Abstract: Saudi Arabia instituted the policy of sensitizing and training stakeholders for e-learning and witnessed wide adoption in many institutions. However, it is at the infancy stage and needs time to develop to mirror the US and UK. The majority of the higher education institutions in Saudi Arabia have adopted e-learning as an alternative to traditional methods to advance education. Conversely, effective implementation of the policy of sensitization and training of stakeholders for e-learning implementation has not been attained because of various challenges. The objectives included determining the challenges and opportunities of the e-learning policy of sensitization and training of stakeholders in Saudi Arabia's higher education and examining if sensitization and training of stakeholder's policy will help promote the implementation of e-learning in institutions. The study employed a descriptive research design based on qualitative analysis. The researcher recruited 295 students and 60 academic staff from four Saudi Arabian universities to participate in the study. An online questionnaire was used to collect the data. The data were then analyzed and reported both quantitatively and qualitatively. The analysis provided an in-depth understanding of the opportunities and challenges of e-learning policy in Saudi Arabian universities. The main challenges identified as internal challenges were the lack of educators’ interest in adopting the policy, and external challenges entailed lack of ICT infrastructure and Internet connectivity. The study recommends encouraging, sensitizing, and training all stakeholders to address these challenges and adopt the policy.
Abstract: The remarkable growth and evolution in information
and communication technology (ICT) in the past few decades has
transformed modern society in almost every aspect of life. The
impact and application of ICT have been observed in almost all walks
of life including science, arts, business, health, management,
engineering, sports, and education. ICT in education is being used
extensively for student learning, creativity, interaction, and
knowledge sharing and as a valuable source of teaching instrument.
Apart from the student’s perspective, it plays a vital role for teacher
education, instructional methods and curriculum development. There
is a significant difference in growth of ICT enabled education in
developing countries compared to developed nations and according to
research, this gap is widening. ICT gradually infiltrate in almost
every aspect of life. It has a deep and profound impact on our social,
economic, health, environment, development, work, learning, and
education environments. ICT provides very effective and dominant
tools for information and knowledge processing. It is firmly believed
that the coming generation should be proficient and confident in the
use of ICT to cope with the existing international standards. This is
only possible if schools can provide basic ICT infrastructure to
students and to develop an ICT-integrated curriculum which covers
all aspects of learning and creativity in students. However, there is a
digital divide and steps must be taken to reduce this digital divide
considerably to have the profound impact of ICT in education all
around the globe. This study is based on theoretical approach and an
extensive literature review is being conducted to see the successful
implementations of ICT integration in education and to identify
technologies and models which have been used in education in
developed countries. This paper deals with the modern applications
of ICT in schools for both teachers and students to uplift the learning
and creativity amongst the students. A brief history of technology in
education is presented and discussed are some important ICT tools
for both student and teacher’s perspective. Basic ICT-based
infrastructure for academic institutions is presented. The overall
conclusion leads to the positive impact of ICT in education by
providing an interactive, collaborative and challenging environment
to students and teachers for knowledge sharing, learning and critical
thinking.
Abstract: Governments around the world are adopting Information and Communication Technologies (ICTs) because of the important opportunities it provides through E-government (EG) to modernize government public administration processes and delivery of quality and efficient public services. Almost every country in the world is adopting ICT in its public sector administration (EG) to modernize and change the traditional process of government, increase citizen engagement and participation in governance, as well as the provision of timely information to citizens. This paper, therefore, seeks to present the adoption, development and implementation of EG in regions globally, as well as the ICT indicators around the world, which are making EG initiatives successful. Europe leads the world in its EG adoption and development index, followed by the Americas, Asia, Oceania and Africa. There is a gradual growth in ICT indicators in terms of the increase in Internet access and usage, increase in broadband penetration, an increase of individuals using the Internet at home and a decline in fixed telephone use, while the mobile cellular phone has been on the increase year-on-year. Though the lack of ICT infrastructure is a major challenge to EG adoption and implementation around the world, in Africa it is very pervasive, hampering the expansion of Internet access and provision of broadband, and hence is a barrier to the successful adoption, development, and implementation of EG initiatives in countries on the continent. But with the general improvement and increase in ICT indicators around the world, it provides countries in Europe, Americas, Asia, Arab States, Oceania and Africa with the huge opportunity to enhance public service delivery through the adoption of EG. Countries within these regions cannot fail their citizens who desire to enjoy an enhanced and efficient public service delivery from government and its many state institutions.
Abstract: The lack of Information and Communication Technologies (ICT) infrastructure in African countries is hampering the successful adoption, development and implementation of e-government in Africa. Electronic government is the use of ICTs to modernize government public administration processes and to provide government services to citizens with a purpose to enhance efficiency, accountability, and transparency in government’s interaction with the citizenry. ICT application in public administration has the potential to modernize and create smarter government and improvement in public service delivery. China’s Internet Plus policy and One Belt One Road strategy present a golden opportunity for countries in Africa to attract the huge financial investment through Chinese IT companies to develop and close Africa’s ICT infrastructure gap. This study recommends the establishment of One Belt One Road ICT Infrastructure Fund for Africa (OBOR ICT Fund for Africa) to enable countries in Africa to source solely for the purpose of ICT infrastructure development in the public sector/government machinery which would in turn promote the adoption and development of e-government in the public sectors of respective countries in Africa.

This paper seeks to compare the innovation of Mexico from an economic and human perspective, with the seven most innovative countries according to the Global Innovation Index 2013, done by the World Intellectual Property Organization (WIPO). The above analysis suggests nine dimensions: Expenditure on R & D, intellectual property, appropriate environment to conduct business, economic stability, triple helix for R & D, ICT Infrastructure, education, human resources and quality of life. Each dimension is represented by an indicator which is later used to construct a radial graph that compares the innovative capacity of the countries analyzed. As a result, it is proposed a new indicator of innovation called The Area of Innovation. Observations are made from the results, and finally as a conclusion, those items or dimensions in which Mexico suffers lag in innovation are identify.
Abstract: E-tourism is among the issues that have recently been entered into the field of tourism. In order to achieve this type of tourism, Information and Communications Technology or ICT infrastructures as well as Co-governmental organizations and tourism resources are important. In this study, the opinions of managers and tourism officials about the e-tourism in Lenjan city were measured; it also surveyed the impact of level of digital literacy of managers and tourism officials on attracting tourists in Lenjan city. This study was conducted in Lenjan, one of the environs of the Esfahan province. This study is a documentary – survey and the sources include library resources and also questionnaires. The results obtained indicate that if managers use ICT, it may help E-tourism to be developed in the region, and increasing managers’ beliefs on e-tourism and upgrading their level of digital literacy may affect e-tourism development.
Abstract: The Application of e-health solutions has brought superb advancements in the health care industry. E-health solutions have already been embraced in the industrialized countries. In an effort to catch up with the growth, the developing countries have strived to revolutionize the healthcare industry by use of Information technology in different ways. Based on a technology assessment carried out in Kenya – one of the developing countries – and using multiple case studies in Nyanza Province, this work focuses on an investigation on how five rural hospitals are adapting to the technology shift. The issues examined include the ICT infrastructure and e-health technologies in place, the knowledge of participants in terms of benefits gained through the use of ICT and the challenges posing barriers to the use of ICT technologies in these hospitals. The results reveal that the ICT infrastructure in place is inadequate for e-health implementations as a result to various challenges that exist. Consequently, suggestions on how to tackle the various challenges have been addressed in this paper.
Abstract: The aim of this study is to determine the basic information and communication technology (ICT) skills that may be needed by students studying in the 8th grade of the primary education in their cooperative project works implemented via the Internet. Within the scope of the study, the curriculum used for European Computer Driving License (ECDL) and the curriculum used in Turkey are also compared in terms of the ability to use ICT, which is aimed to be provided to the students. The research population of the study, during which the pre test – post test control group experimental model was used, consisted of 40 students from three different schools. In the first stage of the study, the skills that might be needed by students for their cooperative project works implemented via the Internet were determined through examination of the completed Comenious, e – twinning and WorldLinks projects. In the second stage of the study, the curriculums of the Turkish Ministry of National Education (MEB) and ECDL were evaluated by seven different teachers in line with these skills. Also in this study the ECDL and MEB curriculums were compared in terms of capability to provide the skills to implement cooperative projects via the Internet. In line with the findings of the study, the skills that might be needed by students to implement cooperative projects via the Internet were outlined, and existence of a significant difference was established in favor of the ECDL curriculum upon comparison of both curriculums in accordance with this outline (U = 50,500; p
Abstract: In response to address different development challenges, Tanzania is striving to achieve its fourth attribute of the National Development Vision, i.e. to have a well educated and learned society by the year 2025. One of the most cost effective methods that can reach a large part of the society in a short time is to integrate ICT in education through e-learning initiatives. However, elearning initiatives are challenged by limited or lack of connectivity to majority of secondary schools, especially those in rural and remote areas. This paper has explores the possibility for rural secondary school to access online e-Learning resources from a centralized e- Learning Management System (e-LMS). The scope of this paper is limited to schools that have computers irrespective of internet connectivity, resulting in two categories schools; those with internet access and those without. Different connectivity configurations have been proposed according to the ICT infrastructure status of the respective schools. However, majority of rural secondary schools in Tanzania have neither computers nor internet connection. Therefore this is a challenge to be addressed for the disadvantaged schools to benefit from e-Learning initiatives.
