable either by ‘Spanish’ or by ‘1918’ disjunct, and the dominant word to retrieve literature is ‘Spanish’ rather than ‘1918’. This is surprising considering the existence of suitable controlled vocabularies related to health topics, and the modern guidelines of World Health Organization concerning naming of diseases that point out to other preferred terms. A first conclusion is the failure of using controlled vocabularies for a field such as health, and in consequence for WoS and Scopus. This research opens further research questions about which is the role that controlled vocabularies play in the instructions to authors that journals deliver to documents’ authors.
Abstract: The role of the government to tangibly alleviate poverty, improve and sustain the quality of people’s lives remains a “work in progress” twenty-two years after the dawn of democracy in South Africa despite a host of socio-economic programs and pro-poor policies and legislations. This paper assesses the development process and the implementation of the White Paper on Families in South Africa as one of the pro-poor policies intended to curb poverty and redress the imbalances of the apartheid regime. The paper is the result of a qualitative implementation research theory facilitated through in-depth interviews with social work managers complemented by literature and policy review techniques. It investigates the level of basic knowledge and understanding as well as the implementation challenges of the White Paper on Families as causes of its failure. The paper emphasizes the importance of the family-centered approach in the implementation of pro-poor policies. To facilitate the understanding of the White Paper on Families by its users, the Department of Social Development needs take stock of the identified challenges of its implementation so as to facilitate its success in fostering positive family well-being that will directly contributes to the overall socio-economic development of South Africa.
Abstract: Programming is one of the challenging subjects in the field of computing. In the higher education sphere, some programming novices’ performance, retention rate, and success rate are not improving. Most of the time, the problem is caused by the slow pace of learning, difficulty in grasping the syntax of the programming language and poor logical skills. More importantly, programming forms part of major subjects within the field of computing. As a result, specialized pedagogical methods and innovation are highly recommended. Little research has been done on the potential productivity of the WhatsApp platform as part of a blended learning model. In this article, the authors discuss the WhatsApp group as a part of blended learning model incorporated for a group of programming novices. We discuss possible administrative activities for productive utilisation of the WhatsApp group on the blended learning overview. The aim is to take advantage of the popularity of WhatsApp and the time students spend on it for their educational purpose. We believe that blended learning featuring a WhatsApp group may ease novices’ cognitive load and strengthen their foundational programming knowledge and skills. This is a work in progress as the proposed blended learning model with WhatsApp incorporated is yet to be implemented.
Abstract: The world-wide population of people over 60 years
of age is growing rapidly. The explosion is placing increasingly
onerous demands on individual families, multiple industries and
entire countries. Current, human-intensive approaches to eldercare
are not sustainable, but IoT and AI technologies can help. The
Knowledge Reactor (KR) is a contextual, data fusion engine built to
address this and other similar problems. It fuses and centralizes IoT
and System of Record/Engagement data into a reactive knowledge
graph. Cognitive applications and services are constructed with its
multiagent architecture. The KR can scale-up and scaledown, because
it exploits container-based, horizontally scalable services for graph
store (JanusGraph) and pub-sub (Kafka) technologies. While the KR
can be applied to many domains that require IoT and AI technologies,
this paper describes how the KR specifically supports the challenging
domain of cognitive eldercare. Rule- and machine learning-based
analytics infer activities of daily living from IoT sensor readings. KR
scalability, adaptability, flexibility and usability are demonstrated.
Abstract: ABET accredited programs must assess the development of student learning outcomes (SOs) in engineering programs. Different institutions implement different strategies for this assessment, and they are usually designed “in house.” This paper presents a proposal for including standardized tests to complement the ABET assessment model in an engineering college made up of six distinct engineering programs. The engineering college formulated a model of quality assurance in education to be implemented throughout the six engineering programs to regularly assess and evaluate the achievement of SOs in each program offered. The model uses diverse techniques and sources of data to assess student performance and to implement actions of improvement based on the results of this assessment. The model is called “Assessment Process Model” and it includes SOs A through K, as defined by ABET. SOs can be divided into two categories: “hard skills” and “professional skills” (soft skills). The first includes abilities, such as: applying knowledge of mathematics, science, and engineering and designing and conducting experiments, as well as analyzing and interpreting data. The second category, “professional skills”, includes communicating effectively, and understanding professional and ethnical responsibility. Within the Assessment Process Model, various tools were used to assess SOs, related to both “hard” as well as “soft” skills. The assessment tools designed included: rubrics, surveys, questionnaires, and portfolios. In addition to these instruments, the Engineering College decided to use tools that systematically gather consistent quantitative data. For this reason, an in-house exam was designed and implemented, based on the curriculum of each program. Even though this exam was administered during various academic periods, it is not currently considered standardized. In 2017, the Engineering College included three standardized tests: one to assess mathematical and scientific reasoning and two more to assess reading and writing abilities. With these exams, the college hopes to obtain complementary information that can help better measure the development of both hard and soft skills of students in the different engineering programs. In the first semester of 2017, the three exams were given to three sample groups of students from the six different engineering programs. Students in the sample groups were either from the first, fifth, and tenth semester cohorts. At the time of submission of this paper, the engineering college has descriptive statistical data and is working with various statisticians to have a more in-depth and detailed analysis of the sample group of students’ achievement on the three exams. The overall objective of including standardized exams in the assessment model is to identify more precisely the least developed SOs in order to define and implement educational strategies necessary for students to achieve them in each engineering program.
Abstract: Inventory management is the determinant of effective and efficient work for any manager. This study looked at the relationship between inventory management and financial performance. The population of the study comprises all conglomerate quoted companies in the Nigerian Stock Exchange market as at 31st December 2010. The scope of the study covered the period from 2010 to 2014. Descriptive, Pearson correlation and multiple regressions are used to analyze the data. It was found that inventory management is significantly related to the profitability of the company. This entails that an efficient management of the inventory cycle will enhance the profitability of the company. Also, lack of proper management of it will hinder the financial performance of organizations. Based on the results, it was recommended that a conglomerate company should try to see that inventories are kept to a minimum, as well as make sure the proper checks are maintained to make sure only needed inventories are in the store. As well as to keep track of the movement of goods, in order to avoid unnecessary delay of finished and work in progress (WIP) goods in the store and warehouse.
Abstract: The area of liberty, security and justice within the
European Union is still a work in progress. No one can deny that the
EU struggles between a monistic and a dualist approach.
The aim of our essay is to first review how the European law is
perceived by the rest of the international scene. It will then discuss
two main mechanisms at play: the interpretation of larger
international treaties and the penal mechanisms of European law.
Finally, it will help us understand the role of a penal Europe on the
international scene with concrete examples.
Special attention will be paid to cases that deal with fundamental
rights as they represent an interesting case study in Europe and in the
rest of the World. It could illustrate the aforementioned duality
currently present in the Union’s interpretation of international public
law. On the other hand, it will explore some specific European penal
mechanism through mutual recognition and the European arrest
warrant in the transnational criminality frame.
Concerning the interpretation of the treaties, it will first, underline
the ambiguity and the general nature of some treaties that leave the
EU exposed to tension and misunderstanding then it will review the
validity of an EU act (whether or not it is compatible with the rules of
International law).
Finally, it will focus on the most complete manifestation of liberty,
security and justice through the principle of mutual recognition. Used
initially in commercial matters, it has become “the cornerstone” of
European construction. It will see how it is applied in judicial
decisions (its main event and achieving success is via the European
arrest warrant) and how European member states have managed to
develop this cooperation.
Abstract: The implementation of e-assessment as tool to support
the process of teaching and learning in university has become a
popular technological means in universities. E-Assessment provides
many advantages to the users especially the flexibility in teaching and
learning. The e-assessment system has the capability to improve its
quality of delivering education. However, there still exists a
drawback in terms of security which limits the user acceptance of the
online learning system. Even though there are studies providing
solutions for identified security threats in e-learning usage, there is no
particular model which addresses the factors that influences the
acceptance of e-assessment system by lecturers from security
perspective. The aim of this study is to explore security aspects of eassessment
in regard to the acceptance of the technology. As a result
a conceptual model of secure acceptance of e-assessment is proposed.
Both human and security factors are considered in formulation of this
conceptual model. In order to increase understanding of critical issues
related to the subject of this study, interpretive approach involving
convergent mixed method research method is proposed to be used to
execute the research. This study will be useful in providing more
insightful understanding regarding the factors that influence the user
acceptance of e-assessment system from security perspective.
Abstract: As a developing country, The Kingdom of Saudi Arabia (KSA) needs to make the best possible use of its workforce for social and economic reasons. The workforce is diverse, calling for appropriate diversity management (DM). The thesis focuses on the banking sector in KSA. To date, there have been no studies on DM in the banking sector in this country. Many organizations have introduced specific policies and programmes to improve the recruitment, inclusion, promotion, and retention of diverse employees, in addition to the legal requirements existing in many countries. However, Western-centric models of DM may not be applicable, at least not in their entirety, in other regions.
The aim of the study is to devise a framework for understanding gender, age and disability DM in the banking sector in KSA in order to enhance DM in this sector. A sample of 24 managers, 2 from each of the 12 banks, was interviewed to obtain their views on DM in the banking sector in KSA. Thematic analysis was used to analyze the data. These themes were used to develop the questionnaire, which was administered to 10 managers in each of the 12 banks. After analysis of these data, and completion of the study, the research will make a theoretical contribution to the knowledge on DM and a practical contribution to the management of diversity in Saudi banks. This paper concerns a work in progress.
Abstract: Due to a high unemployment rate among local people
and a high reliance on expatriate workers, the governments in the
Gulf Co-operation Council (GCC) countries have been implementing
programmes of localisation (replacing foreign workers with GCC
nationals). These programmes have been successful in the public
sector but much less so in the private sector. However, there are now
insufficient jobs for locals in the public sector and the onus to provide
employment has fallen on the private sector. This paper is concerned
with a study, which is a work in progress (certain elements are
complete but not the whole study), investigating the effective
implementation of localisation policies in four- and five-star hotels in
the Kingdom of Saudi Arabia (KSA) and the United Arab Emirates
(UAE). The purpose of the paper is to identify the research gap, and
to present the need for the research. Further, it will explain how this
research was conducted.
Studies of localisation in the GCC countries are under-represented
in scholarly literature. Currently, the hotel sectors in KSA and UAE
play an important part in the countries’ economies. However, the
total proportion of Saudis working in the hotel sector in KSA is
slightly under 8%, and in the UAE, the hotel sector remains highly
reliant on expatriates. There is therefore a need for research on
strategies to enhance the implementation of the localisation policies
in general and in the hotel sector in particular.
Further, despite the importance of the hotel sector to their
economies, there remains a dearth of research into the
implementation of localisation policies in this sector. Indeed, as far as
the researchers are aware, there is no study examining localisation in
the hotel sector in KSA, and few in the UAE. This represents a
considerable research gap.
Regarding how the research was carried out, a multiple case study
strategy was used. The four- and five-star hotel sector in KSA is one
of the cases, while the four- and five-star hotel sector in the UAE is
the other case. Four- and five-star hotels in KSA and the UAE were
chosen as these countries have the longest established localisation
policies of all the GCC states and there are more hotels of these
classifications in these countries than in any of the other Gulf
countries. A literature review was carried out to underpin the
research. The empirical data were gathered in three phases. In order
to gain a pre-understanding of the issues pertaining to the research
context, Phase I involved eight unstructured interviews with officials
from the Saudi Commission for Tourism and Antiquities (three
interviewees); the Saudi Human Resources Development Fund (one);
the Abu Dhabi Tourism and Culture Authority (three); and the Abu
Dhabi Development Fund (one).
In Phase II, a questionnaire was administered to 24 managers and
24 employees in four- and five-star hotels in each country to obtain
their beliefs, attitudes, opinions, preferences and practices concerning
localisation.
Unstructured interviews were carried out in Phase III with six
managers in each country in order to allow them to express opinions
that may not have been explored in sufficient depth in the
questionnaire. The interviews in Phases I and III were analysed using
thematic analysis and SPSS will be used to analyse the questionnaire
data.
It is recommended that future research be undertaken on a larger
scale, with a larger sample taken from all over KSA and the UAE
rather than from only four cities (i.e., Riyadh and Jeddah in KSA and
Abu Dhabi and Sharjah in the UAE), as was the case in this research.
Abstract: This research presents the development of simulation
modeling for WIP management in semiconductor fabrication.
Manufacturing simulation modeling is needed for productivity
optimization analysis due to the complex process flows involved
more than 35 percent re-entrance processing steps more than 15 times
at same equipment. Furthermore, semiconductor fabrication required
to produce high product mixed with total processing steps varies from
300 to 800 steps and cycle time between 30 to 70 days. Besides the
complexity, expansive wafer cost that potentially impact the
company profits margin once miss due date is another motivation to
explore options to experiment any analysis using simulation
modeling. In this paper, the simulation model is developed using
existing commercial software platform AutoSched AP, with
customized integration with Manufacturing Execution Systems
(MES) and Advanced Productivity Family (APF) for data collections
used to configure the model parameters and data source. Model
parameters such as processing steps cycle time, equipment
performance, handling time, efficiency of operator are collected
through this customization. Once the parameters are validated, few
customizations are made to ensure the prior model is executed. The
accuracy for the simulation model is validated with the actual output
per day for all equipments. The comparison analysis from result of
the simulation model compared to actual for achieved 95 percent
accuracy for 30 days. This model later was used to perform various
what if analysis to understand impacts on cycle time and overall
output. By using this simulation model, complex manufacturing
environment like semiconductor fabrication (fab) now have
alternative source of validation for any new requirements impact
analysis.
