Abstract: Climate change would cause mean sea level to rise +1
m by 2100. To prevent coastal floods resulting from the sea level
rising, different flood control structures have been built, with
acceptable protection levels. Gothenburg with the River Göta älv
located on the southwest coast of Sweden is a vulnerable city to the
accelerated rises in mean sea level. We evaluated using a sea barrage
in the River Göta älv to protect Gothenburg during this century. The
highest sea level was estimated to 2.95 m above the current mean sea
level by 2100. To verify flood protection against such high sea levels,
both barriers have to be closed. To prevent high water level in the
River Göta älv reservoir, the barriers would be open when the sea
level is low. The suggested flood control structures would
successfully protect the city from flooding events during this century.
Abstract: Many organizations are opting to adopt Open Source Software (OSS) as it is the current trend to rely on each other rather than on companies (Software vendors). It is a clear shift from organizations to individuals, the concept being to rely on collective participation rather than companies/vendors.
The main objectives of this research are 1) to identify the current level of OSS usage in Sultan Qaboos University; 2) to identify the potential benefits of using OSS in educational institutes; 3) to identify the OSS applications that are most likely to be used within an educational institute; 4) to identify the existing and potential barriers to the successful adoption of OSS in education.
To achieve these objectives a two-stage research method was conducted. First a rigorous literature review of previously published material was performed (interpretive/descriptive approach), and then a set of interviews were conducted with the IT professionals at Sultan Qaboos University in Oman in order to explore the extent and nature of their usage of OSS.
Abstract: Amongst the many priorities facing Libya following the 2011 uprising is the provision of a transport infrastructure that will meet the nation’s needs and not undermine its prospects for economic prosperity as with many developing economies non-technical issues such as management, planning and financing are the major barriers to the efficient and effective provision of transport infrastructure. This is particularly true in the case of the effective incorporation of sustainability criteria, and the research upon which this paper is based involves the examination of alternative ways of approaching this problem. It is probably fair to say that criteria that relate to sustainability have not, historically, featured strongly in Libya’s approach to the development of its transport infrastructure. However, the current reappraisal of how best to redevelop the country’s transport infrastructure that has been afforded by recent events may offer the opportunity to alter this. The research examines recent case studies from a number of countries to explore ways in which sustainability has been included as a criterion for planning and procurement decisions. There will also be an in-depth investigation into the Libyan planning and legislative context to examine the feasibility of the introduction of such sustainability criteria into the process of planning and procurement of Libya’s transport infrastructure.
Abstract: Personalized learning becomes increasingly popular which not be restricted by time, place or any other barriers. This study proposes an analysis of Personalized Learning using Item Response Theory which considers course material difficulty and learner ability. The study investigates twenty undergraduate students at TATI University College, who are taking programming subject. By using the IRT,it was found that, finding the most appropriate problem levels to each student include high and low level test items together is not a problem. Thus, the student abilities can be asses more accurately and fairly. Learners who experience more anxiety will affect a heavier cognitive load and receive lower test scores.Instructors are encouraged to provide a supportive learning environment to enhance learning effectiveness because Cognitive Load Theory concerns the limited capacity of the brain to absorb new information.
Abstract: The goals of the research include the determination of the characteristics of SMEs finance in Croatia, as well as the determination of indirect growth rates of the information model of the entrepreneurs` perception of business environment. The research results show that cost of finance and access to finance are most important constraining factor in setting up and running the business of small entrepreneurs in Croatia. Furthermore, small entrepreneurs in Croatia are significantly dissatisfied with the administrative barriers although relatively to a lesser extent than was the case in the pre crisis time. High collateral requirement represents the main characteristic of bank lending concerning SMEs followed by long credit elaboration process. Formulated information model has defined the individual impact of indirect growth rates of the remaining variables on the model’s specific variable.
Abstract: Public health informatics (PHI) which has seen successful implementation in the developed world, become the buzzword in the developing countries in providing improved healthcare with enhanced access. In rural areas especially, where a huge gap exists between demand and supply of healthcare facilities, PHI is being seen as a major solution. There are factors such as growing network infrastructure and the technological adoption by the health fraternity which provide support to these claims. Public health informatics has opportunities in healthcare by providing opportunities to diagnose patients, provide intra-operative assistance and consultation from a remote site. It also has certain barriers in the awareness, adaptation, network infrastructure, funding and policy related areas. There are certain medico-legal aspects involving all the stakeholders which need to be standardized to enable a working system. This paper aims to analyze the potential and challenges of Public health informatics services in rural communities.
Abstract: Free access for Georgian goods to the EU markets is one of the important factors for Georgia’s economic development, attraction of investments and raising the standard of living. The European Union is the most important trade partner for Georgia. Great experience has been accumulated with respect to removing trade barriers between Georgia and the European Union. Despite it, certain problems still persist.
In the present article, we have reviewed the systems of preferences with the European Union, the EU’s Generalized System of Preferences (GSP) and the essence of ongoing reform; we have assessed weak and strong sides of relations established between the European Union and Georgia in this regard; analyzed Georgia’s export and import over the past years; also reviewed the prospect of a unified database; established existing and anticipated positive and negative factors. Based on the analysis, we have provided the relevant recommendations.
Abstract: Although women have merit in their jobs, they still
are located very few in the top management in many sectors. There
are many causes of such situation. Such a situation creates obstacles;
especially invisible ones are called “glass ceiling syndrome”. Also,
studies which handle this subject in academic community are very
few. The aim of this research is to reach the results about glass
ceiling obstacles in terms of female teaching staff (academics)
working in higher education institutions. To this end, our study was
performed on female academics working at Selcuk University, Konya
/ Turkey. Our study's main aim can be expressed as to determine
whether there are glass ceiling obstacles for female academics
working at the higher education institution in question, to measure
their glass ceiling perceptions and, thus, to identify what the glass
ceiling barrier components for them to promotion to senior
management positions are.
Abstract: Language Reforms and potential use of ICTs has been a focal area of Higher Education Commission of Pakistan. Efforts are being accelerated to incorporate fast expanding ICTs to bring qualitative improvement in language instruction in higher education. This paper explores how university teachers are benefitting from ICTs to make their English class effective and what type of problems they face in practicing ICTs during their lectures. An in-depth qualitative study was employed to understand why language teachers tend to use ICTs in their instruction and how they are practicing it. A sample of twenty teachers from five universities located in Islamabad, three from public sector and two from private sector, was selected on non-random (Snowball) sampling basis. An interview with 15 semi-structured items was used as research instruments to collect data. The findings reveal that business English teaching is facilitated and improved through the use of ICTs. The language teachers need special training regarding the practices and implementation of ICTs. It is recommended that initiatives might be taken to equip university language teachers with modern methodology incorporating ICTs as focal area and efforts might be made to remove barriers regarding the training of language teachers and proper usage of ICTs.
Abstract: The Application of e-health solutions has brought superb advancements in the health care industry. E-health solutions have already been embraced in the industrialized countries. In an effort to catch up with the growth, the developing countries have strived to revolutionize the healthcare industry by use of Information technology in different ways. Based on a technology assessment carried out in Kenya – one of the developing countries – and using multiple case studies in Nyanza Province, this work focuses on an investigation on how five rural hospitals are adapting to the technology shift. The issues examined include the ICT infrastructure and e-health technologies in place, the knowledge of participants in terms of benefits gained through the use of ICT and the challenges posing barriers to the use of ICT technologies in these hospitals. The results reveal that the ICT infrastructure in place is inadequate for e-health implementations as a result to various challenges that exist. Consequently, suggestions on how to tackle the various challenges have been addressed in this paper.
Abstract: Anti-money laundering is commonly recognized as a
set of procedures, laws or regulations designed to reduce the practice
of generating income through illegal actions. In Malaysia, the
government and law enforcement agencies have stepped up their
capacities and efforts to curb money laundering since 2001. One of
these measures was the enactment of the Anti-Money Laundering
Act (AMLA) in 2001. The implementation costs on anti-money
laundering requirements (AMLR) can be burdensome to those who
are involved in enforcing them. The objective of this paper is to
explore the perceived effectiveness of AMLR from the enforcement
agencies- perspective. This is a preliminary study whose findings
will help to give direction for further AML research in Malaysia. In
addition, the results of this study provide empirical evidences on the
perceived effectiveness of AMLR prior to further investigations on
barriers and improvements of the implementation of the anti-money
laundering regime in Malaysia.

case universities.
Abstract: It is believed that major account on language diversity must be taken in learning, and especially in learning using ICT. This paper-s objective is to exhibit language and communication barriers in learning, to approach the topic from socioculture and cognitivist perspectives, and to give exploratory solutions of handling such barriers. The review is mainly conducted by approaching the journal Computers & Education, but also an initially broad search was conducted. The results show that not much attention is paid on language and communication barriers in an immediate relation to learning using ICT. The results shows, inter alia, that language and communication barriers are caused because of not enough account is taken on both the individual-s background and the technology.
Abstract: This paper examines ethical and social issues which
have proved important when initiating and creating educational spaces within a virtual environment. It focuses on one project, identifying the key decisions made, the barriers to new practice
encountered and the impact these had on the project. It demonstrates
the importance of the 'backstage' ethical and social issues involved in
the creation of a virtual education community and offers conclusions,
and questions, which will inform future research and practice in this
area. These ethical issues are considered using Knobel-s framework
of front-end, in-process and back-end concerns, and include
establishing social practices for the islands, allocating access rights,
considering personal safety and supporting researchers appropriately
within this context.
Abstract: Antimicrobial (AM) starch-based films were
developed by incorporating chitosan and lauric acid as antimicrobial
agent into starch-based film. Chitosan has wide range of applications
as a biomaterial, but barriers still exist to its broader use due to its
physical and chemical limitations. In this work, a series of
starch/chitosan (SC) blend films containing 8% of lauric acid was
prepared by casting method. The structure of the film was
characterized by Fourier transform infrared spectroscopy (FTIR), Xray
diffraction (XRD), and scanning electron microscopy (SEM).
The results indicated that there were strong interactions were present
between the hydroxyl groups of starch and the amino groups of
chitosan resulting in a good miscibility between starch and chitosan
in the blend films. Physical properties and optical properties of the
AM starch-based film were evaluated. The AM starch-based films
incorporated with chitosan and lauric acid showed an improvement in
water vapour transmission rate (WVTR) and addition of starch
content provided more transparent films while the yellowness of the
film attributed to the higher chitosan content. The improvement in
water barrier properties was mainly attributed to the hydrophobicity
of lauric acid and optimum chitosan or starch content. AM starch
based film also showed excellent oxygen barrier. Obtaining films
with good oxygen permeability would be an indication of the
potential use of these antimicrobial packaging as a natural packaging
and an alternative packaging to the synthetic polymer to protect food
from oxidation reactions
Abstract: With the global financial crisis turning into what more
and more appears to be a prolonged “Great Recession", we are
witnessing marked reductions in remittance transfers to developing
countries with the likely possibility that overall flows will decline
even further in the near future. With countless families reliant on
remittance inflows as a source of income maintaining their economic
livelihood, a reduction would put many at risk of falling below or
deeper into poverty. Recognizing the importance of remittance
inflows as a lifeline to the poor, policy should aim to (1) reduce the
barriers to remit in both sending and receiving nations thus easing the
decline in transfers; (2) leverage the development impacts of
remittances; and (3) buffer vulnerable groups dependent on
remittance transfers as a source of livelihood through sound countercyclical
macroeconomic policies.
Abstract: ebXML (Electronic Business using eXtensible
Markup Language) is an e-business standard, sponsored by
UN/CEFACT and OASIS, which enables enterprises to exchange
business messages, conduct trading relationships, communicate
data in common terms and define and register business
processes. While there is tremendous e-business value in the
ebXML, security remains an unsolved problem and one of the
largest barriers to adoption. XML security technologies emerging
recently have extensibility and flexibility suitable for security
implementation such as encryption, digital signature, access
control and authentication.
In this paper, we propose ebXML business transaction models
that allow trading partners to securely exchange XML based
business transactions by employing XML security technologies.
We show how each XML security technology meets the ebXML
standard by constructing the test software and validating messages
between the trading partners.
Abstract: This contribution aims to outline some topics around the process of introduction of compulsory electronic exchange of documents (so called e-Boxes) in public administration. The research was conducted in order to gauge the difference between the expectation of those using internal email and their experience in reality. Both qualitative and quantitative research is employed to lead also to an estimation of the willingness and readiness of government bodies, business units and citizens to adopt new technologies. At the same time the most potent barriers to successful e-communication through the e-Boxes are identified.
